Senator Bukola Saraki is no longer enjoying the support of Ilorin Emirate people and indeed the KWARA people in general as far as political loyalty is concerned, as clearly displayed in the overwhelming support in the votes cast of yesterday LGA elections across the state. All attempts to use the security agencies to intimidate voters failed. However, the ILORIN people are now asking the Chief of Army Staff, General Buratai whether he approved the deployment of armed soldiers to seal off Collating Centre of AJIKOBI ward at the Ansarul Islam Primary School at Masingba Area ILORIN? We are peace loving people and would like General Buratai to investigate why soldiers should kill our youths to protect a politician in Edu LGA. Preamble, Recently, the Nigeria Postal Service (NIPOST) announced that it has adopted what3words as its operational addressing platform. Since then, NIPOST has received encomium from all and sundry and particularly the media. But what is now on the front burner is NIPOST’s on-going push for the adoption of what3words as a National Addressing System for Nigeria. Going by existing laws that governs the sector, I am aware that there are many players that have statutory roles in the making of a Nation Addressing System and Standard, of which NIPOST is just one. Also, in defining standards for National Addressing Systems, processes and protocols are involved and such processes and protocols must involve all players, and players must be availed appropriate information and data in order to ensure that it is the very best choice is that is made What is not clear currently is whether the initial announcement of the adoption of what3words strictly concerns NIPOST and its operations or whether it also pertains to Nigeria. And if it by any means concerns Nigeria, is NIPOST in the process of selling the idea of what3words adoption to the states and local governments? Or has it sold the idea and obtained the approval of the concerned parties. Until that is done, the mere fact that NIPOST has adopted what3words for its own operation should not be taken to mean that such adoption has been taken as representing Nigeria’s adoption of a new National Addressing System. By the existing arrangement and in line with Nigeria’s Constitution, house numbering otherwise referred to as property addressing is on the states and Local governments’ exclusive list. NIPOST on the other hand controls the ZIP CODE, which is a convergence of addresses located within a defined boundary. So the supposed adoption of what3words as Nigeria’s Address system requires more clarification by NIPOST. In any build-up to a system such as the National Addressing System, the essential attributes, symbols and emblems of the component that will make up the embodiments of the system i.e states and Local Governments must not be subsumed in any form. A typical example is the Vehicle Registration Platform. What is of essence in such a build-up is to maintain a standard across board. So in the case of the selection of what3words, the role that NIPOST played seem more of working from answers to questions. What were the specifications and standard upon which what3words was evaluated before it became the choice brand? And how many of the states and local governments understand what what3words is all about? Of recent, I have been a strong watcher on the property and locational addressing spectrum and without any form of contradictions; I was one of the very few Nigerians who was privileged to come across word3words before it takes forage into Nigeria. Use cases of what3words at National Levels Before now, Cote D’voire Postal Authority was the first to adopt whats3word in the West Africa sub region, and now NIPOST has announced its engagement of the upcoming geo location platform. Outside of the continent, Mongolia also has adopted what3words. In the Europe Union, what3words acceptance is at early stage and is by the private sector, particularly the tech inclined enterprises such as taxi operators and restaurants. In fact, many companies involved with logistics businesses are giving whats3words a look. On the public spectrum, whats3words has not made major forage in Europe, basically because most countries already have addressing systems in place and because European cities are also well planned. This is not to say that what3words is not relevant to Europe, but emphatically, it is a system designed to attend to global demand and needs, than the specific demands and needs of a particular country. However, certain concerns spanning acclaimed user cases for what3words and my discovery and reasoning stemming from my experience of its applications to physical situations particularly in Nigeria further suggest to me that I needed to do more findings on this industry. My further enquiries led me to discover other good works done my other companies in the same spectrum. The study made me to discover that each of these addressing platforms have their strong and weak points. More importantly, it also made me understand the fundamentals of the addressing technologies and the essential focus of every one of them. The expansion of my understanding and view eventually made to know that what3words is not fool proof when it comes to locational addressing matters What are the issues with regard to NIPOST Choice Process? 