Enugu governor’s wife flags off de-worming of pupils …As stakeholders hail Ugwuanyi on school feeding programme The wife of Enugu State Governor, Mrs. Monica Ugochi Ugwuanyi, yesterday, flagged off the de-worming programme for pupils in public primary schools in the state, organized by the National Home-Grown School Feeding Programme, in collaboration with the state government. Performing the function, Mrs. Ugwuanyi appreciated the federal government for its thoughtfulness in introducing the school feeding programme in primary schools in the country, which she said was designed to improve child nutrition and health, increase school enrolment, create employment opportunities and strengthen local agricultural economies. She also thanked the state government for its contributions in ensuring that children of the state are among the beneficiaries of the feeding programme in the country, stressing that “it is a clear demonstration of good governance and a state with a vision to make health interventions and education accessible, affordable and qualitative”. This came as stakeholders in the National Home-Grown School Feeding Programme applauded Gov. Ugwuanyi for ensuring that Enugu was among the states in the country to benefit in the first batch of the scheme. Speaking during the flag off of the de-worming exercise, the state programme manager, Mr. Ifeanyi Onah noted that “this event was made possible because of the pragmatic and proactive leadership of Governor Ifeanyi Ugwuanyi of Enugu State, whom I usually describe as the man who saw tomorrow”. Mr. Onah disclosed that the programme which started in Enugu State, three years ago, has about 2,230 cooks feeding about 194,707 pupils, adding that the state was among the first set of states that joined the exercise by fulfilling all the conditions in 2016. In his address, the State Commissioner for Health, Prof. Anthony Ugochukwu, highlighted the remarkable contributions of Gov. Ugwuanyi and his wife, Monica, towards delivering healthcare services to the people of the state, especially the children and less privileged. The health commissioner, who was represented by the permanent secretary, Dr. Ifeanyi Agujiobi, noted with delight that Mrs. Ugwuanyi’s pet project, Ugo’s Touch of Life Foundation (U-TOLF) has continued to provide free medical treatment for vulnerable groups and empower the less privileged in the state. He added that the governor’s wife’s foundation also provided cancer screening machines for hospitals across the three senatorial districts of the state, stating that the de-worming exercise was one of her other numerous achievements. AMOTEKUN: (A Clarion Call for South-East to Adopt "Enugu Forest Guards" model for Regional Security). By: Henry Nnanna Okeke, Esq. 10/01/2020. *The question is "Should the South East not have South East Forest Guards Network or "Amaefula" Operation?* Security and Welfare of the people remains the primary purpose of Government as enshrined in section 14(2) of the 1999 Constitution. Primarily, this means that security and welfare of the people is at the center of the entire concept of Government. *Amotekun Operation * In a bid to unanimously combat Insecurity in the region, the South West States of Nigeria officially launched a security formation code named "Operation Amotekun" on January 9th, 2020. Amotekun Operation as a child of necessity is a regional effort birthed to assist the conventional police force in crime control and prevention. Legally, Amotekun Operation is a larger scale compliance to section 20 of the Administration of Criminal Justice Act 2015. According to section 20 ACJA, "A private person may arrest a suspect in Nigeria who in his presence commits an offence, or whom he reasonably suspects of having committed an offence for which the police is entitled to arrest without a warrant." Therefore, the Western Nigeria Security Network (WNSN) otherwise know as “Amotekun” is a lawful innovation by the Governors Rotimi Akeredolu (Ondo) Seyi Makinde (Oyo), Gboyega Oyetola (Osun), Babajide Sanwo-Olu (Lagos) , Kayode Fayemi (Ekiti) and Dapo Abiodun (Ogun). *Enugu Forest Guards* Enugu State Government under the able leadership of Governor Ifeanyi Ugwuanyi have demonstrated absolute commitment towards security, safety and welfare of the people. Evidently, the Governor of Enugu State understands the primary purpose of government when he boldly introduced and adequately funded the Enugu State Forest Guards and other security approaches that has brought tremendous security confidence to Enugu State residents and her visitors. The Forest Guards initiative of Governor Ifeanyi Ugwuanyi administration is the first of it kind in