An all-out U.S. war with Iran, including an invasion by American troops, would cost the global economy close to $2 trillion in the first three months and could go as high as $3 trillion, according to a Washington think tank.

A full-scale ground operation to dismantle Iran’s nuclear program is unlikely but the scenario is just one of a handful that a group of nine experts, assembled by the Federation of American Scientists, examined to explore how the global economy would be impacted by U.S. action against Iran.

“There had been talks about oil spikes, about what would happen with the Iranian nuclear program, damage to Iran itself but there had been no, at least in the open sources, large-scale looks at what was going to happen globally,” said Charles Blair who co-authored the report.

Here is the group’s breakdown on various scenarios:

Note that all costs are median estimates for the first three months of any action. Costs projected longer than that involved too many variables, according to the group, and would be inaccurate to report.

More sanctions
The U.S. increases the financial pressure on Iran by imposing a new round of sanctions that penalizes any foreign bank that does business with any Iranian bank. Current sanctions only apply to large transactions related to Iran’s energy sector. The sanctions would “seek to cleave Iran’s entire energy sector from the world economy,” according to the report. The new round of sanctions would also limit international lending, depleting Iran’s foreign currency reserves.
Estimated Global Cost: $64 billion

Blockade
Even though Iran’s economy is severely hurt by sanctions, a diplomatic agreement is not on the horizon. The United States aims to “cut off” Iran by blocking all of its oil, natural gas, energy equipment and services. A substantial amount of U.S. military assets are deployed to the Persian Gulf to enforce the shipping blockade. A worldwide ban is imposed on investments in Iran’s energy sector. International lending to Iran and investment in Iranian bonds are also banned.
Estimated Global Cost: $325 billion

Targeted Strikes
The United States leads a limited air and special forces campaign, targeting Iran’s nuclear facilities and military installations that are of some concern. In order to avoid escalation to a larger conflict the United States relies on the stealth and speed of this mission, not targeting Iranian military assets that could counter the strikes. U.S. forces run the risk of being targets.
Estimated Global Cost: $713 billion

Bombing Campaign
The United States leads a larger scale air campaign that targets Iran’s nuclear facilities and its military to limit chances of Iranian forces being able to retaliate. Iranian air defenses, radar and aerial command and control facilities are bombed.
Estimated Global Cost: $1 trillion

Invasion
U.S. troops invade Iran. A naval blockade and “no-fly” zone are imposed as U.S. forces systematically take down Iran’s military bases, destroying each installation one by one. Large numbers of ground troops would be needed for this mission

De-escalation
The United States makes concessions to resolve the conflict over Iran’s nuclear program. Sanctions are temporarily suspended and America scales back its military presence in the Persian Gulf, redeploying an aircraft carrier to another area. Oil prices around the world drop, investments increase in the region and markets react positively now that the threat of a conflict is diminished.
Estimated Global Gain: $60 billion

Not addressed by the group on Thursday were the current U.S. and international sanctions against Iran that target the country’s oil by cutting off the U.S. financial system from any entity that facilitates the purchase of Iranian oil through the Central Bank of Iran. The European Union also has an embargo on the purchase of Iranian petroleum. Combined the sanctions are crippling Iran’s economy and has caused Iran’s currency, the rial, to plummet to historic lows.

eteran civil war-era Army General Mamman Shuwa was killed by unidentified gunmen in Maiduguri two weeks ago. Controversy has since swirled around the circumstances of his death. The Joint Task Force [JTF] in Borno State said in a statement that four gunmen entered his house and killed the General and his guest. This account is now

contradicted by Dr. Hassan Bashir, a cousin of the deceased General and the new head of the Shuwa family. Bashir, who was once based in the United States, spoke exclusively to Weekly Trust in Maiduguri. Excerpts:
 WT: Sir, how are you related to the late General Mamman Shuwa?  
 
