As the Dangote Refinery begins operations on Monday (today), the 650,000 barrels per day oil processing facility has been designed to process crude oil grades from the three continents of Africa, Asia and America.

It was also gathered that the refinery would deliver a surplus of about 38 million litres of petrol, diesel, kerosene and aviation fuel for Nigeria daily, hence it would meet the 100 per cent fuel supply requirement of the country.

Data in a document obtained from the company, on Sunday, showed that the Dangote Refinery could support the establishment of 26,716 fillings stations, create 100,000 direct and indirect jobs, and provide a $21bn market for Nigerian crude oil annually.

Early this month, The PUNCH reported that the Dangote Refinery, established by Africa’s richest man, Aliko Dangote, is scheduled to be inaugurated on May 22.

A presidential aide, Bashir Ahmad, had tweeted that the inauguration would be done by the President, Major General Muhammadu Buhari (retd.).


“Efforts by the Federal Government to make Nigeria self-sufficient in local refining of crude oil to save the scarce foreign exchange used in the importation of petroleum products have received a boost as the 650,000 barrels per day Dangote Refinery, the world’s largest single-train refinery, is set for inauguration on May 22nd, 2023, by President Muhammadu Buhari,” Ahmad announced.

The Dangote Petroleum Refinery and Petrochemical Project, a subsidiary of Dangote Industries Limited, is a 650,000 barrels per day crude oil refinery, located in Dangote Industries Free Zone, Ibeju-Lekki, Lagos, Nigeria.

The Dangote Petroleum Refinery is an industrial plant that transforms crude oil into various usable petroleum products such as diesel, gasoline, jet fuel and kerosene.

Dangote Petroleum Refinery with a capacity to refine 650,000 barrels of crude oil per day covers an area of approximately 2,635 hectares in the Lekki Free Trade Zone in Lagos.

The refinery will produce Euro-V quality gasoline and diesel, as well as jet fuel and polypropylene.

The firm stated that the facility was “designed to process a large variety of crudes including many of the African crudes, some of the Middle Eastern crudes and the US (United States) Light Tight Oil.”

On the target market and petroleum sufficiency, it stated that the refinery could meet 100 per cent of the Nigerian requirement of all liquid products, including gasoline (petrol), diesel, kerosene and aviation jet, and would also have a surplus of each of these products for export.


“The refinery is designed to use the latest technology to comply with stringent guidelines and regulations to protect the local environment, and at the same time produce the latest environmentally friendly petroleum products for worldwide markets,” the document from the firm stated.

On fuel requirements in Nigeria and supply from the refinery, the document showed that the facility would produce a daily surplus of 38 million litres of petrol, kerosene, aviation fuel and diesel.

It stated that the refinery would produce a surplus of about 20 million litres of petrol daily, a surplus of one million litres of kerosene daily, a surplus of one million litres of JetA1 daily, and a surplus of 16 million litres of diesel daily.

For product evaluation, the refinery’s dispatch facilities by road (tanker) for the product (gasoline, diesel, kerosene/jet fuel, propane and slurry) is up to 80 per cent of the total production and up to 75 per cent through marine facilities.

It has a year-round operation for road loading operation, with a total of 177 tank farms with a capacity of 4.74 billion litres, and a total tanker loading of 2,900. “This number is based on a tanker capacity of 33 KL,” the firm stated.

It explained that the Dangote Refinery project was particularly complex, featuring engineering, procurement, construction, pre-commissioning, and related storage facilities, all located in the Dangote Industries Free Zone Area of Ibeju-Lekki, Lagos.

“Dangote is one of the few companies in the world executing a petroleum refinery and a petrochemical complex directly as an Engineering, Procurement, and Construction contractor. Globally, apart from three companies, no individual owner has done the complete EPC contract for a petroleum refinery,” it stated.


The document further pointed out that the total number of temporary housing in the premises was for 33,000 people.

