Police officers have in the past come under scrutiny for not being in the best shape to tackle South Africa's criminals. However, now the South African Police Service (SAPS) has signed a memorandum of understanding (MOU) with Virgin Active and Planet Fitness to keep their officers fit. National police commissioner General Fannie Masemola signed the MOU on Wednesday, saying it is designed to “benefit police officers to access and use facilities at the gym clubs at a discounted fee to encourage employees to remain physically fit and healthy”. Members of the United States congress scheduled to attend the 20th African Growth and Opportunity Act (Agoa) forum — which starts in Johannesburg on Thursday — won’t participate in the crucial trade talks. Diplomatic and South African government sources confirmed on Tuesday that congress members will instead stay at home for critical negotiations and voting regarding spending bills to try to avoid a US government shutdown on 17 November. The US delegation will still be led by the country’s trade representative, Katherine Tai, supported by congressional staffers and other bureaucrats. Agoa, introduced under the Clinton administration, provides sub-Saharan African states with preferential trade opportunities with the US by exempting them from import duties. South Africa is hosting the 2023 Agoa summit at a time when its continued participation is up for debate, with the US arguing that the country’s economy is developed to a point where the exemption should no longer apply. Clayson Monyela, spokesperson for South Africa’s department of international relations and cooperation, confirmed that the members of congress would not attend. “We have been officially informed that the congress delegation will not travel due to the voting programme in congress,” Monyela said. “Congress staffers will attend the Agoa forum in addition to the other members of the senior US government delegation.” A South African government source said the absence of the members of congress would not affect the talks, which are hosted by Trade, Industry and Competition Minister Ebrahim Patel. “This is not a snub. The process will continue as planned. Katherine Tai, who is extremely senior, will still lead the US delegation,” the source said. A diplomatic source said the withdrawal by the members of congress was not about Agoa, but about the US’s domestic political issues. “Business in the house was shut down for several weeks while the Republicans selected a speaker. Now they are full steam ahead to pass a number of government funding bills to avoid a shutdown,” the source said. “This has nothing to do with Agoa or other foreign policy matters — it is just that every single member is needed in Washington for critical negotiations and votes,” the source said. FOUR COUNTRIES LOSE AGOA MEMBERSHIP The Central African Republic (CAR), Uganda, Gabon and Niger are set to lose their Agoa membership. US president Joe Biden on Tuesday gave notice to congress of his intention to “terminate the designation” of the four states as “they do not meet the eligibility criteria of section 104 of Agoa”. Biden said he was taking the step as the CAR government had participated in “gross violations” of international human rights protocols, and had shown no intention of movement towards political pluralism, worker rights or the rule of law. Niger and Gabon had not established, and were not in the process of establishing, protection for political pluralism and the rule of law, while Uganda “has engaged in gross violations of internationally recognised human rights”, the US president said. The countries had failed to “address United States concerns” about their conduct and that the termination would take effect from 1 January next year. The US would assess whether they met the Agoa criteria in the future and decide on their participation on the basis of this. 1 Like 2 Shares

Thousands of fans gathered at Johannesburg’s OR Tambo International Airport to welcome home the four-time Rugby World Cup champion Springboks. The back-to-back winners landed in South Africa on Tuesday morning along with the hallowed Webb Ellis trophy that has been a focal point of the celebrations so far. The spirits are high in South Africa as the population celebrates their heroes with President Cyril Ramaphosa even announcing there will be a public holiday in honour of the team (on December 15). A trophy tour will begin on Thursday with the Springboks taking their prize around the country to show off to their people. “The tour will start in Pretoria, Johannesburg and Soweto, concluding at FNB Stadium on Thursday, and take in Cape Town (Friday) and Durban (Saturday) before concluding in the Eastern Cape (East London) on Sunday,” South African Rugby said. The Springboks won each of their three knockout games by a single point as they sent France, England and ultimately New Zealand out of the tournament. The Gauteng provincial minister for education (MEC) Matome Chiloane will appoint an independent law firm to assist the department with its investigation into the suicide of a pupil after an alleged bullying incident at a South African school. Khehlekile Primary School grade 6 pupil Sibusiso Mbatha on Monday hanged himself in the family bathroom. He was apparently distraught over a bullying incident allegedly instigated by a teacher. According to the family, the teacher allegedly discriminated against the boy because of his sexual orientation. He allegedly told Mbatha, who was involved in a physical altercation with another pupil, to leave his “gayism” outside the school gate. “This kind of derogatory and discriminatory language is unacceptable and should never be tolerated within the walls of an educational institution,” said family spokesperson Nozipho Nkosi. Chiloane visited the family on Thursday to offer his condolences and support. “We will be appointing an independent law firm to give us a report as to what had transpired in this situation. “At the centre of the report is obviously to investigate those who may have done wrong and those who should be held accountable but lastly, more importantly, is the recommendation that will assist the department to ensure that such incidents never happen again in our schools. “The family is saying that the teacher came and is confessing that he did say these particular words,” he said, adding this would be investigated. “Those are words that obviously should not have been said. You don't say that because those are discriminatory words. That goes against the values and principles that are outlined, not only in our constitution but also within the school code of conduct.” He said he would give the law firm a timeframe to report back on its findings. He assured the family they would also get to see the report. To help with children's mental health issues in the wake of several recent suicides, Matome said the department had ramped up its psychosocial unit and partnered with NGOs. This included establishing boxes where pupils could insert the name of the person bullying them. 1 Share

More than 20,000 people marched through Johannesburg in South Africa on Saturday to celebrate Gay Pride, singing, dancing and making their support clear for LGBTQ+ communities across Africa who cannot be open safely and whose relationships are criminalised. At the front of a parade that organisers estimated was 24,000-strong was Mandela Swali, a 25-year-old Ugandan gay man who was attending his first Pride, having been in South Africa just a month-and-a-half. Swali, face coated in glitter, draped in a Ugandan flag, recounted how he had fled his country in 2021 while on bail, having been arrested when his landlady caught him having sex with his boyfriend. "This is the space and this is the family I deserve to have right now. I feel like I'm at home," Swali said, after the 6 km march through some of Johannesburg's wealthiest neighbourhoods beneath purple flowering jacaranda trees. Uganda introduced one of the world's harshest anti-gay laws in May, including the death penalty for "aggravated homosexuality". Same-sex relations were already illegal in Uganda, as they are in more than 30 African countries. South Africa, in contrast, made same sex marriage legal in 2006 and is still the only African country to have done so. "Our intention today is to march for Uganda ... for LGBT communities in Africa that can't march for themselves," said Johannesburg Pride organise Kaye Ally. Last year's Pride, the city's first since the COVID-19 pandemic, was subdued after the U.S. warned of a possible terrorist attack beforehand. That only increased the LGBTQ+ community's desire for this year's event, held 34 years after the first, said Ally. "This year we're going full force," she said. "That hunger for Pride, as well as all the happenings in Africa, has really amplified the need for us to take to the streets and to come out in all our flamboyancy and assert our authenticity." 1 Share

Paris - Saturday, 28 October 2023 South Africa have become the first nation in rugby history to win the Rugby World Cup 4 times - despite been banned during the apartheid era and beating arch rivals New Zealand 12 - 11 in Paris on Saturday night. The country's first black captain Siya Kolisi also matched New Zealand's former captain's record to lift the trophy twice in succession. South Africa were the defending rugby champions in the 2023 tournament, having won it in Japan four years ago.
