…Seeks collaboration on economic development

A think tank of like minds comprising Igbo intellectuals, professionals and stakeholders under the auspices of Nzuko Umunna, has extolled the leadership qualities of Governor Ifeanyi Ugwuanyi of Enugu State as well as his administration’s remarkable achievements in transforming the state as a model of peace and good governance.

The group which felicitated with Gov. Ugwuanyi on his re-election, noted with delight the peace, political harmony and development trajectory he has brought to bear on the state’s governance.

Speaking when members of the Think Tank paid a courtesy visit to Gov. Ugwuanyi, the leader of delegation, Prof. Bath Nnaji, told the governor that they were impressed “with pride that Enugu State, under your leadership, continues to rank among the most secure and peaceful states”.

Prof. Nnaji added that members of the group, including the former Minister of Women Affairs, Iyom Josephine Anenih, Methodist Archbishop of Enugu Archdiocese, Most Rev. Christopher Ede and former Director-General, Debt Management Office, Dr. Abraham Nwankwo, among others, appreciate with pride that Enugu State under the leadership of Gov. Ugwuanyi “is one of the highest-ranking solvent states in Nigeria and was rated by the Nigeria Extractive Industries Transparency Initiative (NEITI) as one of the eight financially stable states a few months ago”.

According to him, “we are proud of Enugu’s ranking by the World Bank Ease of Doing Business survey as the third best place to start business among the 36 States and the Federal Capital Territory.

“We have equally noted with admiration your massive investment in education and human capital development as well as the reforms and infrastructural transformation of the justice system. Importantly, we are impressed with your special attention to rural development and urban renewal”.

The leader of the delegation disclosed that the visit was symbolic and a veritable platform for them to pledge their support and friendship and seek ways of partnering with the state government to contribute their quota towards the optimal actualization and implementation of its economic and development agenda for Enugu State.

Prof. Nnaji, who presented the group’s recommendations on key areas of priority to Gov. Ugwuanyi, stressed that their constructive and strategic engagement with his administration will help Enugu State to fully achieve its potentials and “outperform yourself in your second tenure”.

He disclosed that they are also simultaneously engaging other governors and leaders of the South East geopolitical zone “for a fast-tracked development of the South East geopolitical zone”, expressing delight that the governors already have a flourishing forum.

“We therefore encourage and count on you and your brother governors to work together in implementing a South East Socio-Economic Development Blueprint”, Prof Nnaji added, announcing that the group and Ohanaeze Ndigbo have scheduled a maiden edition of a joint lecture themed: “The Labour of our Heroes Past” for mid-2020 in Imo State.

“This is a Pan Igbo Project that will bring the entire Igbo nation and friends of Ndigbo around the world together to celebrate our heritage and further appraise and fine-tune a trajectory for South East development…We want Enugu State Government to be actively involved” he said.

On the South East Development Commission Bill passed by the 8th National Assembly, which is yet to be signed by Mr. President, the Think Tank group urged the governors to engage the South East Caucus of the National Assembly as well as influential leaders of South East extraction in the ruling party to ensure that the Commission becomes a reality as a rallying force at the Federal Government level for human and material resources for the development of South East.

“We are aware of the various initiatives by pan South East bodies like the Aka Ikenga, South East Economic Summit Group, the Lower Niger Congress, AfriHeritage institution, AlaIgbo Development Foundation, South East Region Economic Development Company (SEREDEC), and South East Nigeria Economic Commission (SENEC), among others to drive development at states and regional level in the South East.

“We look forward to working with Your Excellency, the South East Governors Forum, leaders of the above organizations, the leadership of Ohaneze Ndi Igbo, and other relevant mechanisms towards the harmonization and implementation of all interventions recommended.

“The bottom line is to support the vision of providing comprehensive and sustainable development in the entire South East region, where relevant organizations in the South East play their roles to achieve synergy”.

Other members of the delegation include Dr. Uju Agomoh, Secretary, Strategy Committee; Mr. Uche Anichukwu, Secretary, Team Enugu; Rev Fr. From the statistics recently released by the Debt Management Office (DMO) in respect of Domestic Debt Data for the 36 states of the Federation and the Federal Capital Territory as at December 31, 2018, Enugu State’s domestic debt stock, which was basically inherited from past administrations, is among the least in the chart.

Access Bank Plc, in partnership with She Leads Africa, has concluded the first phase of #SheMeansBusiness, a Facebook programme aimed at empowering female SMEs on how to leverage digital platforms to drive growth in their businesses.

