Why we can’t proceed with election – Jega

The Chairman of the Independent National Electoral Commission, Attahiru Jega, has concluded a briefing meeting with 25 civil society groups in Abuja Saturday informing them that all security agencies in the country have indicated to him, in writing, that they are not available to support the elections planned for February 14

Mr. Jega who had an earlier meeting with political parties is rounding up another meeting with his 36 resident commissioners now on what will amount to an INEC position on whether to postpone or go ahead with the elections.

Insiders at the meeting said “its pretty much a done deal at this point that the lections will be postponed” and many of the attendees told PREMIUM TIMES they were shell-shocked and depressed at what they characterize as “a clear case of political blackmail of the state against civil society.”

Jibrin Ibrahim, a leading African election expert and senior fellow at the Centre for Democracy and Development, CDD, in Abuja, who was at the meeting, said Mr. Jega told the meeting that security operatives from all the agencies told INEC that they were commencing a six weeks special operations against Boko Haram insurgents in the north eastern corridors of the country and would rather not be distracted by the elections.
Mr. Jega announced that the security forces also said the operations are due to commence on February 14, the date INEC had planned for the presidential and other federal elections.

This decision, by the security forces, successfully renders INEC’s hitherto insistence to go ahead with the elections a risky venture.
To even collect ballot papers from their storage in the Central bank for the elections will still require security escort, which apparently is now unavailable in the light of the move by the security forces.

Despite such encouraging precedents however, I continue to insist that the bridge into any future expectation remains a sheer leap of faith. Such a leap I find impossible to concede to his close rival, since we are living in President Jonathan’s present, in an environment that his six years in office have created and now seek to consolidate. That is the frightening prospect. It requires more than a superhuman effort to concede to the present incumbent a springboard for a people’s critical leap.​

A Nigerian Army Captain who leaked audio and documentary evidences of how some top officials of the Federal Government and the Peoples Democratic Party, PDP, used the Nigerian Army and other security agencies to rig the governorship election in Ekiti and Osun States last year, has defended his actions.
In an affidavit titled: How the Nigerian Army personnel were used to rig Ekiti and Osun States Gubernatorial Elections 2014., Captain Sagir Koli gave details of all that transpired between himself, his Commanding officer, two Ministers and some politicians prior to the elections in the state.

How the Nigerian Army personal were used to Rig Ekiti and Osun States Gubernatorial Elections 2014.
1. I was officially deployed as the 32, Artillery Brigade Intelligence Officer to provide credible Intelligence to the success of Ekiti State governorship election. At about 2030 hours on June 2014, a day to the election proper, the commander, Brigadier General AA Momoh told me to escort him to a place where the State Minister for Defence wanted to see him.
Reaching the place (Spotless Hotel in Ado- Ekiti), which serves as coordinating campaign office for the PDP candidate Mr. Ayodele Fayose, we met the Minister himself, Mr of Police Affairs, Mr Fayose, My Iyiola Omisore, one Honoruable Abdulkareem and host of other top PDP chieftains.
The Outcome of what was discussed that gave the party victory during the election are as follows:

A.They told brigade commander that they are on presidential assignment and they cannot afford to fail. Also, they told him that they were there to remove any obstacles that would block their victory and the commander is the key; therefore, he has no option but to collaborate with them. They said, if the commander play(ed) with them, his promotion is in their hands and the president and the chief of army Staff would be very angry with him and he knows what that means.

B.They directed that soldiers on election duty must work hand in hand with the PDP agents and give them all the necessary support they needed without limitation.

C. They ordered the arrest of selected APC stalwarts that could greatly assist the party during the election including the DG campaign organisation for Dr Fayemi Mr Bimbo Daramola. APC members in Ekiti State should be interviewed of what they went through. We were forced to do a dirty job for them with a threat of court martial.

D.They directed that soldiers must block APC members’ access to the electorates but all PDP supporters’ movement anywhere using a designated sticker with inscription, “National Security Task” it should be noted that some of these PDP agents were given NYSC uniforms because we were well briefed by the commander.

