OPEC said its agreement to cut production, while speeding up the re-balancing of the global oil market, won’t result in demand exceeding supply until the second half of next year. The Dec. 10 agreement between the Organization of Petroleum Exporting Countries and non-members such as Russia and Kazakhstan “will accelerate the reduction of global inventories and bring forward the re-balancing of the oil market to the second half of 2017,” OPEC said in its monthly report Wednesday. It’s a more pessimistic outlook than that published Tuesday by the International Energy Agency, which indicated a supply deficit in the first half. Oil prices have climbed about 16 percent since OPEC announced its first production cuts in eight years on Nov. 30 as it seeks to end a three-year glut that the group admits lasted longer than it expected. The accord was widened on Dec. 10 when 11 non-members signed up as well. Despite a commitment from those countries to lower their output in the first half by 600,000 barrels a day, the organization slightly increased forecasts for supplies from outside OPEC in 2017. It estimates that production in Russia, which pledged half of the non-OPEC cut, and in Kazakhstan, which also agreed to cut, will remain steady for the six months covered by the deal. The report doesn’t state whether the estimates take into account the most recent agreement. The non-OPEC growth forecast was increased by about 100,000 barrels a day, to 300,000 a day, “due to higher price expectations for 2017,” according to the report, produced by the bloc’s Vienna-based secretariat. The organization kept forecasts for U.S. supply in 2017 unchanged. The group said its own output climbed 150,800 barrels a day to 33.87 million a day in November, as Nigeria and Libya — which are both exempt from any obligation to cut — restored some of their disrupted supplies. This implies that, in order to meet the group’s target of 32.5 million barrels a day, the other nations would need to make deeper cuts than originally agreed. Another complication for the deal may come from the group’s revision of October output levels, which were used as the reference points for the accord. Production in Saudi Arabia, the biggest and most influential member, was assessed by the organization at 10.56 million barrels a day in October, higher than its reference level of 10.54 million. The organization has created a monitoring committee, composed of three members and two non-members, to ensure compliance with the agreement. Production data submitted directly by members, which is also included in the report, continued to show a discrepancy with the group’s own estimates. While data from Iraq, Iran and Venezuela have regularly differed, this month’s report showed a wider disparity for Saudi Arabia. The Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, has said President Muhammadu Buhari arrived Banjul, The Gambia, tuesday to meet with the country’s President, Yahya Jammeh, who lost the presidential election penultimate week. According to him, Buhari, who arrived together with President Ellen Johnson-Sirleaf of Liberia, the current Chairperson of the Authority of Heads of State and Government of ECOWAS, and President Ernest Bai Koroma of Sierra-Leone, were received at the airport by Gambia’s Vice-President, Isatou Njie-Saidy. The statement said the out-going President of Ghana, John Mahama, who had earlier arrived Banjul, would join the other West African leaders to meet President Jammeh at the CoCo Ocean Resort and Spa, Banjul. Jammeh had earlier conceded defeat in the election, after a 22-year rule, but recanted a week later, asking for fresh polls to be conducted by a “god-fearing and independent electoral commission.” Adesina said Buhari and the ECOWAS leaders would discuss the ensuing impasse in The Gambia with Jammeh, and insist on the sanctity of the electoral process, and respect for the wishes of the people. They would also ask their host to respect the constitution of his own country, and maintain the inviolability of an electoral process that had been concluded, and in which he had admitted defeat, and congratulated his main challenger. Nigeria has commissioned the first SIM card production plant which was build with the financial assistance from the Bank of Industry (BOI). The 200 million capacity SIM plant located in Lagos was inaugurated by the Minister of Industry, Trade and Investment, Dr Okechukwu Enelamah, on Monday. The minister described the plant as one example of federal tovernment’s economic diversification and backward integration initiative. Enelamah described the facility as of world class standard, the Sun reported on Tuesday. The facility, he said, was government’s commitment to deepen partnership with the private sector. The partnership was designed to realise government’s goals of diversification, job creation and industrialisation. He expressed confidence in the entrepreneurial spirit of Nigerians and noted that with conducive business atmosphere and necessary financial support entrepreneurs could thrive. “One of the things we need to get right is the whole area enabling environment. Creating the right investment climate, ease of doing business for private sector for Nigerian businesses to prosper. “We are very committed in the area of financing. I want to acknowledge the BoI for their support for Secure ID and many other players and they have our full support to actually assist the industrialisation of Nigeria. “We will be backing the likes of BoI and even the development bank that is coming up, “ he said. Unveiling the SecureID SIMCard brand, Minister of Communications, Adebayo Shittu, said efforts within the telecoms sphere would