The refinery has its own dedicated steam and power generation system with adequate standby units for reliable/uninterrupted utility supply to operating plants. The power plant has a capacity of 435MW.

For the roll-on/roll-off quay, the document stated that Dangote Industries had developed a port and constructed quays with a load-bearing capacity of 25 tonnes/sq-meter to bring Over Dimensional Cargoes close to the site directly to handle liquid cargoes.

It stated that the jetty was situated at a distance of 12.3km from the refinery thereby effectively reducing the travel time, adding that there were over 1,029 trucks to improve the capacity of the local logistics.

On employment generation, the firm stated that the facility had a capacity of generating over 100,000 indirect employment at retail outlets, 26,716 filling stations and 129 depots in Nigeria, ease of availability of products by helping to open up service stations, and 16,000 trucks for transport that would create additional jobs.

It stated that over 30,000 were currently working at the petroleum refinery project site, through various contractors.

“When operational, the petroleum refinery is going to generate over 100,000 direct and indirect jobs for Nigerian youths,” the firm stated.

Buttressing on other forms of investments in the facility, the document stated that 70 per cent of the site was swamp and the land had to be reclaimed.

It stated that 65 million cubic metres of sand filling, costing approximately 300m euro, was invested to elevate the height of the plant by 1.5 metres, and to insure against any potential impact of the increase in mean sea level due to global warming.

For civil construction, it stated that “we bought over 1,209 pieces of equipment to enhance the local capacity for site works since even Julius Berger, Dantata & Sawoe, Hi-Tech, etc, are unable to handle some portions of our construction requirement.

“In mechanical construction, we bought 332 cranes to build up equipment installation capacity since the current capacity in Nigeria is extremely poor.”

Refinery triggers excitement

The Abuja Chamber of Commerce and Industry recently stated that it was delighted to celebrate the momentous achievement of Aliko Dangote, the Chairman of Dangote Refinery, for investing in the development of the largest refinery in Africa.

“The Dangote Refinery, located in the Lekki Free Trade Zone in Lagos State, is set to revolutionise the Nigerian oil and gas industry. The refinery, which will have a refining capacity of 650,000 barrels per day, will not only produce high-quality gasoline and diesel, but also petrochemicals and aviation fuel.


“ACCI recognises the importance of this investment in creating new jobs, improving Nigeria’s economy, and boosting the country’s oil and gas industry. This investment is expected to attract foreign capital and significantly reduce Nigeria’s reliance on oil imports,” the chamber stated.

The President, ACCI, Al-Mujtaba Abubakar, applauded Dangote’s vision and commitment to transforming the Nigerian economy, adding that the investment was a game-changer for the Nigerian oil and gas sector and a testament to Aliko Dangote’s unwavering determination to create sustainable value for Nigeria and Africa.

“The Dangote Refinery is also expected to provide a platform for technological and industrial development, with the promotion of local content in the oil and gas industry.

“The Abuja Chamber of Commerce commends this outstanding achievement and encourages other entrepreneurs to follow his lead in investing in Nigeria,” the ACCI stated in a statement.

Industry operators speak

The National President, Independent Petroleum Marketers Association of Nigeria, Chinedu Okonkwo, said the refinery would not only create jobs, but would reduce the cost of deregulated petrol.

Okonkwo, who spoke with our correspondent in a recent interview, said, “That refinery is going to create further hope for this nation. It will create a lot of jobs and ensure availability of products. The time spent in importing petroleum products will be eliminated and Nigeria will gain a lot from it, moving forward,” he stated.


On whether the facility would have an impact on petroleum products’ prices, Okonkwo said, “Dangote is a private businessman who is out to make money. But one thing is that if the petroleum business is deregulated, the products will be cheaper.

“This is because the cost of freight, carrying the crude and refining it and bringing it back as refined products, will be addressed and that value alone will be an advantage for the country.”