E. Chief Chris Uba who also said he was from the presidency entered Ado- Ekiti a day to the election accompanied by 16 commissioned Army officers (Major and blow) led by Major Ujung of 82 Base Ammunitions Depot from Nigeria Army 82 Division Enugu. Their major task was to effect arrest and move secret materials and money. This money was brought from CBN Umuahia.

F.Chief Chris Uba was physically present with the soldiers and the commander at Forward Operational Base (FOB) close to government house in Ado- Ekiti. He personally supervised the movement of the strike force. This act of a civilian directing military operation is highly unprofessional and tarnishing of the military discipline and regimentation.

G. Chief Chris Uba entered Ado-Ekiti a day to the election accompanied by military/police escort with 2 black tinted Hilux Vans with “secret” materials according to him. Items inside the vans were 1000/500 Naria notes closed and cloned marked ballot papers.

H. Chris Uba, Minster of police Affairs, Obanikoro and Co said this is just a test run that should not fail and its to be done in SS and SW states, moreover, Rivers State to make sure Rotimi Ameachi bow to the federal government.

2. Based on the aforementioned, they succeeded in rigging the Ekiti State election with victory in all the 16 LGAs. These really inspired them and they were with the euphoria that same would happen in Osun State. In preparation of the plans, they confirmed the posting of the commander and task him to prepare for Osun State election (remember that Osun State is not part of 32 Artillery Brigade Area of operations) but they ordered the Nigerian Army Construction Engineers Commander Brigadier General Adeyemi to proceed for 3 weeks compulsory leave until after the election just to pave way for General Momah to repeat the same dirty work that he has done to them in Ekiti State.

3. In build-up towards the Osun State elections, the commander directed me as his intelligence officer who has worked with him perfectly in Ekiti State to go ahead and recce the area as well as familiarize myself with all stake holders for the election. While I and my team were working for the operations, the commander was in Abuja re-strategizing how to use the military to rig the elections. Feelers based on my discussion with him on phone confirmed to me beyond reasonable doubt that we were repeating the same compromise in Osun State. My heart got burnt and become disenchanted and in total disagreement with such being professional junior officer aspiring to become a General tomorrow.

4. However efforts to explain my grievances prove abortive due to the military dictatorial hierarchy in channel of communication vis a vis threat of court martial from the commander. I resorted to alert the APC high level officials with the aim of stopping Army from partisan involvement during election. A week to the election, the commander came back from Abuja and he made revelations being their final arrangement on how the PDP was to become victorious in Osun state as follows:

A. After welcome address by the commander, he thanked all his staff officers, and said “you all know who we are working for, so you guys MUST follow my direction. I am working for the presidency and the ruling party as you all know, is no longer a hidden thing” for those of you who are moles among us, the presidency is watching you, be careful because the consequence will be severe. I learnt that some of you went to Lagos and met with Tinubu without knowing that his line is already bugged at Abuja, then we are in trouble, but before somebody will kill me I have to kill him first” (referring to me). The commander asked how many of us were involved, that I should say the truth, he now held a secret talk with the operation officer and military police officer to tie and handcuff me to Army HQs, from there I know that my life was in danger.

B. The commander categorically told us that the soldiers were to work under PDP agents while their platoon commanders only supervise the soldiers conduct. He briefed the officers that were working the list of agents and those to be arrested at the SGF office in Abuja and once the list is out everybody must work with accordingly.

C. The commander briefed us on the formation of a strike-force in conjunction with police, DSS and NSCDC and he would command the strike force directly. Their duty was to work directly with the PDP aspirant for arrest and intimidation of APC supporters in their strong hold.

D. Money was shared openly at the NYSC Permanent Orientation Camp Ede to the strike force to ensure compliance.

5. Having said all of the above, I must state before concluding that:

A, My brother Adamu Koli a 15yrs old school boy was under detention since on the 2nd August 2014. The boy stays with me at 32 Artillery Brigade Akure.