DR. HASSAN BASHIR: General Shuwa was my cousin and I was the closest cousin to him. He was actually the one that persuaded me to come back to Nigeria and settle down. While he was alive, I used to be with him every day. I have links with him through my mother. The mother of General Shuwa died when he was very small and he was therefore looked after by her relatives, including my mother. At that time, only kids that had no mothers were enrolled in school and therefore, when the village head of Kala Balge asked parents to bring their children to school, the General was one of those that were taken there. Some of his half brothers were not taken to the school because their mothers grabbed them and held them back.  The General grew up in a rough environment because he didn’t have a living mother.

How old are you?
 
I am 65 years old now.
 
When did you come back to Nigeria?
 
I returned in 2008.
 
How long did you stay in the US and what were you doing?
 
I went to the US in 1982. I was a lecturer in the School of Nursing here in Maiduguri. The Borno State government sponsored me to go and study advanced medicine in the United States. I therefore went there on in-service training. Right now, my wife and children are still in the US.
 
Why did you come back to Nigeria?
 
General Shuwa persuaded me to come back. He said Nigeria is Nigeria and that I had had enough in the US and there was the need for me to come back and settle down so that I can help my society in healthcare delivery.
 
On coming back, what did you do?
 
When I arrived, General Shuwa told me to open a hospital but I told him that I only have a land, I don’t have a building that I can convert into a hospital. He said well, he will do his best to help me open the hospital here in Maiduguri because there was no way he could help me open it in Abuja because he doesn’t have land there. He therefore gave me his house in
 
Mafoni which I converted into a hospital, a pharmacy and radiology. The place is functioning now. My son is in charge of the hospital. The head office of the hospital is in the US.
 
There is controversy surrounding the killing of General Shuwa on Friday, 2nd November, 2012. Can you tell us what actually happened on that day?
 
I spoke to him on Wednesday, 31st October, 2012. I told him that I have had enough here in Nigeria and I would like to go back to the US. He told me that actually he had done his best to make me settle here but it appears to be a very difficult situation and therefore said I should go back. All the time, the General will call and ask of my whereabouts and my welfare. On Friday, he went outside his house and sent for a shaving razor blade. He sent one Adam to buy it for him and he then sat on a chair outside the house, waiting for the razor blade. At that very time, some boys, our relatives were sitting together with him as he was waiting for the arrival of the razor blade. Then there was a gentleman, a passerby that saw the General sitting outside. He therefore approached him in order to offer Fatiha (a tradition in Borno whereby indigents recite some verses of the Quran in front of affluent people and get a little money in return).
 
As he was reciting the Fatiha, three armed men appeared and took position, two on the western side of the General and one on the eastern side, facing the soldiers that were guarding the General. They were all armed with AK 47 rifles. There was a huge tree close to where the General was sitting and a fountain of water under it. As the two armed men approached him, they began chanting “Allahu Akbar” (God is great) and started shooting. One irony is that whenever the General was going out of his house, he went with a gun. He always sat with a gun and goes everywhere with a gun. However, on that very day and hour, he did not go out with the gun. Instead, he locked the door of the room where the gun was and put the key in his pocket and went outside.
 
As the two men were chanting Allahu Akbar and shooting, the passerby that was reciting Fatima attempted to stand up but the gunmen shot him and he collapsed. Then the General said a word in Shuwa Arab, “Hou” roughly translated as “What?” in English language. Then one of the men looked at the General and shot him and was trying to refill the Ak47 rifle again. That was when the General stood up and put his hand inside his pocket, thinking that he will bring out his gun but instead, brought out the keys to his room. On realizing this, he attempted to grab the man that shot him. When the other  gunman saw what the General was trying to do, he shot his two arms.
 
Whose arms?
 
The General’s arms and one of the bullets penetrated his ribs and hit the heart directly.
 
Was the General able to grab one of them?
 
No, he was not. He was making attempt to catch one of them when the other one shot him in the chest, precisely at the epical line where the heart lies. And when he shot the heart, the General fell and both of them continued shooting him. They pushed him with their legs and confirmed that he was dead. They then started shouting and jubilating and entered their tricycle.
 
