Avian Influenza, popularly referred to as bird flu, is now in 18 states in Nigeria and has affected over 2.5 million chickens resulting in the loss of several billions of naira, the Nigerian Institute of Animal Science has said.
Avian Influenza is an infectious viral disease of birds. While most Avian Influenza viruses do not infect humans, a few others like A (H5N1) and A (H7N9), have caused serious infections in people.
NIAS, which is the regulatory agency of the Federal Government for the regulation of all matters pertaining to animal husbandry in Nigeria, on Friday, stated that bird flu was spreading so fast and as such, all adequate measures to stop the spread must be enforced.
Asked to state the number of birds affected by the disease, the Registrar/Chief Executive Officer, NIAS, Dr. Godwin Oyedeji, said, “By the last count, I think as of yesterday (Thursday), not less than 2.5 million chickens have been infected and over 700 farms have been affected nationwide. From one incidence in one state and moving to two states, it has increased and I think by now we have it in not less than 18 states.”
Oyedeji, who spoke during a press briefing in Abuja, added, “In the Kuje area in the Federal Capital Territory, over 900,000 birds have been affected. This should not continue, and it is because things that should be done are not being done. “If we cannot prevent wild birds that carry the influenza from overflying Nigeria and if the virus has come into Nigeria, then we can prevent, through good animal husbandry practices, the spread from one farm to the other.”
He noted that something was wrong somewhere, adding that the institute had gone to the field to ascertain what was not being done right by poultry farmers.
The registrar said, “We’ve found out that basic biosecurity as well as basic elements of operating standards are not being practised across too many farms, particularly commercial farms. And we are more concerned with the commercial farms, because there is less we can do with the village chicken.”

The Federal Government has alerted Nigerians on the outbreak of Zika virus infection, with directive that the citizens, especially pregnant women should be restricted from traveling to Latin America until the situation improves.
The government, which directed the Nigeria Centre for Disease Control to include Zika virus diagnosis as part of the ongoing efforts to manage Lassa fever outbreak in the country, said anyone coming from any of the Latin American countries should be interviewed at the various ports of entry to ascertain evidence of Zika virus symptoms.
A statement issued on Friday in Abuja by the Director of Press and Public Relations in the Federal Ministry of Health, Mrs. Boade Akinola, quoted the Minister of Health, Prof. Isaac Adewole, as saying that Zika virus infection, which was first discovered in Brazil in 2014, is transmitted by a bite of mosquito vector.
While assuring Nigerians that “there is no single case of Zika virus infection in the country and there is no need to panic,” he said the Federal Ministry of Health would continue to monitor the situation and update Nigerians of any other developments. Adewole said, “The World Health Organisation has raised a global alert because the disease has affected about 23 countries in Americas especially in Latin America. At the moment, there is no cure or vaccine for Zika virus infection.
“The Federal Ministry of Health hereby advises a travel restriction especially by pregnant women to Latin America for now until the situation improves. In addition, we have directed the Nigeria Centre for Disease Control to include Zika virus diagnosis as part of ongoing effort to manage Lassa fever outbreak in the country.
“Nigerians should be vigilant and report promptly any case of unexplained fever that is more than 48 hours, especially in those with recent travels to Latin America, to health care professionals. “Nigerians working at various ports of entry into the country should interview anyone coming from any of the Latin American countries for evidence of Zika virus symptoms.”
The manifestation of Zika virus infection include mild fever, rash (mostly maculo-papular), headaches, joint pain (arthralgia), muscle pain (myalgia), loss of weight (asthenia) and non-purulent conjunctivitis.
The virus is also associated with higher risk of congenital malformations in newborn when pregnant women are affected. The diseases usually occur about three to twelve days after the mosquito vector bites.

The persistent weakness of the naira, occasioned by low oil price in
the international market, calls for devaluation of the currency
sooner than later, industry experts have said, urging the Central
Bank of Nigeria to review its restrictive foreign exchange polices.
The price of crude oil, the nation’s biggest source of foreign
exchange, dropped below $35 per barrel last week, the lowest
level since July 2004.

