BY DAN ONWUKWE ELECTED public office holders ought to think of their place in history. It’s because history is often in the future. But it is written by the events of today. That’s why politics matters. In that regard, in making any decision whose effects and meaning will be felt for years, or even for a short period, circumspection is absolutely necessary. A plan must be well thought through. It must be consistent with the laws of the land. It must be in consonance with the philosophy on which the people elected the candidate. In other words, every policy, every decision made by the government in power, must be for the greater good of the society. It should not be self-serving. Restraint is also vital. Unfortunately, when an opportunity to exercise far-reaching influence on the future life of their states and citizens comes, a lot of our elected politicians are found wanting by the kind of decisions they make. They behave as dictators, as if the people do not matter. In fact, it hurts like pins of fire in the lips to see what some State governors are currently doing with the mandate given to them by the electorate. It hurts even deeper when these governors ought to be role models for the “Generation X” in their States. It pains when a governor pursues trivia things with zeal, but pays scant attention to important issues for which he could be remembered for good. Without stretching matters too far, the proposed antı-rumour bill by the Bayelsa State government is one piece of bizarre executive mishmash that ought not surface in a decent democratic society. The Bayelsa State House of Assembly is already waiting to receive the proposed Executive bill that has the bullish imprimatur of Governor Seriake Dickson. First, let’s look at the content and uselessness of the bill. According to the governor, the bill will provide punishment for false dissemination of information and propaganda, in has words,” either against the reputation of private individuals or about government or its officials”. To rub in his iron major towards the passage of the bill which would be a formality once it arrives the House, the governor had this to say a few days ago: “Of course, we are aware that existing laws provide for offences such as criminal defamation of character and so on. But we are going to come up with a legislation to punish “deem say, dem say”. According to the State government, it does not intend to make the proposed law draconian, but with it,” people will find ıt unprofitable to wake up one day and begin spreading the rumour that the State government has been sacked by a court in Port Harcourt, and in the process causing panic among the people in their numbers…” I abjure in its entirety the provisions of this proposed bill. It is as obnoxious, if not was than the infamous Decree No.4 of the discredited Buhari/Idiagbon military regime. Did I hear somebody say that Gov Dickson is a lawyer, a former commissioner of Justice in the State, and until he was railroaded into Government House in Yenagoa, courtesy of the power of the presidency member of the House of Representatives? That’s fıne. But so far as governor, Dickson seems more like a perfect definition of chaos than a solution provider. Substance, not appearance defines a man. Tough-minded but with a personality that ranges from tempestuous outbursts to brinkmanship, many of the polices initiated by Dickson have become folders you cannot look through without wincing. Some are next to hopeless. Sometimes one is compelled to ask: what will Gov Dickson look like without controversy?. He seems to revel in it. Perhaps it provides him with the oxygen of publicity to initiate more divisive bills for the House of Assembly to rubber-stamp. Last year, he kicked up quite a huge dust when he announced the appointment of the President’s wife, Dame Patience Jonathan as a Permanent Secretary (Perm Sec)in the Bayelsa public service. Does the First Lady need that? Is that the way to repay political IOU? In government, as in the most intimate personal relationships, the glue that holds things together is trust. The proposed anti-rumour law not only is it anti-democratic, it’s a dubious proposition that was a common feature in the rocking-horse nations like the Central African Republic and during the regimes of two late African dictators, Idi Amin of Uganda and Mobutu Sese Sekou of former Zaire. Does Dickson want to be compared with these despots?. History teaches that anyone in power begins to run aground the very moment he or she begins to confuse his own destiny with that of others. Unknown to Dickson, being secretive generates rumours. Or is there something the governor is hiding or has up his sleeves that he believes gagging the people against the provision of Section 39 of the Constitution, will be one of the ways to cover tracks? Those in power need reminding that perhaps a sure way that a government could avoid