noted ezebunafo: A former Minister of Finance, Dr. Ngozi Okonjo-Iweala, has said she gave $322 million out of the funds allegedly looted by late dictator, General Sani Abacha, to a former National Security Adviser, retired Colonel Sambo Dasuki. Okonjo-Iweala, in a statement on Monday by her spokesperson, Paul Nwabuikwu, said the release of the money to Dasuki was with the approval of former President Goodluck Jonathan. She said during the period that the money was released to the country, Dasuki made a strong case for the purchase of arms for the military in the heat of the fight against Boko Haram. The statement, which was in reaction to her criticism by the Edo State Governor, Comrade Adams Oshiomhole, and others, explained that she, however, gave terms for the release of the money. The statement reads in full: “As part of the campaign of falsehood against former Minister of Finance, Dr Ngozi Okonjo-Iweala by Edo Governor, Adams Oshiomhole and other powerful and corrupt interests, another baseless story has been published by some online media. To achieve their evil propaganda objective of tarnishing her name, these evil elements have distorted the contents of a memo dated January 20, 2015 in which the former Minister of Finance, Dr Ngozi Okonjo-Iweala responded to a request by the former National Security Adviser, Col Ibrahim Dasuki (retired) for funds to prosecute the terror war against Boko Haram. “Here are the facts: “· The central responsibility of the Minister of Finance IS to find sources of funding for the financing of approved national priorities such as security, job creation and infrastructure. “· It will be recalled that throughout 2014, there were public complaints by the military hierarchy to President Goodluck Jonathan about the inadequacy of funds to fight the anti-terror war in the North East, resulting in Boko Haram making gains and even taking territories. A lot of the criticism was directed at the Federal Ministry of Finance under Dr Okonjo-Iweala which was accused of not doing enough to find funds for the operations. “· In fact, the Ministry, on several occasions, had to call press conferences to provide details of budgetary spending on the military, to show, against the background of limited resources and other urgent national priorities, that it was doing its best on funding security. “· It was about this time that some new Abacha funds of about $322m were returned with another $700m still expected to be returned. (This is not to be confused with the Abacha funds returned in 2005-2006 under the Obasanjo government whose use for developmental purposes was monitored by the World Bank as earlier explained by Dr Okonjo-Iweala). “· Former President Jonathan set up a Committee comprising of the former Minister of Justice, former NSA and the former Minister of Finance to determine how best to use both the returned and expected funds for development. “· The NSA made a case for using the returned funds for urgent security operations since, he noted, there cannot be any development without peace and security. Based on this, a decision was taken to deploy about $322m for the military operations, while the expected $700m would be applied for development programmes as originally conceived. “· Following the discussions and based on the urgency of the NSA’s memo, Dr Okonjo-Iweala requested the President to approve the transfer of the requested amount to the NSA’s Office for the specified purposes. “· But, as captured in the memo, she insisted on three conditions: a. only a part, not the entire Abacha funds would be spent on the arms; the rest would be invested in developmental projects as originally conceived b. the money was to be treated as borrowed funds which would be paid back as soon as possible c. the NSA’s office was to account for the spending to the President who was the Commander in Chief, given the fact that the Minister of Finance is not part of the security architecture and does not participate in the Security Council. “· The attempt to link the former Minister’s name to any misuse of these funds for any purpose other than security as far as she understood it is totally false and cannot stand.”

Noted Barcanlsta: SPOKESPERSON of the All Progressives Congress (APC) in the South-East, Mr. Osita Okechukwu, has canvassed support for the President Muhammadu Buhari-led government, saying it was the easiest way an Igbo man could occupy the presidency at the end of his administration. Addressing guests after the Junior Chamber International (JCI) U.S.A., Enugu Chapter, a Non-governmental organisation (NGO), honoured him with an award alongside three other prominent Nigerians, for his struggle to advance democracy in Nigeria, Okechukwu warned Ndigbo to refrain from anything that would derail the present administration.
He said: “Buhari’s eight-year term is the fastest route to actualising our dream for a president of Igbo extraction, through peaceful means — not hate propaganda. From the zoning convention, when you consider all factors in our favour, in 2023, it will be our turn, as our brothers in the Southwest and South South had been president since our return to civil rule in 1999.”
According to Okechukwu: “In 2023, Ndigbo could argue that the South West has given Nigeria a president for eight years; the north has produced a president and the South-South has produced a president. So, it is proper that the South-East should give the country a president as well.”
The event tagged “Sustainable Development: The Role of Young Active Citizens,” was held at the weekend in Enugu. It was the annual convention of the JCI, Enugu Chapter during which it celebrated its “30 years of impact since 1985.”