The naira took a further beating at the parallel market, trading
near its lowest of N280 against the dollar on Thursday. It had
on December 17, 2015 crashed to 280 against the greenback on
the unofficial market.

Declining oil prices and the unwillingness of the CBN to devalue
the naira amid constrained external reserves had continued to
worsen the foreign exchange liquidity position of Nigerian banks,
Renaissance Capital, a London-based investment bank, said in a
report last month.

The naira had been devalued twice since the drop in global oil
prices began, first in November 2014, when the central bank
lowered the midpoint of the official peg by eight per cent to 168
per dollar.

In February 2015, the CBN also scrapped its twice-weekly auctions
at which the naira was sold at a subsidised rate, a move that
resulted in an effective weakening in the exchange rate of the
currency by about 15 per cent.

The currency had lost 28 per cent of its value in the six months
to February 2015 before the central bank fixed the exchange rate
at N198 per dollar and tightened capital controls.
Since then, the central bank has sought to prop up the ailing naira
with several measures, including stopping importers of around 40
items from toothpicks to glass and wheelbarrows from buying
foreign exchange; restricting the use of local debit cards overseas;
lowering Automatic Teller Machine withdrawal limits; and barring
Nigerians from depositing hard currencies into their domiciliary
accounts.

The Managing Director and Chief Executive Officer, Economic
Associates, Dr. Ayo Teriba, said the restrictions the CBN had
recently put in place in the wake of the shortage of foreign
exchange had been counter-productive.
He said, “The way forward to a sustainable exchange rate is to
attract foreign investment. There is no country that can sustain a
stable exchange rate if all you rely upon is what you earn from
exports.
“My big issue with the way the central bank has chosen to manage
the naira is that the it speaks about the reserves and exchange
rate situation as if it is only about trading, and I think they get it
wrong in that regard. It is not all about trading; capital flows
matter.”

Teriba said the restrictive policies had scared capital away from
Nigeria and eroded confidence of wealth holders in holding naira-
denominated assets.
He added, “Countries that get comfortable reserves positions are
countries that have regard for capital flow. They solicit and court
capital flows and encourage people who bring their money into their
jurisdiction to retain confidence in their ability to manage it. That
is the neglected dimension in the face of the increased demand for
forex; the CBN was announcing list of items that you cannot
source official forex to import, and that is very wrong.
“By the time you start telling people that they cannot use their
debit cards abroad, do you think that is going to encourage them
to hold more money in naira? It is going to scare them to even
flee the naira the more.”
The Financial Derivatives Company Limited, headed by renowned
economist, Mr. Bismarck Rewane, in its latest Economic Bulletin,
noted that the next meeting of the Monetary Policy Committee of
the CBN in two weeks would come up at a time when there were
mixed signals on the direction of the monetary policy in the
country.
“The CBN is expected to announce a new forex policy, which will
give it the flexibility to bring the external and domestic economic
variables into equilibrium,” they added.
This may include the announcement of a new exchange rate band,
with a floor of N185 and a ceiling of N220, during the first
quarter of the year, the FDC said.
“Nigeria’s external reserves are below $29bn. The anticipated
adjustment in the exchange rate band is expected to slow-down the
rate of depletion, as the demand pressure eases. However, with oil
prices still soft at $37 per barrel, the likelihood of an accretion
is slim,” the FDC analysts said.
The Global Chief Economist at Renaissance Capital, Charles
Robertson, said he said in an emailed response to questions from
our correspondent, “Given that oil producers around the world are
devaluing, from Azerbaijan to Angola, investors do expect a
similar move in Nigeria.
“Indeed, letting the market set the currency rate could help
President Buhari achieve his anti-corruption goals.”
The Head, Investment Research, Afrinvest West Africa Limited, Mr.
Ayodeji Ebo, said, “The challenges we see around the naira have
continued to compound, and they show that several policies that the
CBN has introduced have refused to yielded any positive results
and that call for a review of the policies.
“The pressure we have seen in recent times, especially last week,
can still be linked to the fact that the demand for the dollar has
not been reduced. It is just that it has been shifted from the
interbank to the parallel market.
“It further buttresses what the IMF boss has reiterated in terms
of being flexible regarding our foreign exchange policies, which
simply put means devaluation, to reflect the current reality that we
are seeing in terms of global oil prices that have been on the
downward trend.”
Ebo said for the CBN to be able to close the gap between the
parallel market and the interbank rates, it would need to devalue
the naira by a minimum of 25 per cent.
He added, “But beyond the devaluation, they also need to watch
the policies so that we don’t see an immediate increase in the
spread between the interbank and the parallel market after the
devaluation.
“So, it is more of policy-driven than just devaluing. If we continue
to hold on to these restrictive policies, then you create arbitrage
and round-tripping and other unethical practices.”
The Managing Director, International Monetary Fund, Ms. Christine
Lagarde, had last week during her visit to Nigeria, said the goal
of achieving external competitiveness required a package of policies,
including business-friendly monetary, flexible exchange rate and
disciplined fiscal policies, as well as implementing structural
reforms.
“Additional exchange rate flexibility, both up and down, can help
soften the impact of external shocks, make output and employment
less volatile, and help build external reserves. It can also help
avoid the need for costly foreign exchange restrictions, which
should, in any case, remain temporary,” she said.
The CBN may revise its target for the naira by more than 20
per cent to 240 to 250 per dollar as oil continues its decline, a
London-based economist at Exotix Partners LLP, Alan Cameron,
said in a research note last week.
Africa economist at Capital Economics, John Ashbourne, said in a
note to clients last Wednesday that Nigeria would be forced to
devalue the naira to around 240 per dollar in the first half of
2016, adding, “Cumbersome foreign exchange restrictions are
strangling economic growth.”

