The egg can ’t survive and, if left untreated , can be life -threatening for the mother .

Without a doubt, the greatest failure we have registered as a nation is the failure to provide uninterrupted electricity to Nigerian businesses and homes. The power sector has seen many cosmetic changes in the past, many of which, of course, did not improve the reliability or availability of electricity to the country.

I have never hidden my belief and confidence in the discipline and integrity of the Nigerian military to deliver on mission objectives. The problem we’ve had in our military has been as a result of leadership failures at the top of the country’s political leadership over the years. But make no mistake, our military has the potential, if challenged, mobilized, and provided with the funding and political support to deliver uninterrupted power supply to the country.

There are many reasons why this may succeed, the most important of which is that the military has a solid top-down command structure where accountability is very easy to ascertain. If a particular power station, or a particular transmission line fails, it would be very easy to go to the officer in charge of that particular infrastructure and get an honest situation report. That report can either lead to assistance to, or replacement of the officer with another more competent officer for that very electric infrastructure.

Our country is in such a critical infrastructure mess because of this power issue and the situation does seem to have an end in sight.

A friend from Ghana supplied my family with “Dawadawa” that, in my opinion, passes international standards of packaging. This “Dawadawa” was so well packaged in cans that it doesn’t even smell!
After a cursory inspection of the product, it dawned on me that it could only have been produced in a country with steady power supply. The friend said that the main selling point of the Ghanaian packaged Dawadawa is that it doesn’t smell, but that could only have been produced in a place with reliable electricity. Again, because I know that Nigeria produces Dawadawa more than Ghana, I felt bad, again, for Nigeria.

The point here is that we should remove some of our most critical public infrastructure from the “all comers” area, and hand them over to our military to run and ensure that they work as intended. I would also even like our military to be given the contract to deliver world class hospitals in the 6 geopolitical zones of Nigeria.

In the military, failure leads to real career consequences for an officer. And the funding can easily be accounted for because officers can be dishonourably discharged from the military, or even court marshaled. A dismissed officer can also be tried and jailed in civilian courts if they committed economic or financial crimes in the assigned project. The point is that military officers have a whole lot to lose (and only the few competent and trusted ones are even assigned to projects anyway), than politicians who simply come from nowhere, with or without the backgrounds, to be trusted with an infrastructure whose efficiency consequence can be a matter of life and death to real people.

The privatization should be critically examined to find a way to hand the entire thing (even if by seconding the companies with our military personnel) to the military.

Some of our political problems may even start to melt away if our people suddenly start getting 24 hour electricity supply for 365 days of each year. We don’t really know other problems that may disappear if we solve this power supply problem with a military efficiency and dispatch.

President Muhammadu Buhari has said that he will, in few days, sign into law the ‘Not too young to run’ bill.

The President made this promise in a nationwide broadcast in commemoration of the nation’s Democracy Day early on Tuesday.

He said, “In few days to come, I will be joined by many promising young Nigerians to sign into law the ‘Not too young to run’ bill”

The bill, which is part of the process to amend the 1999 Constitution, seeks to reduce the minimum age requirement for elective positions in the country.

It was first passed by the Senate and the House of Representatives in July 2017. Many state houses of assembly in the country have also passed the bill.

President Buhari also advised all and sundry to be law-abiding as the country enters into another election season.

He said, “The upcoming months will usher us into another season of general elections. Let me use this opportunity to urge us all to conduct ourselves, our wards and our constituencies with the utmost sense of fairness, justice and peaceful co-existence such that we will have not only hitch-free elections but also a credible and violence-free process.”

The President, who reiterated that the fight against graft remained his administration’s primary objective, vowed not to relent in killing corruption before it did an irreparable damage to the nation.

He said, “The second primary objective of this administration is to fight corruption headlong. Like I have always said, if we don’t kill corruption, corruption will destroy the country. Three years into this administration, Nigerians and the international community have begun to applaud our policies and determination to fight corruption. We are more than ever before determined to win this war, however hard the road is. I, therefore, appeal to all well-meaning Nigerians to continue to support us in this fight.

“Various policy measures already put in place to stem the tide of corrupt practices are yielding remarkable results. Some of these key reform policies include: Treasury Single Account, which has realised billions of naira being saved from the maintenance fee payable to banks. N200bn has also been saved from the elimination of ghost workers in public service.”

President Buhari noted that the whistle-blowing policy had helped the government to recover over N500bn.