When probed further to explain whether this implied that petrol would be cheaper once deregulated and the refinery starts producing, the IPMAN president replied, “Yes, at least it will reduce the stress around availability and affordability.”

Okonkwo encouraged oil marketers to support the Dangote Refinery, noting that the facility would not only attract more revenue to operators, but would serve for the betterment of all Nigerians.

“It is our own because what is needed mostly by my members is the availability of products so that as we make a living from the business of selling petrol, it will help everybody in the system,” Okoronkwo stated.

Also commenting on the issue, the National Public Relations Officer, IPMAN, Chief Ukadike Chinedu, said oil marketers were optimistic and excited to know that the refinery was set for inauguration.

He said operators were hopeful that the facility would eradicate cases of poor petroleum product supply, which often led to incessant scarcity of Premium Motor Spirit, popularly called petrol, across the country.


“With the coming onboard of the Dangote Refinery, we believe that Nigeria will say goodbye to PMS scarcity, as well as the poor supply of other petroleum products,” Ukadike stated.

Buhari, others attend

In a statement from the oil firm, on Sunday, it stated that President Muhammadu Buhari, alongside his counterparts from Ghana, Togo, Senegal, Niger and Chad would inaugurate multi-billion dollar refinery.

It stated that those expected at the historic event, apart from international dignitaries, include the Presidents of Togo, Gnassingbé Eyadéma; Ghana, Nana Akufo-Addo; Senegal, Macky Sall; Niger Republic, Mohamed Bazoum, Chad, Mahamat Déby and a host of ambassadors.

It stated that President Paul Kagame of Rwanda, who would not be physically present, would, however, present his goodwill message virtually.

All 36 state governors and most of the governors-elect, ministers, senators, and captains of industries in Nigeria and others from outside the country have indicated interest to attend, according to the statement.

It further stated that global oil traders, top international bankers, international multilateral agencies had also indicated their readiness to grace the ceremony.


Nigeria’s President-Elect, Bola Tinubu, whose administration, while he was the Governor of Lagos State in 2002 floated the Free Trade Zone in Ibeju-Lekki where the refinery is located, is also expected to be at the event.

The chairman of the National Population Commission, Nasir Isa-Kwarra, on Thursday, hinted at how N224 billion released by the Federal Government for the 2023 housing and population census was spent.

The initial money budgeted for the exercise was N800 billion but was cut short after the postponement.

Isa-Kwara mentioned in Abuja during a breakfast meeting with media executives that the N224 billion has been spent on preparations for the exercise which include printing of papers, and training of adhoc staff members, among many other miscellaneous.

Recall that the President, Major General Muhammadu Buhari (retd.) postponed the census after several meetings with stakeholders in late April.

He said the incoming administration of President-elect, Bola Tinubu, will decide on the date the exercise will hold.

The Governor of Zamfara State, Bello Matawalle, has urged the Economic and Financial Crimes Commission not to limit its corruption probe to governors alone, but to extend it officials of the Presidency and the members of the Federal Executive Council.

The governor made the demand in a statement on Wednesday, in reaction to a report that quoted the EFCC Chairman, Abdulrasheed Bawa,as saying the anti-graft agency had sent invitations to all outgoing governors and commissioners for corruption probe.




Matawalle said while he had no problem with plan to probe outgoing governors, officials of the Presidency should also not be spared.

Matawalle said, “The investigation must be holistic and not selective. It is in this respect that the recent invitations and pronouncement by the EFCC chair is imbalance, incomplete, hypocritical and unnecessarily skewed.

“This is counter-productive to the anti-corruption crusade itself, that is if Mallam Bawa is actually committed to one.

“I demand that the EFCC chair extend similar invitations to officers of the Presidency and members of the Federal Executive Council, which is the highest tier of government in the country.

“In furtherance of my desire to engender a broad-based investigation and an enlargement of the fight against corruption, I will also demand that Abdulrasheed Bawa excuse himself and surrender himself for investigation, as I and some eminent Nigerians have evidence of corrupt practices, breach of public trust and abuse of office against him and the commission led by him.


