OWERRI—The controversial relocation plan of Imo State University, IMSU, Owerri, to Governor Rochas Okorocha’s country home, Ogboko, may have come to an abrupt end, as government has said it will now establish three universities in each of the three senatorial zones of the state. Okorocha announced the new arrangement in his “State of Imo” address, which he presented on Tuesday at Heroes Square, Owerri. “It is also the desire of this administration to establish three universities in the three senatorial zones and I believe this would bring the needless controversy over relocation of Imo State University to a closure,” Okorocha said. On the current industrial action by the institution’s Academic Staff Union of Universities, ASUU, the governor said his administration was taking steps to resolve the impasse so that normal academic activities could commence. “We are, however, concerned about some financial transactions that took place in the university and, in particular, the borrowing of N800 million from a commercial bank, which has remained a burden to the university,” Okorocha said. He announced that students of Imo State origin studying in IMSU shall be entitled to a scholarship of N100,000 each as against the subsisting payment of not more than N50,000 as fees by each student. “Appropriate benchmarks shall be set for acceptable performance and students who fail to achieve the set benchmarks each year, shall have the scholarship discontinued,” Okorocha said. http://naija-online.com/2012/02/imo-to-establish-three-new-varsities/ |
Beneficiaries of Chief Ikedi Ohakim administration’s 10,000 jobs have dragged Imo State government and the State Attorney General and Commissioner for Justice to the National Industrial Court. The beneficiaries, who are piqued by the manner they were sacked by the Rochas Okorocha’s administration, are seeking the intervention of the court in the matter. Apart from praying for an order reinstating them in their positions in the state public service and without loss of pay and seniority, the beneficiaries equally urged the court to order the state government to pay them N990 million as general and special damages for deprivations, humiliations, frustration, trauma and losses they suffered. Averring that their appointments were suspended and later declared defunct without due process, the claimants stated that there was no decision or judgment of a court of competent jurisdiction authorizing the state governor to suspend them or declare their appointments null and void. The claimants also averred that the governor lacked the prerequisite legal authority to suspend and/or revoke their appointments without recourse to existing Imo State Public Service Rules. Human rights activist Dr. Tunji Abayomi has said that the flawed 1999 Constitution is outdated, stressing that it came into force, following the promulgation of Decree 24 of 1999 by former Head of State Gen. Abdulsalami Abubakar. He spoke in Lagos at the meeting of the National Action Coalition (NACO) chaired by Dr. Tunji Braithwaite. Abayomi, who is contesting the governorship in Ondo State on the platform of the Action Congress of Nigeria (ACN), said what is required is a peoples’ constitution to replace the flawed document. He stressed: “1999 Constitution is a military constitution foisted on the country in a hurry by the military regime. From legal and legitimacy point of view, the constitution is problematic. We need a peoples’ constitution. People must come together to determine the terms of relationship. The man who is removing subsidy is a product of the poisonous constitution”. Abayomi said, since the foundation of this dispensation was laid on a false premise, it could only wobble on in decay. Urging the ethnic nationalities to unite for a Sovereign National Conference, he maintained that a national debate is germane to the future existence of the country. He added: “It is not government that gives a constitution to the people. It is the constitution made by the people that gives birth to a legitimate government. It is not the constitution that validates itself, but the process of making it”. Abayomi reviewed the state of the nation, contending that the Peoples Democratic Party (PDP) government has wrecked havoc on the country. He stressed: “There is no good school, no good hospital, no good road. India is now the citadel of our healthcare. People are dying of hunger. There is poverty of ideas, mind, resources, governance, and environment. “Soyinka said this is a wasted generation. I am now over 60. My generation has been consumed by that wastage”. At the meeting were the founder of Oodua Peoples Congress (OPC), Dr. Fredrick Fasehun, foremost legal scholar Prof. Ben Nwabueze (SAN), Prof. Akin Oyebode, Prof. Pat Utomi, Mrs. Amara Nwosu, Dr. Kalu Idika Kalu, Ife Oyedele, Dr. Lakin Akintola, Alhaji Shettima Yerima, and Collins Eselanwo,. http://naija-online.com/2012/02/1999-constitution-is-outdated-irrelevant-tunji-abayomi/ |
