2/3rd majority concurrence of all states houses of assembly is needed because this is a constitutional matter plus national assembly which is by simple majority.

but virtually all southern states assemblies will vote in support of it and require 7 Northern State to become effective through the constitution and which Northern states would those be?
It will be a very hard nut to crack, if the entire 17 southern states supports the return to Regionalism, it will be difficult getting the support of an additional 7 Northern states to make up for a total of 24 states required for the constitutional change.

The US. will lose big time. America can't fight a trade world with China, this is just Trump trying to rally the base for next year elections. We all should be used to Trump by now, he is the greatest coward. He claim he was going to destroy North Korea, nothing happened. He threatened Venezuela, nothing happened. He is ranting about Iran and nothing will happen too. China has the ultimate power in this trade war if it decides to dump its $1.17 trillion hoard of U.S. Treasurys in retaliation. China are the owners of American debts. America will collapse in less than 30 mins. Most of the pro-american posters here just recite what they see on foreign media. They don't know their left from right.

The US first tried to get the UK from dropping Huawei as the contractor for the establishment of their 5G network. They claimed Huawei is run by China and the UKs security would be compromised. The UK disagreed. Now the US is trying to indirectly shut down that contract by shutting down Huawei. Why suddenly are all these countries and companies cutting off business with Huawei ? It is not voluntary. Basically...it is by force. If the US says no business with Huawei.... same goes for any country or company that does business with Huawei. If they fail to comply.... they can no longer do business with the US or any US companies or other countries or companies that do business with the IS. In short..they also become blacklisted. In short..US is a bully.

The US is a world leader that wants to bully every nation, control them in one way or the other, most times they tend to have their way, but, there have been instances when they had to look away and dare not talk or take any action.

When RUSSIA invaded Crimea and annexed it from UKRAINE, US had to sheepishly look away, because militarily Russia is untouchable, its sanctions on Russia were dead on arrival, they tried without success cutting off Russia's huge Gas supply to Europe, but the EU countries called their bluff.

The US also sees China as an economic threat to its world dominance, a country it can't control, so, they have to find different ways to slow down China's economic growth, the trade war is one, and it's surely going to affect China a little bit.

Huawei is presently the world's biggest telecoms equipment manufacturer, and as at today, Huawei is also the world's 2nd biggest smartphone maker after Samsung. US wants to simply kill Huawei's dominance, because of some perceived non-existing security threat.

Just as you rightly stated, the very day US places trade ban on Nigeria's crude oil, most of us will think straight without emotions and sentiments on international politics.

What exactly is the crime of Huawei to deserve this scapegoatism? They were accuse of their devices having back doors, but all they've asked for is proof? Besides, Huawei can only suffer outside China, but they are immune to western sanctions in China.

America may win this trade war, but at what expense? It will clearly send a message to other tech companies around the world that dependency on US firms should be curtailed, it will force Huawei and the Chinese government to be relentless in pouring huge amount to R & D into local Chinese firms, it will also force China to create their own eco system (which they have already done in China), and be a direct competitor to Google hegemony. Huawei seems like the scapegoat now, but just watch, it may turn out to be a blessing in disguise and the spark needed to end America tech monopoly.

You said you lived in China, then you should be aware of the Chinese ingenuity. I'm of the opinion that in the long run, this trade war will hurt America the most. The US may win the battle, but wont win the war. And if China start trading in a different currency except dollars, the USA economy will sink, especially if other of their trading partners follow suit.

Henceforth most countries will definitely want to depend less on American technologies.

Multiplier effect of US ban on Huawei, America leads and others follow. I laugh when this kids says America will loos in all this. You think the American tink tank wouldnt have looked into the pros and cons before taking such decision.

For those of you that will be trying to make America look bad because of this. I want you to know that China bans all American Giants like Google, Gmail etc. Its high time America stand up to these Chinese Manipulators, America made them buy moving factories there due to cheap labour. They force tech transfer on companies and copied the rest and later became powerful and coming back to rival America. The US alliance is strong and all its allies will follow suit. I studied in China so I know what I'm saying. May God continue to bless America.

China has already taken the lead in several economic fronts, has already designed, developed and commissioned some of the very latest technologies in the world e.g the fastest bullet trains.

It’s not an “either-or” situation, as both are not mutually-exclusive and would ultimately complement each other.

