The Kaduna State government yesterday launched its residency card urging all residents to register and effectively benefit from social services Provided by government Speaking with journalists shortly after he registered at the North West Zonal Office of the National Identity Card Management Commission (NIMC) in Kaduna, the state’s Commissioner for Budget and Planning, Muhammad Sani Abdullahi, explained that the initiative will also tackle security challenges as residents will be captured on national data base for easy identification.
The commissioner while explaining that the registration exercise was being carried out in partnership with NIMC, and is open to all residents of all ages, said Kaduna State government is currently providing a number of free social services for the people in the state.
Abdullahi, said that very soon, people would be required to present their residency card before they could access free social services, adding that 31 registration locations have already been established across the three zones of the state.
The commissioner however, called on the people to come out and be registered.

Kogi State governor, Yahaya Bello, has attacked a senator from the state, Dino Melaye, saying the lawmaker was not properly nurtured into adulthood by his parent, but the senator has now replied via a post on his Instagram page.

Gov. Bello's comment came Wednesday as a political feud between the two former allies deteriorates, following an outbreak of violence at a political rally in Kogi, for which the two politicians blame each other.

Mr. Bello said it had become apparent that Mr. Melaye’s “reckless” behaviour could be traced to his childhood, admonishing Nigerian parents to do their utmost and ensure that their children were properly cultivated.

“You see, I would rather admonish Nigerians that when a child lacks proper parental care and upbringing, he constitutes social menace in the society,” Mr. Bello told journalists in Abuja.

And if the society does not take steps to check and correct such a child, they can take into criminality, then it will be left to government to check such criminality.” .

The governor also scolded senators for doing little to rein in alleged exuberance of their colleague, saying they risk being viewed as cut from the same cloth as Mr. Melaye.

“I think it is necessary that that wonderful house (Senate) should, as matter of urgency and as a matter of fact check, any social deviant that exists within them (sic) before they could be adjudged birds of the same feather,” Mr. Bello said, but quickly added: “I know they are not of the same feather.”

The Delta State Governor, Arthur Ifeanyi Okowa, on Tuesday predicted that by 2018, the State will become the number producer of oil in the country if the youths continue to maintain the existing peace.
Governor Okowa made the prediction at the palace of the Okobaro of Ughieveen Kingdom, HRM. Matthew Ediri Egbi JP Owhawha shortly after he commissioned 10.8 Kilometres rehabilitated/resealed Okpare-Umolo-Ovwodokpokpor, Kiagbodo roads in addition to the inspection of Ewu and Okpe-Olomu roads.
Governor Okowa noted that the State Government could not meet up to the expectations of its people because of the little derivation accruing to the state in addition to youth restiveness and militancy.
The governor appealed to youths in Ughelli South Local Government Area to continue to maintain the existing peace as well as secure Government facilities within their areas.
Governor Okowa said, “Delta State as fourth producer of oil is not Delta of our dream. We were first oil producer and later second before we went to fourth position. We cannot meet up the expectations of our people. Let us maintain the peace so that we can rapidly go back to second position and if we maintain the peace, by 2018 we will get back to first position.
Governor Okowa also commended the traditional institutions for their partnership in ensuring a peaceful Ughelli South Local Government Area.

Lagos State Governor, Mr. Akinwunmi Ambode and former Military Administrator of Lagos State, Rear Admiral Ndubuisi Kanu (Rtd.) on Monday urged Nigerians to continue to remain united and uphold democratic values.
Speaking at a symposium put together by Lagos State Government in conjunction with June 12 Coalition of Democratic Formations to mark the 24th anniversary of the annulled election, Ambode said the day and the events that followed would remain evergreen in Nigeria’s political history.
According to him, it signifies a process through which Abiola and others laid down their lives in a bid to actualize the popular will of the people expressed through the ballot box.

Ambode, who was represented by the State’s Deputy Governor, Mrs. Idiat Oluranti Adebule, said the seed of the fourth Republic currently being enjoyed was sown and watered by the blood of men and women who were cut down in their prime, adding that their memories would be honoured until the end of time.
While acknowledging the fact that the June 12 struggle was waged not only by Abiola and members of his family but also pro-democracy groups particularly National Democratic Coalition (NADECO), students, trade unions and indeed all Nigerians, Ambode said it was a thing of joy that by the collective efforts of government and people, Lagos State, over the years, has kept alive the yearnings and aspirations of the people expressed on June 12, 1993.
He said: “It is an open fact that the successive democratically elected governments in the State since 1999 have been totally committed to democratic principles, rule of law, strengthening of democratic institutions as well as implementation of programmes and policies that would enhance the wellbeing of all Lagosians, without bias for tribe, religion, political belief or gender.”
Also speaking, the Chairman of the occasion and former Military Administrator of Lagos State, Rear Admiral Ndubuisi Kanu (Rtd.) said even though a thick cloud is hanging in the horizon on the state of the nation especially with agitations from all parts of the country, he was of the firm believe that the situation could still be salvaged through restructuring which would not be about re-inventing the will but returning to a federation of different peoples.

