In the last few weeks, the nation's public space has been awashed with shades of opinion on whether WNSN (AMOTEKUN) is legal or not. This came in response to a statement credited to the Attorney-General of the Federation, Shehu Malami in which he said that the establishment of AMOTEKUN was illegal. I write to mention just a few issues that bothers on the exclusivity of the constitutional role of Federal Government on security. Even though the Nigerian constitution may have conferred on the FG the exclusive right of control on security throughout the nation, we are also aware that the same constitution vest exclusivity of the control of security in every state of the federation in the Executive Governor of the state. Since the inception of the current democracy, the FG cannot averse to the truth that it has effectively played the exclusivity card in its handling of internal security in Nigeria at anytime. In fact, it is on record that states contribute a larger percentage of funding outside of personnel cost, to the Nigerian Police than the Federal Government. I stand to be corrected, but I make bold to say, that most vehicles on the inventory of the Nigerian Police since 1999 and till date were purchased by states and Local government and by private sector. we remember the ALGON Prado SUVs and motorbikes. purchases by states have remained endless. Also, states provide funds for fuelling of the vehicles on monthly Bases. The irony is that these Governors each of whom the Constitution describes as the " Chief Security Officer' in their respective states cannot give any order to a Police Commissioner, DSS State Director or Army Commander without them making a confirmation from Abuja whether to obey of not. I remembered the Fulani massacre in Enugu States about two or three years back. Despite every effort by the governor in providing required logistics against a known and impending massacre and all assurances by the police, army and other sister organisations, the massacre still took place early morning. So, the questions that readily comes to mind to which the FG should be made to provide answer are, (1) Does the Constitution confer exclusivity without financial responsibility? (2) where is the fund voted yearly in federal budgets for the Nigerian police? (3) why has the federal government not refused states financial contributions to the police in the spirit of exclusivity of control over internal security? In fact, in my own view, the states have carried the burdens of the police such that it allowed the federal government to delve into "exclusive rascality" in the management of internal security. you may ask me, how? The states haven picked up substantial part in Nigerian police bills have allowed the federal government to shift that role on the states, turning the State Governor into 'Chief Financier of State Security' while top police management and federal officials are neck deep in pilferage of security funds at federal level. We remember Tafa Balogun and many more. Not only that. As if that is not enough, the same Nigerian Police has muzzled the general public by turning itself into established bribery syndicate from top down, milking Nigerians on daily basis under pretences of not being well paid, and having to run the system's logistics on their own. So the observation is that even the FG (that is claiming exclusivity) still cannot take care of police personnel needs. so, where is the claim to 'exclusivity of role' by the FG. Now I come to the deliverables. the FG should be reminded that a claim to exclusivity in role comes with exclusivity of responsibility and accountability. Despite being funded by states and local governments, and by funds pilfered from the general public over the years, the FG and the police have had nothing to show the Nigerian nation other than tales of incompetence, failure and dereliction of duty across the country. The police over the years have pursued this same 'exclusivity rascality' against the establishment of the FRSC, NSCDC and of late, against the proposed PEACE CORP. This is utter shamelessness. Where did the FG get it wrong. There is nothing new about the WNSN other than complementary security arrangements that have been in existence over the years at neighbourhood, Local government and State levels. I am aware for a long time, many local governments in Nigeria have engaged and paid vigilante groups to beef up security in complementary capacities and under the supervision of the Nigerian Police. AMOTEKUN is just an upscale version for better performance and increased output via inter-state cooperation. Perhaps, the question every Nigerian should ask PMB and his government is, What is the Government afraid of, or does the government have anything to hide? We are all aware that at the inception of the AMOTEKUN initiative, the IGP was consulted and was physically present at the meeting of the state Governors of western Nigeria. why did the IGP not raise alarm at that time? Waiting till the time of launch shows that certain fifth columnists in the PMB government are at work and are up to something sinister. It is a pity that Nigeria's leaders are always good at shooting down good ideas for personal and primordial gains. So shameless is it that PMB is always found to lead such unpatriotic ventures. My take is simple, the Governors of South