@Bishops10 by now your card could be used as a decoy in another scam and expectedly since it has been blocked could also hang in another ATM machine. Alternative to this is the scammer using specialized cards for the scam that would hang making the victim wait there.

To make the scam work the scammer would have used a bank card similar in look to yours making me feel once you find the guy he would be in possession of bank cards of varying types and colors. I see a form of laziness in the investigative skills of bank services which is why some of these people get away with it. Your sister must have been watched prior to her time at the machine. The dude can be found on camera while trying to pick a suitable mark so the timestamps of like 30 mins to an hour should be viewed. Mirror reflections too could pick up his face from the ATM screen. Ask if such has happened there before and once you have a picture have the bank guard verify (hopefully he is not in the loop so let this be a last resort) and see if the guy's face could be recognized as a regular face stalking ATM users.

Form the other side of you actual transaction repeat same but this time see if there is any CCTV overlooking the walk from ATM A to ATM B. Prior or later users of ATM B after him could give one or two good info if they can be contacted (you would need the police for this). I strongly believe the culprit has used ATM B and the POS location as an habit in carrying out his acts. If you get a picture from one location he should be identified somewhere in that triangle.

you must have good network for you to run jforex. sorry for not mentioning this earlier.

dukascopy use mainly jforex and their download section has it for traders. you run it, it autoinstalls anything you are yet have.

remember you have to download jforex.jnlp file from their site first. normally it would auto install jre for you automatically but just to be safe have it installed by yourself. last i checked java 8.0 was the latest.

PayPal is an international company and to be frank with you, they don't tolerate some of our systems that are not well organized like our addressing system.

They must have asked our Government to work on perfecting some of our systems for the receiving feature to be enabled.

I do agree with our addressing part but putting it across to the govt is still an assumed part. What I am not at rest is a money-out process is in place while our CBN has not secured a money-in process. Talk aboutcash outflow with no inflow, totally one sided. At the very least it should not have been accepted till we get the requirement in place. That way dollar earning could also be a portion for our nationals too.

Consider what has so far happened with the halliburton case and how we as a country have handled it considering it is on our own shores the crime took place. How interested would law enforcement be in seeing culprits punished?
