The Chairman of Independent
National Electoral Commission (INEC),
Prof. Attahiru Jega, has called on
National Assembly to be decisive in
reforming the Electoral Act and
reviewing the Constitution.
Jega made the call at a Dinner
organised for him by the Nigeria
Labour Congress, the Trade Union
Congress and some civil society
organisations in Abuja on Friday night.
“Electoral reform has just began, a lot
more efforts needs to be done.
“The Justice Muhammed Uwais panel
has a lot of good recommendations
which are yet to be taken on board
and implemented.
“I think between now and 2019, there
is sufficient time and scope for us to
be able to ensure that additional
reform methods can come in.
“We made a recommendation two
years ago for amendment to the
electoral act and the constitution to
improve the legal framework before
2015 general elections.
“Regrettably, it did not materialise up
to the time we did the elections, and
the existing legal framework is fairly
good.
“It could have been better if the legal
frame work had been improved.”
He called on the National Assembly to
continue to support INEC and give it
the necessary encouragement
required to improve on the good
foundation that had been laid out.
Jega pledged to continuous to
support future electoral reforms and
improvement in the electoral process
in the country.
He commended INEC commissioners
and staff for their support and efforts
under very difficult circumstances for
successful elections in 2015.
He also commended the labour
movement for their continuous
support for INEC and the reforms in
the electoral process.
The NLC President, Mr Ayuba Wabba,
said the reforms which the INEC boss
brought to bear on the organisation
reflected in the 2015 general elections.
“With commitment, patriotic and
honest disposition, Jega was able to,
through administrative wizardly,
accomplish the historic success of
2015 general elections.
“That was how Jega was able to outwit
our chronic election riggers out of
relevance in the innovations of the
permanent voter card and card
readers,” he said.
Wabba advised that whoever would
be the next INEC boss should
continue with the benchmark set by
Jega.
He said Nigerians would not accept a
reversal of the progress made with
the 2015 general elections where the
will of the people was truly reflected in
the ballot.
Wabba called for the full
implementation of Uwais report,
adding that it would go a long way to
achieve full credibility in the conduct
of elections.
Mr Salisu Mohammed, Chairman,
Labour Party Caretaker Committee,
said it was time for Nigerians to build
institutions that would have enduring
legacies.
“What happened in the National
Assembly is a cause for concern for all
who have concern for Nigeria’s future.
“It shows that our democracy is still in
infancy and if care is not taken, we
may suffer serious setback’’, he said.
The News Agency of Nigeria reports
that Jega will retire as the Chairman of
INEC on Tuesday.

Those expecting President
Mohammadu Buhari to make
ministerial appointments now may be
highly disappointed as this may not
happen now even if it does not take
long time. Buhari has understandably
drawn his scale of preference and top
amongst his priorities are stamping
out insecurity and corruption in the
country.
The decision of the president was the
outcome of an exclusive chat with his
Senior Special Assistant on Media and
Publicity, Mallam Garba Shehu
yesterday. According to Shehu, the
appointments would be made but
they have to tarry until the process of
evolving a corruption free society has
gathered momentum.
While stating that security is
uppermost in the mind of president
Buhari, Shehu emphasized that
Buhari was being careful in his
selection so that he would have
political appointees who were never
implicated in corrupt practices in the
past. He did not want the drive for a
corruption free system to rub off
negatively on anyone who would be
announced as ministers in the future.
According to him, should any minister
after appointment be found to be
corrupt or alleged to have stolen
public funds in the course of his job,
the president would not hesitate to
fire such a person. He would also
regret that he ever appointed such a
person. Shehu appealed to Nigerians
to be patient with the present
administration, assuring that Buhari
would make the necessary
appointments in due course.
“It is about security. That is his
number one campaign agenda and he
is living up to it. He has concentrated
all his energy trying to put together a
credible response to Boko Haram
terrorists. And this has taken him to
the neighboring countries. He has met
Defence Chief, the Service Chiefs
almost every week. He has also taken
this to G7, also to the African Union.
He has been trying to form a massive
alliance, a massive response to the
Boko Haram terrorists.
“Besides that, he is also restrategizing
also for the economic revival of the
country and the coming of foreign
investment, again using the platform
provided by the G7 and the United
States of America. And then, you can
see that he has started making moves
about the recovery of the stolen
billions of dollars by some Nigerians
that are recoverable. So, he is actually
working without making so much
noise on the fulfilment of his election
promises.
“Nigerians have a choice to make.
What do they want as their priority? Is
it appointment, security or even better
economy or do they want a
corruption free environment? That is
the thing. For the president,
appointment is not the key issue for
him now. That is very clear from his
action. The most important thing is to
get the job done. And he is working.
“As it is now, is there any lacuna? Are
you thinking there is any gap that is
not being covered by the
bureaucrats? There is nothing that is
not being covered. The Permanent
Secretaries are part of the meetings.
No body is saying that it is not
important to make political
appointments. He will make
appointments.
“As he has said himself, he wants to
scrutinized and make the right kind of
appointment. He doesn’t want to
appoint one today and make changes
tomorrow. Given this war for the
recovery of stolen funds, that will have
implication for the people who are
going to be appointed. If he appoints
you today and may be in the drive,
you are implicated, he will fire you”,
Garba Shehu said. It was the first time
a voice from the presidency was
actually explaining the delay in
political appointments.