be garnered to ensure the home-grown company thrives. He charged telecoms players such as MTN, Glo, Airtel, and Etisalat among others to encourage local production by engaging the firm to produce their SIM cards. “I believe we must not limit it to Nigeria;we must also spread to other countries,” he said. The Economic and Financial Crimes Commission has summoned the acting Vice-Chancellor of the Obafemi Awolowo University, Ile-Ife, Prof. Anthony Elujoba, and Bursar, Mrs. Aderonke Akeredolu, over the payment of an ‘unapproved’ hazard allowances to the institution’s workers. The allowances paid to the academic and non-academic staff, our correspondents gathered, were over N1bn. It was learnt that the allowances were sourced from the university’s endowment funds account, which is usually dedicated for projects. But the spokesperson for the university, Mr. Biodun Olarewaju, argued that the specific fund used in paying the allowances was not attached to any project in the account. It was also gathered that certain allowances earmarked for the office of the VC were also being investigated by the federal agency. The invitation was confirmed in a letter exclusively obtained by our correspondents on Monday. The letter, signed by Mr. Oseni Kazeem of the Southwest Zonal Office of the commission in Ibadan, Oyo State, advised the invited officers to come along with necessary documents. The letter reads in part, “The office is currently investigating a case in which there is the need to obtain clarification from you. In view of the foregoing, you and your bursar are requested to report to our office for an interview. “You are also to come along with the following documents: the salary payment schedule/any other payment made to senior staff and junior staff in August and September, 2016; payment vouchers relating to furniture allowances paid to the VC from the day he assumed office to date; certified true copies of the monthly salary pay slips of the VC from the day he assumed office to date.” When contacted on the telephone on Monday, Olarewaju said the payment of the allowances should not be tagged as misappropriation. He said, “The acting VC has been invited by the EFCC to come and make some clarification and as a law abiding citizen, he will attend. Afterwards, we will know what to do. “The fund used to pay the allowances cannot amount to misappropriation. The said money was not attached to any project or anything. It was just in the account. And, of course, when the life of a member of the staff of the university was threatened by those who are agitating for the payment, the acting VC had to save the situation by paying the allowances to douse the tension. “You will agree with me that, since then, there have been peace on campus. It was not that the money was in that account for a particular project and was diverted. The issue of misappropriation does not arise here.” One of our correspondents learnt that upon resumption of office, the acting VC paid hazard allowances to the workers after continuous protest and unrest in the university. The Federal Government has explained how it plans to spend the $1 billion fund set aside for the clean up of Ogoni land, Rivers State. The Minister of Environment, Amina Mohammed said it had initiated deliberate robust efforts to deploy men, money and materials towards re-mediating the Ogoniland in line with global best practices of the United Nations Environment Programme (UNEP). Mohammed, represented by the Permanent Secretary of the ministry, Bukar Hassan, at the Economic Community of West African States (ECOWAS) sub regional workshop on Chemical Information Exchange Network in Abuja yesterday, urged UNEP to get closer to government by establishing an office in Nigeria in order to effective implement its programmes. “The Federal Government has deployed men, money and materials towards re-mediating Ogoni land, in line with the UNEP Ogoni Clean up report and global best practices,” Mohammed said. According to the minister, this forum would foster cross-fertilisation of ideas on best practices and policies that will enable the sub-region concertedly address its wide range of environmental issues, through knowledge management and information exchange. Mohammed also said it was a fact that air, water, land, flora and fauna form the bedrock upon which human sustainability and ecosystem services are anchored, and it can safeguard and conserve the resourcesl. The Gambian Bar Association has warned that Ex-President Yahya Jammeh, who first accepted his loss of the presidency in this month’s election only to reject the result, is attempting to use judicial officers imported from Nigeria to remain in office. The Gambian judiciary is led by Chief Justice Emmanuel Fagbenle, a Nigerian national. In a statement, the Gambian Bar said they have “absolutely no confidence” in Fagbenle, citing many instances of his close investment in the Jammeh presidency, and affirming that he is at the helm of Jammeh’s plan to undermine the will of the Gambian people. “There is a total breakdown of the rule of law and the Chief Justice has been known to carry executive directives in matters of the state interest,” the Gambian Bar said, adding that it wished to bring this issue to the attention of the Nigerian Government. The lawyers noted that there has been no Session of the Supreme Court of the Gambia for almost two years, in contravention of the law. It said that the only Judge appointed to sit on the Supreme Court is Chief Justice Fagbenle, and that whenever there is an intention to constitute a Supreme Court, he and the Attorney General would handpick qualified lawyers or judges from commonwealth countries who would