“Importantly, he needs to come clean with Nigerians on the way and manner he has prosecuted the anti-corruption fight. He needs to explain among others how seized assets by the EFCC are being sold without adherence to due process.

“He should explain, for instance, how he has assumed the role of the plaintiff, prosecutor and jury and how he has executed his brand of plea bargaining with suspected criminals and saboteurs of the Nigerian economy and agenda who instead of being put on trial, are walking freely all over Nigeria.”

The Director, Media and Publicity, EFCC, Wilson Uwujaren, did not respond to inquiries by our correspondent concerning the development and allegations as of press time, despite phone calls and text messages to his telephone line on Wednesday.

The Governor of Cross River State, Ben Ayade, on Tuesday, said payment of salaries and pensions is an achievement of any government, particularly his administration.

He said this while responding to questions on Arise Television’s ‘The Morning Show’




He said while Cross River receives the least in terms of federal allocation, it ranks number when it comes to commitment and payment of salaries and pensions to workers.

He added that payment of salaries and pensions is more important than any other project a government can embark on.

He said, “What is the point of building a skyscraper when your people and citizens are poor? I am a son of a civil servant. My father retired as a civil servant. So, I know that salary and pension are far more critical than any other project.


“The citizens of this country matter more than building massive projects when your people are poor. And I can tell you Cross River State ranks number one in terms of commitment of salaries and pensions yet we are number 36 in terms of federal allocation.”
Ayade added that he had paid 36 months of salaries and arrears inherited from the previous administration.


He said, “Let me tell you, I inherited, for example, 36 months salary debt and arrears and I cleared that. And you think that is not big news?

“You think Cross River state with the lowest allocation in the country is not owing salaries, and pensions are not big news? Please go to other states and check states that earn far more than I do and still owe salaries.”

Naija News reports that the palace reportedly sent out invitations to relatives and dignitaries to the wedding thanksgiving service and reception of his new Queen, Olori Opeoluwa Elizabeth Akinmuda, which is slated to hold on Saturday, 20th of May, 2023.

The event will be preceded by the traditional entry of the Queen into the ancient and revered Ife Oodua Palace of Ile-Ife.

The wedding thanksgiving is coming months after the prominent Yoruba monarch wedded his sixth wife, Princess Temitope Adesegun.

Recall that the event was held at MRA community hall 15, Tokunbo Macaulay street, Magodo Phase 2 Shangisha, Lagos State.

The monarch had at different times parted ways with two wives – Olori Zainab and Olori Naomi, respectively.

Meanwhile, the new Queen, Opeoluwa Elizabeth will be received by the royal guards, palace chiefs, and royal staff who will be at the ceremony to formally welcome her and represent the Yoruba monarch.

The elections is come and gone and we have a president elect in Tinubu. A lot of Nigerians do not believe he his the right man to lead the nation forward while there are other group of people with a contrary opinions.

As a Nigerian, what are your expectations for Tinubu's first 6months in office?

I would go first!

In Tinubu's first 6months in office, I do not expect much difference from what we have experienced in Buhari's administration for a number if reasons.

1) 40% of his cabinet would likely be those already existing in Buhari's administration. These are the same set of people that have destroyed this nation in the last 8 years and are regrouping under the leadership of Tinubu. The lobbying is already going on.

2) Due to the elections, Tinubu have not been able to pay adequate attention to his health, thereby making him struggle health wise. After the inaugurations, I expect Tinubu to be in Nigeria max 2 weeks before he jets out to Europe for further treatment of his ailment. This might take 3 - 6months. Guess who will be handling the affairs of this nation? Kashim Shettima.

3) Islamic extremist like Shettima would not prioritize nation building, his number one agenda is the expansion of Islam. I foresee insecurity increasing.