Music icon, Innocent Idibia, popularly known as Tuface, has pledged to donate the proceeds from his song to the UN High Commission for Refugees (UNHCR), Nigeria, to assist Internally Displaced Persons (IDPs).
Tuface, who is the Chairman of the Tuface Foundation, made the pledge on Thursday when he visited the UNHCR office in Abuja.
He said that his foundation would donate 60 per cent of the proceeds from his music dedicated to Refugees and Internally Displaced Persons (IDPs).
Tuface said that the song, which would be launched in commemoration of the World Refugees Day on June 20, is part of his contribution to alleviating the plights of the IDPs.
“I have decided to dedicate my time, resources and my voice to support the UNHCR in this massive endeavor of alleviating the sufferings of displaced persons.
“On the June 20th which is the world refugees’ day, I am going to be commissioning a song and this song will be monetized.
“60 per cent of the proceeds will be donated to the UNHCR to further its humanitarian effort to alleviating the plights of refugees and IDPs.
“We want people to join in this campaign by downloading the song to use it as their ring tones, caller back tones.
“This download, which would cost between N50 to N100, is an opportunity for every Nigerian to contribute in their own little ways to the course of assisting displaced persons,’’ Tuface said.
The Music icon stressed the need to create more awareness for people to understand the magnitude of the forced displacement and suffering of the IDPs and refugees so that they can do more to assist them.
Tuface said, “It is very disheartening to be stranded in your own home, many people who have not been hit directly downplay the situation’’.
He commended the Nigerian government, UNHCR, International and Local Organisations and kind hearted individuals who have contributed in assisting the displaced persons.
In her remarks, Mrs Bridgette Mukanga-Eno, Deputy Representative, Protection, UNHCR, Nigeria, appreciated the Tuface foundation for supporting UNHCR in its intervention in the North-East.
She said that the collaboration with the Tuface foundation started last year but was concretize in February when the agency received a donation from the foundation to support its activities in the North-East.
Mukanga-Eno said that the contributions from the Tuface foundation have really helped in assisting the IDPs, especially in developing livelihood activities for them.
She said that the agency developed vocational facilities including mechanic trainings, iron bending, carpentry for the men and sewing for the ladies among others.
She said that the Nigerian government through relevant Ministries, Department and Agencies (MDAs) has done a lot in assisting the IDPs but a lot still need to be done to address the huge humanitarian crises in the North-East.
Mukanga-Eno said that the food scarcity is overwhelming and is not sufficient for the over 1.8 million IDPs, saying that the influx of over 19,000 Nigerian refugees from Niger, Chad and Cameroon has made it worse.
She called for more support to cater for the IDPs and returnees in the areas of protection, food, livelihood, healthcare, education among others.
The News Agency of Nigeria (NAN) reports that in February, Tuface donated N3.5 million to the UNHCR to support its humanitarian intervention to the displaced persons in the North-East.

US COURT SENTENCES NIGERIAN TO LIFE IMPRISONMENT FOR MURDER

A Nigerian businessman, Ezeoma Chigozie Obioha, was sentenced to life in prison without the possibility of parole during an emotional court hearing on Monday.
The 32-year-old was sentenced for the 2015 murder of a woman who was blasted in the face with a shotgun as she walked into a restaurant in Hollywood with her boyfriend.
While the sentencing was on, Obioha sat showing no emotion as Carrie Jean Melvin’s relatives told the court that her killing had upended their lives, ktla.com reported.
“I have tried to answer my family’s questions, but how do you explain a completely senseless act? We cry every day,” said her father, Bernard Melvin. “I had to hear and see things in the trial that no parent should have to hear.”
The victim’s older brother, Ryan, said Obioha’s insistence that he is innocent compounded the family’s grief. He said he experiences recurring nightmares about his sister’s murder.
In December 2016, after the conviction, Obioha’s attorney, Jamon Hicks, told reporters that he was “disappointed obviously” with the verdict and said that he believed the defense had done a “good job of showing that there was reasonable doubt in the case.”, Loss Angeles Daily News had reported.
“This is a (case of) he wasn’t the one and that someone else did this, someone murdered her in a terrible fashion, but they got the wrong guy … I’ll always think that they have the wrong person. Our theme was that this was a rush to judgment,” the defense lawyer said.
Obioha’s sister, Nkechi Howell, said she was “devastated but not surprised” by the verdict.
“I have to be hopeful that the truth will come out and justice will be served. I know my brother didn’t do this. Our whole family knows that he’s innocent. Someone killed Carrie Melvin, but it wasn’t my brother and we have known that the entirety of this trial.”

N701BN STIMULUS: 10 GENCOS GET N12BN AS FG BEGINS DISBURSEMENT

The Nigerian Bulk Electricity Trader (NBET) has disclosed that about 10 generating companies (GenCos) have received N12 billion from the N710 billion intervention fund earmarked to sustain steady power generation in the country.
In an exclusive interview with EYES OF LAGOS, head of corporate communications of NBET, Henrietta Ighomroro, said, while NBET has commenced disbursements, the 10 GenCos had already been paid for power generation supplied to the agency of government in January 2017.
Earlier in the year, the Minister of Power, Works and Housing, Babatunde Fashola (SAN) rising from a meeting of the Federal Executive Council (FEC) had announced that council had approved N701 billion payment assurance fund to be disbursed to GenCos for power delivered on a monthly basis for two years, beginning from January, 2017 as a bail out from the liquidity crisis that engulfed the sector, particularly the generation subsector.
Ighomroro said the payment for the 10 GenCos was gulping an estimated N12 billion, adding that the other GenCos were yet to receive their payment as they are yet to comply with the requisite documentations that will enable their eligibility.
“The N701 billion intervention of the federal government is a loan to NBET to, in the short term, enable it meet its payment obligations to the GenCos for power certified delivered on a monthly basis so they can have enough revenue to pay gas suppliers and run their operational and overhead costs, and it is meant to run for two years, beginning from January”, she explained.
She also disclosed that the distribution companies were able to pay about 33 per cent of their invoice to NBET for the month of January, which NBET has also paid the GenCos, apart from the one accruing to them from the Payment Assurance Scheme.
She added that the intervention only provides additional fund to enable the GenCos meet their obligations.
The NBET spokesperson explained further that under the arrangement, the Payment Assurance is to guarantee payment of 80 per cent of the GenCos’ invoice, while 90 per cent of that percentage is earmarked for direct payment to the gas suppliers by NBET in offsetting the GenCos bill, leaving the remaining 10 per cent for the GenCos in addition to the payment received from the distribution companies (DisCos) to run their businesses.
Speaking on the preconditions for the GenCos to qualify for the Payment assurance, the NBET spokesperson said, “It is only meant for GenCos that have the contractual pact known as Power Purchase Agreement (PPA) with NBET. We have 22 of them that are into the agreement with us, and you can be entitled after all the requisite documentations with a guarantee that you have delivered an amount of power, not just because you are a generating company”.
She listed the GenCos paid for January to include Kainji, Jebba, Shiroro, Geregu, Olorunshogo, Omotosho, Shell Afam, Opai Agip, Omoku.
She said that of Transcorp Delta was in progress as at reporting time, while expressing the hope that “others would meet up and be paid even before this week runs out”.

