The center in a memo signed by its acting bursar, Pius Ukwah, attributed the delay to the Office of the Accountant General of the Federation (AGF). According to the memo, the AGF office is still working on finalising the 2024 Appropriation on the GIFMIS platform and as a result the Personnel Warrant for the month of January 2024 is yet to be released. The memo further revealed that the delayed will cut across other MDA’s and not just the Centre. The memo further urged their staff to exercise patience as “we await a positive resolution by the OAGF.” January salaries of federal civil servants to be ‘delayed beyond normal’ - Opera News Official https://guardian.ng/news/nigeria/january-salaries-of-federal-civil-servants-to-be-delayed-beyond-normal/ |

Politics / A Passionate Plea To Mr President by tomietush(m): 11:56pm On Aug 28, 2015 |
A PASSIONATE PLEA TO MR PRESIDENT FROM THE NEWLY RECRUITED IMMIGRATION OFFICERS DEAR MR PRESIDENT, This letter is not written in a spirit of untruth or half-truths commonly published. Nor is it motivated in any way by political or tribal bias. It is written with respect due your office and the awesome tasks that have been laid on your shoulders. We write as a patriotic citizen, as Nigerians who wants Nigeria to achieve her set dreams and wants a great future for his children and grandchildren. A great man once said " The youths are the future of a Nation. In their tender and loving hands, the future of the Nation is entrusted . In their innocent hearts , the pride of the Nation is enshrined. On their development, the salvation of the Nation is dependent". Mr. President, the youths are the nation builders, We believe you understand our frustration and hardship as we continually struggle for gainful employment. We know you have faith in our ingenuity, capability and creativity, that is why you promised during your campaign to empower the youths and to create jobs for them. As a result, we will draw your attention to our plights the Nigerian youths who were recently employed by the Nigerian Immigration Service after a rigorous recruitment process. We are currently being threatened with the loss of our jobs following the recent suspension and replacement of Mr. David Parradang, the Comptroller General of the Nigeria Immigration Service and the silent dispersion of the recruits who were rounding up their induction programme. This has sparked fear among us the newly recruited officers and currently await your intervention in this matter because we believe in you. We will like to shed light on some salient issues for the sakes of emphasis. It's our humble side of the whole story . As a result of the failed recruitment of march 15 of last year, that led to loss of 15 lives, the Federal Government set up a Committee known as The Presidential Committee to Assist in Immigration Recruitment which was constituted on 26th March, 2014 by the former President, Dr. Goodluck Ebele Jonathan, GCFR. The membership of that committee includes; 1. The Chairman Federal Civil Service Commission (Chairman) 2. The Permanent Secretary (General Services) OSGF 3. The Comptroller- General of Immigration 4. The Representative of the Inspector General of Police 5. The representative of the DG Department of State Services 6. The representative of the Corps Marshal FRSC 7. The representative of the Commandant General Civil Defense Corps 8. The representative of the Controller- General Prisons 9. The representative of the Attorney General of the Federation 10. The representative of D G, Federal Character Commission 11. The representative of the Head of Service The then Secretary to the Government of the Federation, Sen. The test was conducted by Dragnet, a firm that specializes in handling recruitment tests for reputable companies in Nigeria like Chevron, Oando and others. The test was conducted between 20th and 24th of April, in different locations across the country including : Bauchi, Port Harcourt, Lagos, Abuja, Abu Zaria and Unec Enugu. The candidates who passed the Computer-Based Aptitude Test were then asked to report to the Service Commands in their various states of origin for physical examination, document verification and oral interview. this also happened between the 5th and 7th of may,2015. The successful candidates were selected based on their total scores, from the Computer-Based Aptitude Test, physical examination, document verification and oral interview within their state of origin, in a way that satisfied provision of Federal Character. We were then asked to report to the various training schools for preliminary documentation and collection of appointment letters on the 25th of May 2015. The Level 3 cadres (Immigration Assistants) reported to Ahoada in Rivers State, the Level 6 cadres (Assistant Inspectors) reported to Orlu in Imo State, while the level 8 cadres ( Assistant Superintendents) reported to Kano. The level 3 candidates (900 in number) and the level 6 (700 in number) were issued appointment letters while the level 8 candidates (400 in number) were given posting letters to their various Service Commands, signed by the Comptroller of Immigration Service (APU), Mr. Oyedeji TV, on behalf of the CGI. It reads: “I am directed to inform you that the above named newly recruited personnel has been posted to your command for attachment and induction with immediate effect, pending when they will be sent for training. 