adverse comments and peddling of rumours by the people is through solid performance. Even with that, you cannot silence the opposition or prevent people from freely voicing their views. I want to believe Dickson does not have this self-aggrandizing tendency to bully his people or indeed Nigerians who may feel strongly about his style of governance. His Achilles heel is more of misdirected energy and apparent lack of creative ferment and good ideas. By trying to crimınalise official information not made public by his government in these times of Freedom of Information Act, that seeks openness and transparency in governance, it will be strange and indeed against everything a responsible government should do or contemplate, let alone legislate on. Let’s get this straight: rumours and pernicious propaganda are as old as mankind. They can be harmful if unchecked. But they thrive where government hoards vitals information necessary for good governance. In a situation like that, nether the people nor the press has little obligation to protect the government from itself. It is therefore disingenuous to blame the people or the media for carrying information(whether true or false) about government or its officials who are paid from public treasury. Again, I ask: does governor Dickson want to threaten people with this proposed bill? He should hear what Donald T. Regan, President Ronald Reagan’s ex- Chief of Staff said about information dissemination:” As a practical matter it is impossible to control leakage of information in a large democratic society in which many people in the government have access to its innermost deliberations”. Unless Dickson has run out of ideas on how to move Bayelsa forward, this anti-rumour bill deserves a place in the dustbin of history. As I write this post, there is an on going and highly distributed, global attack on wordpress installations to crack open admin accounts and inject various malicious scripts. To give you a little history, we recently heard from a major law enforcement agency about a massive attack on US financial institutions originating from our servers. We did a detailed analysis of the attack pattern and found out that most of the attack was originating from CMSs (mostly wordpress). Further analysis revealed that the admin accounts had been compromised (in one form or the other) and malicious scripts were uploaded into the directories. Today, this attack is happening at a global level and wordpress instances across hosting providers are being targeted. Since the attack is highly distributed in nature (most of the IP’s used are spoofed), it is making it difficult for us to block all malicious data. To ensure that your customers’ websites are secure and safeguarded from this attack, we recommend the following steps: 1. Update and upgrade your wordpress installation and all installed plugins 2. Install the security plugin listed here: http://wordpress.org/extend/plugins/better-wp-security/ 3. Ensure that your admin password is secure and preferably randomly generated 4. Other ways of Hardening a WordPress installation are shared at http://codex.wordpress.org/Hardening_WordPress These additional steps can be taken to further secure wordpress websites: 1. Disable DROP command for the DB_USER. This is never commonly needed for any purpose in a wordpress setup 2. Remove README and license files (important) since this exposes version information 3. Move wp-config.php to one directory level up, and change its permission to 400 4. Prevent world reading of the htaccess file 5. Restrict access to wp-admin only to specific IPs 6. A few more plugins – wp-security-scan, wordpress-firewall, ms-user-management, wp-maintenance-mode, ultimate-security-scanner, wordfence, http://wordpress.org/extend/plugins/better-wp-security/. (CNN) -- Internet users around the globe are facing slowed-down service, thanks to what's being called the biggest cyberattack in history. The prolonged denial-of-service assault is targeting The Spamhaus Project, a European spam-fighting group that has gone after CyberBunker, a data-storage company that offers to host any content "except child porn and anything related to terrorism." The organization has been in a long-running feud with CyberBunker and claims spammers use it as a host from which to spray junk mail across the Web. Internet security firm CloudFlare said Spamhaus contacted it last week, saying it had been hit with an attack big enough to knock its site offline. Security experts say the attack uses more sophisticated techniques than most DDoS (distributed denial of service) attacks and targets the Web's infrastructure, which has led to other sites performing slowly. "It's the biggest attack we've seen," Matthew Prince, CloudFlare's CEO, told CNN. The FBI is involved in the investigation into the cyberattack on Spamhaus, though a bureau spokesman didn't provide any details on the FBI's role