As part of the measures to enable customers reveal or report illegal and unethical activities in a confidential and secure manner with immediate feedback, Nigeria’s largest power distribution company, Ikeja Electric Plc, has launched a whistle-blowing platform.
The platform, which is independently managed by Deloitte, allows customers report anonymously by making using of multiple channels – a toll-free hotline; an email platform; a web-based service and a mobile app available on IOS and Android to make reports.
Speaking on the initiative, the company’s Head of Corporate Communications, Mr. Felix Ofulue, explained that the new platform is one of the many measures put in place to encourage a culture of transparency and accountability.
With the introduction of the platform, customers can now confidentially report matters bothering on fraud, bribery, extortion, energy theft through illegal connections, vandalism and all actions detrimental to the society.
“By connecting our customers directly with the professional services provider responsible for the management the platform, we have provided a means for us to work together with the customers to expose all forms of illegal and unethical behaviour on our network,” Ofulue explained.
He added that “our subscription to the whistle-blowing platform is in line with our core values of professionalism, integrity, and discipline, and our commitment to uphold the highest ethical standards in all our dealings with our publics” he maintained.

The little boy mistakenly touched a naked wire in the sitting room while playing which the boy must was electrocuted.. An Eyewitness narrated to Eyes Of Lagos that the boy has been electrocuted for a while before the mother found him, Immediately the mother saw him, She rushed to rescue him and he was taken to the nearest hospital close to the house but the little boy was rejected . COURT ORDERS EFCC TO DEPOSIT N12.5M JUDGMENT FINE OVER NYAKO’S DETENTION

The Federal High Court, Abuja, has ordered the Economic and Financial Crimes Commission (EFCC) to deposit N12.5 million imposed on it for infringing on the fundamental human rights of Sen. Abdulaziz Nyako.
Justice Gabriel Kolawale who made the order on Tuesday in Abuja, said that the fine should be deposited with the Chief Registrar of the court.
The News Agency Nigeria (NAN) reports that the N12.5 million was imposed on the anti-graft agency as a fine for arresting and detaining the senator for three days.
It was also imposed on the agency for freezing all of Nyako’s bank accounts for over two years without a court order, or charging him to court.
The fine was part of the judgment delivered by the court on June 22, 2016 in favour of Nyako, who is a serving senator and son of former Adamawa governor, retired Rear Admiral Murtala Nyako.
Delivering ruling on an application by EFCC for stay of execution of the judgment, Justice Kolawale struck out the application saying that it was lacking in merit.
The judge said that no cogent reason was placed before the court to enable it use its discretion in favour of the anti-graft agency and stay the judgment.
He disagreed with the argument of the EFCC that it would not be able to function if it paid the fine, adding that the argument was based on sentiments and not on law.
The judge agreed with Nyako that the motion of appeal said to have been filed by the EFCC was a ploy to deny him the fruit of his success in his court case against the agency.
“More than a year after the judgment was entered against EFCC, the compilation of records by the agency for transmission to the Court of Appeal has not been done and the period allowed by law has expired.”
Kolawale also agreed with the senator that his arrest and the freezing of his accounts for over two years was an abuse of his fundamental rights as a serving senator and a responsible citizen of the country.(BY NAN)

Equatorial Guinea’s Minister of Mines and Hydrocarbons, Gabriel Obiag-Lima made the announcement at the African Oil and Gas Conference in Cape Town, South Africa, yesterday.
Eyes Of Lagos gathered that, Exxon Mobil, in a press statement yesterday, confirmed it has signed its Production Sharing Contract, with Equatorial Guinea for Oil acreage E.G.-11, thereby heading the list of acreage winners in Equatorial Guinea’s latest licensing bidding round.
ExxonMobil already operates Zafiro field, the largest oil producing field in Equatorial Guinea, which is the third largest producer of oil in Sub-Saharan Africa.
UK based Ophir Energy won the block EG 24, while Taleveras picked the highly potential EG-07 Oil block and Clonterf Energy landed Block EG-18.
The West African nation’s Ronda 2016 open and competitive bidding round was declared a success by industry analysts and watchers.

