For now tecno hasn't concluded plans to push android 11 yet but it doesn't mean they wouldn't. For xiaomi, most of their current released phones are eligible for android 11 however many aren't qualified.

Mediatek processors make it difficult for manufacturers to update Android version, Google it.
Xiaomi redmi 8 released last year is getting Android 11. Tecno will never ever update any phone from last year and even this year the best they can do is release Android 11 on new devices.

performance,ram management, multitasking....I have handled many of Redmi phones.

Redmi Note 7 pro, Redmi Note 8 pro ......Are better in overall performance than redmi note 9, My own opinion from testing them out.

Redmi Note 9 pro is better.

I care about spec and performance,,,,,not about design or year of production.

The problem with note 9 is the mediatek processor.

I am talking about software update from Android 10 to android 11 not security updates. No tecno phone so far is sure to get Android 11.

Most Xiaomi phones from last year Will get Android 11 next year.

Don't ever think of buying tecno oh, no software updates, and power consuming mediatek processor. Like bro said above me, go for note 9s or note9 pro. Snapdragon wins any day, twice on Saturday.

Fat PS3 can be very problematic. Some of these fat game consoles come with a lot of issues, while others are problem-free.