Nigeria’s men and women’s teams have qualified along with 93 other countries for the 2016 International Table Tennis Federation’s 2016 World Team Table Tennis Championships in Kuala Lumpur from February 28 to March 6. The women’s team are ranked 37th in the latest world rankings by the ITTF while the men’s team are in the 29th position. According to the ITTF, the rankings is based on the performances of the countries in their continental competitions and qualification tournaments. Nigeria and Egypt are the only African countries that made the list of 46 teams that qualified automatically based on their ranking for the tournament. The men’s team of the two countries qualified based on their performances at the 2015 All Africa Games in Congo. They both played each other in the final of the men and women’s team events. Other African countries at the annual tournament are Algeria, Congo, DR Congo, Ghana, Morocco, Togo and Tunisia in the men’s event while Algeria, Angola, Congo, Ethiopia, Ghana, Mauritius and South Africa will compete in the women’s team events. These countries made the tournament due to their performances at the various continental events in 2015. In 2014, Nigeria lost to England and missed from making it to the top 20 teams in the world. In the list of qualified countries confirmed by ITTF, over 94 countries will compete in the men’s event while 84 nations will battle for titles in the women’s cadre.

Regardless of how much you accomplish in your lifetime, you’ll probably still
perceive most of your days as typical, normal, or routine.

If you’re going to spend most of your time experiencing
rather than accomplishing, then perhaps it makes sense to
focus on the quality of your daily experiences and not merely
on the heights of your accomplishments. It’s nice to have a
truly fantastic day where you accomplish something wonderful,
but what about your normal days?

When you realize most of your life will be consumed
by normal days rather than extraordinary ones, you may feel
motivated to raise the overall quality of these normal days.
In the pursuit of a better normal day, here are ten changes I
made that yielded strong positive results. Hopefully this list
will trigger some ideas you’ll be able to apply as well. The
overall concept is far more important than my particular menu
of habits.