KIDNAPPED LAGOS PUPILS’ PARENTS RAISE FUNDS TO PAY RANSOM

Ten days after the abduction of six pupils of the Lagos State Model College, Igbonla, Epe, affected parents say they have become weary of the government’s pledge to rescue the children without paying ransom.
According to the the reports we gathered, that the parents have resorted to self-help by organising a committee among themselves to raise funds to facilitate the release of the children.
It was learnt that the money would be raised through contributions by each parent as well as aid from relations and friends.
The kidnappers, Eyes Of Lagos gathered, are currently requesting N100m ransom to free all the children.
The gunmen stormed the school premises at about 6am on Thursday, May 25, after notifying the school authorities of the attack three days earlier.
They broke the hostel doors, seized 10 senior secondary school pupils and led them to a waterside where their boat was anchored.
After profiling their family backgrounds, four pupils were released, while the assailants whisked away the remaining six pupils identified as Peter Jonah, Isiaq Rahmon, Adebayo George, Judah Agbausi, Pelumi Philips and Farouq Yusuf in a speedboat.
The kidnappers had earlier called some parents of the victims on Saturday, May 27, demanding N400m each from two parents while two others were asked to pay N100m each. They told the parents to meet with the school authorities and the state government to pay the ransom.
Three days after, the kidnappers called back and reduced the ransom to N600m, with parents of each child asked to pay N100m. According to the parents, the abductors are now demanding N100m for all the children.
However, the Lagos State Government had declined ransom negotiation with the kidnappers, insisting that they would be freed by the security agencies.
Although three suspects had been arrested, some parents who spoke on Saturday said they had lost patience with the government.
A parent, who did not want her name in print, said, “It is already nine days today (Saturday), and our children are still in captivity despite the government’s assurance to rescue them. Our minds will not be at rest without seeing these children.
“The kidnappers are now demanding N100m and they insist we should meet with the school authorities and the state government to pay. But they said they would not pay any ransom.
“All the parents have met again and we have decided to raise whatever amount we can through individual contributions. We have asked ourselves to call on friends and relatives to assist.”
Another parent said an agreement was also reached that whoever the kidnappers contacted, thenceforth, should negotiate on behalf of other parents.
“We have formed a committee and chosen a parent to coordinate the contributions. We are poor, but we cannot fold our arms while safety of our children are in danger. There is a parent that sells drinks. She said the highest she could raise was N50,000. She said she was the one taking care of the family,” the parent added.
The Lagos State Police Public Relations Officer, ASP Olarinde Famous-Cole, said the command disapproved of the parents’ move to raise the ransom, adding that efforts to free the victims had been intensified.
He said, “We are using intelligence report to get those pupils rescued safely. Apart from this, there is no information we can share for now. The command is not aware of the parents’ move and does not encourage payment of ransom.”
Calls put across to the mobile phone of the state’s Commissioner for Information and Strategy, Steve Ayorinde, on Saturday rang out. He had also yet to reply to a text message sent to him as of time of filing this report.

OPEC TO LEGALISE OIL CUT WITH NON-OPEC – SCRIBE

Following the success of the second joint Organisation of Petroleum Exporting Countries (OPEC) and non-OPEC meetings, the two organisation are presently looking into legalising their new found relationship, says OPEC Secretary-General, Mr Mohammed Barkindo.
Barkindo said this in an interview to highlight the successes of the second OPEC and non-OPEC joint meeting in May, which would lead to a further global oil production cut of 1.8 million barrels per day for the next nine months, beginning July, 2017.
Barkindo is a former Group Managing Director of the Nigeria National Petroleum Corporation (NNPC).
He said that to achieve global crude oil price stability, it was important that the current cooperation between both groups is deepened and structured in the interest of both oil producing and consuming countries.
“This is one of the issues that we are putting top on our priority. We have a vision of establishing a platform for stability of oil prices on a sustainable basis.
“OPEC as an organization controls nothing more than 40 per cent of the oil market.
“The issue of stability on a sustainable basis is probably beyond the capacity of an organisation that controls only 40 per cent and that is what led to the Algeirs agreement last year and later to the historic first joint meeting of OPEC and non-OPEC members.
“However in terms of the final structure of this relationship, it is very difficult to say because it is a work in progress.
“The OPEC secretariat has committees with the non-OPEC countries; such as the Joint Technical Committee, Joint Ministerial Working Committee and Economic Commission Board, which I chair.
“These bodies are working towards a new framework that will be considered by all the 24 countries before deciding on what form and shape the relationship will look like in the years to come,’’ he said.
Reacting to the market speculation on the need to deepen oil production cut rather than extending the duration for the cut, He said the target was to balance the market and achieve an equilibrium price.
“There were speculations in the market that we were probably going to deepen the cut adjustments beyond the 1.8 million barrels per day.
“I think the market anticipated that but we do not react to market conditions, we looked at the fundamentals and we are very satisfied with the level of fundamentals.
“Supply is coming down and conformity level is 100 per cent for both OPEC and non-OPEC members.
“Demand is very robust and going forward in the last half of this year, our projections shows that there will be a demand increase of about 2 million barrels a day.
“So all we needed to do instead of deepening the cut by increasing the volume beyond 1.8 million bpd was to extend the duration of the decision for 9 months,’’ he said.
On the need to convince Shale oil producers to recognise the call to cut production, to sustain prices, Barkindo said the OPEC secretariat had opened a communication channel with the hope of getting them on board.
He recalled that the Shale producers in the United States played an important role in addressing deficit in supplies to the oil market when Libya and Iran could not meet demand due to domestic challenges.
“For the first time in history, OPEC reached out to the non-conventional Shale oil players.
“I led the team to meet with them in Houston to first of all break the ice and try to understand ourselves. So we have succeeded in opening a discussion line with them.
“At the meeting, we compared notes, we came to the conclusion that both conventional and non-conventional players, both OPEC and non-OPEC have a common responsibility of maintaining stability in the market.
“I think this is a significant shift from the almost open hostility that existed in the past,’’ he said.
On the passage of Nigeria’s Petroleum Industry Bill at the Senate, Barkindo said it will lead to improved investment in the oil industry thereby adding to the security of future supplies and demand across the supply chain.
“The issue of investment has been one of our key concerns in the industry. An estimated 450 to 500 billion dollars of investments was either deferred or out rightly cancelled from 2014 to 2016.
“For Nigeria, the best is yet to come. We have huge resources and what we need is a stable regulatory and fiscal framework that will enable investors to continue to invest, to expand their capacity and meet growing demand,’’.