A spokesman for Boko Haram yesterday threatened that the group would soon launch attacks on Nigeria's mobile telecom firms for their alleged complicity & support to security operatives. In a phone chat with reporters in Maiduguri, a purported Boko Haram spokesman Abul Qaqa said Boko Haram would "soon launch attacks" on telecom operators and the Nigerian Communications Commission (NCC). The spokesman (whose identity has been disputed by Boko Haram & Security officials based on his alleged arrest) spoke in Hausa language. Boko Haram accused telecom firms of complicity with security agents in bugging the phones of members to track, disrupt and arrest them. "We have realised that the mobile phone operators and the NCC have been assisting security agencies in tracking and arresting our members by bugging their lines and and enabling the security agents to locate the position of our members," he said. "It was with the connivance with the mobile phone companies operating in Nigeria and the NCC that the security agents were able to locate Abu Dardaa and Kabiru Sokoto and arrest them," Qaqa said in the local Hausa language. The group has been notoriously known for using such medium to declare their intents including one which was issued before the killing of journalists sometimes last year and and another earlier this year. IBB denies Boko Haram link Former Military President Ibrahim Badamasi Babangida yesterday described as spurious and unfounded the allegation by Sheik Sani Haliru within the social media that he is one of the sponsors of the deadly Boko Haram sect. An interview posted on the social media network, purportedly granted by Haliru, alleged that the former military leader is one of the sponsors of the sect. The interview is entitled: “Shocking confessions of ex-Boko Haram who converted to Christianity”. In a reply posted on the same website, the ex-General’s spokesman, Mr Kassim Afegbua, said: “We have read and assimilated the effusions of a deluded mind by name Sheikh Sani Haliru, who for want of very cheap relevance decided to mention the highly respected name of IBB as one of the “sponsors” of what he called Boko Haram. From our first reading, we felt it would amount to giving undue relevance to a confused mind if we volunteer a response, but for our teeming supporters, associates and friends of IBB, for the price we owe history, we decided to offer this disclaimer.” Babangida denied knowing the man. He also faulted the interview, which he described as full of inconsistencies. The former military leader picked holes in the interview, citing the Sheikh’s claim that Dele Giwa died in suicide bombing, when, according to IBB, the former Newswatch Editor-in-Chief was killed by a parcel bomb. “We have every cause to believe that the interview was carefully scripted to convey the message intended and not one conducted under a question– and–answer basis. The responses of the said Sani Haliru attest to this fact. From that premise therefore, it will be save to conclude that the interview was structured by certain agents of government to satisfy pre-determined position,” the statement added. The statement added: “He talked about his fear of going to jail; why will a man of God be afraid of incarceration or jail, if the cause he is pursuing is truly altruistic? How could someone with facts about Boko Haram be saying that he is afraid the SSS will arrest him if he ventured those facts, when the whole world is patiently waiting to get a road map out of the Boko Haram pogrom? “There are also instances where third person narrative tenor is given to Sheikh Sani Haliru, thus making the whole exercise curiously misleading and utterly unconscionable to warrant any serious recognition.” http://naija-online.com/2012/02/ibb-denies-boko-haram-link-as-sect-threatens-mobile-phone-operators/ |
The Federal Government has said that Nigeria records 281,000 new infections of HIV/AIDS every year. This announcement was made yesterday in Abuja. However, the Director-General of the Nations Action Committee on AIDS, NACA, Prof. John Idoko expressed satisfaction with the progress made in the fight against the disease. Idoko disclosed that only 400,000 persons living with HIV/AIDS are receiving drugs out of about 3 million people currently infected, adding that about 1.5 million people are expected to be on anti-retroviral drugs. Speaking at the zonal consultations on ownership for sustainable HIV response, Idoko said that the irregularity in funding the NACA by donor agencies was because of the global meltdown in the past three years. "We have seen very significant progress in the fight against HIV and AIDS in Nigeria – more than 25 per cent HIV decline between 2001 and 2009. However, we still have very significant gaps," he said, "Nigeria has the largest burden of transmission of mother child of HIV in the world – 30 per cent with about 70,000 children born every year with HIV. These children hardly live to see their third birthday without treatment." Idoko also said that a lot needed to be accomplished in order to ensure a future free of HIV/AIDS. "If we are to transform the landscape of AIDS, it must remain high on the national and global agenda. We must move to a response that is long-term and sustainable-one that makes full use of the knowledge and resources developed over the past three decades, yet continues and respond to a changing world that is constantly influencing the future of AIDS." The NACA boss urged donor agencies to ensure regular funding of the agency, saying over 80 percent of their finance comes from them. The Economic and Financial Crimes Commission (EFCC) is to file amended charges against the former Minister of Works, Dr Hassan Lawal and some multinational companies standing trial for allegedly defrauding the Federal Government to the tune of about N75.5 billion. Meanwhile, the anti- graft agency has withdrawn criminal charges against one of the companies, NAIRDA Limited, its Managing Director, Hillel Gilboa and three others. In the case of NAIRDA Limited, the EFCC said it erroneously included their names in the 24-count criminal charges, but would now convert the company to a star prosecution witness. The former minister, who is standing multiple trials, was arraigned before Justice Bilikisu Aliyu of a Federal High Court, sitting in Abuja, for allegedly conspiring with some firms to defraud the Federal Government to the tune of N75.5 billion and, thereby, committed an offence contrary to section 17 [1] [a] of the Money Laundering [Prohibition Act] 2004 and also punishable under section 14 [1] of the same Act. NAIRDA Limited and its Managing Director, Gilboa, were listed alongside Dr Adeogba Ademola, Digital Toll Coy Ltd, Okala Philip Yakubu, Thahal Paul, Swede Control Intertex Ltd, Proman Vital ventures Ltd, PEB 04 Nig. Ltd and Lassa Ltd as co-accused. http://naija-online.com/2012/02/efcc-file-amended-charges-against-ex-minister-over-n75-5b-scam/ |
