Apparently, you still don't get me. Let's take health sector for example, primary health care centres in lagos and Abuja aren't as understaffed as it's obtained elsewhere like Kebbi in the north west. This is just one of the yardsticks employed in assigning PPAs.

The education sector
The agro sector
The health sector
Putting this into consideration, you'll agree with me that Abuja and Lagos cannot come tops amongst states with high holding capacity