Before then, the General’s most senior wife was trying to go out of the house when she heard gunshots. As she peeped outside, she saw her husband and the passerby on ground. She wanted to go and embrace him but was prevented [by relatives]. This is when the third gunman who was across the other part of the road started shooting at her but she was very lucky, the bullets did not hit her. She later went and embraced her dead husband.  Again, when one of the boys that was sitting outside found out that the General was not with  his gun, he rushed into the house in order to get the gun but found out that the door of the parlour was locked and he could not get in. When you go outside this house (General Shuwa’s house) you will find out that there is an umbrella…a tent where the General normally sits and you will see the many holes created by bullets.
 
Were there no military guards in the house?
 
There were about eight or ten soldiers guarding this house (the General’s house).
 
But where were they when the gunmen came?
 
They were right there at their post in front of the house but none of them could show any resistance or stand and make any effort. There was another girl who is also our relation. She was in the General’s second house which was close by. She told me that when the shooting was going on, she had wanted to go out and grab one of the gunmen, exactly what the General’s wife also wanted to do. They wanted to at least obstruct the gunmen but they were grabbed by other relatives. Unfortunately, the soldiers outside could not do anything. If any of the soldiers had made any shooting, I think the life of the General could have been saved. And apart from the soldiers that had been stationed in the house, there were other soldiers at the cross section of the street. Again, there are many security checkpoints that the gunmen passed through before they came to this house. There was no resistance or effort to stop the gunmen. The General has always been in  Maiduguri, he has always been in this vicinity thinking that he has been protected and his life was safe.
 
I can see that the soldiers are still guarding this house. Have they given any explanation as to why they were unable to repel the attack?
 
Not to my knowledge but I would like to know if there is any.
 
When the federal government delegation came from Abuja, did they ask you how the General was killed?
 
I explained to them in detail and they were very amused that the soldiers were there but no effort was made to save the life of the General, despite the fact that the purpose of stationing them here was to protect his life. Why there was no shouting, no shooting, nothing? How can something like this happen to a war hero? Someone that spent all his life to protect this country and keep it united? I would like to know why he was killed this way before me too vanishes from this world.
 
Are you happy that the soldiers are still stationed outside this house and do you see them as protecting the family?
 
Look, the family is gone! Which family are they protecting again? The head of the very family has vanished. Have they (the soldiers) not received orders from the high authorities to protect him? I don’t know… may be they have some commanders that did not give them orders to protect the General. Or maybe they don’t have weapons or their weapons are inferior to that of the gunmen, I don’t know.
 
How many soldiers were there when the gunmen came?
 
Between seven and ten and the gunmen were three in number. They did the shooting and left. The gunmen were even screaming and laughing and jubilating. It was women that were trying to protect General. The women told me that if not because they were pulled back, they would have obstructed the shooting. His wife said she was pushed to the ground. This was what happened.

Trouble may be looming over allocations from the Federation Account to the states as feelers from the North  indicate that the governors believe they are not getting a fair share from the nation’s commonwealth.

Governor Rabiu Kwankwaso of Kano State, one of the 19 northern govs, yesterday, slammed what he described as a Federation Allocation regime that enriches some states, especially those in the South-south, but impoverishes the northern states.

Kwankwaso said pointedly: “In this context, many other states, specifically in the South-south are today ahead of the northern states in terms of income from the Federation Account. This means that some states are getting richer while others are getting richer by the day and people are wallowing in devastating poverty.”

He hinted that the northern governors are also making an issue out of the Petroleum Industry Bill (PIB), currently in the works in the National Assembly, saying the implications of the Bill being passed in its form would  have dire consequences for the North.

He said  the northern governors would soon meet to consider the implications of the PIB for the region.

Kwankwaso did not mention the specifics of the northern governors grouse with the PIB.
He spoke while commissioning the Serbian General Consulate Office in Kano, an event that coincided with the appointment of  a former lawmaker, Alhaji Faruk  Adamu Aliyu, as the Honoray Consulate of the Republic.

On the allocations from the Federation Account to the states, the governor said: “As a former member of the Niger Delta Development Commission (NDDC), a former member of the National  Assembly, a former minister and now a governor, I have vast  knowledge of what is being shared to all the states.”