The training, aimed at scaling up the skills of small business owners to take advantage of the captive market on social media platforms in Nigeria and beyond, kicked off in the month of June and has held in Abuja, Lagos, Enugu and Ibadan with over 500 female business owners in attendance.

Addressing newsmen in Abuja during the start of the training series, Executive Director, Retail banking, Access Bank Plc, Victor Etuokwu, said “As one of the fastest growing retail banks in the country, Access Bank is always at the forefront of leveraging technology to drive emerging businesses. The idea behind this partnership and empowerment programme is to give our SME customers an opportunity to expand their access to market and increase their visibility to potential customers. There are over two billion people on Facebook globally and over 65 billion WhatsApp messages exchanged globally on a daily basis. With the right knowledge, our customers can showcase their products to large audiences as well as get leads that will take their businesses forward.”
Etuokwu further said “We intend to actualise our promise as the largest retail bank in Africa to provide not just financial services but also non-financial services which we provide knowing that when our customers succeed it will trickle down to us.”

During an interview with Chigozie Onyeocha, the Regional and Sales Director of Lagos Mainland at Access Bank, it was learnt that the bank has strong interest in Small and medium-sized enterprises (SMEs). According to Onyeocha, Access Bank believes that if SMEs are well supported, the country's economy will benefit in return.

"We have about 37 millions of SME businesses in Nigeria in this category, employing over 60 million Nigerians presently, for us, we believe if we support the SME sector right, we will have a better economy." He went further to disclose that the programme was initiated because of the bank's belief that women are better managers.

"Women are better managers, and if we engage them well and provide them with the necessary materials and opportunities to grow their businesses, it will help our mission, which is to boost the nation's economy."

"We actually have a division in the bank that caters to women, and we have opportunities that we expose our female customers to. We have loan facilities for women at a low-interest rate, encouraging them to do their businesses right. Our goal is to have more empowered women which we believe will deliver a better economy" Onyeocha concluded.

She Leads Africa's Digital Marketing Trainer, Adeyemi Adedayo, said the programme is specifically designed for women to upscale and boost their businesses, and focuses on how to use Facebook’s family apps, including Messenger, WhatsApp and Instagram.

Adedayo stressed that feedback from the business owners engaged so far has been tremendous. "We have since recorded remarkable growth in engaging these women and the results derived from these engagements have been very remarkable. The women have responded well so far, and it is encouraging for the trainers" he said.

While Adedayo stated the initiative has birthed futuristic businesses that will thrive the economy, he lauded Access Bank Plc for keying into the objective of Facebook's human empowerment.

"Access Bank has been great in this collective responsibility with She Leads Africa and Facebook to empower in order to have a robust economy."

One of the participants, Bolanle Alabi, CEO, Easy Flight Travels in Lagos, said, “I have learnt how to market products online by locating my audience and giving them direct information. Sometimes when you go on Facebook, you do not give the specific details to be able to attract the required audience, I have learnt how to restructure and how to create the right profile.”

The second phase of the Access Bank, Facebook and She Leads Africa training will continue in Abeokuta on Wednesday, July 17, Jos, July 23, and Benin, July 26, 2019.

Ugwuanyi, who noted that Enugu is predominantly a rural and agrarian state, with a substantial proportion of its working population engaged in farming, disclosed that the committee, is expected to design a workable roadmap to boost farming/agro-allied businesses in the state to generate mass employment and proffer a sustainable strategy to boost orderly and integrated development of the rural areas.

On youths and Sports Development, the governor who described the youth as the engine of economic growth, pointed out that Enugu State has sports talents who have won laurels within and outside the shores of the country, stressing that programmes and sponsorship are required to continue discovering and developing these youthful talents.

“The committee on youths and sports development will proffer strategies for achieving this, and for engaging the youth in sports development, character building, entrepreneurship, skills acquisition and participation in good governance”, he added.

Emphasizing the need to articulate a sustainable environmental management strategy that will deploy different initiatives to address various ecological issues affecting the state and forestall ecological disasters and environmental crisis, Gov. Ugwuanyi disclosed that the committee on the sector “is expected to dutifully look at the totality of our interaction with terrestrial, aquatic and atmospheric environment for sustainable development, having due regard to biodiversity conservation and ecosystem balance”.

“To meet these demands, we intend to improve our land administration and management, boost orderly housing development and establish a modern intra-state transport system”, the governor revealed.