visit the Gambia for a two-week duration and are appointed by the President for that purpose to dispose of cases. “It is clear that Jammeh did not expect to lose the election and did not deem it fit to have a sitting permanent Supreme Court. This has inured to his benefit for the last two years during which several cases have sat unheard by a Supreme Court. Case in point is the appeal by the United Democratic party against the conviction of its party leaders.” Insisting that Fagbenle is “clearly unfit” for the constitutional role of Chief Justice and will certainly take steps to attempt to extend the illegal regime of Jammeh, the group pointed out that there are also seven judges of the high court, all appointed in 2016, and all handpicked from Nigeria. They named the judges as Justice Agboola, Justice A.N.C. Ikoro, Justice Uduma, Justice E.E. Ogar, Justice E.O. Dada, Justice Sulaiman, and Justice E.O. But CBN increased interest rate by 200 basis points to 14% against general consensus to lure foreign investors in order to increase capital importation needed to bolster FX market liquidity. That was a big mistake, because it was a cost-pull inflation, and the anticipated increase in capital importation was below expectation as Brexit and global uncertainty continued to weigh on emerging market prospect---especially a commodity dependent economy like Nigeria. So, even though current interest rate is high and hurting the masses. CBN can not lower it at 18.3 percent inflation rate and low fx liquidity. Hence, they are force to sustain it, while praying OPEC go through with November 30 production cut in Austral. In my essay titled “Head Bloodied But Not Bowed And The Ascension Of President-Elect Donald J. Trump” (Part 1) I wrote the following: “When I went to visit the great and brilliant freedom fighter, Nnamdi Kanu, who is the leader of IPOB and easily the most courageous, powerful and credible Igbo leader in Nigeria today in his cell we had a very instructive and long discussion. I had never met Nnamdi before and I was amazed at his depth of knowledge, his immense courage and his deep convictions. There is no doubt in my mind that that man is going places and in him the Igbo have an Ojukwu and a Nnamdi Azikiwe all rolled into one. He is destined for greatness”. Apparantly my words have created quite a stir amongst those who believe that Mazi Nnamdi Kanu cannot be mentioned in the same breath as Azikiwe or Ojukwu, both of whom, in my view, are also great men. Yet despite their reservations I believe that we must give honor to whom it is due. Consequently I have no regrets for what I have said. Those that are upset at the fact that I spoke highly of the IPOB leader are misguided and, worst still, they lack vision, foresight and insight. They not only lack the ability to perceive individuals and events accurately but they also lack the gift of discermment. They may see the man but they cannot assess or recognise the spirit that is in him and that motivates him. Worse of all they are suffering from good old fashioned envy and they have been afflicted with the worst form of ignorance. Most of them have never even met Kanu let alone know him. I sat next to him for three solid hours in the most challenging and difficult circumstances. We discussed our respective views about Nigeria, our collective history, the suffering and marginalisation of our respective people, the Nigerian civil war, the reptilian and violent nature of the Nigerian state, the present dispensation, the Buhari government and the way forward. I have associated with, met and worked with many men of influence and power since I entered the combustible fray of politics thirty years ago but this one was different. This was a man that had what I would describe as a Mahatma Ghandi-like quality. That is to say he is one that is prepared to sacrifice everything and anything for his beliefs, his people and his cause. Like the great Scottish freedom fighter William Wallace I have no doubt that if he deemed it necessary he would go as far as to sacrifice his very life in the struggle for freedom and independence for his Igbo people from the Nigerian state and from our internal colonial masters and for the establishment of his beloved Biafra. Not all may agree with him on that course but they must respect his determination, passion and courage. Very few Nigerian leaders have that level of selflessness and commitment to any cause and, simply put, I admire it. I looked deeply into his eyes as we spoke and I touched and weighed his soul. I can tell you, without any fear of contradiction, that he is a profoundly good man who loves his Igbo people deeply. He is also well-educated and widely-read and he is a formidable intellectual. We may not have agreed on everything but I can tell you this much: we share an aversion to the spread of radical Islam and terror in Nigeria and indeed throughout the world. We also share deep concerns about the oppression of our people by the state, the vicious persecution and desperate attempt to silence all the voices of the opposition in our country, the marginalisation and suppression of the good people and ethnic nationalities of the south and the Middle Belt, the implementation of a plainly racist and apartheid-like agenda by our government, the regular and consistent practice of genocide by our security forces, the rise in power and increasing callousness and brutality of the Fulani miltias and herdsmen in our midst, the not so hidden agenda to Islamise our nation and violate the secularity of our state, the violation of court orders, the brazen intimidation of the Judiciary and the resort to the most barbarous and hideous form of gestapo