2.The letter of appointment will be sent in due course. 3.Please acknowledge receipt and date which the newly recruited staff reported to duty.” The Assistant Superintendents were not given appointment letter because the Civil Defence, Fire, Immigration and Prison Board (CDFIPB) who are in charge of issues relating to appointment and promotion of officers in the superintendent cadre, refused to issue their appointment letters. All the 2000 candidates were documented and given Service Numbers. It is therefore surprising that the reports we read in the National Dailies excludes the 400 recruited Assistant Superintendent Officers. They reported 1600 instead of 2000 officers that were recruited into the service Mr. President, we want to confidently tell you that the recruitment process was free, fair, open and credible and that the successful candidates are the ones chosen on merit. we are therefore not surprised that perhaps some who could not field their candidates through the back door are aggrieved and wants the recruitment cancelled . Besides, the 2000 recruited officers left their previous jobs because of the security attached with a federal job, places of residence and have undergone three months induction training in their various state commands. They accommodated and fed themselves during this period. They have learnt some nitty-gritty of the job; they were taught among other things, how to strip and assemble fire-arms, the principles of marksmanship, weapon handling and combat mindset. They have been equipped and prepared for the job and are ready for service to their fatherland. They were only waiting to be called to their various training schools before they were dispersed and secretly sent home to avoid public outcry. Your Excellency sir, I cannot forget that phenomenal day, when we all watched with enthusiasm our new president speak to us; where you said among other notable things: "Unemployment, notably youth un-employment features strongly in our Party’s Manifesto" which is to create at least 1million new jobs every year, for the foreseeable future. We are neither APC nor PDP members, we are Nigerian youths and upon this ground we plead you to confirm the appointment of these 2000 recruits, as it would reduce the number of the unemployed. We trust your judgments as we hope to receive it in our favor. Long live the Federal Republic of Nigeria. 1 Like |

Politics / A Plea To Mr President by tomietush(m): 5:20pm On Aug 28, 2015 |
Politics / This Election Is Between Me And The North: Asari Dokubo by tomietush(m): 10:42am On Feb 16, 2015 |
The leader of Niger Delta People’s Volunteer Force (NDPVF) Alhaji Mujahid Asari-Dokubo remains the close ally of President Jonathan despite all circumstances. In a recent interview with Vanguard’s Levinus Nwabughiogul, Dokubo expresseshis views on elections’ postponement, Jonathan’s chances, behaviour of the opposition, explains advantages of Temporary Voter Cards (TVCs) over the modern Permanent Voter Cards (PVCs).About the postponement of the electionsAsari-Dokubo is not really happy about the postponement. He has been working really hard during the electoral campaign:“I was addressing Muslims in Lagos on the31st of January and I collapsed because I had not been having enough sleep and time for myself. I had thought that the elections would come for me to go the Saudi Arabia and thank Allah for the victory he has granted us.”He further described the negative attitudeof the USA on the issue as “hypocritical”. “Nigeria is a sovereign state. It is not a satellite of the United States of America,” Dokubo noted. He admitted that the delay in PVCs’ distribution indeed happened but neither President Jonathan and the PDP, nor the INEC may be held responsible for it. At the same time, the opposition, who “is working with the insurgents” may be behind the unfortunate development:“God is revealing these people. Who are collecting the PVCs in Borno, Yobe, Adamawa and Gombe States? How come Borno and Yobe have collected more PVCs than Lagos, Rivers, Imo States? Who is deliberately hoarding the PVCs? Is it Goodluck Jonathan? Have they compromised INEC? I was a member of ACN, so I know how they operate during elections. I know that before elections, when PDP is dealing with the top cadre of the security agencies, APC relates with theDPOs, DCOs, the rank and file. It is not a wild allegation. I can give evidence.”On why ACN = APCAsari-Dokubo said he knew the methods of the opposition, as he had been in contact with its leadership, had friends there. The ACN had transmuted into the APC, meaning the new party was just a brand.