Appreciating members of the committees for accepting to serve the state, Gov. Ugwuanyi expressed confidence that they will deploy their wealth of experience, expertise and commitment to add value to the governance of Enugu State.

Responding on behalf of other members of the five newly inaugurated committees, the chairman of sustainable environmental and urban management sector, Prof. Smart Uchegbu, thanked the governor for assembling “the cream of professionals” to carry out the all important assignment.

Prof. Uchegbu expressed delight at the pioneering innovation adopted by Gov. Ugwuanyi to improve service delivery and good governance in Enugu State, saying: “I am really overwhelmed that for the first time, we see a dynamic governor joyfully assembling a cream of professionals to work with him, to assist him achieve more of what he has already achieved”.

He commended the numerous achievements of the governor towards the rapid development of the state, adding that he was proud that “Enugu State is number one state in the area of security and one of the cleanest and most beautiful states in Nigeria” and firmly in the hands of God.

The committee chairman also expressed satisfaction with the governor’s empowerment programmes, especially in the area of job creation, maintaining that the “history of Enugu State can never be said without somebody like you who has always been directed by God Almighty”.

The Archbishop of Enugu Ecclesiastical Province (Anglican Communion) Most Rev. Emmanuel Chukwuma has debunked the news trending on social media that some governors of the South East geo-political zone have secretly allocated lands to herders for RUGA settlement, stressing that none of them has done such.



The Archbishop Chukwuma made the clarification during his sermon at the 85th Birthday/Thanksgiving Service for Dame Beatrice Ekwueme, wife of the late former Vice President of Nigeria, Chief Dr. Alex Ekwueme, which was attended by Governor Ifeanyi Ugwuanyi of Enugu State, former governors Jim Nwobodo, Okwesilieze Nwodo, Sam Egwu, Peter Obi and Virgy Etiaba, the Ekwueme family, Chief Emmanuel Iwuanyawu, among other dignitaries.



The Archbishop disclosed that he has discussed with the governors of the South East zone on the matter, adding that “even last night I spoke with Governor David Umahi, the Chairman of the South East Governors Forum and most of the governors in South South”.



He further disclosed that he is always in touch with his host governor in Enugu State, Rt. Hon. Ifeanyi Ugwuanyi and urged the people not to misinterpret or misunderstand his efforts at maintaining peace in the state.



“I am always in touch with my governor here. People should not misinterpret him. People should not misunderstand him. All what he is looking for is peace in Enugu State. He is not looking for anywhere to give anybody land. What he is saying is that nobody is looking for violence in Enugu State.

“No governor in the south east has agreed with me that there will be any land for RUGA settlement, let me clear this”, he said.



The cleric congratulated Dame Ekwueme for attaining 85 years, pointing out that it was a thing of joy that the family came to give thanks and express gratitude to God.



Archbishop Chukwuma, who announced his recent re-election for a second term as the Archbishop of Enugu Ecclesiastical Province, appreciated the presence of Gov. Ugwuanyi at the Thanksgiving Service and prayed that God would continue to guide and bless him.

The Governorship candidate for All Progressives Congress, APC, Mr. Nsima Ekere seems determined in his desperate efforts to recover his monies and property from stake holders whom he feels failed to deliver his aspiration.

To add to an already long list of supporters, who are said to have returned what they collected are Senator Godswill Akpabio’s brother, Barrister Ibanga Akpabio and former State lawmaker, Hon.Victor Udofia.

It was gathered that, Udofia through the recommendation of his political godfather, Ibanga Akpabio, was allegedly awarded a contract amounting to sixty million naira(60,000. 000)by Nsima Ekere to supply Spy Pen Transmitters , Camera Cap Transmitters and Key holder Transmitters, for surveillance during the just concluded governor election.

Udofia reportedly supplied the gadgets which were found out to be substandard and ineffective.

Consequently, APC agents and supporters, who were conscripted to use these devices in gathering information and surveillance during elections, discovered they were mostly fake, rendering abortive their well- planned surveillance of the 2019 National Assembly , Governorship/State House of Assembly Elections in Akwa Ibom State.

Nsima became inconsolable and furious, taking out his frustration on Ibanga Akpabio whom he blames for the scam.

According to our source, who is a member of Nsima’s media unit,” when we could not download the Audio/Video from the transmitters into laptop for onward burning into discs for court evidence, our principal was very furious.