West should endeavour to press forward with AMOTEKUN. They should understand that the people of South West elected them to serve them and to protect their lives and property. Failure to pursue that goal will make them accountable before men and God. To the FG, PMB should also note that he was also elected to protect the same lives and properties and he was given enough time to prove himself until he failed. he failed because he was busy being sectional and nepotistic. Nigerians know and are not in doubt where PMB's interest lies. Where his interest lies is where the interest of the police and the army lies. No wonder the captured BOKOHARAM insurgents are always rehabilitated and sent back home to reintegrates into the society despite drenching their hands in blood of innocent Nigerians. No Fulani has ever been prosecuted under PMB despite their heinous crime across the length and breath of middle Belt and Southern Nigeria, what a leader? Yes, the President and his government could go ahead and call AMOTEKUN any name. He could even ban it like he has done to other bodies, but he should also note that he will not be able, never be able, to suppress the will of people of Southern Nigeria. At best, he will only succeed In making the clock to tick faster towards self determination. |

Beface: It only the rest of Nigerians who are deceived by all the media moves to launder Biodun's image. Ilorin people are never deceived. We thought when he relocated to Abuja, he was going to turn a new leaf. GideonOludayomi: you are right. The initial rule was that civil and public servants are not allowed to do any business. But later an amendment was made that they can engage in subsistence (not commercial) agriculture. They can also buy shares. but then the understanding is that the value of shares would be commensurate to his earnings. even where there is gain/bonus on the shares, they are easily explainable. In the case of Momonu, the EFCC apparently gave him opportunity to explain how he came about the wealth, but he chose not to toe that line probably to avoid creating for the EFCC another insight into other properties |

I dey laugh o. Nigerians are gullible. each time an account is mistakenly credited with huge amount, they praise the account owner for returning it. of course he will eventually be notified of the error and the money recovered. if he fails to return it early enough, then he might be suspected to be an accomplice in a corrupt act if especially it turns out that whoever that posted the money had a corrupt intention. How one can know whether he is truly a honest man is if his account is mistakenly credited with 2k by the Delta State Government and he does everything possible to quickly return that money. then it will be worthy to reward him. infact I suspect fowl play in the reward. I feel someone inside government actually had a plan to dash this guy a car and wanted to find justification for it. For God's sake, this is not a case of whistle blowing against a corrupt act. Recent events unfolding within the Lagos state APC makes my heart to bleed for Nigeria. it beats my imagination how a people chose allegiance to leadership over a workable functional system. I pondered, so it is only one man who has power to define what is good and what is bad. if something is bad and the man says it is good, everyone turns around and say it is good. if something is good in the eye of everyone, and the man says it is bad, they all turn around and say it is bad. That is the best description one can give to the situation in Lagos. The party leadership and structure in Lagos APC has indeed betrayed the people of Lagos. it is left to Lagosians to determine whether they love to keep APC trusted with their destiny. I assume the message Lagos APC is sending to Nigerians and to anyone who is interested in leadership is that on the hierarchy of priority of a Governor, the interest of the citizens should come last, after that of the God father and his political hanger-on's. Governor Akinwunmi Ambode has been butted out of his seat for placing the interest of the citizens side-a-side that of the Godfather. i wonder what would have happened to him had he out rightly jettisoned the interest of the Godfather. Left to me, i don't know what lessons we are teaching the young generations coming behind out of what is currently happening in Lagos. I am not supporting Akinwunmi Ambode, but the point i stand to make in this matter is about the interest of Lagos. So it is beyond Tinubu, and the onus falls on the Lagos people to show Tinubu in this 2019 general election that this is about a people and not a Godfather. Failure of the citizens and residents of Lagos to wave red flag to Tinubu, the APC and their political cohorts, will definitely spell doom for the state in the near future. |

