FG urges states to sign death warrant in order to decongest custodial facilities July 24, 2021 By Sunday Oguntuyi, osogbo The Federal Government says it is seeking the cooperation of State Governments in addressing the challenges of congestion in custodial facilities across the country. The Minister of Interior, Ogbeni Rauf Adesoji Aregbesola, stated this at the commissioning of the Osun State Command office complex of the Nigerian Correctional Service, Osogbo Friday, 23rd July, 2021. Aregbesola in his address titled ” UNMATCHED INFRASTRUCTURE DEVELOPMENT” stated that “the entire national custodial facilities have a maximum capacity for 57,278 inmates. But by the last count earlier in the week, there is a total population of 68,747 inmates, made up of 67,422 males and 1,325 females. We have therefore shot above the capacity by 18 per cent.” He informed that 50,992 inmates, representing 74 per cent of the total population of inmates in the custodial centres are awaiting trial inmates while only 17,755 inmates which is 26 per cent are actual convicts. Bringing to the fore the reality of the limitations in the effective management of the criminal justice administration and therefore urged state governments to work with the federal government in addressing this challenge as an overwhelming majority of inmates in custody are state offenders being tried by their respective State Governments. Aregbesola who espoused on the various measures undertaken by the government of President Muhammadu Buhari aimed at decongesting custodial facilities urged State Governments to do three things – 1. Accelerate the wheel of justice as a lot of inmates have been in custody for a period longer than the maximum sentence their alleged offences carry. This fundamentally is a miscarriage of justice. 2. Share in the burden of decongesting custodial facilities by building modern holding centres, setting aside a sum for the maintenance of inmates, while the service will provide the personnel to man and run the facilities efficiently. 3. State Governors to summon the will to do the needful on death row convicts and bring closure to their cases; set some others free on compassionate ground, especially those who have grown old on account of the long time in custody, those who are terminally ill and those who have been reformed and demonstrated exceptionally good behaviour; and commute others’ sentences to life or a specific terms in jail, informing that there are presently 3,008 condemned criminals consisting of 2,952 males and 56 females. Aregbesola commended the Controller General Haliru Nababa, mni, Officers and men of the NCoS for their service in realising the mandate of keeping convicts and awaiting trial suspects in safe and legal custody and reforming convicts to be better citizens. The Minister thanked President Muhammadu Buhari for his generous disposition towards the ministry of interior and the four agencies under it while appreciating the Government and the good people of the State of Osun for freely donating the land and various assistance to the NCOS. The Governor of Osun state , Mr. Adegboyega Oyetola in his speech called for more concerted efforts at rehabilitating inmates, saying they are also a significant part of the capacity the nation needs to achieve it’s objectives. The Governor solicited for all to be done within the nation’s capacity to rehabilitate and reintegrate them back into the society for the collective and sustainable development of the nation. Oyetola who was represented by the Secretary to the Government, Prince Oyebamiji Oluwole, also commended the Federal Government and the NCoS for providing a conducive environment for the staff adding that it will encourage and boast staff moral in effective service delivery, stating the State’s government’s support to the NCoS. He alluded to the fact that renaming the service will enable it to achieve its vision of rehabilitating citizens who find themselves on the wrong side of the law and to help them contribute their quotas to the building of their fatherland. According to Governor Oyetola, “I appreciate the Nigerian Correctional Service, Osun Command, for keying into the vision of the Service and for providing Osun with best services. “As a nation and a people, we need all the talents, skills and competencies we can muster from all our people to move forward. It is therefore commendable that the Service is doing all within its power to put everyone in the service net. “The New Office Complex we are inaugurating today is another chapter in the resolve of the Nigerian Correctional Service to provide improved services in contemporary Nigeria which seeks a viable place in a competitive world. The New Office Complex speaks to the resolve of the Service to compete in the knowledge- and technology-driven Century. Earlier in his welcome remarks, the Controller General of NCoS, Haliru Nababa, mni, who expressed the service’s appreciation to members of National Assembly for their commitments to equipping the service for optimal performance, assured that the NCoS will justify the Federal Government gesture. Prosecutors