‘UNCERTAIN FUTURE’
While speaking on  the PIB, the former defence minister under Obasanjo  administration and one-time deputy speaker of the House of Representatives said: “We in the North are keenly  watching and we will not allow our region to be plunged into yet another uncertain future as we will do all we could to make sure that there is equity that will guarantee a  sense of belonging  to every citizenry”.

The North today, he said,  is at the lowest political ebb, stressing that it is the more reason stakeholders from the region need to sit on the roundtable to make their stand known on the PIB and other sundry matters in the polity.

Commenting on the new Serbian Consulate Office in Kano, Kwankwaso said  his administration would  exploit their presence to the benefit of  Nigerians.

The leader of the Kwankwasiyya political clan in Kano described the new Honorary Consulate, Aliyu, as a man of honor and integrity, a reason, he said, the Government of Serbia deemed  it fit to appoint him as their representative in the state.

The ceremony attracted two former Heads of State, General Muhammad Buhari and General Abdulsalami Abubakar; Speaker of the House of Representatives, Aminu Waziri Tambuwal; a former Chief Justice of Nigeria (CJN), Justice Mohammed Uwais;  Hon Nasiru Garba Dantiye, among others who variously believe  that the appointment of  Aliyu  was a deserving one because the man is seen as a strategist, a consummate politician and a man of integrity.

The Igbo separatist group which declared Biafra Republic on Monday has been dismissed by the Movement for the Actualisation of the Sovereign State of Biarfa (MASSOB).

MASSOB itself has been campaigning for the Southeast sovereignty.

But yesterday, MASSOB faulted the Biafra Zionist Movement (BZM) which made the declaration in Enugu in the aftermath of which its leaders were remanded in prison and hundreds of its members arrested by the police.

MASSOB described the declaration of the Biafra Republic as “an empty declaration, childish and not well-guided”.

It’s leader Chief Ralph Uwazuruike, who spoke through Director of Information Mr. Uchenna Madu, said leader of The Biafra Zionist Movement (BZM) Mr. Ben Onwuka took the action because of his anti-MASSOB.

The statement by Madu on behalf of Uwazuruike said: “Onwuka (Leader of BZM) was a a member of MASSOB in Lagos who was expelled because of anti-MASSOB activities and rebellious tendencies.

Samuel Edeson (National Chairman) who was once a regional administrator in Onitsha, he was also expelled because of his rebellious tendencies.”

Madu added: “The said BZM has no office or Biafran structures as a platform for running Biafra affairs. The Biafra declaration was done by MASSOB leader, Chief Ralph Uwazurike on May 22, 2000 at Freedom Square, Faulks Road, Aba after sending Biafran Bill of Rights to the United Nations.”

He said MASSOB cannot be cowed into disclosing its diplomatic relationship with some foreign nations because of “an unguided and faceless group who wanted to capitalise on MASSOB’s struggle for Biafran actualisation to be relevant.”

“MASSOB supports every genuine move by any group in this struggle for Biafra actualisation but we doubt the BZM leadership methodology on Biafra actualisation without resorting to violence. We fought all these years to maintain the peace and non-violent method as greatest tool for actualizing our dream”

He added that the leader of the BZM has no valid address of no house, adding, “the group is trying to cause problem in the Southeast because the leadership consists of faceless people who have no house or anything to identify them.”

“MASSOB urges the public to dismiss them as attention seekers; we have overgrown the era of marching the streets with Biafran flags. MASSOB is now consolidating on building structures and diplomatic negotiations with other countries, including the re-declaration of Biafra in May 22nd, 2000, submission of Biafra Bill of rights to United Nations and Chief Uwazuruike’s attendance of OAU Summit in Lome, Togo in 2000 among other achievements”.

The Campaign for Democracy (CD), Southeast region urged President Goodluck Jonathan to order the unconditional release of over 500 BZM members, who have been detained by the police following the Enugu rally.

In a statement in Onitsha, CD said: “It is very unacceptable and wicked for police in Enugu to arrest defenseless activists, who are not armed with any weapon.