or the scope of the probe. The Spamhaus Project is a nonprofit organization that patrols the Internet for spammers and publishes a list of Web servers those spammers use. According to Prince, the group may be responsible for up to 80% of all spam that gets blocked. This month, the group added CyberBunker to its blacklist. "While we don't know who was behind this attack, Spamhaus has made plenty of enemies over the years," Prince wrote in a blog post. "Spammers aren't always the most lovable of individuals, and Spamhaus has been threatened, sued and DDoSed regularly." In a DDoS attack, computers flood a website with requests, overwhelming its servers and causing it to crash or become inaccessible for many users. One way to defend against those attacks, Prince said, is to deflect some of the traffic targeted at a single server onto a bunch of other servers at different locations. That's what happened in this case, and why Web users experienced some slowdowns on other sites. He told CNN the last big wave of the attack hit Tuesday morning, but that he doesn't "live under the illusion" that there won't be more. For its part, CyberBunker isn't taking credit for the attack. But the Dutch company, housed in a former NATO nuclear bunker, isn't shying away, either. "This here is the internet community puking out SpamHaus," CyberBunker founder Sven Olaf Kamphuis told CNN. "We've had it with the guys ... . What we see right here is the internet puking out a cancer." He said the owners of various websites got together on a Skype chat and hatched the plans for the attack. He says that StopHaus, a group organized to support CyberBunker in the dispute, ceased the attack after three days but that other hackers and activists kept it up after that. Kamphuis and other critics say that Spamhaus oversteps its bounds and has essentially destroyed innocent websites in its spam-fighting efforts. "Spamhaus itself is a more urgent danger" than spam, Kamphuis told CNN. "Pointing at websites and saying they want it shut down and then they get it shut down without any court order. That is a significantly larger threat to internet and freedom of speech and net neutrality than anything else." Vincent Hanna, a researcher with The Spamhaus Project, said the group's record speaks for itself. He said the project has existed for over 12 years and its data is used to protect more than 1.7 billion e-mail accounts worldwide. "We have 1.7 billion people looking over our shoulders to make sure we do our job right," he said. "If we start blocking things they want, they won't use our data any more." He emphasized that Spamhaus doesn't have the power to block e-mail from anyone -- it merely makes its data available for service providers and other Web companies to use. Hanna said Spamhaus experienced its first denial-of-service attack in 2003. "This has been the biggest for us," he said, "but certainly not the first one." Cloudflare's Prince said denying access to a website through cyberattacks is the truest assault on Web freedom. "Our role is to allow the internet to achieve what it aspires to -- that anyone, anywhere can publish any piece of information and make it accessible to anyone, anywhere else in the world," he said. "It's blatant censorship. "Whether Spamhaus is a good organization or a bad organization is irrelevant to me. N. Korea's Twitter account hacked amid tension; Anonymous allegedly grabs N. Korea data. SEOUL, South Korea (AP) -- Hackers apparently broke into at least two of North Korea's government-run online sites Thursday, as tensions rose on the Korean Peninsula. The North's Uriminzokkiri Twitter and Flickr accounts stopped sending out content typical of that posted by the regime in Pyongyang, such as photos of North's leader Kim Jong Un meeting with military officials. Instead, a picture posted Thursday on the North's Flickr site shows Kim's face with a pig-like snout and a drawing of Mickey Mouse on his chest. Underneath, the text reads: "Threatening world peace with ICBMs and Nuclear weapons/Wasting money while his people starve to death." Another posting says "We are Anonymous" in white letters against a black background. Anonymous is a name of a hacker activist group. A statement purporting to come from the attackers and widely circulated online said that they had compromised 15,000 user records hosted on Uriminzokkiri.com and other websites. The authenticity of the statement couldn't be confirmed, but the North's official website did not open Thursday. Tweets on the North's Twitter account said "Hacked" followed by a link to North Korea-related websites. One tweet said "Tango Down" followed by a link to the North's Flickr page. North Korea opened its Twitter account in 2010. It has more than 13,000 followers. The North uses the social media to praise its system and leaders and also to repeat commentaries sent out by North's official Korean Central News Agency.