1. Getting an early start. Last year I
successfully conditioned the habit of getting up at 5:00am
every morning. Later I experimented with polyphasic sleep but
stopped after 5.5 months when I felt it wasn’t serving me
well enough. Today I get up at 4:15am every morning,
including weekends. I used to be a night owl, but I love the
positive effect that rising early has had on my life. As you
can imagine, the initial adaptation was very challenging, but
like most ingrained habits, it’s trivially easy to maintain.
Getting an early start to every day makes me feel energetic,
alert, and productive. I have the time and energy to do
things I couldn’t previously do. This has been one of the
most empowering changes I’ve ever
made because it yields tangible rewards every single day. If
I could go back in time and install a new habit in my early
20s, this would be it. If this habit interests you, be sure

2. Physical exercise. I’ve gone through a variety
of different workout patterns over the years. My current
pattern is to hit the gym for 60-90 minutes first thing in
the morning. I do three days of cardio workouts and four
days of weight-training each week. If I feel burnt out or if
my progress slows to a crawl (symptoms of overtraining), I
might take a day or two off or substitute a long walk
instead. This habit yields massive benefits. Perhaps the most
noticeable is that my mental clarity is much greater, and I
can concentrate deeply for hours at a time. I think the
minimum recommendation of exercising 20 minutes 3x per
week is way too little. For me the major benefits don’t
really kick in until I do at least 150 minutes of aerobic/
cardio exercise per week — below that level I tend to
stagnate instead of seeing my fitness level improve. This
habit combines nicely with being an early riser, since I return
home from my workouts before most people are awake.

3. Audio learning. While exercising I normally
listen to personal development audio programs and podcasts.
Sometimes I also listen while doing routine physical tasks like
cooking or driving. I started this habit during college, and it
has served me well for the past decade and a half. It
doesn’t consume any extra time to do this, and it makes
physical tasks more enjoyable. I use an iPod Nano , a major
improvement over the Walkman cassette player I used in
college. I also bought a $30 FM transmitter last year, so
I can play my iPod on my car radio too. By listening to
inspirational and educational material every day, especially
during my morning workout, I not only learn new ideas I can
apply, but I also feel more positive throughout the day.

4. Meditation. After my morning workout and
shower, I usually meditate for about 30 minutes. I prefer
active visualization as opposed to trying to turn off all
thought, although I sometimes enjoy the latter too. If the
kids are already waking up when I get home, I delay the
meditation until later in the morning, but I almost always do
it before starting my workday. I get some of my best ideas
while meditating, and I also use this time to visualize my
goals and intentions. Plus I enjoy it. I don’t recall having
any illnesses in the past year, so perhaps the combo of daily
exercise and meditation keeps my immune system strong (both
are known to be significant immune boosters). The rest of
my family has gone through a few illnesses that haven’t
touched me.

5. Relaxing workspace. Since I spend the bulk
of each workday in my home office, I’ve fashioned it into a
peaceful and enjoyable place to work. With its trickling
fountain, bamboo plants, scented candles, and new age
music, it serves as my private sanctuary. When I start work
each day, I go through a 60-second ritual of turning on the
fountain, lighting a few candles, and playing some music. I
typically feel very relaxed and peaceful throughout the day,
regardless of the type of work I’m doing. Transform your
workspace into your favorite place to be, and watch the
positive effect it has on your productivity. I’ve designed mine
primarily for relaxation and focus, but you can design it
around any state you wish. Use trial and error to see how
various changes make you feel, and keep the ones that
produce positive results. The basic idea is that when you feel
good, you’ll be more productive. For details on how to

6. Self-employment. I have to credit self-
employment as a major factor in the quality of my normal
days. Being in control of my time is wonderful, and I can’t
imagine ever wanting a regular job. If you think about it
logically, isn’t it a bit silly that people think having a job is
more secure than owning your own business? Maybe that’s
true when you’re just launching the business, but once the
business is stable and profitable, there’s no comparison.
I can’t be fired or laid off, and I start out at the top, so
there’s no need to worry about promotions. If I ever need
money fast, there are plenty of short-term value-producing
ideas I can implement in a weekend to generate extra cash. I
can work on whatever interests me without having to
request permission from some authority figure. Earning
money based on your results is much more flexible and less
risky than earning money based on your time. The biggest
risk isn’t going broke; if you go broke, you’ll recover soon
enough — that’s really no big deal. The far greater risk is
that you’ll miss opportunities, and that’s what most
employees do every single day; their ripest value-generating
ideas die on the vine. No one benefits when that happens.
Even if you’re an employee, I highly recommend starting your
own small business. It’s important to have an outlet where
you can fully express your greatest value and get paid fairly