levy fresh ‘sickening’ allegations against R. Kelly dating back 30 years Agency Report 24 July 2021 Federal prosecutors in New York on Friday detailed a string of new accusations of sexual assault and bribery against R. Kelly going back 30 years, including how the disgraced R&B singer allegedly abused a teenage boy in 2006. In a lengthy court filing, the prosecutors asked a judge for permission to admit what they said was evidence of the sickening allegations — for which Kelly has not been charged — at his upcoming sex-trafficking trial in Brooklyn, Page Six reports. The uncharged acts are “directly relevant to and inextricably intertwined with the evidence of the charged crimes,” the prosecutors argued in the motion. The filing alleges that in 2006, Kelly sexually abused a 17-year-old boy, named only as John Doe #1, after meeting him at a McDonalds in Chicago and asking “what he was willing to do to succeed in the music business.” According to the court docs, the boy introduced Kelly to a close male pal who was 16 or 17. Several years later, Kelly allegedly started a sexual relationship with that person, John Doe #2, and forced several of his girlfriends at the time to have sex with the young man while he filmed. Court remands 26-year-old man over alleged abduction, sexual assault The documents also describe how a “crisis manager” for Kelly allegedly bribed a Cook County, Illinois, clerk with $2,500 to get inside information on the singer’s legal troubles after the Lifetime documentary “Surviving R. Kelly” came out in early 2019. Prosecutors also want to introduce evidence that Kelly, whose real name is Robert Sylvester Kelly, allegedly sexually abused the singer Aaliyah Haughton and married her in 1994 when she was 15 so that she couldn’t be forced to testify against him, according to the Chicago Sun-Times. She died in a plane crash in 2001. Other allegations contained in the filing include unlawful imprisonment, hush money payments, threats and psychological abuse. Tension has enveloped Ulogwe-Isumpe community in Utagbe-Unor, Ndokwa West Local Government Area of Delta State as an unnamed housewife reportedly stabbed her husband to death over domestic disagreement. The deceased, identified as Oluchi, was said to have been stabbed by the wife with a kitchen knife. The PUNCH Metro gathered that a domestic disagreement ensued between the couple when the gory incident occurred on Wednesday. Sources said that the deceased was rushed by neighbours to the local hospital where he was confirmed dead on arrival by doctors on duty. One of our sources noted that the Police were invited to take the suspect to the outpost at the nearby Ndemili community. The incident was confirmed to journalists by the acting Police Public Relations Officer at Delta State Police Command, DSP Bright Edafe. The PPRO could not, however, give further details of the incident. “It is confirmed, but I don’t have details yet. METROKaduna: Gunmen attack GSS Unguwar Sarki, steal NECO exam papersPublished on July 24, 2021By John Gabriel Some gunmen on Friday attacked Government Secondary School, Unguwar Sarki, in Kaduna metropolis when SS3 students were about to write their NECO examination and took away packaged question papers. It was reliably gathered that when the gunmen stormed the school, they ordered the NECO supervisor to surrender the examination papers. The supervisor’s explanation that it was question papers meant for final year students who were writing NECO fell on deaf ears as the attackers grabbed the packaged papers. They snatched the wrapped examination papers and answer sheets and left,” Abdullah Mohammed, one of the students said. The Principal of the school, Hajiya Bilkisu Aliyu, said in an interview with newsmen, that the gunmen trailed the NECO supervisor from a commercial bank along Alkali Road where she had gone to collect the exam questions and answer sheets. “Thinking it was money, they demanded she hand over the bulk of the wrapped papers to them and threatened to shoot her. “They were told it was not money but they would not listen. They snatched the papers and disappeared into thin air,” she said. Meanwhile, a parent, Sanusi Umar, whose child was among those writing the senior exams, said, “What we heard initially was bandits had come to kidnap our students. So hundreds of parents stormed the school. “However, on getting to the school, we were told it was armed robbers that came to take away the wrapped examination papers thinking it was money. “I want to call on the government and security agencies to beef up security in schools since these criminals are now targeting our schools.” It was gathered that the school and NECO staff had to mobilise exam papers from other centres to enable the students to write the affected papers under strict security surveillance. DAILY POST recalls that gunmen stormed Bethel Baptist School on Monday 7th July, 2021 and kidnapped 121 students. Irked by the action of kidnappers, the Kaduna State Government penultimate week closed down some schools that are prone to security threat. Kaduna is known as a nerve centre for security threats.
