The target market for limestone in Africa is east /west African countries such as Ethiopia, Togo, Ivory coast etc who purchase/import raw and finished limestone products from Nigeria (precisely from SW region- Ogun state)

Also, cocoa (from ogun/oyo/osun/ondo) is the second highest forex trade earning for Nigeria with statistics currently showing cocoa may account for 18 percent of dollars earning this year against 7percent last year which is due to diversification effort of FG as oil price remains low and would become useless by 2040.

Copper is predominantly in the northern part of the country (Nassarawa, Plateau,Zamfara) with some portion in middle belt like Benue, kogi and in south west like Osun/Ondo, though in small quantity.

Of course they do most of the mining in the country done in SW. Then you have Ondo tar sands and bitumen along with oil they produce. That's not point though everyone has resources your in Africa .

The reason for resource Control are pragmatic and philosophical. It makes government more efficient at capitalizing on opportunities. Abolish stupid land use act would make people owners instead ofor occupier on their own land. If you own mineral rights personally you can collect royalty. States can still regulate and people should be fully compensated for any land taken by government through eminent domain.
