It is easy to conclude the FRSC officials demand for bribe. It it an excuse to cover resistance to change, but there is every reason to believe the mop is expressing their frustration of the hard times we are in. Arrest of cyclist often attract resistance especially as they are locals from harsh background, people driven to the biz by hardship. I suggest the FRSC enlighten more than arrest at this time.