4) Corruption: There would be an increase in corruption among those that are in the corridors of power like never before in Tinubu's administration. The fight against corruption would cease. Any attempt to fight it would be countered by blackmails. After all , they all know each others secret. Corruption can not fight corruption.

5) Development: In a nation where insecurity and corruption is the bane of the day, where would development come from?? In a situation where the money meant for development is continuously been stolen and citizens don't feel secured enough to be productive. For example people don't feel secured going to their farm lands or working late nights. Issues like these would drastically reduce any nations productivity.

We should just forget about development and progress. If there is any, it would be at snail pace.
Nothing, but break down of law and order, worse than what Lagos is experiencing!

Not easy, but time heals every wound. I lost a sibling, initially it will be as if it is a lie, that he only travelled, but when you dial her number reality will set in and you will be thinking what did you not do right to save the fellow, but with time, memories will give hope that one day you will die too. Be strong for your parents!

The Director, Legal Department, Federal Ministry of Information and Culture, Mr. Nelson Orji, has said that the judgement of the Federal High Court, Abuja, which stopped the Nigerian Broadcasting Corporation from imposing fines on erring broadcast stations “is ill-conceived and dead on arrival because of legal encumbrances”.

He told the News Agency of Nigeria that a Federal High Court also sitting in Abuja had earlier given a contrary decision that the NBC had the power to impose sanctions on erring stations.

He said, Justice N. E. Maha in April 2022 had ruled in a case brought against NBC by seven organisations led by Socio-Economic Rights and Accountability Project.

In a Certified True Copy of the judgement made available to NAN, Justice Maha had interpreted the provision of Section 2(1)(n) of the NBC Act, 1992.

The provision states, “The Commission shall have the responsibility of determining and applying sanctions including revocation of licences of defaulting stations which do not operate in accordance with the broadcast code and in public interest.”

Relying on the provision, the Justice Maha held, “The law is settled that a regulator imposing fines under its enabling law in the discharge of its functions could not have acted unconstitutionally.

“In Moses Ediru v Federal Road Safety Commission and 20 ors(supra) the court held that the FRSC Act gives the Commission the right to impose and enforce sanctions and such right does not derogate from the judicial powers of the court as provided in the constitution.

“In essence, there is no confluence point where the powers of FRSC and that of the court meet.

“In that Moses Ediru case, the court further observed that FRSC and the court are mutually exclusive such that the FRSC powers of enforcement of sanctions is not an usurpation of the judicial powers of the court.”


Speaking on the two cases, Orji said there existed conflicting decisions of the same court of coordinate jurisdiction on the same issue of whether NBC can impose sanctions.

He said by the convention of the law, “where there is conflicting decision of courts of coordinate jurisdiction a party can choose which of them to obey and it will not be held in contempt of any court.

“It is worthy of note that the judgement of Justice Maha is first in time and still subsisting as it has not been set aside by any appellate court.


“In this light NBC is still well within its right to continue to impose sanctions on broadcast organisations which run fowl of the NBC code.”

Orji further said the case against the 45 erring stations were strict liability offences and they had all complied by paying their fines.

He contended that if the judgement was allowed to stand it would mean that government agencies such as the NBC, FRSC, and Quarantine Services, would be rendered redundant.

Recall that the Incorporated Trustees of Media Rights Agenda had approached Justice James Omotosho of the Federal High Court, Abuja, who held that the NBC lacked the power to impose fines on broadcast stations.

The judge voided the ₦500,000 fine imposed on 45 broadcast stations on March 1, 2023, on the ground that NBC, not being a court of law, lacked power to impose sanctions.

According to the court, the NBC Code, which vested the Commission with the power to impose sanctions, was in conflict with Section 6(6) of the 1999 Constitution as amended, which vested such judicial powers on the court of law.

Justice Omotosho said the court would not sit idle and watch a non-juristic body arbitrarily impose a fine without recourse to the due process of law.

Meanwhile, the NBC has said it would appeal the judgement.
