It can only if you are raising the building.
4 to 5 may possibly sit on the ground floor if the land is straight in both length and breath.
A half plot of land could be 15*15m or 30*9m.
Mind you: bypassing approval is imminent.

I dislike the high roof, and prefer contemporary roof, however this your choice of contemporary roof is too simple,.. i also dont like it.
Try using a better style of contemporary roof as in pics below.

I like contemporary roof cos of the following

1. More pleasing to the eye
2. You can install solar panels optimally and also solar water heater.

3. Easy to combine roof sitout
4. Cheaper than the common steep roof

Well, I don't prefer this so called contemporary roofing styles, especially where there are parapet walls, our maintenance culture is so bitter in this country. Our climatic condition isn't very favourable for most building materials.
Besides, I hate to see the structures I design looking pale after few years.

For example, try visit Dugbe in Ibadan, there's a particular structure there that is looking so bad due to the introduction of parapet walls.

Note: parapet walls are walls that extent beyond the roofing sheet.

The description of the building are below....

1 master bedroom ensuite.....
I bedroom ensuite...
I bedroom ( plain room)
1 kitchen and store
1 parlour and dining.
1 ante room
1 public toilet...

I am at croosroad, because the man is calling 1000 blocks of 9" for me and I presumed it shouldn't be up to that....
PS..the building will be structured on half plot of land..

The man has done his assignment dutifully. 1000 blocks ain't much for such foundation.
I did a similar quote for a family friend, I was almost torn apart.
Mind you. The 1000 blocks could be + or minus.

Finishing has always been the biggest challenge in construction in Nigeria. It is sad to hear Togolese and Ghanaians taking over plastering jobs in Nigeria because it seems they are more patient with their skills. That's what I heard...never used them.

Yeah. During my I.T days, my boss usually employ them for plastering and tiling. They are uniquely skilled. Mind you, their charges ain't expensive either.
Our people here too should learn from them if need be. Learnings is everlasting.