The Edo State Election Petitions
Tribunal sitting in Benin on Friday
upturned the election of the
candidate of the All Progressives
Congress, Yakubu Gowon, as the
lawmaker representing Etsako West
II Constituency in the Edo State
House of Assembly.
Gowon had been declared the
winner of the April 11 state assembly
poll and returned elected to
represent the constituency, where
Governor Adams Oshiomhole hails
from, by the Independent National
Electoral Commission.
But in the judgement, Justice E.
Abuua held that the APC candidate
was not duly nominated by his
party.
The tribunal explained that the APC’s
notice of intention to hold party
primaries, which he sent to INEC,
was less than the mandatory 21
days.
It said the notice was given on
November 13, 2014, while the
primaries was conducted on
December 1, 2014.
The tribunal, therefore, held that all
the votes cast for the APC candidate
were wasted and that the Peoples
Democratic Party candidate,
Sylvanus Eriagha, who was the first
runner up with 4,001 votes was the
rightful person to be declared
winner of the poll.
Reacting to the judgement, the State
Chairman of the PDP, Chief Dan
Orbih, described the decision of the
tribunal as a ”sweet victory” for the
party which, he said, would keep
“hope alive for the people.”
But the State Publicity Secretary of
the APC, Godwin Erhahon, said all
the candidates of the party were
duly nominated.
He, however, added that the party’s
legal team would look into the
judgement.
Erhahon said, “We will leave the
turnout for our legal teams. For now
we do not have the details.
“All our candidates were duly
nominated. So whatever somebody
at that level may have adduced is left
for our lawyers to look into.
“I cannot comment authoritatively
because I do not have the details.”