tactics, tyranny and human rights abuses by the Buhari administration. I can also tell you that he feels and shares the pain of the Igbo and he yearns for their liberation and emanciption from an increasingly hostile and oppressive Nigerian state. He is not a politician in the true sense of the word but rather a freedom fighter and a charissmatic leader who has managed to inspire millions of Igbo youth all over the world to once again have faith in themselves and their collective cause and aspirations. In my view that is a good thing. I can also tell you this: he is a man of great faith and conviction and his rise to prominence is not ordinary but instead prophetic. He cannot be destroyed or silenced by any government or man born of woman because the Lord is with him and He is using him. He is using him to say and do the things that many believe but that are too scared to say or do. Other leaders have had their time in the past and now this is his. He is paying a very heavy price right now for what God will use him for in the future. I recognise that fact and I sincerely hope and pray that his Igbo people will come to appreciate him and do so as well. Very few leaders can or would be willing to take the pain and make the kind of sacrifice that this man is making today. I am a very cautious and circumspect person and it takes me a while to warm to people or for them to win my confidence. Yet this case was different. Nnamdi and I, rather like Che Guevera and Fidel Castro at the beginning of the Cuban revolution, connected immediately and he won my trust, respect and admiration. If there is anyone that can truly build the much needed bridge between the south-west, the south-south and the south-east it is Nnamdi Kanu. This is because he is pragmatic and sincere. It is because he is respectful and accomodating of alternative points of view and dissenting opinions and he speaks from a position of knowledge and strength. It ibecause he is very proud of his Igbo heritage and he would never betray his people or prostitute his principles. The truth is that he is not just a combination of Owelle Nnamdi Azikwe and Dim Emeka Odumegwu-Ojukwu: he is a combination of Azikwe, Ojukwu AND Major Kaduna Nzeogwu all rolled into one. The fire of revolution and the yearning for fundamental and equitable change burns in his blood and resides in his bones. He has spoken up for, defended and fought for the preservation and dignity of his people just as those other three leaders did in the past at different times in our history. He also serves as a rallying point for Igbo nationalism, the fight for self-determination of the people of the east and the establishment of the sovereign state of Biafra. His love, remarkable courage and sheer passion for his people and their cause is boundless and unfathomable. The Igbo is blessed to have him as one of the most respected and reverred leaders in our entire history as a nation. They would do well to appreciate him more, pray for him, stand up for him, line up behind him and insist that the government honors the numerous court orders that have granted him bail and release him from prison. Why? Because he bleeds and suffers for their collective cause and he is sacrificing all to remove their shame and lift their pain. What a man he is. What a mighty spirit. What a beautiful soul. What a braveheart. Permit me to conclude this contribution with the following observations. All over the world today the concept of political correctness has been discredited and rejected. Consequently right-wing nationalist and ultra-nationalist groups and political parties are rising up and regaining credibility and power. In the United Kingdom we have the Nick Farage’s of this world and his UKIP whose magnificent efforts resulted in Brexit. In France we have the Marie Le Pen’s and her National Front. In Hungary we have the Viktor Orban’s and his Fidesz party. In the United States of America we have the Donald Trump’s and his new and redefined Republican party. We also have plain-speaking and honest men like Michael Flynn, who has just been appointed as Trump’s National Security Advisor. Political parties with a similar ideology and that are led by equally strong-willed, focused and charissmatic figures are also making great waves and slowly gaining more power and relevance in Italy, Germany, Austria, Holland, Greece, Belgium, Hungary, Russia, the Phillipines, Israel and indeed all over the world. Thankfully Nigeria has not been left out. We have men like Nnamdi Kanu in the east, Ganiyu Adams in the west, Asari Dokubo in the Niger Delta and others from elsewhere who believe passionately in the restructuring of the Federation, the redefinition of the Nigerian state, the right of self-determination for their respective people and the expression of power, pride, self-respect and dignity for their various ethnic nationalities. Freedom beckons whilst the wind of change is blowing across the world and no-one can stop it. I thank God for that and I also thank Him for the millions of men of courage, strength and vision that have joined the fray. Whatever happens in Nigeria and whatever may come our way, one thing remains clear: an idea whose time has come cannot be successfully resisted. Today may belong to our oppressors but tomorrow belongs to us. At the appointed time we shall rise up to where we belong as a people and we shall free ourselves from the demonic shackles and satanic chains that have have been placed upon us by our collective tormentors. And when that time comes we shall stand shoulder to shoulder with men like Nnamdi Kanu and face down our collective enemies. Hence, prompting the CBN to direct commercial banks to enforce the official limit, when that didn't work because commercial banks were profiting from oversea transactions due to high exchange rate, the CBN outright ban oversea spending on Naira domiciled cards. These moves are to curb foreign reserves depletion and simultaneously inject liquidity into the FX market. |