He added, “The Presidential Initiative on Continuous Audit, set up with a mandate to validate controls, assess risks, prune personnel costs and ensure compliance with Public Financial Management reforms, has helped to identify and remove over 52,000 ghost workers from the Federal Government’s MDAs Payroll.

“The Voluntary Asset and Income Declaration Scheme aimed at expanding tax education and awareness has offered the opportunity for tax defaulters to regularise their status in order to enjoy the amnesty of forgiveness on overdue interest, penalties and the assurance of non-prosecution or subject to tax investigations.”

He explained that the Sovereign Wealth Fund project portfolio had been expanded with an injection of $650m so as to strengthen its investment in local infrastructure, power, health, reconstruction of the Abuja-Kano Road, Lagos-Ibadan Expressway, East-West Road (Section V) and the Mambilla hydro-electric power project as well as the construction of the 2nd Niger Bridge.”

Speaking further on the anti-graft war, Buhari noted that the fight against corruption, through the Economic and Financial Crimes Commission and the Independent Corrupt Practices and other related offences Commission, had resulted in the recovery of billions of naira, as well as the forfeiture of various forms of assets.

He said, “We have retained the services of one of the world’s leading assets tracing firms to investigate and trace assets globally. This is in addition to the exploitation of provisions of existing treaties, conventions as well as bilateral agreements with multilateral bodies and nations. Nigeria has also signed Mutual Legal Assistance Agreements to ensure that there is no hiding place for fugitives.”

Buhari added that through prudent spending and blocking of leakages, the nation’s foreign reserves had improved to $47.5bn as of May, 2018, as against $29.6bn in 2015.

The inflationary rate, he added, had consistently declined every month since January, 2017.

The President, who applauded women for their contributions to national development and advancement of democracy, also urged Nigerians to avoid hatred and intolerance.

This, he said, would help the country to achieve its developmental objectives in an atmosphere of harmony and peaceful co-existence.

He listed his achievements in the last three years to include increase food security programme built around self-sufficiency and minimisation of import dependency.

Specifically, he said rice importation had been cut down by 90 per cent, which he noted had a direct impact on foreign reserves.

Others, he said, included Social Investment Programmes, Home Grown School Feeding Programme, and Conditional Cash Transfer where underprivileged Nigerians were given N5, 000 per month.

The President described the commemoration of 2018 Democracy Day, which is the third anniversary of his administration, as a celebration of freedom for Nigerians.

He said the celebration was also a recommitment by his government to keep its promise to lead Nigeria into a new era of justice and prosperity.

Buhari admitted that his administration had faced challenges in the journey of three years while Nigerians stood by his government in achieving its three cardinal points.

He said, “Today marks the 19th year of our nascent democracy and the 3rd Anniversary of this administration. I am thankful to Almighty God for bringing us thus far.

“This administration came at a time that Nigerians needed change, the change we promised and the change we continue to deliver.

“We have faced a lot of challenges on this journey and Nigerians have stood by us in achieving the three cardinal points of this administration namely; security, corruption and the economy.

“The commemoration of this year’s Democracy Day is a celebration of freedom, a salute to the resilience and determination of Nigerians and a recommitment by Government to keep its promise to lead Nigeria into a new era of justice and prosperity.”

Open- angle glaucoma comes with no symptoms . People who have this usually do not notice a problem with their vision until the disease becomes full blown. People with glaucoma notice they have decreased vision as if they need to squint like they are looking through a tunnel .

A study finds that glaucoma and blood pressure are strongly linked . This link is called Ocular perfusion pressure . When there is high pressure in the eye , the possibility of blood delivering oxygen to the eye and to remove unwanted products is significantly reduced.

