When Operatives of the Economic and Financial Crimes Commission (EFCC) swooped on the residence of Mohammed Adoke, former attorney-general of the federation, in Kano on Tuesday but found nothing, It became essential to review the whistle blowing policies.

Inasmuch as a whistleblower stands to get, at most, five percent of any recovered loot he provided information on, he may be prosecuted if the information is false or malicious.

According to the government, the aim of the policy is to increase exposure of financial crimes; support the fight against financial crimes and corruption; improved level of public confidence in public entities and enhance transparency and accountability in the management of public funds.

Since the launch of the policy, the Economic and Financial Crimes Commission (EFCC) has made huge discoveries of stacks of local and foreign currencies stashed away in the most unimaginable places.

Through the help of a whistleblower, the EFCC discovered $9.8m and £74, 000 in a building owned by a former group managing director of the Nigeria National Petroleum Corporation (NNPC).

By the same dint, it made a flurry of other cash discoveries – the latest being $43m, £27, 000 and N23m stashed away in a vulgar but famished house at Ikoyi, Lagos.

However, this is after it is confirmed that the information is provided in bad faith.

Here are 10 highlights of the policy:

◾A whistleblower is expected to provide information on any of these themes – mismanagement or misappropriation of public funds and assets (e.g. property and vehicles); financial malpractice or fraud; collecting/soliciting bribes; corruption; diversion of revenues; fraudulent and unapproved payments; splitting of contracts and procurement fraud (kickbacks and over-invoicing etc.).

◾The policy does not apply to personal matters concerning private contracts or agreements.

◾A whistleblower can submit information through an online portal on the ministry of finance website by email or by phone.

◾A whistleblower may choose to remain anonymous while providing information. He is also entitled to protection. And if he suffers harassment, intimidation or victimisation for sharing the information restitution will be made.

◾A whistleblower can also provide documentary evidence such as “what occurred, the amount involved, dates of the occurrence” on the portal.

◾Information provided by the whistleblower will be reviewed and analysed to determine whether or not to open an investigation on the matter. And investigations will be confidential, objective and speedy.

◾Criminal cases will be referred to the relevant agencies; Police, Independent Corrupt Practices Commission (ICPC) or the EFCC.

By virtue of rule 7(3) of the Rules of Professional Conduct, the business of selling land is a trade or business incompatible with the practice of law. In the instant case, the respondent was clearly doing illegal business to sell land.

The Imo State Governor Owelle Rochas Okorocha has read the lengthy interview granted to SATURDAY SUN of April 8, 2017 by the Former Deputy Speaker of the House of Representatives, Chief Emeka Ihedioha, and in which he also told his usual stories and insulted the governor.

In less than four weeks, Chief Ihedioha had granted three interviews all on Governor Okorocha and in each of the interviews, he skipped talking about the twelve years his party, PDP, governed the state and the twelve years he spent in the House of Representatives because he knew they were all abysmal.

In the latest interview, Chief Ihedioha talked about Governor Okorocha’s style of governance in the state and how he was robbed in the 2015 guber election and so on. In all the interviews, he was very painstaking not to accuse Governor Okorocha of non-performance.

Again, we have also decided not to be reacting to Chief Ihedioha’s constant media attacks on Governor Okorocha because we have discovered that they do all these to give outsiders the erroneous impression that they are still relevant in Imo politics, when in actual fact, they have all gone into political oblivion.

The fact is that Chief Ihedioha sustained his growth in politics from 2003 to 2015 through name-dropping and that ugly development ended in 2015, and today, he does not have any other name to drop. And if he runs for councillorship in his ward today, he will fail woefully.

In 2003, he dropped the name of Atiku Abubakar to grab the ticket of the party and then went to the House of Representatives. He also continued to drop the name of Goodluck Jonathan until that gimmick was forced to stop in 2015.

When he took the ticket of the PDP for the 2015 guber election, everybody knew that the party had denied itself the needed impact it would have made in that election, and not to talk about winning the election proper. At the end of the election, he could only have the three Local Governments of Mbaise where he comes from, out of the 27 LGAs in the state.