Nigeria. Through a transparent recruitment process by the DSS, adequate funding by the Governor, operational formation and synergy with the Police, Air Force and other security agencies, the Enugu State Forest Guards initiative is today a success story worthy of emulation. * South East State's Collaboration* Although the Governors of the South East have met severally at the Enugu Government House to chat a road map for security of the region, there is now need for "walking the talk". The peculiar forestation of the South East States ordinarily calls for regional security efforts. A careful study of the region and her security issues have revealed that the forests have routes to and fro each State. For instance, local hunters in the olden days could move from Awgu forest in Enugu State to Okigwe forest in Imo State within hours. Oji River forest in Enugu State has a route to and fro Awka forest in Anambra state. From Amechi Idodo - Nkalagu Forest is connecting Ebonyi and Enugu State. The proximity of our forests and the mode of operations of criminal elements in the region obviously requires a holistic adoption of the Enugu State Forest Guards model. Call it South East Forest Guards or " Operation Amaefula", a regional effort to secure our people and their farmland is highly recommended at this juncture. This is more so when we consider the fact that criminal elements in the South West Forests will certainly relocate to safer forests as Amotekun Operation kicks off in essence. Therefore, this is a clarion call for the people and government of South East States of Abia, Anambra, Ebonyi, and Imo State to urgently adopt and expand the Governor Ifeanyi Ugwuanyi's already successful Forest Guards initiative for maximum security of the South East region. This is imperative in view of the likelihood of metamorphosis of our current federal police to state/regional police. A student of Girls Secondary School, Abakpa-Nike, Enugu State, Miss Chidiogo Jane Onoh, has emerged the overall winner of the maiden edition of the essay writing competition of the Bureau of Public Enterprises (BPE). In a letter to the principal of the school, the Director-General of BPE, Alex A. Okoh, stated that Miss Onoh’s entry in the essay writing competition titled: The Reason for Government Reforms and Privatization of Public Enterprises, “was adjudged the best by the Bureau’s team of evaluators”. Okoh congratulated the student for emerging the overall winner in the country as well as the school for producing the winner. The Director-General consequently invited Miss Onoh to the award ceremony scheduled to hold on Thursday, December 12, 2019, at BPE Main Conference Room, Abuja at 10am. It would be recalled that Model Secondary School, Nsukka, in Enugu State, recently emerged the 5th best school in public category for 2019 President's Teachers & Schools Excellence Award (PTSEA) of the Federal Ministry of Education. The prestigious national award conferred on the school at the Eagle Square, Abuja, by the Minister of State for Education, Hon. Chukwuemeka Nwajiuba, was sequel to the general assessment of infrastructure, E-Library, quality teaching & learning in public secondary schools in Nigeria, by the Federal Ministry of Education. The outstanding feat, according to the Executive Chairman of Enugu State Post Primary Schools Management Board (PPSMB), Barr. Nestor Ezeme, who received the award on behalf of the school, was a fallout from various educational interventions by Governor Ifeanyi Ugwuanyi's administration, which ensured the overhaul of all classroom blocks at Model Secondary School, Nsukka, construction of dormitories and dining hall with state-of-the-art facilities”. The plan by the management of Seplat Petroleum Development Company to replace the outgoing Managing Director/Chief Executive Officer, Austin Avuru, with a Briton negates Section 30-36 of the Nigerian Oil and Gas Industry Content Development Act and defeats the country’s Local Content (LC) policy. Avuru, the pioneer MD/CEO of Seplat, is set to retire in July 2020 after leading the oil firm for 10 years. Following the development is a corporate disclosure at the Nigerian Stock Exchange (NSE) that Roger Brown, the firm’s Chief Financial Officer/Executive Director and a Briton, will succeed Avuru next year. According to public affairs analyst, Aimhie Odin, considering his leadership at Seplat, Avuru, with over 38 years’ experience in the oil and gas sector, has done more for the sector as a Nigerian, which suggests that there are more Nigerians in the sector and company to continue from where he stops. He said the NCDMB Act made it clear that “at the point where no Nigerian is fit to lead in