Your money is safe even if your card is expired. What you should do is to order for a new card by DHL (costs $50 so you must have this money in your account or you can buy from any of the trusted exchangers here). When your card arrives, activate it on Payoneer and the funds will be transferred automatically to your new card.

Do not complicate matters trying to do Payoneer to PayPal and all that stuff. I have used Payoneer cards since 2009 and I am on my 4th card now. This is the process I have always used.

I don't think it's possible to transfer funds from Payoneer to PayPal (I stand corrected).
If you want to move your money from Payoneer, either you withdraw via your Payoneer ATM card or sell to exchangers. You transfer to their Payoneer account via the Pay >> Make A Payment feature in your account and they pay the Naira equivalent into your local bank account.
About your card, locate the post office that services your area and get your card from there if it's sent via airmail. If by DHL, expect home delivery.

I don't know about PayPal but I know you can move your funds from Payoneer to Skrill. Do you have a Skrill account? If you don't have one yet send me a PM and I'll send you my referral, you've got nothing to lose but everything to gain.
If however you do have a Skrill, just use the add debit / credit card feature on your Skrill account page and add your Payoneer card by inputing the card details, then verify it. A small amount will be deducted from your Payoneer which you'd have to confirm on your Skrill account. Once you're verified (it takes minutes), you can transfer your funds by using the "Upload" feature. Just select your Payoneer card and enter the amount you wish to transfer. It's a very straight forward process.
