When Dangote starts refined crude production, inflation on crude prices would go down which would also help in bringing down overall inflation. Which will also drive down interest rate on lending.

So Dangote will reduce price for you? How much is his cement price compared to other brands? Remember that Dangote refinary is not owned by the government and pricing is not determine by the government. It's only a gullible person that will think that Dangote will reduce petroleum products price, because it's refined in Nigeria.