7. Effective communication
management. Due to the popularity of this web site
and the personal nature of its topic, the sheer volume of
feedback I receive can be overwhelming at times. At first I
diligently kept on top of it, believing that every query deserved
a response, but soon I questioned the wisdom of that
approach. My long-term goals started to fall by the wayside
as the influx of communication became dominant. I had
to decide where my primary loyalty should be: with
the individual readers who request help or with my ultimate
vision. It became clear that I couldn’t justify spending hours
every day processing email. I know some people run their
lives through their email inbox, but through trial and error
I’ve learned that approach doesn’t work for
me because excessive communication inhibits my ability to
concentrate and knocks me off course too
easily. Consequently, I severely limit the amount of time I
spend on email. Helping someone via email is a good use
of my time, but it’s definitely not the best . In order to
write this article you’re reading now, dozens of emails I’ve
received will go unanswered, but this article will be seen by
thousands. But more importantly I’ve noticed that when I
limit the influx of external communication, I’m better able to
hear the subtle guidance of my inner voice. If you have a
problem with focus and clarity in your life, could it be that
you’re getting bounced around by an overload of
communication?

8. Reading. The simple habit of reading every day
keeps my self-education moving forward. It’s one of the
reasons I’m able to churn out article after article without
experiencing writer’s block. I favor books because the
quality and organization is usually superior to what’s found
online. 9 out of 10 books I read are non-fiction, but
occasionally I enjoy a good fiction book too. I quite enjoyed
Piers Anthony’s Incarnations of Immortality series.

9. Deep conversation. My wife and I have
daily conversations about topics such as spirituality, the
meaning of life, and the best ways for us to serve the
greater good. Since we work from home on weekdays and
often go out on weekends, we have no shortage of time
together. I enjoy talking to my wife more than anyone else,
and I feel fortunate to have found a woman who shares my
passion for learning and exploration. While many people
aren’t into questioning what lies beyond the physical world on
a daily basis, I find this practice extremely worthwhile. It
keeps me from getting sucked back into the socially conditioned
patterns of fear and worry. It doesn’t have to be your
spouse, but I highly recommend finding a partner with whom
you can discuss your most important life issues in an
intelligent and supportive manner. Many people crave this
deep connection, but they allow fear to hold them back.

10. Journaling. I’ve written about this previously in
Journaling as a Problem-Solving Tool . I keep two kinds of
journals. First, I use a computer journal to do long-term
planning, problem-solving, and asking and answering personal
development questions. Sometimes my personal journal entries
become seeds for future articles. Thanks to its search
capabilities, I can quickly look up solutions to previous

effort to install. However, once they’ve been conditioned,
they run on autopilot. Now I just take them for granted as
my current baseline.
Decide now to install just one new habit that will change your
life for the better. Then immediately begin a 30-day trial to
condition it, and do whatever it takes to make it to day 30.
If your past efforts have fizzled, then use the strategy of

A heavily armed man claiming to be Jesus allegedly plotted to kidnap one of the Obama family’s dogs and has been arrested, US media and officials said. Scott Stockert, 49, was arrested at a Washington hotel Wednesday after Secret Service agents found unregistered firearms in his truck, together with hundreds of rounds of ammunition, a machete and a club, NBC Washington said, citing authorities in the US capital. Agents went to the hotel after getting a “be on the lookout” alert from the Secret Service’s Minnesota field office about the alleged kidnapping plan, NBC said. It quoted the Secret Service as saying that Stockert, from North Dakota, allegedly planned to take Bo, one of the two Portuguese water dogs owned by President Barack Obama and the first family. Court documents show that Stockert was released on Friday to a “high-intensity supervision program” and ordered not to possess any firearms or other dangerous weapons, either real or imitation. He was charged with possession of an unregistered firearm and ordered to stay away from the White House and the Capitol. As well as claiming to be Jesus, Stockert told agents that his parents were John F. Kennedy and Marilyn Monroe, NBC said, citing court papers.