The Catholic Archbishop of Lagos, Most Rev. Alfred Martins says Nigerians have yet to feel the effect of the nation’s economy coming out of recession.
Martins spoke at a news conference to mark his 58th birthday at the Holy Cross Cathedral, Lagos, on Thursday.
The archbishop said that Nigerians continued to face hard times, despite government’s assurance that the economy was gradually moving out of recession.
He said: “While this is gladsome to hear, the reality is that the impacts are yet to be felt at the grassroots. The cost of living is very high; workers are being retrenched daily.
“Even some of those still working are not being paid, both in the public and private sector; the power sector is in a comatose. The effects of all these on the poor masses of this country can better be imagined.
“We know efforts are being done to address all these, but Nigerians are tired of promises; they want to see results.
“In the past we have been given promises of palliatives being put in place to bring immediate relief to the masses, but we are yet to feel the impact, or is this another case of policy somersault?’’
Martins said the Acting President, Prof. Yemi Osinbajo, in his Democracy Day address, however, gave account of the federal government’s efforts to move the nation forward.
“He pinpointed security as one key area that the present administration has performed credibly well.
“Let me use this opportunity to commend the government for the victories recorded against the insurgent and for securing the release of about 125 of the kidnapped Chibok girls.
“We urge them not to rest on their oars until the remaining girls are brought home safely,’’ he said.
The cleric, however, said the incessant armed herdsmen attacks across the country which had led to loss of lives and properties worth millions needed urgent attention.
“All efforts must be made to stem the tide of their activities and bring them to book; every Nigerian deserves to live in peace and wherever they choose to live in the country,’’ Martins said.
On his 58th birthday, the archbishop said he could not but thank God for granting him the grace and privilege to serve in His vineyard.
“Indeed, every of our lives is important and should be lived to the glory of God by impacting positively on as many lives as possible.
“Though times are hard and some days may be frustrating, we must always learn to live with faith, placing all our burdens and hope on God.
“Counting our blessings, naming them one by one, these, I have committed myself doing, such that whatever may come my way each day, I know my life is secured in His,’’ he said.