“All the others are just affiliates. They are associates. The driving force of the party is ACN. They are using the so-called idle followership of Buhari in the North. The machine, the intelligentsia, the think tank, everything is ACN. That is the way they rigelection,” Asari-Dokubo noted.“PVC is not in our law. PVC testing machine is not known to our law.”As long as the INEC failed to distribute thePVCs, Dokubo thinks the use of the TVCs should have been allowed:“We should use the temporary one. There is no e-voting. So, we should go back to the temporary voter card. INEC is deliberately disenfranchising some Nigerians. The constitutional right of a person is sacred to vote and be voted for.”“You advocate for 100 percent collection of the PVC but do you think it is possible for everyone to collect his PVC? Besides, no law has said so.”The NDPVF leader mentioned that the present situation cannot be seen as a conspiracy against democracy. He noted that in Rivers State only 56% of voters have their cards. Even Dokubo’s wife still had not collected it.About crisis in the Nigerian economyAsari-Dokubo disagrees that the economyis down because of Jonathan’s decisions and actions. He reminded that the recession is global and many countries are affected by it, including the UK, Japan, Russia, Dubai, Ghana and Angola. He further explained how the opposition contributed to the negative trend in Nigeria:“On a television interview posted online, one of the campaign managers of GeneralBuhari was seen with loads of dollars in his breast pockets. But he struggled to cover it. How can leaders be spending dollars and not Naira, thereby depleting the foreign exchange capacity of the country? And we know that most of them don’t spend Naira. They spend dollars, pounds and euros. That is what is causing the crisis in the economy. It is more demands for foreign currency than we earn from our resources and so the economy will be going down. It is all Nigerians that must work. Whatever policy on the ground, money laundering policy, etcetera, if the people are not ready to abide by the rules, hard and stringent economy rules, then we will have a problem.”“We are doing well even at war.”Dokubo quoted his friend, a military man, hinting Jonathan to remove all the northern Muslims soldiers from the battle front. Eradication of “moles” would pave the victory in the war against terrorism.“People had leaked their (soldiers’) movement to Boko Haram. They went into an ambush. How did they know? No vehicle passed them. So, people are therewho have a means of communication before they move. That the president should bring jet fighters to bomb and make sure it is northern Christians and southerners that fly these aircraft.”Such an action cannot be considered as a genocide, and Dokubo explains why:“These people are betraying. It is happening everywhere. These northerners are fifth columnists.”About Jonathan’s achievements– Nigeria is becoming another food basketin Africa. Nigeria is coming back in all areas of agriculture: commercial agriculture and subsistent agriculture.– Transportation sector: the railway is working. The roads are being rehabilitated. New roads are being constructed. Now look at the airports. Today, a government is constructing four modern airports, not the remodeling: Port Harcourt, Lagos, Abuja and Kano, all brand new being constructed by the Chinese.– 12 universities were opened in one year.– There is the implementation of the LocalContent Act, the Cabotage Act which is now bringing Nigerians into the oil and gas and marine business. People are making money, those who are ready to work. Even his (Jonathan’s) opponents are benefitting from YouWin.Is Jonathan an ethnic president? Shall he win?Dokubo strongly disagrees that ethnic origin has anything to do with Jonathan’s rule:“A man that has his security adviser from the North. When Yar’Adua was there, whowas the Chief of Army Staff? Who was the Chief of Defence Staff? Who were the people around Yar’Adua? When Obasanjo was there, who were those people aroundhim? Who was the DG of DSS? Now in Jonathan’s government, the Defense Minister is from North. The national security adviser, North, IG of police, North, Controller-General of Customs, North. These are all Gambari. When they were in government, let them show us if that was how they ran the government. So, how is he an ethnic president? His Principal Secretary is a Gambari man. Chief of Staff is a Yoruba man. The Minister of Finance is Igbo. The Minister ofWorks is Ishan. The Minister of Police Affairs, Yoruba So, how is he an ethnic president?”Dokubo is convinced in the victory of the present administration.“We will win. Theywill complain and we are ready for them. This election is between me and the Gambari North.”About arrest over “inflammatory statements”Dokubo considers calls by the DSS as a “routine thing” and he got used to such “invitations”, put the total number of his detentions to 73.“Under the late General Sani Abacha, it was a weekly thing. Under former President Obasanjo, the same. Now, it is less but I am used to it,” he concluded. 1 Like |