“He became very bitter when he learnt that the devices delivered by Hon. Udofia were not the specifications he was shown as sample”.

Since elections were concluded, Mr. Nsima Ekere and the APC Caucus in Akwa Ibom State have summoned Mr. Victor Udofia, but is nowhere to be found. It was gathered that they demand that he refunds half of the Sixty Million Naira (N60,000,000) he collected to Mr. Nsima Ekere.

Meanwhile, Hon. Victor Udofia insists he delivered high quality gadgets to Nsima, blaming their failure to poor handling by end users. He has therefore vowed to resist any attempt by Nsima Ekere and the state APC caucus to blackmail him. The house of cards is surely falling apart!

The Enugu State Government has banned the operations of the state chapter of the Independent Petroleum Marketers Association of Nigeria (IPMAN) till further notice.

A statement by the Permanent Secretary (General Administration), Mrs. Josephine Onyia, stated that the state government took the decision after reviewing with great concern, the protracted crisis that has engulfed the state chapter of IPMAN.

The state government added that the crisis “has assumed dimensions of cultism and banditry with its attendant grave security implications in the state”.


It therefore disclosed that “a committee comprising Department of Petroleum Resources (DPR), Nigeria Police, Nigerian Security and Civil Defence Corps, Department of State Services and other relevant stakeholders, will be constituted shortly to take charge pending the return to normalcy”.

According to the statement, “the members of the public are further reassured that the Enugu State Government will, as always, live up to its responsibility of ensuring the security of lives and property within the state”.

The spectacle of events at the National Assembly Election Petitions Tribunal in Uyo, which came to a head yesterday as Senator Godswill Akpabio took the witness box to give evidence to support his claim of having been robbed of victory by Senator Chris Ekpenyong has triggered mixed emotions and a deep sense of sadness in me for many reasons.

I personally led honest effort (in collaboration with hundreds of other young people in our LGA) to coral His Excellency, Senator Akpabio into the APC. The campaign to lure him was necessitated by the larger interest of our people, who are a minority tribe in Akwa Ibom and Nigeria, and whose interest would have been better served by the intellect and charisma of the Senator in the ruling majority party. His wealth of experience I reckoned, was a wasted asset in the 4 years that he remained in the opposition bench. This feeling was more compelling because I knew that President Buhari, who I support with all my life, would win the 2019 general elections, head or tail. I also knew that the APC would take majority in the National Assembly, head or tail.

In pursuit of that dream, I published articles in several blogs and platforms, urging him to “move” to APC so that our people can reap the full benefit of his presence in the Senate. When he finally heeded the call, I contributed to hiring a band, organizing boys and staging a big show in Ikot Ekpene to welcome him. The expectation was that our “final obongowo” would indeed become a unifying factor, bring all sides together, show compassion, leverage on the structures on the ground and push for the best deal for everyone.

What did he do after? He went on-board the APC platform which he desecrated and traumatized during his days as governor of Akwa Ibom, to further stoke the fire. He shoved everyone aside using the crudest of tactics; arrested, manacled and humiliated me alongside my elder brother – Samuel Ikpa (himself a staunch dyed-in-the-wool Buharist) , tried within the limits of his human capacity to break our spirits, and truncated my brother’s ambition to vie for the House of Assembly seat with bestial impunity. He handpicked candidates from his coterie of hangers-on for the different electoral contests and thoroughly upended the seams of democracy. He built a make-believe aura of invincibility around himself and refused to exploit the huge advantage that the APC had before he joined. Rather than unifying the platform, he became a polarizing agent; destabilizing a movement that was solid like a rock. He jettisoned elementary methods of soliciting for votes through campaigns, canvassing and persuasion and instead, relied on the ensemble of urchins and touts for the dirty job of snatching ballot materials, abducting polling officials and manipulating the electoral process to force victory by crooked means. The rest is history.

On that dreadful night, I told our dear senator to do a little self introspection about his inner circle. I told him that he was unable to create the right kind of friends that would step into his shoes like Tinubu has done and help him expand his sphere of influence. I told him that good leaders who desire to be like Asiwaju Bola Tinubu do not fight small fights. No! They do not see those who speak the truth as enemies. Good leaders like Tinubu identify talents around them to support, groom and project. Good leaders think more about their community and their hereafter, than they think about themselves. Good leaders keep an eye on the judgement of history than the praises of sycophants, whose stock in trade is to clap and dance for the crumbs. Good leaders listen to criticisms, learn from everyone and do justice to their consciences. According to Michelle Obama, “people who are truly strong lift others up. People who are truly powerful bring others together. People who are truly leaders show the way” .

