Total numbers of voters that successfully completed this are called Accredited Voters..
And they are the ones the polling unit officer is expected to give ballot papers to, so they can cast their vote.
Numbers of votes cast may be less than accredited voters ( e.g. of someone accredited didn't come back to vote after accreditation) ...BUT CANNOT EXCEEDS numbers of accredited voters.
If it exceeds, that is when overvoting has occurred.
What I said was that, if Politicians mobile people to polling unit and scare the unit returning officers, just to do over voting with a sole aim of getting the unit votes cancelled ..How can INEC mitigate against this

This is what I have been saying. Same thing happened in Ekiti n Anambra n INEC must be continue with the BVAS SmartPolician: In 2018 or so, APC beat PDP in an Osun State guber election many people thought PDP had already won after it was declared inconclusive.
Thanks to BVAS and IRev - PDP beat APC in 2022 and even celebrated the victory before INEC announced the official winner.