1 Possible Error of Judgement From indication, NIPOST appeared to have unknowingly narrowed down the issues of development and use of a National Addressing System and standards primarily to Postal matters. For clarity sake, all Standard modern Addressing systems generally have other critical areas of adaptabilities including, security, emergencies, education, Health, disasters management, business, and many more. 2 Inadequate understanding of what should make up our national specifications as we develop a modern National Addressing System, Surprisingly, what3words as an off-the shelf geo-location platform does not have any Nigerian specification both technical and national that it seeks to address beyond its attempt to transcribe its three-word platform into Hausa Languages. An Appraisal of what3words I make bold to say that what3words is a Global Positioning System rebranded for the use of non-professionals for locational purposes. It is not different from other GPS, save the avoidance of the use of multiple numbers of Longitude and latitude. To me, and as acclaimed by other experts, it is not an address system per say. I use the phrase ‘per say’ because I really do not want that judgement to be solely of my discretion, but will wait to hear what my readers make of my submissions and those of other experts It is easy for the private sector to adopt what3words as a support platform to aid there logistics need where Addressing systems are non-existent or are weak such as in developing countries. However, it will amount to gross deception for anyone to preach that what3words is a suitable and adequate replacement for a conventional addressing system in any country. Surprisingly, this deception has become attractive to our public sector officials in the developing world stemming from that lure and penchant to avoid the financial outlay that is customary with the development of conventional addressing systems and the rigour associated with physical surveys and mapping exercises. NIPOST may also not be immune from such temptation to avoid funding demands and associated rigour. There is also the tendency for it to be in a rush to produce result in consonance with the newly given government mandate that NIPOST’s Management must turn around the ailing institutions. Is there anything what3words is doing differently? Beyond providing GPS coordinates in the form of three-words, word3words relies on Google, Waze, other maps like other GPS system do. It does not have a distinct map of its own that can direct people to locations, and so wherever Google fails to develop a base map of roads and settlements due to absence of support from crowdsourcing, a what3words user gets to dead end. The primary purpose of an address is that one could get a direction to one’s destination. Yet surprisingly, NIPOST is deceived by the idea that absence of road marking is not a necessity with what3words. If it is not a necessity with what3words, it could also not be a necessity with other platforms like Google, Zippr, e-loc and others. The question is why would Google be crowdsourcing its map updates particularly the roads? It is because one day, it hopes to have substantial data on roads, because it knows that roads are the most essential in the addressing systems. Without Google Map and directional facilities, using what3words would be a heinous task. Secondly, to use what3words, one must own and know how to use a smartphone. Whoever does not own a smartphone will be confronted will need to carry address book or sharpen his mental abilities to memorise words. What3words can best be described as e-mail-like GPS address. If a what3words address for Nigeria is for instance misspelt or omitted, or somewhat, an addition or replacement of just a letter should occur, it completely redirects a user to a different location that may be in Russia or United states or anywhere in the world. I also wonder whether NIPOST duly considered that most letters will be addressed by hand in Nigeria and not typed-written as it is done in Europe and the rest of the developed world. If that were to be the case, it must note what likely percentage of those hand written addresses will be legible and non-legible. By implication, there may be droves of returned mails all over the country, because Nigerians will simply not take the pains of typing addresses because they want to send letters, especially in this electronic age. In the e-commerce spectrum, e-commerce is a global phenomenon that is just developing in Nigeria, though penetration is growing. But the fact is, no notable national mail carriers in the developing world have adopted what3words, because most developed nations in particular have their own national addressing system that is the pride of their nation. Even other lesser countries like UAE, Saudi Arabia, Turkey, Qatar and many more have also developed their own National Addressing Systems that is of national pride to them, and that attends to their national specifics. Why then should NIPOST take Nigeria through a lazy-man’s path by buying an addressing system for Nigeria off the shelf? Another issue is that what3words is elitist and mostly unsuitable for adoption because of the literacy level of many Nigerians particularly rural dwellers. Take for instance, in instances of emergency, how many people can comport themselves enough to relay what3word’s there-words correctly on the phone? If one person can, many would not be able, and it makes matters worse if such persons are not literate. Another question that begs for answer from NIPOST is, does NIPOST expect Nigerians to label their houses with what3words addresses as their house number? This is amusing since what3words lacks sequencing. Under a conventional addressing system, houses are numbered and numbering is done sequentially. This enables somebody walking on the street to be guided in terms of how proximal he is to his destination. What3words does not have a numbering system. Let us assume house number one on a street has a what3word address such as good.wise.sailor, and house number two has a what3words address shame.dog.horse, how does a road user who is barely literate and without a phone or probably a phone without a battery power locate his way to his destination? To go more technical, what3words does not have some other technical features of a modern addressing system; it does not have provision for addressing high rise buildings. Take for instance; what3words cannot give specific addresses to apartment in 1004 Housing estate in Lagos or offices in Federal Secretariat Abuja or any other Tower in Nigeria. For instance, how does NIPOST hope to deliver a mail to apartment on the third floor with a what3words address without the support of another additional