I think the funding for this Refinery should be properly scrutinised to ensure Nigeria's money is not being diverted to build a Refinery for Buhari

Because it is a bilateral agreement between Nigeria and Niger republic. The source of the crude oil will be from Niger republic while the refinery will be in Nigeria.

Northern part of the country is surely looking for other source for crude oil, in case there is any problem from the south. Hence, the reason for getting the crude oil which is going to be the raw material for the refinery from Niger Republic.
