The audit doesn't have to be revealed to the public. But if army is found to have being corrupted - the ministry of defence (civilian) - will ask the general to take actions - or they will get fired.

Civilian oversight of the military is common in modern countries but countries like Ghana or Nigeria where the military are a rule unto themselves. Their militia has to be bribed to stay in the barracks.