local addressing? Again, for a single house, what3words provides multiple addresses (sometimes up to 10) depending on the number of 3m X 3m square the house covers on the earth surface. I see a loophole for criminals to manoeuvre with addresses to aid fraud and evade arrest so easily. Also worrisome is that despite effort supposedly made by what3words to remove inappropriate words from its repository of words, one still finds a lot of repulsive words in use on the platform. Back to Legal and national issues, what3words as prescribed by NIPOST is not owned by the states or Local government as it were and this contravenes the constitution of Nigeria and best practices all over the world. I see this as an occasion to further reinforce the unitary tendencies that Nigerians have been kicking against. First, this address system is not addressing our needs as a people, and more importantly does not display or reflect any of the specific identities of our component states, Local government, wards, district and neighbourhood. This signifies the absence of a very critical attribute of a modern National Addressing system. What is obtainable elsewhere in places like Dubai is that by one’s sighting of an address, one should be able to know that oh this is a Lagos address or a kano address or an Enugu address. In other use case scenario, I take my readers back to the earlier issue I raised on NIPOST’s error of judgement. NIPOST has a limited view of what an address system should be, and I suppose it took it to mean that address is majorly a postal tool. To the contrary, addressing systems today is a pivot upon which all state matters revolve and a lot of thinking and researches have gone into addressing models and technologies. Addresses are supposed to generate revenues for states and Local governments because they own it by law. NIPOST should be at best an advisor and expectedly should aid the nation to set addressing standards. What should be obtainable is for states and local government to even charge NIPOST yearly fees or as otherwise might be determined to use address data of states and cities. So NIPOST is a potential client of states and Local governments, while states can still go on to get other clients for their address databases such as utility companies, police, FRSC, National population Commission, Health institutions just to mention a few. Conclusion In conclusion, I must not fail to address the purpose for writing this article. Beyond the fact that I have done extensive research on the addressing system spectrum, and being a role player in the sector, I have a yearning to ensure that my country goes for the best, most adaptable, and cost efficient addressing system, that can meet the specific need of the nation. While I do not have any grouse with what3words as an institution. The company definitely has done a wonderful job. Its technology is could be used by tourist, hikers, and for internal uses of companies. But beyond that, it is not good and comprehensive enough to take care of other national needs both for NIPOST and other government institutions, and other national requirements. In the same vein, the government should discountenance the idea that it can just pick-up off-the shelf address system built for general global use and deploy it in to Nigeria. The way to go is to get a clear specification of what is needed, be ready to spend the money required, and then get a product that is efficient, dynamic and adaptable and that we can call our own. Finally, I appeal to NIPOST and whoever is on the National Address Council not to see this article as an affront on the institutions. It is not so. This article is to bring to the knowledge of the managers of these institutions issues that may have escaped their coverage with respect to this noble national mandate. May God deliver Nigeria from miscarriage of justice. I don't know when it has become an offence for a citizen( be it a judge) to criticise a sitting Governor for wrong doing. Before being a judge, the jurist is first a citizen of Nigeria and should not be denied her right under law to express her feeling and opinion with regard to how her state is run. I support the body agitating for a redress on behalf of Justice Oloyede. God will grant the body the courage to pursue this case to logical conclusion. the NJC should cover its face in shame for arriving at that frivolous verdict in respect of the matter. sometimes one wonders whether the judges have forgotten that genuine verdicts do not run contrary to the principal of natural justice. the statement credited to the kwara state government if care is not taken will open another of Bukola saraki's many cans of worms. what they refer to as pension had better been left as salary the way EFCC has classified it. this is because kwara indigenes all knows better. what happens is that in paying Bukola saraki's pension, kwara state government pays pittance into his account. But actually what happens is that Bukola Saraki earns 100million naira pension every blessed month. And this money is paid in a tranch of 25 million into four separate accounts in four major banks in Ilorin two of which are UBA and Zenith. this money is paid on the 29th of every month via cash lodgement. This development is not a secret in Kwara state. At a point the former Kwara State commissioner for information Mr Tunji Morohunfoye even defended Bukola saraki pension allowance claiming it is 45million and not 100million as claimed. |
kwara State is at it again. it is now on record that this north central state has broken another record by being the first state to pay two persons for the position of a governor, meaning one governor is real and the other is a ghost. Aside that the ghost governor collects monthly salary. he is also the first governor in Nigeria to collect salary and pension at the same time and his pension is higher than than his salary. the ghost governor collects a monthly pension of 100million a month, his father's family collect family upkeep allowance of 20million every month.