“The movement was just agitating for their freedom as enshrined in Chapter 4; Sections 33, 34, 35, 36, 37 and 38 of the amended 1999 Constitution, which provides the freedom of association and peaceful assembly,’’ it said.

The statement condemned the “kangaroo” manner which the BZM activists were arrested, arraigned and remanded in prison custody.

“This is very sad and acceptable to the entire Igbo-nation, going by the on-going killings by the Boko Haram religious sect in the northern part of the country.

“The Federal Government is not doing enough to checkmate their criminal activities against the Nigerian nation.”

It is obvious with the way things played out @ the formal presentation of the findings of the Ribadu Report that Mr Steve Orosanye is acting out a script whose aim is to disrupt the findings of the committee and to cover the staggering rot in the oil sector - GEJ is not sincere and Ribadu is once again used to be dumped by Nigeria.

ABUJA—The open disagreement over the report of the Nuhu Ribadu-led committee, which investigated the rot in the Nigerian oil industry, has been described as a premeditated action by the Presidency to rubbish the outcome and prevent the administration from accepting and implementing the recommendations.

A Senior Advocate of Nigeria, Abubakar Malami, who made the claim in an exclusive interview with Vanguard yesterday, pointed out that the drama over the manner in which the report was written and presented to the government was masterminded by the same government that set it up.

“The purpose of what the government did was simply to divert Nigerians’ attention from the monumental looting by certain well placed individuals and top government agencies so as have justification for not implementing it.

“These elements are well connected and the government does not appear to be in a hurry to touch them given the weight of the evidence in both the Ribadu report and the Subsidy panel against them.

The legal practitioner said it was wrong for the Presidency to set up a committee to probe the infractions in the oil sector only for the same government to openly rubbish the outcome.

According to him, the President should have allowed Ribadu to hand in his report and ask for any other dissenting opinion on the matter, thereafter.

“The drama we saw was so clear that the government had planned to discredit the report turned in by the former EFCC chairman and it does not help this country in any way.

Turning to the political turf, Malami, who is the National Legal Adviser of the Congress for Progressive Change, CPC, noted that Nigerians should de-emphasise the issue of region and religion in the choice of the next President and focus on the capacity of the person to serve the nation.

According to him, the choice of the next president should be based strictly on the ability of the person to take the country to the next level, the preparedness of the person to take appropriate measures to tackle rising insecurity in the land and check mounting corruption that has eaten deep into the fabric of the nation.

Malami said, “No sectional presidency can salvage this country from its present decay and despondency. What we really need is a man who has the courage and the determination to confront the menace of corruption and insecurity that has stifled the nation’s progress.

The legal practitioner also dismissed as a waste of time and resources the current move to amend the Nigerian Constitution, pointing out that Nigeria’s problem was not caused by the constitution but by the treatment of issues with impunity by both the government and the people.

He said that without a deliberate and sustained effort by the government to tackle corruption and other challenges that have tended to keep the nation down, Nigerian would continue to slip daily even if the constitution was amended daily.

On the type of government that is most suitable for Nigeria given its complexity of religion and culture, Malami suggested that Federalism, which is currently being practiced in the country remains the best but called for serious reformations in the system to serve the people better.

He opined that the cost of governance should be drastically reduced so as to free some funds for the development of the critical areas of the economy and take care of the majority of the citizens who have been cut off from governance and thrown into the abyss of poverty.

“We should continue with Federalism but reduce the cost centres to the barest minimum by making government highly unattractive at all levels. All expenses associated with all tiers of government should be slashed substantially while accountability should be strengthened at all levels.

“We do not really need a full time National Assembly, which has taken a lot of our resources at the moment while the Executive should cut down on several areas of waste and save  the money to improve the welfare of the majority of Nigerians who are languishing in squalour.

Oil and water to mix. We culturally different from the Yorubas, besides the Yorubas are too clannish, and have shown several times that they cannot be trusted. Without trust, there can't be unity. Even the Hausa trust the Yoruba's man as same way, a man will trust a green snake in a green grass.