B. Brigadier General AM Dikko who they consulted initially for the scam insisted that the army must remain professional and apolitical, was disgracefully removed from his command which he served only for 7 months just to allow General Momoh to carry out the dirty work.

6. Last but not the least, to further substantiate my submission and how my dear-loving, hard-achieving noble calling was de-professionalized; here is the recorded voices of the Ministers, the aspirant and the Brigade Commander. Other officers present at the hotel were Major Aliyu and captain Adegoke who were also part of the officers that escorted commander to the venue where the compromise was made. Also conversation between the commander and Abuja could be traced via MTN, GLO, on the under listed phone numbers (between 20-21 June 2014).

7.Lastly, in order to strengthen the unity and continue existence of Nigeria, I call on the federal Government to desist from using the military for partisan politics. This is to avoid the military from being divided along ethnic and regional lines which is dangerous to the defence of the nation. I remain a patriotic Nigerian and a loyal professional Army officer

A problem with comprehension?

The audio recordings and affidavit were provided by Sagir Koli, a Captain in the 32nd Artillery Brigade stationed in Ekiti State, who has since fled the country for fear of retaliation. Capt. Koli recorded the conversation on 20th June 2014 when he was asked to accompany his Commanding Officer, Brigadier General Aliyu Momoh, to the meeting. The venue was held at Spotless Hotel in Ado-Ekiti.

As the 14 February, 2015 date for the presidential elections draws closer, supporters and critics of the country’s two major parties, the People’s Democratic Party (PDP) and the All Progressives Congress (APC) have been at loggerheads over the candidates of their respective parties.

In December, it crystallized into a debate over the academic credentials of both candidates, especially those of President Goodluck Ebele Jonathan.

The president’s profile on the State House website reads thus: “He graduated with Second Class Upper honours in 1981. In 1985 and 1995 he studied for his Master’s and Ph.D degrees in Hydrobiology and Fisheries Biology, and Zoology respectively, from the same University.”

This gave him the status of being Nigeria’s most educated President ever. This was until the masses inspired by the increasing influence of social media and improved citizens participation in governance, began to ask questions.

Some began to ask, for a president with issues of eloquence and clarity of thought according to his critics, where was the evidence of his doctorate degree? For one whose campaign team has asked the Independent National Electoral Commission (INEC) to disqualify his main challenger over the same issue of academic qualifications, wasn’t this being a proverbial case of removing the speck in another’s eyes when a log is embedded in the accuser’s?

It caused so much of a storm; we went in search of the president’s thesis.

Mrs. Victoria Boyo was Head of Department (HOD) of Home Economics at the time when Dr. Jonathan was a lecturer at the Rivers State University of Education confirmed that he was a colleague then. “He was one of those very quiet people who couldn’t hurt a fly,” she recalls. “He hardly participated in even campus politics but as far as his qualifications are concerned, I don’t know anything.”

At the departmental library of the Department of Zoology (now Animal & Environmental Biology), a dedicated two-hour search by two volunteers combing through the shelves, yielded nothing.
The resident librarian, who joined the departmental staff in 2006 says she got to the task of arranging the projects, dissertations and theses of past students at the undergraduate, postgraduate and doctoral levels as soon as she arrived. “I never once came across the president’s doctoral thesis,” she said, on condition of anonymity.

The catalog in the library was no help as it lists only theses submitted from 2007.

The entire department moved to its present location on third floor of the four-storey building that houses the entire College of Sciences in 1993 from the old Choba Park campus that at present still has the Faculty of Education. While it is possible that many copies of such documents were misplaced in the relocation, Jonathan’s could not have been among the affected ones, as he supposedly submitted it two years later, in 1995.

Another member of staff who wouldn’t want her name in print, mentioned that during an accreditation exercise and inspection tour of the school as recently as 2014, officials of the National Universities’ Commission (NUC) asked to be shown the departmental library. While inside, they asked to see the thesis of Jonathan, the department’s most prominent export ever, but it was unavailable. At the time, she says, a new HOD had just been appointed who claimed not to know the status of the missing document, leaving the NUC officials bewildered.