NAICOM, PENCOM MOVE TO END N167BN ANNUITY FUNDS CONTROVERSY

The National Insurance Commission(NAICOM) and the National Pension Commission(PenCom) are making frantic moves to resolve the controversy surrounding the N167.8 billion Annuity Funds Arrangement.
It was gathered that the two regulators met recently to deliberate on grey areas, a parley which would lead to the release of a framework that will regulate the administration of Annuity Business in the country.
The framework known as Joint Service Agreement, according to findings, will explain in details how to pay the commission of agents and brokers who facilitate Annuity Business deals, as the current arrangement does not stipulate who pays the commission between the Pension Funds Custodians (PFCs) and the Life Assurance companies.
Eyes Of Lagos investigations further revealed that the two regulators will differently examine the terms of the Service Agreement and later harmonize their respective position, after which the template will be made public, hopefully, within the next six weeks.
Annuity Funds currently stands at N167.84 billion, with over 34,312 annuitants.
As it stands, the controversial issues surrounding annuity business have led to loss of businesses belonging to life insurers to the Pension Fund Administrators(PFAs), leaving retirees are with Programmed Withdrawals as a viable retirement window.
While insurance operators are pushing for payment of commission from the annuity fund they mobilised, the current pension guidelines is against this.
Currently, all Life Insurance companies providing life annuity for retirees under the Contributory Pension Scheme (CPS) have proceeded to open Operational Accounts with PFCs of their choice, as directed by the regulators.
The two regulators had, through a circular in March, told life insurers that all new annuity purchased or being processed, should be domiciled in the dedicated account with the PFC referred to.
They stated that the treatment of all existing retiree life annuity funds and assets would be dealt with upon issuance of the joint regulations.
NAICOM, in the circular, was enjoined to ensure that Life Insurance companies comply with the requirements, while processing and approvals of new retiree life annuity requests shall continue forthwith.
PFAs were asked to resume the processing of new annuity requests for retirees and forward same to PenCom for necessary approval without delay, while PenCom was asked to ensure that PFAs transfer all approved premium for Retiree Life Annuity to the Operational Accounts opened by the Life Insurance Companies with PFCs.
Speaking on this development, the managing director/ CEO, AIICO Insurance Plc, Mr. Edwin Igbiti, said because of the ongoing issues in Annuity, his company had to scale down its Annuity business, adding thatvthe company will reexamine its approach after PenCom and NAICOM may have finalised the arrangement.
He said, “There are some grey areas in the current arrangement in the sense that when you transact a business and it involves an intermediary, usually a broker or an agent, we are expected to pay commission to the intermediary.
“But the prior arrangement or template the PFCs are giving to the market is not acceptable to the market and we have raised an eyebrow on this and said, ‘who pays these agents’ because, remember, they are not Father Christmas. They wants to earn income”.
Since the cash flows no longer passes through the underwriters, as it now moves from PFAs to PFCs, he said life insurers are only acting as a custodian, instructing the pension operators on where to invest.
Igbiti continued: “By so doing, we can’t pay from our own operations, since we didn’t receive cash. That is where the grey area is and you know, before PenCom can release any money, you must take permission.
“Moreover, at the end of the period, Annuity is subject to valuation and when you value the business, it might result in a profit or loss. When it result in a profit, we are expected to book it. When it result into a loss, you should look for a fund to block that gap. That is the issue”.
All these, he stressed, must be well spelt in the joint Service Agreement to assist both regulators and operators.
A Pension expert, Mr. Emeka Okeagu, said he believes there are problems with regulation of Retiree Life Annuity (RLA).
The law, according to him, did not empower any of the two feuding regulatory bodies to do this, even as he said it rather placed a joint responsibility on them, asking them to issue guidelines for the business jointly.
The law, he added, is silent on how to resolve disagreements between the two agencies of government when there are disagreements.
“The second problem lies in the fact that Retiree Life Annuity is an insurance product licensed and regulated by NAICOM in line with insurance laws and practice. But custody of all annuity assets is placed squarely on the shoulders of Pension Fund Custodians licensed and regulated by PenCom as provided by Section 56 of the PRA 2014”, he pointed out.
He noted that another controversy relates to whether Retiree Life Annuity is an insurance or pension product, saying if it is a pension product, then custody of the assets should rightly be with PFCs as demanded by PenCom.
He explained that if it is an insurance product, Life Insurers could hold and manage such assets in line with relevant insurance laws and regulations and propagated by NAICOM.
The law did not make any provision on this and as such, the two regulators(NAICOM and PenCom) feud over control of RLA assets, he pointed out.
Speaking on how to resolve the current annuity funds controversy at 2016 Business Today Online Award in Ikeja, Lagos, the Group Managing Director of Royal Exchange PLC, Alhaji Auwalu Muktari, said it was important that the insurance industry speaks with one voice and presents a unified front in the campaign to ensure the Annuity funds remains with the life companies.
“Losing over N150billion to the PFCs will result in a deep cut in the pockets of life insurance companies in Nigeria and will be the second time the insurance industry is losing a part of its business, after the transfer of Workmen’s Compensation to the National Social Insurance Trust Fund (NSITF)”, he opined.
While urging NAICOM to be alive to its responsibility of safeguarding the insurance industry by ensuring that friendly policies are initiated, he said, “This way, we will all witness an insurance industry that will be a net contributor to the nations’ economy”.
A former director general of Lagos State Pension Commission(LASPEC), Mr. Rotimi Hussain, feels however that the current annuity arrangement was more of blessings than a threat for insurance industry.
He urged life insurers to restrategise and embark on aggressive marketing of annuity policy to take advantage of the huge N6 trillion pension assets in the country.
The Annuity Policy is a financial product that allows for periodic payments to be made to the person who has made a lump sum or periodic payment to the insurance firm (in this case, Royal Exchange) from a predetermined date. It could be of two types, namely immediate and deferred.

The federal government has disclosed that between 2000 and 2015, Nigeria spent as much as N49 trillion importing raw materials and products.
This was disclosed by the minister of science and technology, Dr Ogbonnaya Onu, after the federal executive council meeting presided over by acting president, Yemi Osinbajo at the Presidential Villa, yesterday.
He lamented that for too long, Nigeria has depended on importation of raw materials and products and this has had very adverse effects on the economy particularly as it concerns job creation and the search for self-reliance.
According to him, Nigeria is a great nation with abundance of natural resources saying it doesn’t make sense to be importing from outside when most of the materials are available in the country.
“For example, between 2000 and 2015, Nigeria spent as much as N49 trillion importing raw materials and products. At that time, not that it was sustainable, but our economy could manage such level of importation because crude oil sold most of the time above $100 per barrel.
“But definitely now, such level of importation is unsustainable but we are paying a price right now because if we have depended on our own raw materials, we would have had a service. With the sharp drop in the prices of crude oil, Nigeria would have been able to withstand such a shock and we would not have had such problem that we are passing through now,’’ he said.
The minister explained that the Federal Ministry of Science and Technology is determined to buck that trend so as to change the direction that Nigeria is passing through.
He said: “In the past 56 years, we have depended on foreign commodities. We have relied on importation. We have sacrificed jobs. We now want to move our economy away from that into innovation driven-economy.
“So, Raw Materials Processing and Development Council, one of the agencies under the supervision of the Ministry of Science and Technology had to undertake very important study.
“Before the study was done, there was extensive consultation with research institutes, countries and universities, businesses, industries, governments at all levels to determine our level of dependence on outside products and to find a way we can stop this.
“We had seen what other countries such as Canada, China, India, Japan and South Korea did. It is now very clear to us that if we move in the direction that approval been given today.
“Nigeria will be having service in the next five years and this will be very helpful because what it means is that the abundance of natural resources can now be utilised for industrial production in the country. Then, we ‘ll be able to give jobs to Nigerians.
“There is a provision. We will be saving N3.6 trillion to achieve this in five years. It requires that MDAs should work together. All they need will be put in the budget. We will be asking for 30 per cent of the amount which will be about N1 trillion for five years. If you take about one-fifth of the N1 trillion which will N200 billion every year for all the ministries, departments and agencies (MDAs) for five years, we can do it. “


He stressed that the major thrust of President Muhammadu Buhari administration is that the country should be producing made-in-Nigeria goods so that those who want to work will be able to do so and this is the way to do so.