The Biafra Zionists Federation ( BZF ) has said the Federal Government was trying to intimidate its members from carrying out their plans to declare Biafra Republic on May 30 by deploying fighter jets in the zone .
It declared that no amount of fighter jets deployed against the zone would stop the group from announcing Biafra and occupying the Enugu State Government House , which it said , was the designated headquarters of Biafra on May 30 .
The Guardian learnt that air surveillance by the joint patrol of Army and Police had increased in the zone since Monday ; fuelling fears of possible clashes in the event of security breaches .
BZF leader , Mazi Benjamin Onwuka , told journalists in Enugu that the group was prepared to face any kind of security apparatuses that may be deployed to frustrate the exercise .
He called on Biafrans to assemble at the Enugu Government House on May 30 , asking Governor Ifeanyi Ugwuanyi to steer clear of controversy “by vacating office before that date .”
He said already the , “fighter jets deployed for that purpose are hovering everywhere in Enugu State and southeast . The agenda is simple , to intimidate and instill fear in us and in our members .
“But, we want to make it clear that we cannot be intimidated ; that era
is gone . Should anything happen to any of our members on that day all those involved will pay dearly for it.
“Nigeria and President Muhammadu Buhari are already in panic. You can see them flying fighter jets all over . This is intimidation . They have failed ,” he said .
Onwuka equally said his group expects “all Biafrans to observe a public holiday on May 30 , adding: “Nigeria will not escape independence of Biafra on May
30 th, if they arrest us , they have dug their hole . If they don’t arrest us , the announcement will be made .
Meanwhile, no fewer than 32 members of the Ralph Uwazuruike - led Biafra Independent Movement ( BIM) have been remanded in prison for illegal procession and possession of ornaments belonging to the group .
The affected members , who include 30 males and two females, were arrested at various locations in Enugu on Tuesday during a procession to mark the Biafra Day celebration .
The Police arraigned them before an Enugu Magistrate Court presided over by S . Okoro for breaching section 41 of the criminal code , laws of the Federal Republic of Nigeria .
The Police said in Enugu yesterday that it would not tolerate any breach to peace and security.
State Commissioner of Police , Danmallam Mohammed , therefore , warned pro- Biafra agitators planning showdown on May 30 to beware , stressing that the command would not compromise the security of the state.

LAGOS State government on Wednesday said the much anticipated the Embedded Power Supply Project will commence by July 2018, noting that all is now set for the take-off of the programme, a brain child of the present administration, targeted towards generating 3,000 megawatts electricity for the state within the next three to five years.
Commissioner for Energy, Mr. Olawale Oluwo, disclosed this at the ongoing annual Ministerial Press Briefing held at Bagauda Kaltho Press Centre in Alausa to mark the third anniversary of Governor Akinwunmi Ambode’s administration.
According to him, the project when it takes off would commence the journey to deregulate Nigeria’s power sector from Lagos State and ultimately achieve energy security for the state.
“Our Power Reform Programme which is the Embedded Power Project, all things being equal, will take off in July 2018. The House passed the law in January and the governor signed the bill into law in February. The implementation committee is already working and a lot of work has been going on the field and everywhere. We would do our Expression of Interest sometime in June and that process will kick-start this project,” the commissioner said.
Oluwo said the 13 locations for the pilot phase of the programme was currently awaiting approval of the State Executive Council and would be released soon.
He said that the power and gas sectors reforms were key interventions of the Governor Ambode led administration to correct the structural challenges in the power sector and gradually position the state for 24-hour power supply.
The commissioner said that apart from the reforms in the power sector, the state government had begun implementation of other sectoral reforms, including the downstream petroleum sector, the gas sector as well as the solid minerals sector and regulatory reforms.

“The essence of all this is that we want to give Lagos, energy security and to achieve this, you must have security of electricity, gas and petroleum products,” he said.
Oluwo said that when the reforms were fully implemented in the next three to five years, the state’s reliance on gas from the Niger Delta region would be less critical to the state’s economy.
“The overall objective of the gas reform is to open the Lagos gas market to local and international players in order to make the Niger Delta gas less critical to future of Lagos economy (the ultimate goal is to make Lagos State to be fully independent of Niger Delta gas in three to five years,” he said.
Oluwo said plans were already in the pipeline to increase gas supply to Lagos from the present 500 million standard cubic feet (scf) per day to approximately 1.25billion scf per day in three to five years, adding that the state would soon sign long-term off-take contracts for gas found in any oil field in Lagos to power the Lagos economy.
He said seven agencies would be driving the reform in the gas sector as plans had been concluded for the reticulation of gas to homes starting from Ikoyi, Victoria Island and Ikeja GRA.

The Coalition of Northern Groups on Monday in Kaduna asked President Muhammadu Buhari and former Vice-President Atiku Abubakar, who are above 70 years, not to contest the presidency of the country in 2019.

The group said such leaders were responsible for where the country found itself, adding that the country should be led by young Nigerians that could take it to the Promised Land.

The CNG’s position was contained in a communiqué it issued shortly after the end of a two-day summit which was held at the Arewa House, Kaduna on Monday.

The coalition gave the Ndigbo a notice to leave the North last year . It however withdrew the notice to quit months later.