the position for lack of training, the board should ensure effort is made with reasonable time for a Nigerian to be trained.” Odin noted that SEPLAT came into existence in June 2009 through the partnership of Shebah Petroleum Development Company Limited and Platform Petroleum Joint Ventures Limited, specifically pursue upstream oil and gas opportunities in Nigeria, and in particular divestment opportunities arising out of the incumbent Major IOC’s portfolios. Having Avuru lead Seplat over the years has demonstrated a strong commitment to developing local content. He said Seplat had the potential to support further local capacity expansion projects with the forthcoming Assa North-Ohaji South Project (ANOH), one of the largest greenfield gas condensate development projects being undertaken in Nigeria. It involves the development of the Ohaji South gas and condensate field located within the licence block OML 53 and the Assa North field in license block OML 21. The project has significant gas supply for the local grid. The phase one development of ANOH midstream is expected to cost $700 million, of which the JV of Seplat and NGC will fund $420 million. According to him, Seplat is also strategically positioned to provide a sustainable solution for the LPG shortages in the company. Governor Ifeanyi Ugwuanyi of Enugu State has reassured the people of the state that his administration will continue to promote peace in the state in order to enhance good governance and rapid development. The governor reiterated that his administration will not take the peace in the state for granted, stressing that he would do whatever is necessary to sustain the existing peace throughout his tenure. Speaking during an official visit to Aninri Local Government Area on Monday, to inaugurate some development projects executed by the council chairman, Hon. Ezekiel Chukwu, including the seven-classroom block at Community Primary School, Amacharauka, Oduma, fully equipped with learning materials and the two thousand-capacity event pavilion at the Local Government secretariat, Gov. Ugwuanyi commended the chairman and his team for the bold initiatives. The governor also laid the foundation stone for the construction of an ultra modern civil hall at Ndeabor adjacent to the council headquarters in the company of the former Senate Deputy President and the Senator representing Enugu West Senatorial District, Senator Ike Ekweremadu, the member representing Aninri/Awgu/Oji-River Federal Constituency, Rt. Hon. Toby Okechukwu, his counterpart for Udi/Ezeagu Federal Constituency, Rt. Hon. Dennis Amadi, State Chairman of the Peoples Democratic Party (PDP), Hon. Augustine Nnamani, among others. Gov. Rev. Fr. Theophilus Ndulue, the Parish Priest of St. Patrick Ihuonyia, Amansi-Odo, Ezeagu Local Government Area, Enugu State, who was abducted on Friday, on his way back from the Diocesan Pastoral Council meeting held at Holy Ghost Cathedral, Enugu, has regained his freedom. The State Police Public Relations Officer, Ebere Amaraizu, who confirmed the Priest’s release, said he was released unhurt. Also confirming his release, the Director of Communications, Catholic Diocese of Enugu, Rev. Fr. Benjamin Achi, thanked God that Rev. Fr. Arrangements have been concluded for the 2019 Ofala of the Obi of Onitsha, His Majesty, Nnaemeka Achebe, Agbogidi. Rooted in deep spirituality, the Ofala is the highpoint of the Onitsha ceremonial cycle. It is primarily a celebration by the monarch and his subjects to mark the monarch’s annual emergence from seclusion, during which period he has successfully negotiated the fortunes of the kingdom. The Ofala also marks the homecoming of Onitsha indigenes. The digital transformation leader, Globacom, has been the official sponsors of the Ofala since 2011. Globacom’s partnership with the organisers of the festival over the years has helped enormously in projecting the Ofala. The actual Ofala which is a display of royal dances, tributes, parades and music running over two days, will take place on October 11 and 12. The 2019 Ofala events will kick off on Saturday, October 5 with the maiden edition of the Onitsha City Marathon, organised by the Onitsha Business School. The 21-kilometre road race has been approved by both the Athletics Federation of Nigeria (AFN), and the International Association of Athletics Federations (IAAF). Many renowned international marathoners particularly from countries with road racing records like Kenya, Ethiopia, Ugandan and Diaspora Nigerian elite athletes have entered for the event. This will be followed by the Oreze Arts VII, a group art exhibition promoted by His Majesty’s Chimedie Museum Trust Foundation and