I told him that most of the people who surround him tell him lies, destroy other people before him and mislead him into believing that some of us who truly wish him to succeed, do not mean well for him. Those people are the same set that made him take the crude action that he took against my brother. They are the same set that organized the fatal hijacking of electoral materials at Okon, Ekpenyong 1, Odoro Ikot, Ukana and Ikpe Annang that has become his Achilles Hills , and has given Chris Ekpenyong easy passage into the Senate. They are the ones that brought down our own dear Senator, from the pinnacle of a sterling political career in Abuja, into the spectacle of a dingy dock of a courtroom in a tiny corner of Uyo where he had to be “led in evidence” by small lawyers, unfit to untie the lace of his shoes. On a good day.

As the lawyer was “putting it to” our former senator yesterday, I could feel the embarrassment; the sheer reality of subjecting our OGA’s tender feet to the furnace of hot unusual legal scrutiny. I could perceive the sense of powerlessness; the surrender that his fall from grace represents. It is sad that our own senator had to struggle to prove that he voted for himself. Or that he scored 61,000 votes. Or 65,000 votes. Or any number of votes in-between. It was a spectacle to see him argue with facts on paper, or feign victim to INEC’s Mike Igini when indeed, his most ardent supporters were denied the right to vote by his own agents. It is tragic that the cold hands of karma, has visited a respectable loquacious senator, in the unkindest of ways, and served him a full dose of the bitter medicine that he alone had the monopoly of serving to others, all these years.

Alas, the words of Jim Rohn are true about leadership: “The challenge of leadership is to be strong, but not rude; be kind, but not weak; be bold, but not bully; be thoughtful, but not lazy; be humble, but not timid; be proud, but not arrogant; have humour, but without folly.” Our senator possesses little of these attributes, hence his struggles with the truth.

If only he knows.

As Muslims celebrate Eid-el-Fitr, to mark the end of Ramadan, Governor Ifeanyi Ugwuanyi of Enugu State, has enjoined all Nigerians to take advantage of the celebration to offer special prayers for the peace, unity, security and progress of the country.

Gov. Ugwuanyi in a message, congratulated President Muhammadu Buhari and other Muslim faithful on the successful completion of Ramadan, stating that Nigerians stand to benefit immensely from the spiritual rebirth offered by the fast.

He therefore emphasized the compelling need for all Nigerians to continue to live in peace and harmony, to love and cherish one another as a people of “one nation bound in freedom, peace and unity”.

While wishing Nigerians a pleasant and peaceful celebration, Gov. Ugwuanyi urged them to “remain committed to the core values that strengthen the bond that brought us together as a prosperous nation”.

Enugu State Governor, Rt. Hon. Ifeanyi Ugwuanyi, has urged traditional rulers in the state to intensify efforts towards the enhancement of peace and security in their communities for rapid development in line with the renewed vigor of his administration to advance good governance in the state.

Gov. Ugwuanyi who made the appeal during a maiden town hall meeting with all recognized traditional rulers in Enugu State after his 2nd term inauguration, stressed the need to sustain the existing peace and good governance in the state, urging them to be agents of peace in their respective communities.

The governor noted that some communities have not yet accessed the first tranche of N5million earmarked for the 458 autonomous communities to execute priority projects of their choice under the “One Community, One Project” initiative because of one crisis or another.

He therefore advised the leaders of the affected communities to come together and resolve their problems on or before the end of June, so that their people will benefit from the well-thought-out programme.

Gov. Ugwuanyi also told them that they should be able to resolve their differences without government’s intervention, advising further that “the only way out is peace” because “it will bring development and good governance”.

The governor, who frowned at the activities of some of the Neighbourhood Watch Groups in the state, said they are deviating from their responsibilities, pointing out that the essence of the town hall meeting was also to review the activities of the security groups to ascertain if they are doing what they were set out to do.

He maintained that Enugu is one of the safest states in Nigeria, but said that he will be more comfortable if the state becomes the safest in the country, adding that “if there is anything I will ask from you in this my second term it is peace.

Gov. Ugwuanyi reemphasized that the state stands to benefit more if the peace in the state is sustained and improved upon, stating that investors have continued to flow into the state.