Gucciblog: To me the judgement is a sound one. A judgement is expected to be based on prayers of a litigant as presented before a court. The arguments of the litigants was that even though Adeleke went to Ede Grammar School, he did not finish. So the litigant needs to provide evidence that Adeleke did not finish to certificate level, which they failed to proof. Adeleke had approached the school and the school provided the certificate and Testimonial which shows that he had education to certificate level. That puts to rest that contention that Adeleke did not finish the school. The question that in contentious is what is a certificate level? by my understanding, I assume a certificate level should be final year. So if Adeleke carries a testimonial that says he finished in that school, then he has satisfied the constitutional provision. What we call certificate in todays world is actually the result of your academic performance, and it is immaterial whether he had good grade since the constitution did not specify any benchmark performance as essential. So I strongly believe that that for those who attended secondary school, a either a testimonial or certificate could stand as attestation of attendance, whereas for those who never attended a secondary school, but sat for private exams like GCE, a certificate would suffice. in that regard, I do not really see the way the judge erred in his judgement, the constitution appeared to have a lacuna on it meant by ' having secondary education up to school certificate level'. As it were today, a JSS 3 certification is a secondary school certificate level. I would have wished that had the litigants had enough time at their disposal, to proceed to higher courts so that so that the soundness of this judgement could be further tested. This is an important judgement that has implication even on the contentious issues on PMB's certificate issues and many others. but the judge went further to say that he noticed that a lot of discrepancies existed in the document submitted by Adeleke, but the court will not dabbled into what does not concern it, since an allegation of forgery was not levelled against Adeleke by the litigants in their prayers before the court. Those who are following the case would realise that a new case has been filed before the court. |

His father, Olusola Saraki was connected to deaths of many prominent Ilorin sons too numerous to mention. history has it that Olusola Saraki actually struck his wealth when he murdered Gobir, an Ilorin born federal permanent secretary whom he Olusola saraki was serving as a business front. The greatest disservice PMB can do against the people of Kwara and Nigerian youths is to fail to destroy Bukola Saraki. infact he must use every extra judicial means if necessary to destroy the calamity called Bukola Saraki. if this nation makes a mistake and allow Bukola to achieve his inordinate ambition of rising to this country's leadership, even our unborn children will ask us question as to why we allowed this calamity to befall the nation. Goodluck Jonathan made this error, PMB must not make same. for the records, I am not a follower of PMB and I ddnt vote for him in 2015 and will not vote for him in 2019. ManirBK: what is wrong about not receiving PMB. The custom of receiving a president when on a visit to a state is only tenable when the president is on official trip to the state. Even at that it is not written anywhere in Nigeria's law that a president must be received. In this instance, the president is on a private visit, and so the Governor has a discretion to receive him or not. it is in a lazy country that a president wants everyone to come and greet him, carry his umbrella, his bag and if possible feed him. Ekiti state is part of Nigeria and part of the president's jurisdiction. Does he need anyone to welcome him when on a tour of his jurisdiction? I remember late Bola Ige said he was stunned when as a Minister of state for Power, his staff brought him #300k as his tour allowance for touring power installation inside Abuja. He said he challenged them that is this how you people spend Nigeria's money. In any civilised work, a president making such political trip to a campaign rally like Ekiti would be asked to bear cost of fuelling for his aircraft and allowances for his aircrew. Nigerians easily forget history. or perhaps we do not care about things around us. The declaration of June 12 as the nation's new democracy day has been applauded by Nigerians across the nation. The government in recognition of the contribution and dedication of MKO Abiola to the course of democracy also gave an award of GCFR to him posthumously. an award was also given to Ambassador Babagana Kingibe. Ever since the announcement of the award, I have been at a crossroad as to what actually the purpose of the award. was it actually because MKO and Kingibe won the election or because they stood for the protection of the mandate Nigerians gave to them. I assume it is because of the latter. If I am right, then I do not think Ambassador Babagana Kingibe deserve the award for obvious reasons. history made us to know that Ambassador Kingibe abandoned the cause of June 12, abandoned the mandate given by the Nigerian people and proceeded to serve under Abacha's military government. Abacha was the one under Babangida's government that deployed the military to crush Nigerians protesting June 12 election on the street of Lagos. Kingibe picked up a ministerial appointment under the same Abacha. I am therefore surprised that Kingibe is offered an award for June 12. it shows that Nigerian government is a government that does not know it onions. it also shows that Kingibe is a man that lacks conscience and is ready to reap where he ddnt sow. Well he has even proceeded after that episode and in this government to play ignoble roles in government. what a shame. |
