Normally accreditation and voting should end by 2 but there are cases voting ends by 11am or 12pm..,Some PO may decide to start sorting and counting anytime after 1 cos of d other formalties and incase there wil be violence

No my friend.. You cannot count votes until 2pm. Some voters might still come even some minutes to 2pm and they must be accredited and cast there votes.
