am not saying that ur contractor have eaten ur money.., but they are some factors we consider in estimation... Building in the village does not mean u are not going to spend big money on the project.,,,, what matters is the quality of the project..,
things to consider :
* the type of foundation
* will it carry underground beam
* the cost of material in that location
etc..,

this is my first time droping comment on this section... Dont say what u dont know, my village(afikpo in ebonyi state) is sharing boundry with cross river and we have big river that link to the ocean ... The only thing needed is to work on the depth.

As a structural engineer.... Here are my advice
(1) 8m cannot get the job done..
You need to design the duplex fisrt and give it to a quantity surveyor to calculate the amout it will cost .. Note: it may cost u about 17m to 20m .
(2) you still have to work on the foundation by introducing weight bearing structure like columns and beams.
(3) duplex is the best option.. When it comes to privacy.
