NO, people emigrate for a wide variety of reasons.

Canada for example has something the US doesn't have...free healthcare at the point of entry (in the USA healthcare is still expensive in comparison and insurance companies are seen as greedy and evil). It also has an easier quality of life.

Then there are athletes who move to Canada to play in their sports leagues (Canadian girdion football, a variant of American football...not soccer...has a lot of Americans who could not make it in the NFL Playing in the CFL. One even became a CFL legend self).

Also, people may move because they married a canadian, or such like.
