It is these leaders that represent them whenever the host community wants to dialogue with them. It is also through them that they make their grieviances known to their host.

When Igbos elect their own leader, they call him igwe.

He's a leader over the igbos alone and not the host community so this does not in anyway relate to the op.

They're also not the only ones they have leaders in every states in Nigeria so the first paragraph of your comment is unnecesassy and useless.
