Some people are of the opinion that it is better to buy domain from domain registrars, i thx @seun also supported this view in one other thread like that, and hosting at another place. Such that you can change hosting if there is a problem without loosing your domain name.

That depends on the policy of the Web Host. Some will provide you with the appropriate administrative privilege over your domain. This enables you to effect any change to your domain name servers, incase you want to switch host.

You Web Host should be able to solve the problem. It is very likely that starcomms Ip addresses are listed on the blacklist database of the Firewall application installed on your server. It should not be a problem getting them de-listed.