demmahomidi:CBN implemented card restriction recently because of frivolous spending of some Nigerians abroad. Spending above the stipulated limit, these habits hurt our foreign reserves as the cbn needs to use it to offset these payments. If FG needs $30 billion to help augment foreign reserves and stimulate the economy, imagine what idle $20 billion can do. |

THISDAY has reliably learnt from sources in the Malaysian Embassy that the Malaysia government had repeatedly complained to the Drug Law Enforcement Agency of Nigeria of what had become almost an epidemic proportion of Nigerians who traffic in the deadly cargo but all appear to have fallen on deaf ears as the number of arrests had been on a steady increase. Last week, Indonesia executed another Nigerian without fanfare as was contained in notes exchanged when Nigeria’s drug law agency officials visited Indonesia recently. Obioha’s execution was inspite of global cries and appeals which followed the failure of his appeal to their apex court after conviction. The apex court threw out his final appeal. Malaysia complained that the new tactics that the Nigerians were using to traffic and vend hard drugs was through chat groups on social media. However, a Nigerian resident in Singapore said while the figure might be correct, only three Nigerians were on death row there , one had been sentenced to 15 years and two others yet to be sentenced The executed Nigerian was arrested on April 9, 2007 with more than 2.6 kilograms of cannabis which was above the statutory quantity of 500 grams presumed as drug trafficking in Singapore. Former lawmaker and Senior Special Assistant to the President on Foreign Affairs and Diaspora, Abike Dabiri-Erewa, lamented the execution as heartbreaking and appealed to Nigerians to avoid drug trafficking. “While we regret the death sentence passed on the Nigerian, we once again appeal to Nigerians to avoid crimes like drug trafficking with most countries especially in Asia declaring zero tolerance for drug trafficking”, she said. The execution of Obioha was reported by one Ravi MRavi, an activist with Eugene Thuraisingam, a legal firm in Singapore, who posted the execution on his Facebook wall said it took place around 6am. “This morning, at 6am, the execution of Chijioke Stephen Obioha took place. I am not even sure if his family from Nigeria were able to attend. Soon it will be all forgotten together with Chijioke’s name, but for the many of us who fight and campaign to eradicate this barbaric practice of death by hanging, and for those of us who challenge the mandatory death penalty for drug trafficking in Singapore, our work will go on. And it must. “I’m currently arranging with the Roman Catholic Prison Ministry (RCPM) to claim the body of Chijioke from the Singapore Prisons Service for a proper funeral in accordance with his religious beliefs. @Adesiji77 According to a CBN report, about $20 billion is sitting idle in various domiciliary accounts. This is almost $23 billion of the entire foreign reserve of the nation, the problem is, as long as you have such amount sitting idle, the Naira will continue to struggle while the parallel market thrive due to the gap in foreign exchange rates. So, the CBN is struggling to get an autonomy to effect changes to individual/company holding of dollars, including repatriation. It is all to control activities of saboteurs and further inject liquidity into the market. Though, there are certain things to be removed from their demands, but this move seems necessary if we really want to curtail the illiquidity issue. |
Nigeria plans to give the central bank more power to control capital flows and prevent foreign-exchange being taken out the country, including jail times and fines for offenders as authorities battle against a shortage of dollars. Authorities should be able to jail for as long as two years anybody holding dollars in cash for more than 30 days, or fine them 20 percent of the amount, according to a draft amendment to Nigeria’s Foreign-Exchange Act. The proposals were published on the website of the Nigerian Law Reform Commission, which reviews legislation, this week. Regulators should also be able to prevent money being repatriated “in accordance with the terms and conditions as may be prescribed by the central bank from time to time,” the draft said. The existing law is “narrow in scope” and “prohibits the seizure, forfeiture or expropriation of imported money by the government without providing for exceptions,” according to the document. The amendments are necessary “for effective monitoring and control, and to ensure probity in foreign-exchange transactions in Nigeria.” Nigeria has increased capital controls since oil prices started crashing in the second half of 2014, reducing government revenue and export earnings. Central Bank of Nigeria Governor Godwin Emefiele pegged the naira for 15 months until June this year, a move analysts blamed for causing investors to flee the country, the economy to contract in the first half of the year and the inflation rate to rise to an 11-year high. The latest move will further worry foreign investors, according to Lagos-based SBM Intelligence. Last week, the intelligence service threatened to arrest black-market money-traders if they exchanged the naira at a rate weaker than 400 per dollar, compared with the existing street-rate of around 460.