No fewer than 14 persons lost their lives at the weekend, following a motor accident which occurred at crusher, Felele, on the Lokoja-Abuja highway. An eye witness disclosed to the Nigerian Tribune that the accident involved a Toyota Hiace bus with registration number XD 579 GHA and a Mercedez truck with registration number XP 338 BEN . The source said most of the victims were travelling for the burial ceremony of their relations. It was further gathered that the accident happened when the Toyota Hiace bus heading towards Abuja dangerously overtook another vehicle and in the process, collided with the truck on the opposite direction conveying tomatoes from Katsina to the Southern part of the country, killing 14 persons on the spot. The Kogi State Sector Commander of the Federal Road Safety Corps (FRSC), Michael Olapade, who confirmed the accident, attributed it to dangerous overtaking. He said the deceased were occupants of the Toyota bus and that they were all dead before the FRSC rescue team could get to the scene, adding that the driver of the bus ran away. Michael said among the deceased were one female adult and 13 male adults, adding that the corpses had been deposited at the state specialist hospital and the Federal Medical Centre. The sector commander, while cautioning motorists on need to obey traffic rules, advised passengers to always prevail on their drivers to observe speed limits. http://naija-online.com/2012/02/auto-crash-claim-14-lives-in-lokoja-abuja-highway/ |

BY OUR REPORTERS LAGOS — AN early morning rainstorm, which began at about 7.10 am, yesterday, wreaked havoc in several parts of Lagos, killing 15 persons, destroying many houses, cars, electric poles and uprooting many trees. Among the dead were 10 children, who drowned at Shibiri Ekunpa area of Ojo when a passenger ferry conveying them to school capsized due to a gust of wind that assailed it. Also, two students of Goodness Comprehensive High School in the area were killed when the storm destroyed their school building. A teacher at St Gregory College, Obalende was reportedly killed by a mast that collapsed on him while four others were injured. Also, around Radio Nigeria, Ikoyi office, several trees were uprooted by the storm, which caused severe damage to some cars parked in the area. At Jakande Estate, Oke-Afa in Isolo Local Council, two persons were killed by a tree felled by the rainstorm. At Ejigbo Local Council Development Area, LCDA, over 100 buildings including Jakande Low Cost Housing Estate Primary School, Oke Afa Junior and Senior Colleges and the Area office of Ejigbo LCDA in Jakande Estate had their roofs blown away by the rainstorm, which lasted for about 15 minutes. The Third Mainland Bridge was also blocked for most of the morning as street light poles felled by the storm lay on the road, obstructing free flow of traffic. It took the intervention of men of the Lagos State Traffic Management Authority, LASTMA, to prevent motorists from running into the poles. At press time, a combined team of the police and LASTMA operatives was seen making efforts to clear the bridge of the debris caused by the storm to make way for free traffic flow. Reminiscence of the July 10, 2011 rainfall that killed scores of people and destroyed property worth millions of Naira, other local government areas equally hit by yesterday’s downpour include Ejigbo, Onipanu, Obalende and Lekki. The Lagos State Office of Public Defender (OPD) in Surulere billed to be inaugurated by Governor Babatunde Fashola today was not spared by the rainstorm as a section of its roof was ripped open. Also some Mega BRT bus stops on the ever busy road were destroyed while three Multi-media bill boards pulled down by the storm lay on the road. The situation led to traffic gridlock as traffic officials worked frantically to ease traffic. Wind travelled at 120 km/hr The winds from the storm reached about 74 miles (120 kilometers) an hour, the threshold for hurricane wind speeds, said Mary Iso, the Meteorological Manager of Murtala Muhammed International Airport, Lagos. Further inland, winds reached up to 40 miles (about 65 kilometers) an hour, she said. About two-thirds of an inch (about 1.7 centimeters) of water fell during the storm, which lasted about 15 minutes, Iso said. The Nigerian Meteorological Agency had previously issued warnings about the possibility of a storm coming through as the seasons begin to change in the nation, Iso said. Nigeria remains gripped by Harmattan winds, which carry sand from the Sahara Desert over Africa’s most populous nation. The country’s rainy season typically begins in several weeks. “Within a transitional period like this, we normally have erratic weather,” Iso said. The cause of the rain Another metorologist, Mr. Abayomi Oyegoke, with Nigeria Meterorogical Agency (NIMET), Oshodi, said the rain was not unusual in terms of scale and attributed the destruction to the wind. “The rain was not massive. When measured, it was 18.6 mm. It is not a massive rainfall. It is the wind that caused the destruction.” He said the rain came as a result of a micro scale system that developed over the Delta area, grew and