supported by the National Gallery of Art . The works of 250 Artists from various parts of the world are planned to be on display at the show which will run from October 9 to October 13. Frank Ugiomoh, Professor of Art History and Theory, Department of Fine Art and Design, University of Port Harcourt will be the special guest of honour at the opening ceremony of the art exhibition. A panel discussion on the Role of Art in Community Enlightenment, Cohesion and Development will form part of the exhibition. Panelists include such artists like Tayo Adenaike, Obiora Anidi, and Nneka Odoh. Others are art collector Hakeem Adedeji, and art curator Iheanyi Onwuegbucha. About 2000 persons are expected to participate in the Ofala Youth Carnival, which is scheduled for Thursday, October10. Now in its seventh year, the carnival holds under the auspices of the Onitsha Ado Youth Council and showcases the rich cultural heritage of Onitsha. The activities will be rounded off with a Royal Banquet, organised by Globacom in honour of the Obi of Onitsha. The banquet will be held at the Dolly Hills Hotel, Onitsha, on Monday, October 14. Ugwuanyi, who reiterated his administration’s commitment to continue to advance good governance through honest, accountable governance and optimal service delivery, also charged the new appointees to “at all times show this sensitivity in the conduct of government business.” He disclosed that the retreat was to share the policy directions of his administration, facilitate the appointees’ understanding of governance processes, secure their buy-in and build consensus on the state government’s mission to continue to alleviate the sufferings of the people, saying, “Ndi Enugu expect nothing less from us.” Declaring that “the season of politics is over”, he noted that “under my watch, the governance mode is fully activated and our oath of office is to serve to the best of our ability and give fair and equitable treatment to all manner of persons irrespective of one’s partisan interests, fashions and propensities. Governor Ifeanyi Ugwuanyi of Enugu State, on Wednesday, swore in Commissioners and Special Advisers who will assist him to run the affairs of the state. Swearing in the Commissioners and Advisers, Gov. Ugwuanyi said that performance will be key and periodically benchmarked as a basis to remain in office. The governor who pointed out that his administration will not tolerate any corrupt practice, emphasized that the new appointees’ loyalty as public officers should be to God and the state. He added that they “must at all times be seen to pursue honesty, transparency, accountability, equity, justice, fairness and unalloyed commitment to your duty in the course of your service to this state”. Gov. Ugwuanyi, who earlier in the day swore in Dr. Festus Uzor as his Chief of Staff, announced Mr. Chuks Ugwoke as his Chief Press Secretary, disclosing that “the Deputy Chief of Staff, Office of the Deputy Governor will be appointed in due course and all other appointments will follow suit. The governor stated that “every Public Officer on this journey must wear his/her seat belt”, stressing that “our administration will be on fast track to deliver the public good to Ndi Enugu in the remaining three years, eight months and five days of this tenure”. He therefore, informed the Commissioners and Advisers of the 3-day Policy retreat from September 26 to 28, which will take them through the government’s policy direction. Post secondary school students of Enugu State, who are beneficiaries of the scholarship offered by the administration of Governor Ifeanyi Ugwuanyi to study in Mewar University, India, on Friday, paid a thank-you visit to the governor at the Government House, Enugu, ahead of their departure. 1 The elated students, numbering 22, who were accompanied by the Permanent Secretary, State Ministry of Education, Mrs. Nwanneka Onah, and other officials of the Ministry, said they were overwhelmed by Gov. Ugwuanyi’s benevolence, love, care and kindness in making their dreams come true. It would be recalled that Gov. Ugwuanyi’s administration had offered four-year scholarships to 680 indigent students of the state studying engineering programmes in Enugu State Polytechnic Iwollo, Ezeagu Local Government Area and the Institute of Management and Technology (IMT), Enugu. Speaking on behalf of the new beneficiaries, Clara Nnaji, an ex-student of Anglican Girls Grammar School, Awkunanaw, Enugu South Local Government Area, thanked Gov. Ugwuanyi for putting smiles on their faces and that of their parents, adding that they have found a father in the governor. Nnaji disclosed that the governor has “succeeded in shaking off