In as much I am not trying to interpret the law but it was made so because " Abuja don't have substantive government as in state government and legislative bodies, so it is assume you need the consent of the residents if you are going to rule as president" since president will assume automatic governance in the state. It means since all other states are going to decide who governs them and president is automatic governor of Abuja, the 25% residents have to give you approval in conjunction with all other states. That's the explanation from those lawyers I am not saying they are correct just answering reason why the drafters of the constitution may have contemplated that way