propagated into the West towards Lagos. “In the process of that movement, another cold system developed around the inland of the South West. Because of the one coming from the Delta area, it invigorates and merges and became a massive system. This massive system now caused a downdraft. The downdraft was associated with the strong velocity of wind that led to the maximum wind gust that caused the destruction we witnessed today.” Lagos opens relief camp As of press time, the identity and total number of the victims were still being sought by the state government officials saddled with rescue operations. The General Manager of Lagos State Emergency Management Agency, LASEMA, Mr Femi Oke-Osanyintolu, who confirmed the incident said the state government was on top of the situation as rescue operation was ongoing. He added that in the interim, the state government has declared open the Agbowa Relief Camp, in Ikorodu suburb for all willing Internally Displaced People, IDP, for accommodation as part of measures to mitigate their loss pending permanent solution to their plight. Osanyintolu, added that the state government was working out a form of compensation for all the enumerated victims of the latest disaster. He explained: “As soon as we got the information in the early hours of the day, my men (LASEMA) rushed to the scene to save the situation from getting out of hands. Our early arrival saved the situation from recording higher casualties. “My men are also on ground at the other locations across the state where the ugly incident also occurred. It is quite unfortunate that Lagosians have to pass through this kind of natural disaster again after the July 10th, 2011 tragedy as a result of heavy rainfall. “I therefore, wish to assure Lagosians that government has put everything in place to ensure prompt response to any disaster in the state.” According to him, yet to be identified corpses had been deposited at the mortuary. The Shibiri mishap Unaware of what lay ahead of them, 14 school children had boarded the ferry which took them to school as usual. But tragedy struck at about 8 a.m when the ferry, which could not withstand the gust of wind capsized. The rescue team that raced to the scene was able to recover 10 dead bodies while four were brought out alive and they are currently receiving intensive medication in various hospitals. Disaster at Oke Afa About 200 families were rendered homeless as their roof tops and ceilings were completely pulled off by the wind which blew for close to an hour in some areas. Several buildings were partly damaged with some fences collapsed. Some vehicles’ windscreens were shattered by hard objects which fell on them. Residents of the area were greeted by a dark cloud which enveloped the atmosphere, followed by the raging wind which blew off their roofs, a situation that caused panic, as some of the residents rushed out of their apartments, for fear of collapse of their buildings. Commercial motorcyclists were not left out, as some of them took cover under a tree at Oja Bus-stop. But the unexpected happened as a roof which pulled off landed on one of them. He was rushed to the hospital in an unconscious state. Some students who were also running to safety were reportedly hit by a tree, which fell around the Low Cost Housing Estate public school, killing one of them in the process. Chairman of the Ejigbo Local Council Development Area, Mr Kehinde Bamigbetan, who visited the estate to assess the level of damage, said that work on the affected buildings would begin before the day ran out. Said Bamigbetan: “We are here to assess the damage and respond to the damage by restoring as much as we can within the shortest time. Our carpenters are already on ground and we are going to assess the situation, based on which we will look at the cost and try to respond to it”. A total of 100 blocks, he said were affected. Adding that work would first begin on buildings which had their roofs completely pulled off. But for those whose roofs were partially affected, vanguard gathered that they were asked to fix them themselves but would be compensated by the state government. Most of the affected occupants appreciated what they described as the state government’s quick response but expressed doubt on whether those partially affected would get compensated at the end of the day. A register for those affected was opened at the Landlord Association Civic Centre at about 1 pm and over 100 persons had registered as of press time. Bamigbetan, however, advised the victims to evacuate their properties to a safe place in the interim. As part of arrangement to assist victims, the chairman has directed the victims to register their complaints at a special centre opened by the LCDA within the estate with photographic evidence of their claims Also, Hon Omowunmi Olatunji Edet, member Lagos State House of Assembly, Representing Oshodi-Isolo Constituency II joined the council boss at the meeting and also expressed her sympathy assuring the victims of the state government’s support even as she commended the swift response of Bamigbetan to the situation. Some residents in Onipanu, Palmgrove, Fadeyi and other communities along Ikorodu, whose buildings were affected were seen salvaging some of their properties while others lamented the damage done to their belongings by the rainstorm. The beautification projects of the Lagos State Government were affected at the Iganmu garden as some of the storm uprooted some newly planted trees. Mrs Risikat Adeyanju, a resident of Okokomaiko in Ojo Local Government Area of the state also said no fewer than nine houses in the area were damaged by the rainstorm. http://naija-online.com/?p=100 |
