The Republican leadership in Congress actually sent out a memo to their members not to vote for the bill. It's not going to be a surprise when McConnell and co. at the Senate unanimously oppose it when it gets to them. The EB1,2&3 visas actually cover merit-based immigration. The problems are the backlogs for
Asian countries due to per country limits, extended processing times during Trump's tenure, and the strict requirements for company sponsorship.

Naturally, an MS/PhD graduate from a US University currently working in his/her field in the US should be able to petition for these visas without requiring company sponsorship. But that is not the case presently, unless the person decides to go through the NIW. Stephen Miller, Trump's immigration adviser, even made matters worse. He totally opposed legal migration just like Trump did.

If Melanie Trump could easily get the Einstein visa (EB1) based on her "modeling" career, why should an Indian/Chinese engineer working at Spotify and graduated from an American University, have to wait 100 years just to get a priority date for his EB2 application? Trump's immigration plan which was drafted by Stephen Miller, was to make it even more difficult for people to migrate legally to the US. If Oga Trump had won reelection, they would have used Covid as an excuse to potentially block immigration for the next 4 to 8 years.
