The black and white certificate does not seem to have the same information on it as the green and white one, or is this just me?

well, what are the odds Mexico was proposing legislation to limit marriage to two years only in 2011, op says s/he got married in 2011, "husband left" in 2013, Cuba embargo lifted in 2015, op opens threads in 2016 to ask where is her husband.

Highly probable s/he is referring to Mexico imo.