Interestingly, Jonathan’s Master’s dissertation obtained in 1986 in Hydro-Biology and Fisheries Biology specialization in the same course (Zoology), was also nowhere to be found – even though there are some that date back as far as 1981.

Of course, record-keeping in Nigeria is notoriously poor and many universities are yet to digitize their libraries.

Roseline Konya, professor of pharmacology and toxicology, and one-time Commissioner for Environment under the administration is currently the Dean of Graduate Studies at the university. Back in 1995, she supervised one Asim E. Eno. By virtue of the time of submission, Konya could have also supervised the President if he was a doctorate student then. Attempts to reach her proved abortive as she was “not on seat” when this reporter visited. Mails to her have been unreplied.

“Who you wan put for trouble,” someone in her office said after offering her email address, while refusing to give up her mobile number. “She will never reply you on this matter.”

The current Head of Department for Animal & Environmental Biology, Professor Florence Nduka, also could not be reached for comments as at the time of publishing this report as she was also “not on seat”.

An official enquiry submitted to the school administration has not been replied.

An extensive search online revealed a conference paper, “Identification of West African Estuarine Shrimp and Crab Larvae” which was co-written by Jonathan, G.E. with Powell, C.B. and Hart, A.I. (1985) on Aquatic Commons, the directory for publications on natural marine, estuarine, brackish and fresh water environments. At this time, the president was still a lowly lecturer in the Department of Biology at the Rivers State College of Education.

In the aforementioned 1985 paper, Jonathan self-references a publication which is in all likelihood, his Master’s dissertation. Titled “Stage 1 larvae of fresh and brackish water decapod crustaceans (excluding Natantlal) of the Niger Delta”, it is however dated 1984, two years earlier than the quoted date which is present in all his official profiles and bios. Further search on Aquatic Commons for the PhD thesis turned up no results whatsoever for the year 1995.

There were a few other conference papers online in the Web of Science journal under the name “G.E. Jonathan”. While it was not possible to determine accurately the identity of the author, they were published in 2003, 2006 and 2010 which would make him (if he were the one) a multitasker and intellectual of the highest order, combining the challenges of governance with the rigours of academic research.

No single academic journal has an online record of his research from 1985 – 1995 when Jonathan should have been very active as an academic scholar, which is why the renewed activity between 2003-2010 when he was in active politics, seems suspect.

“The first person listed is usually the author of the publication and other names are usually those of scholars or senior colleagues in the field, to give the paper weight and attract favourable reviews”, explained the Librarian. ”It is very possible that he did not author those papers.”

The MTN Group has confirmed that the Head office of the West and Central Africa (WECA) region would to be located in Ghana, a statement in Accra said on Monday.

The WECA regional office comprises of nine operating units - Nigeria, Benin, Cote D'Ivoire Liberia, Cameroon, Guinea Bissau, Guinea, Congo Brazzaville and Ghana.

WAEC Deputy Director, Public Affairs, Lagos, Mr. Yusuf Ari in a telephone conversation with Vanguard said, “No individual has the legal right to approach WAEC for the verification of another person’s result except the owner of the result.”

He explained that the constitutional right vested on the Freedom of Information law does not include invasion of privacy adding, “The certificate in question belongs to Muhammadu Buhari and he alone has the right to apply for verification.

“Be that as it may, WAEC cannot take any action except, the owner of the certificate asked us to do so. We are an independent body, therefore, we cannot be partisan on this issue,” he said.

According to Ari, all the former Head of State needs to do is to apply by given WAEC the name of his school, Examination number and year of the examination and the result will be verified.

Back in 1995, she supervised one Asim E. Eno. By virtue of the time of submission, Konya could have also supervised the President if he was a doctorate student then. Attempts to reach her proved abortive as she was “not on seat” when this reporter visited. Mails to her have been unreplied.

The current Head of Department for Animal & Environmental Biology, Professor Florence Nduka, also could not be reached for comments as at the time of publishing this report as she was also “not on seat”.