shackles of all forms of poverty in our families”, stressing that “a good number of us never had the hope of leaving this country for studies”. Following the inauguration of a five-man Joint Security Committee set up by the South East governors, during their last meeting in Enugu, Governor Ifeanyi Ugwuanyi of Enugu State, has approved the appointment of the former Assistant Inspector-General of Police (AIG), Mr. Aloysius Okorie as a member of the committee. In a statement by the Secretary to the Enugu State Government, Prof. Simon Uchenna Ortuanya, Mr. Okorie replaces the retired Inspector General of Police (IGP), Mr. Ogbonna Onovo, who was recently appointed as Security Consultant to the state government. The statement added that the change became necessary to enable Mr. Onovo, who served as Chairman of Security Ad-hoc Committee, constituted by Gov. Ugwuanyi, alongside 11 other committees for the reform of the state’s Public Service, ample time for the implementation of the committee’s recommendations. Other members of the South East Joint Security Committee, to be located in Enugu State, include, Maj. Gen. Abel Obi Umahi Rtd., (Chairman), Capt. Breaking News: Abducted Enugu Permanent Secretary rescued! The Permanent Secretary of Ministry of Lands and Urban Development in Enugu State, Mr. Augustine Udeh, who was abducted on Sunday evening between Isu-Awaa and the University of Nigeria Teaching Hospital (UNTH) Ituku-Ozalla, along the Enugu-Port Harcourt Expressway, has been rescued. August Meeting: Ugwuanyi’s wife advises women to help the needy The wife of Enugu State Governor, Mrs. Monica Ugwuanyi has enjoined the women of the state to use the opportunity of this year’s August Meeting to reach out to the needy especially in the rural communities to show them love and give them a sense of belonging. Mrs. Ugwuanyi who spoke during the flag off of the Enugu East Senatorial District August Meeting held at Enugu North Local Government Area, noted that the annual event, which she described as “a reputable congress of Igbo women” was a veritable platform for uniting women at all levels and offering assistance to the less privileged in the society, especially those in the rural communities. The governor’s wife pointed out that the event has not only become an important part of the Igbo yearly calendar, but a period when women unite and move towards self-help community development, urging them to be selfless towards assisting indigent people to put smiles on their faces. …Insists Akpabio never scored 61,329 votes The Returning Officer for Essien Udim in the 2019 National Assembly Elections, Dr. William Olosunde has dispelled the news purportedly credited to him, that the Akwa Ibom State Resident Electoral Commissioner, Mike Igini asked him to cancel votes scored by Senator Godswill Akpabio of the APC in the last national assembly elections. Dr Olosunde, while testifying on Monday at the National Assembly Elections Petition Tribunal sitting in Uyo, in the petition by Emmanuel Akpan of the APC against the election of Nsikak Ekong of the PDP for the Ikot Ekpene House of Representatives seat, said he had no contact with the State Resident Electoral Commissioner, Mike Igini during the collation process of the February 23, 2019 election. When his attention was drawn by Counsel to the PDP, Solomon Umoh(SAN),to a publication in The Sun Newspaper crediting Mike Igini as the mastermind of the cancellation of votes in the area, the astonished lecturer quipped, “My lord, I never at any point, anywhere, to anybody and even at this tribunal, said that Mike Igini asked me to cancel elections in some wards in Essien Udim.” “If anybody quoted me as saying that Mike Igini directed me to cancel election in Essien Udim, such a person is lying,” Olosunde stated. He said it was not until he entered the hall to announce his results that he saw Igini among the panel members on the table. “I was told that my result was the one they were awaiting before going to Abuja, I entered and saw Mike Igini on the High Table, announced my result and left. He never spoke or gave me instruction.” Under examination, the Returning Officer maintained that elections in Essien Udim were marred by over voting, absence of units’ results, thuggery and electoral violence. The University Lecturer confirmed before the tribunal that from the total number of accredited voters in the area during that election was 19,455 as captured by the smart card reader report Exhibit R153, while the petitioner Emmanuel Akpan is laying claims to 52,265 votes flaunted in Exhibit R 151. He told the tribunal that following the absence of Units’ results to back the Ward results brought by Ward