BANKS LOSE N2.19 BILLION TO FRAUDSTERS IN 2016 - CBN

The Central Bank of Nigeria on Tuesday said that Deposit Money Banks lost a total sum of N2.19bn to fraudsters in the 2016 fiscal period.



19,531 fraud cases were reported for banks in 2016 as against 10,743 recorded in 2015, according to the CBN Governor, Mr Godwin Emefiele, who unveiled the Nigeria Electronic Fraud Forum annual report in Abuja.

It was in the Nigeria Electronic Fraud Forum (NeF) NEFF stakeholders workshop on cyber-crime with the theme: Tackling Enforcement Challenges under the Cybercrime Act”,

A breakdown of the actual amount lost showed that across the counter transactions with a total value of N511.07m accounted for the highest losses.

This was followed by Automated Teller Machine transaction with N464.5m, internet banking N320.66m, Point-of-Sale transaction N243.32m, and mobile banking transactions N235.17m among others.

Speaking on the theme of the workshop, Emefiele who was represented by the CBN Deputy Governor, Operations, Mr Adebayo Adelabu, said the challenges faced while enforcing the Cybercrime Act of 2015 had made it imperative for a review of the act.

He said, “It is now about two years into the commencement of the Act, and so it is not too early to conduct a holistic review of its implementation.

“Thus, your deliverables at this workshop should include a careful examination of the extent to which the obligations placed by the Act are fulfilled, and the general assessment of any challenges experienced in compliance with the provisions of the Act.”

He expressed optimism that the workshop would profer the much needed solutions and making practical recommendations for the effective implementation of the Act.
The Governor said that the Information and Communications Technology (ICT) world has revolutionalized the world.

His words: “We have all witnessed how such developments in electronic payment as the ATM, POS, Mobile Money, Internet Payment, etc. have continuously eroded the significance of physical locations for financial institutions. ICT has revolutionized the way financial services are created, offered, and delivered.

This is why the protection of information infrastructure utilized in the delivery of financial services is considered critical all over the world, and it was because of the importance of securing infrastructures such as those of the financial sector, and protecting the underlying services from cyber-attacks that the Cybercrime (Prohibition and Prevention) Act was enacted in 2015.

“As we saw recently with the Wannacry Ransomeware attack, even the most secure systems are still subject to breaches and simply protecting the network does not absolve it from attack. Another lesson from that attack is the speed with which attack once disseminated, becomes global in its spread and effect.

As you know, in several countries, including the United Kingdom, regular banking activities were suspended temporarily as security experts were working hard to learn more about the unfolding impacts of the attack and the extent of harm to the various banking systems and networks in their country.

“So no one is in doubt about the serious consequences of a network breach or similar cyber incident in any industry where the use of technology is the standard, such as is the case in our financial sector today. We all know that the incentive for network breach or cyber-attack in the financial sector is more compelling for obvious reasons, than other sectors”, he explained.

NIGERIA RANKS FIFTH LARGEST INSURANCE MARKET IN AFRICA

Despite the low insurance adoption, penetration and acceptance in the country, Nigeria’s insurance industry is ranked fifth in Africa. The top five insurance markets on the continent are said to have overall market share of 85 percent of premiums across Africa.
General-Secretary of the African Insurance Organization (AIO), Ms Prisca Soares, speaking at a press conference after the launching of the second Africa Insurance Barometer at the just concluded 44th AIO Conference and General Assembly in Kampala, Uganda, said insurance market in the continent was still dominated by South Africa.
The other major markets, she mentioned, include Morocco, Egypt, Kenya and Nigeria while the top five markets account for 85 percent of the total premiums. Kenya grew fastest in 2015 achieving a compound annual growth rate of slightly more than 10 percent from 2011 – 2015, Soares said.
According to her, “With a volume of $46 billion, representing 72 percent of the total insurance premiums in the continent, South Africa is still by far Africa’s largest insurance market. Of the five major markets, South Africa tops the list followed by Kenya, Morocco and Egypt while Nigeria ranked fifth on the list.”
The Africa Insurance Barometer, she pointed out, provides a comprehensive overview of the current state and future prospects of the US$ 64 billion African insurance market, stressing that lack of insurance awareness and trust were the main factors contributing to the lacklustre performance in most of the markets.
“Only South Africa is on par at 1.9 per cent and 2.0 per cent. Kenya and Morocco have higher non-life insurance penetration levels than could be expected, based on their economic development. Insurance market development in both countries is facilitated by advanced and well-respected regulatory and supervisory authorities,” she noted. She expressed optimism that Africa’s insurance penetration, which currently stands at 2.9 per cent or less than half of the global average, will translate into accelerated premium growth –provided global demand and commodity prices continue to bounce back in 2017 and 2018.

Some leaders of the Peoples Democratic Party (PDP) are reportedly mounting pressure on ex-President Goodluck Jonathan to shelve his alleged ambition to contest the 2019 presidential election.



It was learnt that the leaders’ advisory was subtly relayed to the ex-President through his supporters who were trying to gauge the opinions of PDP members on the issue.

But the party looks likely to concede its presidential ticket to the North irrespective of who, between Sen. Ahmed Makarfi and Sen. Ali Modu Sheriff, wins the PDP leadership contest at the Supreme Court.

Party sources said Deputy Senate President Ike Ekweremadu, Senate Minority Leader Godswill Akpabio, and some governors are being considered as presidential running mate.

Investigation by our correspondent revealed that the party is already repositioning itself for a major battle with the ruling All Progressives Congress (APC) for the 2019 elections.