The Light Rail project is a much more complex and expensive project, and since the Oshodi Interchange is a PPP (private-public partnership) project, it was probably the lower hanging fruit of the two in a situation of relatively scarce resources. Nonetheless, work continued (and continues) under the Ambode administration on the Light Rail project, particularly on the rail bridge over the Lagoon that is now well-advanced and headed towards completion. There was also the agreement entered into with Alstom (the global rail infrastructure giant) to electrify the Blue Line and to source and finance the acquisition of modern rolling-stock (instead of the previously-sought used NYC subway cars).

The Lagos Light Rail project also succinctly illustrates the constraints of Nigeria’s peculiar overly-centralized “federal” system. The Red Line was the first line that was proposed to be built because it would utilize the Nigeria Railway Corporation’s existing right-of-way. Unfortunately, the previous federal administration interminably delayed the approval to use said RoW, compelling the Lagos Government to change course and embark on the Blue Line instead. This however meant an extensive redesign and realignment of the Blue Line, which was initially designed to end at Iddo. In addition, it took the NNPC over 3 years to remove/relocate its pipelines along the Blue Line’s RoW, causing delays.

Finally, when discussing the cost of the Light Rail project, bear in mind that when it was launched in 2008 the exchange rate was approximately N118/$1. Presently it is approximately N363/$1 (after rising to as much as N520/$1 a couple of years ago). Accordingly, if (for example) the project is to cost $1 billion (N118 billion at launch), it means that the Lagos government now has to find an ADDITIONAL N245 billion just to be able to pay for the same project (that is, even without accounting for any project or cost variation). Given all of the foregoing, the Bus Reform Initiative (pursuant to which the Oshodi Interchange was built) was probably the far more expedient project.

A job well done and a good analysis of the Lagos light rail project, just that my grouse with Ambode is the fact that he wasn't deeply committed to seeing to the quick completion of the project as regards adequate funding, the same thing extends to other ongoing projects carried over from the Fashola administration.

As regards the rolling stock, the NYC used subway cars was initially considered before they opted for new rail wagons from China.
The agreement with Alstom is also a welcome development

The bluk of businesses that needs the goods are in the south. We have over 8 ports in the south that applications has been sent to government year in year out. They declined it. Sending goods meant for the industries in the south first to the north before it returns to the south has implications. Multiple haulage will push up the cost of production and ultimately the cost of products. Why they say its for Port decongestion its not purely true cause of it were they would start from diverting goods from congested ports to already established ports with low traffic in the southern region.

By given ports in the south heavy traffic means industries would have to be moved closer to the ports I. E from Kaduna, kano, Lagos, Ogun down inwards and spread across the southern belt which is what they're controlling.

People who know things should talk.

You lack common sense, so the entire northern Nigeria with a population of about 80million do not consume the same imported goods that are consumed down southern Nigeria
The promoters and lead investors in the Kaduna dry port are from the south, with many IGBOS on its board of directors, GOOGLE is your friend, do your search there.

So many Igbos traders doing business in the north also bring in containers thru the Lagos ports, the northern Hausas also do a lot of exports in agricultural produce, e.g sesame seeds and dry hibiscus flower which are in millions of dollars, so those containers are not coming back to Lagos empty and some of those goods going to Kaduna dry port will be re-transported to Niger Republic

There is an already old gauge lines, working. So as a temporary measure to decongest the port what should you do? Build a new narrow guage to the east?
If the only option I have currently is to use the existing one, why not?
Have you seen Dangote offload on Teusdays? No you have not.
If you do, you will have an idea.
Have you seen lorries along okene road? You compare that to the ones going to SE?
You think its only we Igbos that offload? People offload one full ship for themselves alone and most of them are northerners.

As a southeastern, you have chosen to speak the truth and be fair in your assessment of the Lagos ports congestion wahala we are presently experiencing, which will not last for long.
I really don't know why most Igbos can be so emotional and sentimental on the ports issue, without asking questions on what is being done to fix the congestion?

For over a period of 30yrs, the ports in Warri, Calabar and the old port in PH were not dredged and new deep seaports were not built, security(sea pyrates and Niger Delta militants) was also a big challenge which made shipping lines to charge very high for those ports,
A 30yrs neglect can't be turned around easily.

On the side note, I don't the info and details on why the Onitsha river Niger port has not started operation.....

But, as at today the Warri port dredging has been completed with millions of dollars, that of Calabar is ongoing, Lekki deep seaport is close to completion and Ibaka deep seaport construction will take off very soon in Akwa Ibom.

On a positive note, our ports congestion problem will gradually get solved within the next 2-4yrs