Collation Officers, seven wards were cancelled. “Ikpe Annang was the first ward that we cancelled when Dr. David Edem came with the figures without any Polling Unit result, followed by Ukana West 1 and two others. I wrote it on the result sheet that the result could not stand since there were no units’ result to back the ward results brought for collation.” On cross examination by S. I. Ameh SAN, Counsel to the Petitioner, Olosunde said, “It was the Electoral Officer who had drawn my attention to the absence of Polling Unit’s results after I had started collation, and he took me to the Head of Operations on Monday 25/2/2019 not Mike Igini. “It was the head of operations who communicated INEC Guidelines and Electoral Act to me,” he concluded. Who is the Head of the INEC as a Commission? Ameh asked to which he replied, “Yakubu” The returning officer said it was the same measure and smart card reader report for the presidential, senatorial and federal house elections. It could be recalled that Dr. William Olosunde, during the previous sitting had insisted that he did not announce 61,329 votes for the APC as claimed by Senator Godswill Akpabio. Olosunde insisted that the said figure bandied by Akpabio and the APC was inflated by the claimants and was not a product of the election. "I didn't conclude collation and never announce results while at Essien Udim, so I did not give the police or any party agent any such result," he cried. He also said that Mr Godwin Michael Afangideh who earlier presented the result before the tribunal as APC Local Government Agent for Essien Udim was an impostor, stating that the name of the APC collation agent for the local government area written on Exhibit P534 was Hon. (Dr.) Etido Udo. The returning officer said the February 23 elections were marred by inconsistency in the number of accredited voters, non- compliance with the electoral guidelines. Olosunde claimed that he and other officials of INEC were beaten up at the collation centre by thugs. The returning officer, who was confronted by Counsel to the Petitioner Sunday Ameh SAN, with allegation that he absconded from the collation said “My lord, I did not abscond. After the invasion by thugs, we resumed collation in line with INEC guidelines. "It was the Electoral Officer (EO) who advised me that if we wanted to leave that collation center alive, I should suspend collation using Card Readers and escape from the center, and I informed others." Olosunde said the result tendered in exhibit by the APC through Afangideh had no foundation, explaining that Dr. Ngozika Oleforo the Collation Officer for Ukana West 1 Ward and Prof. David Edem the Collation Officer for Ikpe Annang Ward brought Ward results in Form EC8B without any Form EC8A, the unit results series to back up the ward results. “I asked Prof. David Edem, the first collation Officer that arrived to show me Form EC8A(1), which are unit results of his Ward Ikpe Annang, but he told me that he had no polling unit results and the figures representing each unit were not backed by Form EC8A(1) "The electoral officer told him that 'if he cannot present the unit results from where he obtained the figures on the ward result sheet, then he will have to follow us to the commission headquarters in Uyo to explain the source of the figures'." Olosunde said it was the inability of the ward collation to present the unit results that informed the cancellation of election in the two wards. The RO explained that the electoral guidelines authorise the cancellation of election results where the number of votes exceed the total number of accredited voters, insisting that the cancellation of result from the two wards was in order. During examination which lasted for more than one hour, Olosunde said that the number of accredited voters for Essien Udim was 19,455, far less than the 61,329 votes claimed by APC. He said due to irregularities, the results of seven of the 11 wards were cancelled. "Seven wards were outrightly cancelled and affected units in the remaining four wards were also cancelled” “It was the cancellation of those wards and some units that reduced the number of accredited voters to 9,964 as contained in Exhibit P534”. “Form EC40G(1), that is Exhibits R352 and R352A are those documents I signed to formalize those cancellations, where votes outnumbered accreditation or were not backed up with accreditation at all in some wards”. Three other witnesses, including a female NYSC member, who were presiding officers at some units in Essien Udim, also alleged that they were abducted at gunpoint to unknown locations and made to thumbprint and write results in favour of APC in their respective units.