The governor before the interactive session thanked God for his second term and the royal fathers for their support and cooperation, reassuring them of his firm commitment to continue to lead Enugu State to greater heights. The Speaker of the State Assembly, Rt. Hon. Edward Ubosi was also at the event.

The Catholic Bishop of Nsukka Diocese, Most Rev. Prof. Godfrey Onah, has described Governor Ifeanyi Ugwuanyi of Enugu State as the most popular governor in Nigeria who is being loved by everybody including “those who claim to hate him”.

Bishop Onah who spoke during the Thanksgiving Mass for Gov. Ugwuanyi and his deputy, Hon. Mrs. Cecilia Ezeilo, following their successful inauguration for a second term on Wednesday, said the people attest to the fact that the governor did well in his first term, adding that what was required was for him to consolidate on his achievements.

The bishop commended Gov. Ugwuanyi for the peace and security in Enugu State, saying that one of his greatest achievements is peace. He added that the feat has made Enugu “one of the most conducive states to do business in Nigeria”.

The cleric also applauded the governor for his administration’s landmark achievements in infrastructural development, pointing out that Enugu State under Gov. Ugwuanyi is also one of the viable states that follow their budget religiously and can survive without federal allocations.

Bishop Onah, who noted that the end of the governor’s first term marks the beginning of another phase of peace and good governance in Enugu State, advised him to consolidate on his achievements, remain focused and firm and create new areas of development for the people to enjoy more democracy dividends.

The Economic and Financial Crimes Commission on Monday lashed out at the association of newspaper owners in the country, reprimanding them for allegedly deploying their “platform to pursue personal interests.”


In a statement signed by its spokesperson, Wilson Uwujaren, the anti-graft agency said the Newspapers Proprietors Association of Nigeria, NPAN, wrongly accused it of attempting to stifle free press in raiding the head office of The Sun Newspapers last week.


The anti-graft agency was responding to an advert which NPAN placed in THISDAY and Leadership Newspapers Monday, condemning the June 12 presence of anti-graft operatives at The Sun office, which is located in Apapa, Lagos.


“The manner of the invasion tends to suggest that the EFCC was out on a self-help mission, a voyage to intimidate journalists, criminalise journalism and cower free speech,” Mr. Uwujaren quoted the advertorial as stating.


The ‘invasion’ was also condemned by the Nigerian Union of Journalists and the Nigerian Guild of Editors who asked the anti-graft agency to apologise for its action.


The EFCC, however, denied the charge of media clampdown, saying NPAN was out to whip up undue sentiments for its own aggrandisement.


Mr. Uwujaren took specific aim at the NPAN boss, Nduka Obaigbena, stating that the newspaper proprietor was trying to seize the situation as a way of getting back at the agency’s acting chairman, Ibrahim Magu.

The EFCC briefly detained Mr. Obaigbena in 2016 over allegations that the journalist benefited from the $2.1 billion arms purchase scandal that rocked the administration of former President Goodluck Jonathan.

Mr. Obaigbena admitted he received up to N670 million from Sambo Dasuki, the former National Security Adviser at the heart of the alleged arms procurement fraud, but said a large chunk of it was meant as compensation for the 2012 Boko Haram attack at THISDAY bureau in Abuja.


Mr. Uwujaren, in his latest statement, said Mr. Obaigbena was still reeling from the action the anti-graft agency took against him last year, but said Mr. Magu will not be deterred in his quest to contain sharp practices across all sectors.


“If the EFCC has committed any sin against Obaigbena and some members of NPAN, it was in carrying out its statutory mandate of fighting corruption and ensuring that impunity was checked,” Mr. Uwujaren said. “It is no secret that some NPAN members are yet to forgive the Commission for the money recovered from them in the course of the ONSA investigation.”


“Nigeria is bigger than any individual and NPAN must be mindful not to allow members to hijack its platform to pursue personal interests,” he added.

Governor Ifeanyi Ugwuanyi of Enugu State on Tuesday swore in three High Court Judges and a Customary Court of Appeal Judge following their recommendations by the National Judicial Council (NJC).

The new High Court Judges who were sworn in at a colourful event held at the EXCO Chambers of the Government House, Enugu, include Justices Chinedu Vincent Ezeugwu, Chukwunweike Anukenyi Ogbuabor and Mathew Chukwujiofo Onyejife Eluke, while Justice Nnenna Celia Madu was also sworn in as a Judge of the Customary Court of Appeal.