God dey oooooooooooo rawglobalnews: The special team raised by the Chairman of the Economic and Financial Crimes Commission (EFCC) to probe the disbursement of $2.2 billion arms contract deal in the office of the former National Security Adviser, yesterday, confronted the major suspects with evidence of their illicit transactions.
The 27-member task force, which has Ibrahim Magu as a member, spent most part of the day to grill the suspects and asked them to speak up on any aspect of the transactions where their names or those who allegedly fronted for them, appeared.
The extended questioning of the high profile suspects, our correspondent learned, was to prepare the ground for their arraignment this week.
However, Vanguard could not obtain a specific date of the week when the suspects are likely to be docked and the specific charges to be pressed against them.
It was gathered that the commission had outsmarted the key suspects by first securing a court order to detain them beyond the stipulated 48-hour threshold, thereby making it more difficult for their lawyers to secure their early release.
A top source said most of the suspects, who had earlier attempted to deny their involvement in the arms deal, were dumbfounded when confronted with concrete evidence of all the transactions they had made in the office of the ex-NSA.
“Many of the suspects, who were claiming ignorance of collecting huge sums of money from the office of the ex-NSA, were tongue tied when we brought them to face each other. I think they will soon appear in court to tell the world why they went to the ONSA to sign and collect huge sums of public money that was not meant for the purposes they were given,” an EFCC source said.
Dokpesi disagrees with earlier statement
Apparently to clear the name of their patriarch, the family of Daar Communications owner, High Chief Raymond Dokpesi, on Saturday, disagreed with an earlier statement the company released claiming that it got the $2.1 billion from the office of the ex-NSA for media and publicity work for the 2015 election.
In the latest statement released, weekend, the family turned around to say that the $2.1 billion was personally approved by former President Goodluck Jonathan for a holding company owned by Dokpesi following a private presentation by the owner to Jonathan.
The family also said that contrary to claims that the money was collected in respect of promoting the People’s Democratic Party’s campaign to win the 2015 polls, it was actually meant to showcase the under reported achievements of President Jonathan’s government.
Vanguard learned last night that the EFCC was making efforts to charge the suspects to court so as to free its holding facilities for more suspects who are to be taken up for massive looting of public funds in the last dispensation.
The cells of the anti-graft agency in Abuja are said to be almost overwhelmed with suspects arrested and detained in connection with the arms deals, for which the Presidency has vowed to press to a logical conclusion to prove to Nigerians that many top Nigerians looted the public treasury under the guise of buying arms and ammunition to fight terrorism.

As more facts appear in relation to the botched $2bn arms purchase and the circumstances surrounding it, the Economic and Financial Crimes Commission (EFCC) have stumbled on fresh clues indicating that loots recovered from the late Head of State, Sani Abacha may have been diverted to the arms purchase.
There are suspicions that the looted funds formed the main sources of extra-budgetary expenditures which were disbursed to some chieftains of the People’s Democratic Party (PDP) for the 2015 campaign.
It was gathered that following the recovery of the looted funds, running into billions of dollars, Jonathan raised a four-man team headed by ex-Finance Minister, Dr. Ngozi Okonjo-Iweala on how to use the loot.
Although there was pressure on the committee chairperson to divert the loot to security matters, she was said to have resisted the proposal.
It was, however, gathered that the committee later recommended that 60 per cent of the Abacha loot be used for development and 40 per cent for security challenges and arms purchase.
A source said: “We are looking into fresh clues that apart from the $2 billion, some looted funds recovered from the Abachas were also diverted into the arms purchase and other security-related needs.
“There are different clues we are probing. While some alleged that the looted funds were domiciled in the ONSA, others claimed that the funds were directly managed by the Presidency.
“We may check records at the Federal Ministry of Finance accordingly on Abacha loot.”
Meanwhile, the EFCC is thinking of ways to ask former president Goodluck Jonathan to explain his role in the arms deal.
The EFCC has asked some of the suspects to produce relevant written approvals from the ex-President on some of the expenditures.
It was learnt that more suspects have named Dr. Jonathan in the approvals and withdrawals of huge cash from the Office of the National Security Adviser (ONSA) and the Central Bank of Nigeria (CBN).
The former National Security Adviser (NSA), Col. Sambo Dasuki (rtd), and the Emeritus Chairman of Daar Communication, Chief Raymond Dokpesi, claimed that they got approvals for all projects they were accused of running.
It was learnt that some of the suspects acted on verbal approvals to carry out transactions.
“Either way, the EFCC may need to clarify a few things from the ex-President”, a source said last night. He pleaded not to be named because of the “sensitivity” of the matter.
It went on: “Some of the high-profile suspects have told us that they got approvals from the ex-President. Equity demands that we should hear from his side too.
“We are certainly weighing options to avoid any act capable of derailing these ongoing investigations. We can have audience with the ex-President in confidence; we may isolate issues for him to help us clarify in writing; he may also volunteer on his own to clear the air on a few issues through the highest quarters and we may allow our ongoing comprehensive investigations and evidence to be sufficient for prosecution. The onus will then be on the suspects to present written approvals in court.
“This is not the first time we will be investigating past presidents. We will draw our experience from the previous exercises. You know, we investigated two former heads of state and a prominent traditional ruler on the $184 million Halliburton case and none of them was invited. We handled it in a meticulous manner.”
A former member of the Federal Executive Council (FEC), said: “The ex-President has expressed doubts on some of the approvals being bandied about. I think Jonathan has a way of reaching out to the Presidency in order not to overheat the polity. He will certainly do so.”