A popular Lagos-based Islamic
cleric and former lawmaker,
Abdul- Lateef Abdul- Hakeem, has
described Nigeria’ s seventh
National Senate headed by
Senator David Mark as the worst
senate in the world, not only in its
activities , but in regard to
corruption .
Abdul- Hakeem, a former member
of the Lagos State House of
Assembly and top Islamic scholar ,
further slammed the Senate for
milking Nigerians dry enriching
themselves at the expense of poor
masses.
Speaking at a Ramadan lecture
organised by the Majority Leader
of the Lagos State House of
Assembly, Sanai Agunbiade , the
cleric recalled how the seventh
Senate “ shamelessly” passed 46
bills in 10 minutes just hours to
the end of the tenure just to cover
up for their inactivity throughout
the four years lifespan of that
Senate .
Abdul- Lateef commended
Nigerians for clamouring for a pay
cut in the budget of the National
Assembly just as he warned the
members of the National Assembly
not to take this call for a joke .
He said while Nigerians are
clamouring for this pay cut , the
lawmakers have also explained
that their various constituencies
are their problem as they make
financial demands at every
opportunity.
He therefore urged Nigerians to
begin to discourage themselves
from putting financial pressure on
legislators so as not to push them
to steal public funds.
He also said the constitution does
not need any more amendment ,
and that if the government can
focus on the Chapter 2 of the
budget , Nigerians would not
disturb lawmakers .
Speaking further , Abdul-Hakeem
called for Section 6 (sub-section
6 c) of the Nigerian constitution to
be expunged as it was a clog to
Chapter 2 of the same constitution
which states that the responsibility
of the the responsibilities of the
government to the people of the
country.
According to him, Section 6 of the
constitution states that no court of
law can force the Federal
Government to implement the
chapter 2 to the latter .
He said ordinarily, chapter 2 of the
constitution says the responsibility
of the government is the welfare
of the people meaning that those
not employed are supposed to
enjoy some benefits from the
government till they get jobs.
He said the constitution states that
the government must provide free
education at all levels for students,
provide old - age benefits to old
people and free health to Nigerian
children.
He commended Agunbiade for
facilitating major projects including
the Mile 12-Ikorodu Road to the
area and added that the lawmaker
had become a major force in the
state Assembly.
Speaking on the topic : ‘ The Power
of Iman (Faith ) in Man’,
Agunbiade , who said this was the
fifth edition of the programme ,
added that from birth , human
beings live by faith.
He urged Nigerians to love their
neighbours, preach peace and
unity for the country to move
forward.
He also promised to continue with
the programme as long as he was
capable to do so.

The Kogi State Government says it has
begun the distribution of N232 million
loan and grants to 145,000 farmers in
rural areas of the state.
A statement issued in Lokoja on
Sunday by the Special Adviser to the
State Governor on Media, Mr Jacob
Edi, said the grant would be given to
farmers on the platform of Nigerian
Agricultural Payment Initiative e- wallet
system.
According to the statement, the loan
aspect of the package is being
disbursed in phases by the state
government in partnership with the
Kogi Farmers Cluster Development
Union.
It said that 145,000 rural farmers
selected across the 21 local
government governments in the state
had been listed to benefit.
IT said that at the inauguration of the
disbursement at the weekend, the
statement said Gov. Idris Wada,
described the development as a
significant step in the country’s quest
to achieve food sufficiency.
The statement also quoted the
governor as saying that the loan,
apart from boosting food production
would enhance wealth creation
among rural farmers.

One person was stoned and later
burnt to death while several others
sustained severe injuries during a cult
clash between rival groups in the
Welfare Quarters area of Makurdi,
Benue State.
The rival cultists, numbering over 20
have reportedly clashed during a
reprisal attack which they claimed was
because some of their members were
killed in a previous attack.
The cultists had vowed to be killing the
rival members that escaped from the
previous attack, one after the other.
It will be recalled that the cultists had,
barely a month ago, invaded the
palace of the Ter Makurdi, Chief Sule
Abenga, collapsed some buildings and
damaged vehicles in the place. They
allegedly came to kill the son of the
traditional ruler who the cultists
claimed belonged to a rival group.
Yesterday, at Welfare Quarters, located
along Makurdi-Otukpo Road, the
cultists invaded the place and attacked
a young man in the area identified as
“Onions”. They stoned him before
setting him ablaze.
The ugly situation which happened at
about 3 pm caused pandemonium as
shops and other business places were
shut down. Noticing that the mayhem
was aggravating, the residents
informed the police who quickly came
to prevent further attacks.
Confirming the incident, the police
public relations officer, ASP Austin
Ezeani said he was yet to receive
official report from the divisional
police officer (DPO) in theaffected
area.

Am a resident in Makurdi in benue state. Gov Suswam never did anyting tangible for Benue state. Not even to industrialize it for 8years of administration including the default in payment of 6 months state workers salary which leads to an indefinite strike, the court of which is not left behind. Now he wants another constructive administration.