He is a brief-case politician and Imo people always have reservations for such politicians. He is disconnected from the people unlike Okorocha who is glued to the people. They are two different scenarios. Let him state what he did for his Mbutu ward, his Federal Constituency and Imo people in general for the twelve years he was in the House of Representatives and ended up as the Deputy Speaker of that House.

Let him also state what the PDP governments achieved for the twelve years they governed the state. They don’t talk about those things because they know that those years were wasted. They should find a way of connecting themselves to the people because media interviews do not vote in elections.

Rochas Okorocha has shocked all and sundry with the amazing achievements of his administration. He can confidently boast of more than one thousand verifiable projects. Senate President Bukola Saraki, Ibrahim Magu, acting chairman of the Economic and Financial Crimes Commission (EFCC) and Hameed Ali, comptroller-general of the Nigeria Customs Service, on Friday joined President Muhammadu Buhari for Jumat prayers at Aso Rock mosque.

Bello Masari, governor of Katsina state, and Lawal Daura, director-general of the Department of State Services (DSS), were also at the mosque.

Magu and Ali have been having running battles with the senate.

While Magu’s nomination was rejected, Ali was denied audience at the upper legislative chamber because he refused to heed the instruction of wearing customs uniform.

The senate had summoned him over a retroactive policy of the agency he leads.

This is the second time that Magu will be meeting Daura at the presidential villa since the senate refused to confirm him.

The lawmakers had said a security report by the DSS indicted the anti-graft czar.

None of the dignitaries spoke to state house correspondents after the prayers.

Saraki and Magu took the same route out of the mosque, but maintained a little distance.

The senate president walked into the office of Vice-President Yemi Osinbajo for a brief meeting before leaving the villa.

Presidential form for N10m… and 16 other highlights of amended electoral act

On March 30, the eighth senate passed the Electoral Act No 6 2010 (Amendment) Bill 2017 after years of unsuccessful attempts by its predecessors.

The passage of the bill took meticulous effort and heated debates. The upper legislative chamber had even put off consideration of the bill several times owing[url][/url] to divergent views expressed by its members.

The bill is aimed at instituting reforms in the electoral process by making it more free, fair and credible.

When signed into law, it will abolish arbitrary fees for nomination forms fixed by political parties.

Political parties had always demanded high fees for nomination forms from aspirants. And every party fixed a price that was only sanctioned by it.

In the build up to the 2015 election, President Muhammadu Buhari said he borrowed money to pay for his own nomination form, which is about N25m.

This accents the importance of this new provision in the Electoral Act.

Here are 17 highlights of the bill

1.It stipulates that “there shall now be full biometric accreditation of voters with smart card readers and/or other technological devices, as INEC may introduce for elections from time to time”.

2.It provides that “presiding officers must now instantly transmit accreditation data and results from polling units to various collation centres. Presiding officer who contravene this shall be imprisoned for at least five years (no option of fine)”.

3.It states that “all presiding officer must now first record accreditation data and polling results on INEC’s prescribed forms before transmitting them. The data/result recorded must be the same with what they transmitted”.

4.INEC now has unfettered powers to conduct elections by electronic voting.

5.Besides manual registers, INEC is now mandated to keep electronic registers of voters.

6.INEC is now mandated to publish voters’
registers on its official website(s) for public scrutiny at least 30 days before a general election and any INEC staff that is responsible for this but fails to act as prescribed shall be liable on conviction to six months’ imprisonment.

7.INEC is now mandated to keep a national electronic register of election results as a distinct database or repository of polling unit by polling unit results for all elections conducted by INEC.

8.Collation of election result is now mainly
electronic, as transmitted unit results will help to determine final results on real time basis.

9.INEC is now mandated to record details of electoral materials – quantities, serial numbers used to conduct elections (for proper tracking).

