THE SECOND NIGER BRIDGE: THE KEY TO BOOSTING SOCIAL AND ECONOMIC LINKS ACROSS THE NIGER

President Jonathan kick starting of work on the Second Niger bridge. Beside Mr President is the Honorable Minister of Works, Engineer Mike Onolememen.

When the decision was taken by President Jonathan to commence construction of the Second Niger Bridge, many Nigerians commended him for what they considered a long overdue initiative. To many, the neglect of this key project had greatly stifled the economic potentials of the eastern part of Nigeria, recognised for its immense contributions to the nation’s commerce and industry. The debilitating pressure placed on the first Niger Bridge, which was completed in 1965, and experiencing serious structural challenges, had further driven home the need for an expansion of the road infrastructure that would increase access to eastern markets from other parts of the country and also improve conditions for travellers.
The stress and pressure on the first bridge has exceeded its carrying capacity. This has resulted in visible vibration, shaking and sinking. The pressure of use is mainly from businesses, families, persons and interests who regularly travel on this route as a necessity. The pressure that this bridge faces is emphasised by its prime position as the major link between several states. Vehicular traffic from Edo, Delta, Ondo, Osun, Ogun, Lagos, Oyo and Ekiti States make optimal use of the bridge to Anambra, Enugu, Imo, Ebonyi, Cross-River and Akwa-Ibom and River States.
With the increase in national population, the envisaged population targeted to use the bridge, as designed by the engineering consultants, has exceeded the limits and load. Population is now 167 million while the bridge was built when Nigeria had a population of 55 million. The need for a new bridge has been well acknowledged since the 90s. Over the years, the stifling limitations imposed by the reliance on a single link between the eastern parts and the rest of Nigeria has also had its major economic impact evident in the time constraints on the movement of goods and services, as well as the resulting limitations on investments in the region.
The need for a second Niger Bridge is an argument that has remained on the front burner of national discourse. Not only for its exigency, considering the age of the existing bridge, but also for its relevance to national development. According to government sources, the new bridge is 1590m in length and is located 1.7km downstream of the existing aged steel truss Niger Bridge. There is no doubt that the new bridge and the connecting roads will enhance the capacity of the South-East-South West transport corridor and provide significant economic benefits to the regional and national economy.
At the ground breaking ceremony, performed by President Jonathan, the Minister of Finance, Ngozi Okonjo Iweala, discloses that the funds for the project have been procured and therefore work must start in earnest. President Jonathan said the federal government had to follow due process so that the bridge would not be another white elephant project. This was the reason for the initial delay in the commencement of the project. The indications are clear that work on the second Niger Bridge will be a reality under President Jonathan, after so many years of waiting. This will obviously be a milestone for the Federal government and a great legacy of President Jonathan.

The Minister of Works, Architect Mike Onolememen, explains that the project is a Private Public Partnership (PPP) and not a contract. It is to be executed under the Design, Finance, Build, Operate and Transfer (DEBOT) model. Under this arrangement, the consortium will raise the fund for the project while government will only take very marginal percentage to show commitment. Also, by the DEBOT Model, it automatically means that users will pay toll upon the completion of the project. But, this issue has been very well explained by Mr. President who says the toll will be a minimal fee under the Federal Government policy on tolls collection. For most Nigerians, if this is what is required to ensure improved travel time and increased access to commercial opportunities, then it is worth every penny.

We accept that some key names were omitted and, to some people, it would seem as if some of those featured in our centre spread have no connection to the sustenance of Nigeria’s unity. However, our position is different. We must point out that we consider unity a relative term. In our opinion, the nation’s unity has been sustained through the efforts of all Nigerians who have shown admirable commitment in their various endeavours. The efforts of these great Nigerians have been largely responsible for strengthening our collective sense of belonging and their continued belief in the greatness of this nation have continued to be inspiration for many Nigerians, regardless of tongue, ethnicity or religion. It is for this reason that we randomly chose these individuals who, by the way, are all recipients of special Centenary Honours bestowed on them by the government for their contributions as ambassadors of the Nigerian state in their various fields.
What they have promoted are not sectional interests but a national ethos. We salute them as much as we acknowledge that there are many more whose relevance to this ethos cannot be ignored. Also, we must point out that such observations are always welcomed as they would help us in better appreciating the opinions of Nigerians.

The world over the government is rolling back the welfare state to focus spending on infrastructure and industries that create job and generate revenues that will be reflected in the nations GDP. UK, US, GERMANY, RUSSIA ETC. These are the said developed countries.