An official enquiry submitted to the school administration has not been replied.

An extensive search online revealed a conference paper, “Identification of West African Estuarine Shrimp and Crab Larvae” which was co-written by Jonathan, G.E. with Powell, C.B. and Hart, A.I. (1985) on Aquatic Commons, the directory for publications on natural marine, estuarine, brackish and fresh water environments. At this time, the president was still a lowly lecturer in the Department of Biology at the Rivers State College of Education.

In the aforementioned 1985 paper, Jonathan self-references a publication which is in all likelihood, his Master’s dissertation. Titled “Stage 1 larvae of fresh and brackish water decapod crustaceans (excluding Natantlal) of the Niger Delta”, it is however dated 1984, two years earlier than the quoted date which is present in all his official profiles and bios. Further search on Aquatic Commons for the PhD thesis turned up no results whatsoever for the year 1995.

There were a few other conference papers online in the Web of Science journal under the name “G.E. Jonathan”. While it was not possible to determine accurately the identity of the author, they were published in 2003, 2006 and 2010 which would make him (if he were the one) a multitasker and intellectual of the highest order, combining the challenges of governance with the rigours of academic research.

No single academic journal has an online record of his research from 1985 – 1995 when Jonathan should have been very active as an academic scholar, which is why the renewed activity between 2003-2010 when he was in active politics, seems suspect.

“The first person listed is usually the author of the publication and other names are usually those of scholars or senior colleagues in the field, to give the paper weight and attract favourable reviews”, explained the Librarian. ”It is very possible that he did not author those papers.”

Former Executive Secretary of the National University Commission (NUC), Professor Peter Okebukola Wednesday frowned at the way professorial appointment is being awarded in Nigerian universities and insisted that the country is full of ‘roadside professors’.

Okebukola, who was the Guest Lecturer at the 2014 Foundation Day Lecture of Osun State University, Osogbo, in his lecture titled: “When Will the Glory Days of Nigerian Universities Be Here”, said award of professorial appointment in the country is fraudulent.

He insisted that the education system in the country can only be better if the manipulation in the professorial appointment is

eliminated.

His words: “Some people just call themselves professors without any rigour in the appointment process. Those that were appointed as a professor without the necessary rigour are roadside professors. There are many of them calling themselves professors but they have not passed through the normal rigour of scholarship. So they are roadside professors”.

Okebukola said that the situation is disturbing to the extent that the Executive Secretary of National University Commission even came out with an announced that those who have not passed through the necessary rigours of becoming a professor must stop parading themselves as professors because it amounts to fraudulent practice.”

According to him: “NUC is addressing the problem of the roadside professors and if they desist from introducing themselves as professors, they would be arrested and charged for forgery. Definitely, there must be sanctions”.

Okebukola noted that there is inefficiency in the post graduate

schools as a result of which Nigerians are going abroad for their post graduate studies.

He also said that Nigerian universities are not following the spirit of the post Unified Tertiary Matriculation Examination (UTME) test.

“The universities are expected to only make the students write essay on a field related to the course they want to study in the university and not writing examinations,” he said.

He added that the universities should desist from subjecting

students to any form of examination after the UTME as such would go against the law.

“The universities can only make the students write essay and use the avenue to see and interact with their prospective students but the universities have deviated and turned the post UTME test to another examination after the students had written the UTME and that is against the law”.

Okebukola, who was among the founding fathers of Osun State University, boasted that UNIOSUN was established to be a world class university and that the institution is still on the right tract.

Jonathan, who spent the Sallah holiday in his hometown, Otuoke, said his administration had designed another scholarship programme for a category of people he referred to as “intelligent Nigerians”.

Whether you like it or not, back then, the basic educational requirement for admission to the Officer Corps was a West African School Certificate or equivalent. Now here is the clincher; maths was not a pre-requisite for the West African School Certificate (WASC) in the early '60s.

2. To pass the School Certificate, candidates had to pass examinations in a variety of groups. It was compulsory to pass English Language, but not Maths, in order to gain the Certificate.
