The main challenge is Nigeria's land law. People who want to farm are unable to do so because a small number of families hold onto available land. And the members of these families are no longer interested in farming. The government must devise a strategy to discourage owners from hoarding land that is not being used. In March, the federal executive council (FEC) approved the sum of $1.5 billion for the rehabilitation exercise.
The repair, which will be executed by Tecnimont SPA, an Italian company, will be done in three phases of 18, 24 and 44 months.
On Thursday, Mele Kyari, NNPC group managing director, and officials of Tecnimont SPA attended a kick off meeting on the rehabilitation of Port Harcourt Refinery Company (PHRC).
Advertisement The meeting signified the take off of the rehabilitation project which will be funded through internally generated revenue (IGR), Afreximbank and budgetary provisions.
The PHRC operates two refineries; the old refinery with a capacity of 60,000 barrels per stream day (bpsd) and new refinery with an installed capacity of 150,000 bpsd.
The two refineries bring the Port Harcourt refinery’s combined crude processing capacity to 210,000bpsd.

Yes, crude oil extraction and exploration is not a domestic industry. Exxon, Shell, Total, and Eni sell their crude oil to Nigeria in dollars.
The NNPC's 445,000 barrel per day crude oil reserve has been mortgaged with the AFRIEXIM bank for loans by the Buhari and Tinubu governments, another form of international trade.

Alas, Dangote Refinery came along and the reverse was the case - with spike in pump price amidst controversies. It was far from expectations as Nigerians were made to pay even higher despite products being refined locally and costs reduced.
Now it is PH Refinery being touted as the game changer to crash price and ensure only God knows what in the Petroleum sector!!!!
The dominant question is : Why are Nigerians being forced to buy fuel over N1000/ per litre even when the products are refined locally? There is no way fuel should cost more than N500 per litre in Nigeria given that we have the crude and we are refining locally. Infact, if govt want to decide to refine crude and sell PMS at N300 per litre, it can. But some wicked criminals in govt want to milk Nigerians and won't allow that to happen. PMS: ‘Nigeria Needs Intervention In Forex To Slash Pump Price To N600’
The Vice President, Crude, Argus Media, James Gooder, has said that fuel pump price in Nigeria can only reduce from the current price of over N1,000 to N800, N700 or N600 with better foreign exchange rate.
He noted that though crude prices at the international markets are failing, the price of fuel would still be high when calculated with naira/ dollar exchange rate.
He, therefore, said necessary measures should be taken to address the high conversion rate of the naira rate to the dollar so as to substantially reduce fuel pump price.
He spoke yesterday during a quarterly press webinar organised by the Major Energies Marketers Association of Nigeria (MEMAN) titled: ‘Market trends, transparency and fair pricing.’
The session was meant to provide valuable insight into the factors shaping fuel pricing, from global crude oil dynamics to local landing costs.
He said that with the resumption of operation by the Port Harcourt Refinery and the continued operation of the Dangote refinery, there will be product availability in the country. He also said that health competition would force down prices of petroleum products.
Gooder said: “We have heard that there is some discount being applied to the ex-depot price from Dangote. That suggests that they are becoming aware that they are in a competitive market.

The truth is already there: the PH refinery rehabilitation was supposed to be completed in 42 months from 2019 when the contract was offered that both projects should be completed in 2024. The total cost was based on a $1.5 loan from AFRIM bank, and the contract was issued by Buhari and Mele Kyari. 5 years later, the old PH plant of 60K capacity is now being commissioned as a blending plant for imported fuel.
Mele Kyari should be arrested, and NNPC should be immediately scrapped.