Over 30 groups including the Nastura Ashir Sharif ‘s Arewa Citizens Action for Change); ShettimaYerima’s Arewa Youth Consultative Forum; Aminu Adam’s Arewa Youth Development Foundation; Alfred Solomon’s Arewa Students Forum; Abdul-Azeez Suleiman-led Northern Emancipation Network and the Northern Youth Vanguard led by Joshua Viashman, form the coalition.

However, while fielding questions from journalists, a leader of the group and the National President of the AYCF, Alhaji Shettima Yerima, said it was the belief of the coalition, that though it was the right of Buhari and Atiku to contest, it was left for Nigerians to decide their fate.

Yerima said on behalf of the CNG, “We advise him (Buhari) that we still have people within our generation who have integrity who are very competent and also have capacity to lead. We are advising him not to contest but if he chooses to go ahead to contest, Nigerians will go ahead to decide. This is our own opinion and advice to somebody whom we feel is a father to us. Anybody above 70 years should not contest.”

When asked whether the advice had been extended to Atiku , he said, “ it extends to anybody above that age (70).”

But the Presidency has challenged the Coalition of Northern Groups to cite the section of the nation’s constitution that stipulates that those above 70 years cannot contest the presidential seat.

The Senior Special Assistant to the President on Media and Publicity, Garba Shehu, gave the challenge in an interview in reaction to the northern coalition’s call that Buhari and Atiku, who are above 70 years, should not contest the presidency of the country in 2019.

He said the country was being governed by law, hence nobody’s constitutional right could be abridged for no just cause.

The presidential spokesman said, “Let them tell us the section of the constitution that stops those above 70 years from contesting. As you know, the country is governed by law and the President has not breached any law by showing interest in the race.

“If they want to contest, they are free to come out and do so. The President is not stopping anybody from contesting against him.”

Attempts to get a reaction from former Vice-President Atiku Abubakar were unsuccessful.

Calls to the mobile telephone number of his Media Adviser, Paul Ibe, indicated that it was switched off. A response to a text message sent to him on the subject was being awaited as of the time (8:45 pm) of filing this report.

A communiqué read on behalf of the CNG by its spokesman, Alhaji Abdul-Azeez Suleiman, said the summit basically centered on restructuring of the country as being clamoured by some Nigerians.

The coalition said it opted for a holistic “restructuring” of the country.

It lamented the attitude of northern political leaders to the contentious issue of restructuring of the country.

The CNG also dismissed both the Northern Governors’ Forum Committee on Restructuring and the Governor Nasir el-Rufai’s Committee on Restructuring by the APC-led government, saying that Nigeria neither belonged to the APC nor the PDP.

Type 1 diabetes

Gestational diabetes
This develops in pregnant women who have never had diabetes . If you have gestational diabetes , your baby could be at higher risk for health complications.

Prediabetes

This question is very much open and depends on the culture of a people. The cultural specificity of this, and others like it, is part of why it makes little sense for marriage to be universalized, or for every nation to adopt a one size fits all marriage rules and styles. People should always be free to adopt whichever system that best speaks to their individual or group realities and situations.

In Eritrea for example, women retain their fathers name (and even paternal ancestral name) regardless of marital status. In parts of Igboland of old (prior to the European colonization of that part of Africa), children took the last names of their mothers if the fathers had more than one wife. Till today, descendants of certain clans in Igboland are maternally chronicled. And this is in an ethnic group that is generally paternal.

To the Igbo, it made little sense to subsume every child born to a polygamous man to just his own name. Each wife in the marriage was recognized in genealogy if she had children. Genealogy is critical to the Igbo because they believe that certain traits (physical or behavioural) are transferred genetically from generation to generation.

So when they enquire after a person’s family, they want to narrow it down to the woman that bore the child proper.

The only women whose names were lost in genealogy were the monogamously married ones whose children automatically adopted the husband’s last names.

Western marriage system is monogamous and hence carries with it the automatic adoption of paternal last names. That automatic adoption of last name is being increasingly challenged these days though, but it doesn’t seem to have much propping except on the argument that men and women are equal.
The retention of maternal names in individual identification has been retained in America though where an individual’s mother’s maiden names are used to identify the individual.


In the end, it should be desirable for a child to bear a last name that can genetically identify him or her: to connect him or her to blood (or genetic) relations. Last names should not be exotic or issue of style because the ramifications of possible misuse or abuse, are serious.

Appropriate last names should play a reliable role in genetic identification process, at least to help society to forestall possible incidence of inadvertent inbreeding.