Hon. Justices Ezeugwu and Eluke until their elevation were private legal practitioners. Hon. Justice Ogbuabor was a senior lecturer at the University of Nigeria, Enugu Campus, while Hon. Justice Madu until her appointment was the Secretary, Magistrate Association of Nigeria, Enugu branch.

Swearing in the new Judges, Gov. Ugwuanyi said that the action was in compliance with section 271 sub-section 2 of the 1999 Constitution of the Federal Republic of Nigeria as amended, which provided that “the appointment of a Judge of the High Court of a State, shall be made by the governor acting on the recommendation of the National Judicial Council (NJC)”.

The governor added that section 281 sub-section (2) of the said Constitution also provided that the appointment of a Judge of the Customary Court of Appeal of a State shall be made by the governor acting on the recommendation of the NJC.

He disclosed that the appointment of the new judges and their swearing in came as “a welcome relief to the Enugu State Judiciary and the people of the state who had for long endured the difficulties occasioned by the dearth of judges in the state”.

Gov. Ugwuanyi who stated that approval has been given for the construction of two model customary courts for each of the 17 local government areas, pointed out that his administration has reached many milestones in its continual efforts to reposition the State Judiciary for more efficient service “especially through the provision of suitable infrastructure and essential tools and equipment”.

The governor also disclosed that renovation work has commenced at the State Judiciary Headquarters, among other interventions, expressing optimism that “these measures coupled with the appointment of new judges would help in no small measure to further enhance the efficient administration and speedy dispensation of Justice in Enugu State”.

He, therefore, congratulated the new judges on their deserved appointments and expressed confidence that they will conduct their new responsibilities with due dignity, integrity and commitment, “having been found suitable for elevation to this hallowed pedestal”.

Earlier in her introductory remark, the Chief Judge, Hon. Justice Priscilla Ngozi Emehelu, while narrating the procedures observed in line with the provisions of Rules 3 and 4 of the NJC guidelines, stated that the commission considered sound knowledge of the Law, seniority at the Bar and Bench, geographical spread, good character, reputation, consistent adherence to professional ethics and satisfactory and consistent display of mature judgment in the office as a Chief Registrar or Chief Magistrate, in the appointment of the new judges.

Hon. Justice Emehelu on behalf of the State Judicial Service Commission, acknowledged and commended the remarkable contributions of Gov. Ugwuanyi’s administration in providing facilities for the Judiciary, stressing that “this gesture attests to His Excellency’s resolve to reposition the State Judiciary for effective, efficient and speedy dispensation of justice in spite of paucity of funds and the competing needs of other sectors”.

Responding on behalf of others, Hon. Justice Ezeugwu, thanked God for making the event a reality and went further to appreciate Gov. Ugwuanyi, the Chief Judge, the State Customary Court of Appeal President, their mentor, Hon. Justice Centus Nweze of the Supreme Court, among others, for their contributions towards the career growth.

He, therefore,promised that they will discharge their duties with the fear of God, fairness and to the best of their ability.

The Kwara State Commissioner of Police, CP Kayode Egbetokun, has assured the state of the command’s commitment towards ideals of modern policing system, such that would ensure adequate protection of lives and property in Kwara.

Egbetokun stated that, in achieving the modern policing system, entire Divisional Police Officers (DPOs) and Area Commanders in the state have been charged to embrace philosophy of community oriented policing, with expectation of other officers to adapt new levels of transparency and professionalism that could build trust and inspire public confidence in the police.

While addressing officers at the state’s command recently, the CP disclosed that himself and his men were committed to ideals of modern policing, such that its methodology is community based, intelligence led and technology driven.

He hinted that, base on the commitment, the command’s intelligence unit was revitalised to provide credible intelligence so as to enhance quality of decisions with respect to operations.

Recounting on a recent communal clashes in Moro and Oke ero Local Governments Areas in the state that claimed eight lives while properties worth million of Naira were destroyed, Egbetokun noted that timely intervention by the command had impact in arresting and calming situation within the axis

“Consequently, all DPOs have been directed to start holding monthly peace and security meetings with all stake holders in their local communities. This is aimed at promoting peace and enhance the security of the local communities. It is also mandatory for DPOs to establish and maintain robust collaboration with sister agencies within their areas”.

Besides, Egbetokun, whose attention was recently drawn to police extortion on the state’s highways, cleared that it was unethical for officers to seize or search unsuspecting members of the public mobile phones on road.