It was gathered by Eyes Of Lagos that while many party leaders still have a lot of affection for Jonathan for “keeping faith with his transition programme” and want him to have a fresh shot at the presidency, others strongly believe that it will be difficult to sell his candidature to the majority of Nigerian voters.

Based on realistic permutations, some leaders of the party have been putting pressure on Jonathan to forego his ambition in the interest of the party.

A top source in PDP said: “Although we are awaiting the decision of the Supreme Court on the leadership of our party, we have gone far with our homework.

“A realistic option we have faced is the fact that to win in 2019, we have to retain our presidential ticket in the North. The PDP is still solid in the South-East and in the South-South.

“We have however come to appreciate that conceding the ticket to ex-President Jonathan might not work considering ethnic colouration which beclouded the last presidential election.

“The allegations raised against some key actors in Jonathan’s government, including ex-First Lady have made the choice of the ex-President a hard sell.”

Responding to a question, the source added: “PDP leaders have subtly passed the message to Jonathan.

“We are however leaving the ticket open to the North. We anticipate that some defectors from APC might add more strength to our search for a candidate that can beat to the game.

“We want to try as much as possible to provide alternatives to APC. Of recent, ex-Governor Sule Lamido is the only leader who has come out with his presidential aspiration.

“Even when an attempt was made to enable the Forum of former Ministers to endorse Lamido, it was not accepted.

The source listed the Deputy Senate President, Sen. Ike Ekweremadu, the Senate Minority Leader, Sen. Akpabio, and some governors (whose names were not revealed) as some of those being considered for the VP slot.

“Certainly, the PDP will pick its running mate from either the South-East or the South-South.

“Our search team said it is impossible for the party to look forward to the South-West because of the grip of Asiwaju Bola Tinubu and the ongoing consolidation in the zone by APC.”

APC LG PRIMARY:HOODLUMS ATTACK SENATOR AFIKUYOMI, REMOVE HIS CLOTHES


Violence erupted midway into the primary election of the All Progressives Congress (APC) to elect chairmanship candidates for the July 22 council polls in Lagos State on Saturday, ending the event abruptly.

Some aggrieved party supporters engaged one another in a free-for-all midway into the election, smashing ballot boxes over allegations of imposition of candidates at the election.

Scores of delegates and others present at the Teslim Balogun Stadium venue fled in different directions as a result of the fracas, even as some were injured.
The Chairman of the Elections Committee, Senator Tokunbo Afikuyomi, was also attacked, with his top taken off by angry supporters who accused him of impartiality as he scampered to safety.

Security officials later forced him out the grip of the angry youths and whisked him away.
Trouble started when some party members in Surulere and Lagos Mainland openly protested against the names of candidates being read out by Afikuyomi for endorsement as consensus candidates.
They alleged that the party leadership was foisting candidates on them and said the decision of the leadership to approve consensus candidates in 18 councils was wrong.
The aggrieved members initially vented their anger through protests, but it later degenerated into fracas between supporters of selected candidates and those who opposed them.

A party faithful, Mr Wale Tokunbo, disclosed shortly before the violence broke out that the substitution of Mr Tajudeen Ajide for the Surulere Local Government Area Chairmanship for another candidate was unjust.
“The removal of Ajide’s name for the name of somebody we don’t know is not acceptable to us.
“If we talk about democracy, we should be able to practise it. This primary is a sham; we would resist it,” he said.

Another party faithful in Mainland Local Government who pleaded anonymity said that party members were surprised at the mention of Yaba Local Government as one of the areas with a consensus candidate at the primary.

He said there were aspirants contesting for the post in the area and that nobody knew of the consensus candidate until they got to the venue.
“What consensus candidates are they talking about? We are just knowing that Yaba is one of them now. This is wrong,” he said.
Earlier in his speech, the Chairman of the party, Mr Henry Ajomale, had urged the delegates and other supporters not to be violent.

“I welcome you all to this election and I urge you all conduct yourselves in a peaceful manner.
“We have the information that some people are here to cause trouble. We shouldn’t allow them because they are saboteurs,“ he said.

The names of Mr Toba Oke (Ifako Ijaiye) and Mr Kamal Bashua (Lagos Island East) were among the few candidates out of the 57 endorsed at the primary before violence broke out.

Peoples Democratic Party (PDP) chieftain, Chief Sunny Onuesoke, has described the Petroleum Industry Governance Bill (PIGB) approved by the Senate as a fraudulent action on the people of the Niger Delta.
He spoke to journalists in Port Harcourt, Rivers State capital, after a seminar he attended on climate change, adding that, having gone through the Bill, he discovered that a section allocated ten percent as development fund to host communities.
Onuesoke recalled that in the draft Bill, ten percent was allocated to communities where the oil companies are located, adding that this recommendation was removed from the approved version.
He argued that the removal of the community fund clause, which was the main solution to Niger Delta problems, was a way of further impoverishing the people of the Niger Delta.
“The removal of the community fund, which was the main solution to the Niger Delta problems, is a way of impoverishing the already disparaged people of the Niger Delta. Just like the infamous Onshore/Offshore dichotomy, the Senate removal of the community fund is like passing a bitter pill down the throat of the Niger Delta people,”the PDP chieftain said.
“This is the ulcer that has eaten deep into our collective fabrics. Chief James Ibori, Obong Victor Attah together with other patriotic indigenes of the area, fought on the onshore/offshore saga to bring succour to the people of the area. However, that government had removed the gooft that would have accrued to each of the host communities suffering from oil exploitation and degradation”