10.A political party whose candidate dies after commencement of an election and before the declaration of the result of that election now has a 14-day window to conduct a fresh primary in order for INEC to conduct a fresh election within 21 days of the death of the party’s candidate.

11.Political parties’ polling agents are now entitled to inspect originals of electoral materials before commencement of election and any presiding officer who violates this provision of the law shall be imprisoned for at least one year.

12.No political party can impose qualification/disqualification criteria, measures or conditions on any Nigerian for the purpose of nomination for elective offices, except as provided in the 1999 constitution.

13.The election of a winner of an election can no longer be challenged on grounds of qualification, if he, the (winner) satisfied the applicable requirements of sections 65, 106, 131 or 177 of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), and he is not, as may be applicable, in breach of sections 66, 107, 137 or 182 of the Constitution of the Federal Republic of Nigeria, 1999. (For example, a person’s election cannot be challenged on the grounds that he did not pay tax, as this is not a qualifying condition under the constitution.)

14.All members of political parties are now eligible to determine the ad-hoc delegates to elect candidates of parties in indirect primaries. The capacity of party executives to unduly influence or rig party primaries has been reasonably curtailed, if not totally removed.

15.Parties can no longer impose arbitrary nomination fees on political aspirants. The bill passed prescribes limits for each elective office as follows: (a) N150, 000 for a ward councillorship aspirant in the FCT; (b) N250, 000 for an area council chairmanship aspirant in the FCT; (c) N500, 000 for a house of assembly aspirant; (d) N1, 000, 000 for a house of representatives aspirant; (e) N2, 000, 000 for a senatorial aspirant; (f) N5, 000, 000) for a governorship aspirant; and (g) N10, 000, 000) for a presidential aspirant.

16.Relying on the powers of the national assembly in Paragraph 11 of Part II (Concurrent Legislative List) of the Second Schedule (Legislative Powers) to the Constitution of the Federal Republic of Nigeria, 1999 (as amended), the senate also passed measures reforming procedures regulating local government elections. State independent electoral commissions can no longer conduct elections that do not meet minimum standards of credibility.

17.Also, any INEC official who disobeys a tribunal order for inspection of electoral materials shall be imprisoned for two years, without an option of a fine.

The Izhiarites in Ohaukwu local government of Ebonyi State, Biafra land were thrown into the state of confusion following what they tagged: A taboo, the desecration of their traditional institution and destruction of the history of Izhia and Ngbo, as His Royal Highness Eze Chibueze Agbo, the Ogabaidu 11 of Izhia crowned Alhaji Aladikpo Abdullahi Yinusa as the Igwe Nezeruoha 1 of Izhai. The activities marking the crowing ceremony equally witnesses the initiation of some Hausa/Fulani youths into the masquerade age grade in Amike autonomous community in Izhia, Ohaukwu LGA of Ebonyi State, Biafra land.

HRH Eze Chibueze Agbo Also known as the Ogabaidu 11 of Izhia, is the king of the good people of Umu-egara, Amanamta, which is also known as the individuals Izhia and Ngbo (the head of Izhia and Ngbo), and Umu-ugbo autonomous community, in Ohaukwu local government area of the state.

The people of the communities mentioned above share common boundary and maintain mutual relationship: Amike and Umu-eze autonomous community, Amechi and umu-oru autonomous community, Umu-ebe and Amovu autonomous community, Nsurakpa autonomous community, these communities make up Izhia.

The people of these communities believe that they originated from Israel following the discovery of their name, Izhia in the book of 1 Chronicles 26:29. It has equally been proven that they have a lot of cultural similarities with the Israelis.

Their major occupation is farming. The community produced the first executive governor of Ebonyi State, Dr. Sam ominyi Egwu who is from Umu-ebe autonomous community in Izhia. They have equally produced other important political figures.

A bird allegedly flying along Agip, Port-Harcourt this Morning got electrocuted and fell.
A little boy standing behind the billboard rushed to pick up the bird and it immediately turned into a frightful looking dead woman.