He explained that while police have responsibility to conduct stop and search, the practice of searching phone of an individual on road, for evidence of internet fraud, amounts to conducting roadside investigation, and also becomes a criminal offence should such unethical conduct ended in extortion or done with intent to extort.

“Some policemen on patrol, not all, have been reported to be stopping young men on the road and searching their phones on suspicion that they are internet fraudsters called “yahoo yahoo boys”.

“In some cases the young men, mostly University undergraduates are made to part with as little or as much as N2,000.00 for their release or release of their phones. The command frowns at this ugly trend. and will stop at nothing in identifying and dealing with the culprits accordingly”, he said.

Egbetokun, however, informed that policemen under the state’s command, particularly those on patrol , have been warned to desist from acts of criminal extortion, adding that, extortion by police while bearing fire arms is consider as armed robbery .

According to him, any policeman found engaging in any form of extortion while armed on the highways will be arrested, detained tried and if found guilty dismissed and charged with armed robbery.

“Members of the public are advised to report any case of police extortion directly to my office through 09033871133, 07015338157, 08070734277”.

“The police will serve the community better if there is collaboration. The gap between the police and the community is often exploited by criminals to the disadvantage of citizens. Criminals hardly operate where the Police and the community collaborate.

“I appeal to all stake holders and indeed all law abiding citizens and residents to give full cooperation to the police in their localities for the police to serve them better”, he urged

February 2019 was supposed to be a month of love but the European Union wasn’t showing any affection to Nigeria. Since money is the number one reason for suspicion, disagreement and divorce, it came as no surprise that it was the reason the EU added Nigeria to a list of 23 states that pose money laundering and terror financing risks. The move was necessitated by the need to combat money laundering on the part of the EU. Other countries on the list include Saudi Arabia and Panama.

The warning signs were there. Back in July of 2017, the Egmont Group of Financial Intelligence Units suspended the Nigeria Financial Intelligence Unit (NFIU) for a lack of independence.
The Egmont Group is a global body of 155 financial intelligence units across the world. The Group makes sharing of financial intelligence, expertise, and capability easier across the world.

The lack of independence allegation stemmed from the NFIU being under the purview the EFCC and lacking its own legal framework, which was frowned upon by international standards. The implication of this was dire. If the credibility of Nigeria’s financial watchdogs was called into question, it would affect the inflow of funds from international sources.

Diaspora remittances ($25bn in 2018), foreign direct investment ($3.3bn in 2018), and a swath of other avenues of fund flows into Nigeria would be affected. Someone had to arrest the situation.

Cue the National Assembly. Recognizing the urgent need for action, they passed the Nigeria Financial Intelligence Agency (NFIA) Bill, which separated the Nigeria Financial Intelligence Unit (NFIU) from the EFCC and structured the organization in line with international standards, ergo providing it with its own framework. The National Assembly passed this bill by March 2018, and by July 2018 the Presidency signed it into Law. In September of 2018, the Egmont Group lifted the suspension.

The law empowers NFIU to receive currency transaction reports, suspicious transaction reports, currency declaration reports, and other information relating to money laundering and terrorist financing activities, from financial institutions and designated non-financial institutions. Additionally, the organization will receive reports on the cross-border movement of money and other monetary instruments and also maintain a well updated financial database for collection and retention of information.

Fast forward to February 2019, and again Nigeria had to address the latest move by the EU which placed it on the 23-state list of “dirty money” countries. The Ministry of Foreign Affairs and the NFIU reached out to the EU and provided assurances that based on the bill passed by the National Assembly and signed into law by the President, the country would be addressing money laundering with the utmost seriousness. 


On 25th March 2019, the European Union took Nigeria off the list of high-risk countries with deficiencies in money laundering and terrorism financial control. The NFIU's media analyst while fielding questions from journalists stated; "We are also using this medium to respond to inquiries about the current position of the EU's recent listing of Nigeria as High-risk third country with a deficiency in money laundering and terrorism financing controls." He continued, "The listing was officially withdrawn by the Council of Europe on 5th March 2019 while giving room for the European Commission and the European Parliament to align their positions.”

Thanks to swift action from the National Assembly, billions of dollars in remittances and foreign direct investment have been saved. A further unquantifiable amount in reputational damage was also salvaged. This latest heroic move by the legislature is a testament to where Nigeria ranks on its list of priorities and shows that over the last four years the positive impact of their decisions has been felt around the country. From the “Not too young to run” bill to the passage of the Petroleum Industry Governance bill among others, it is a record to be proud of.
