The west is certainly more developed. Every state in Southwest has people of almost equally education and exposure. Lagos only comes first because of infrastructure, IGR and employment opportunities.

Most local govt in Lagos is better off. Without Ikeja, Lagos still has Eti-Osa, Lagos Island etc.
