Education / JAMB 2019: JAMB Gives Verdicts On 2019 UTME by Wisdom58(f): 5:13pm On Jun 30, 2019
Dr Emmanuel Ndukwe, Chairman, Governing Board, Joint Admissions and Matriculation Board (JAMB), has described the process and the conduct of the 2019 Unified Tertiary Matriculation Examination (UTME) as credible.

Ndukwe’s appraisal was contained in the board’s weekly bulletin (Vol. 1, No 26) made available to the News Agency of Nigeria (NAN) on Sunday in Abuja.

He adjudged the exercise as the best in terms of administration and the level of technology deployed, even as he commended the Registrar, Prof. Is-haq Oloyede and his management team for delivering ‘credible and world-class assessment’.

The board chairman said that the delay in the release of results was deliberate, saying that it was meant to ensure that candidates involved in examination malpractices did not parade illicit results.

“The 2019 UTME was a remarkable exercise.

“I moved round to monitor the registration exercise across selected centres in the country with view to making sure that the policy of the Federal Government for creating access and equal opportunity to all candidates was not subverted,” he said.

Ndukwe also said that the tour around the computer-based test (CBT) centres was to ensure strict compliance with the government’s directives on the reduction of application and registration fees.

While describing the tour as rewarding and revealing, he said it afforded the examination body to take drastic measures against erring centres.
He added that the close monitoring and supervision by the board had exposed criminal syndicates who were involved in multiple registrations and other forms of infractions.

This, he explained, resulted in the delay in the release of results, adding that the thorough investigations carried out by the board led to the apprehension, prosecution and conviction of some of the criminals, to serve as deterrent to others.

The chairman also expressed satisfaction with the board’s complete change from analogue to digital and sophisticated regimen.

He said he was elated at the management of both human and material resources by the board, noting that JAMB had, in the last three years, remitted over N20 billion to the Federal Government coffers.

The Inspector-General of Police, IGP’s Monitoring Team has arrested an ex-chairman of the Peoples Democratic Party, PDP in Ethiope-East Local Government Area of Delta State, Dr. Kings Okpako as well as one Henry Ikechukwu over the alleged murder of an eighteen-year-old girl, Ogheneyerohwo Favour Sunday.

The suspects, who were arrested in Abraka community, were seen in a photograph hand-cuffed under the scorching sun by the police, who also denied them bail

The duo are currently being interrogated by the Police and the case have also been transferred to the Delta State Police Command, reports.

It was learnt that the IGP’s team tricked the ex- PDP Chairman that one of his properties was allegedly being sold and bought by unknown persons in the community.
By the time he showed up, the IGP’s team, who had already arrested Henry Ikechukwu, boyfriend of the deceased, rounded Dr. Okpako, a herbal medicine seller, up and handcuffed him with his accomplice.

The Delta State Police Command in a statement signed by the Police Public a Relations Officer, DSP Onome Onovwakpoyeya, disclosed that one of suspects, Henry Ikechukwu, 32 was tracked down and arrested on 28th June.

The Police also said one other whose name was not mentioned has also been arrested in connection with the alleged murder of the eighteen year old girl.
According to the Police, “On interrogation, he (Ikechukwu) confessed to have invited the deceased for an outing on 17th of June, 2019, from where he lured her and handed her over to a prominent chief in the same Abraka community, who gave him the assignment to get the deceased for him.

Philip Shaibu, the Deputy Governor of Edo State spoke on the recent election of presiding officers in the lower chamber and his conviction that the APC was on the right path with the choice of Femi Gbajabiamila as the Speaker of the 9th House of Representatives.

In this interview with a group of journalists, the former federal legislator, who represented Etsako Federal Constituency of Edo State in the House of Representatives between 2015 and 2016 before becoming the Deputy Governor, described as misconception the perceived rift between Governor Godwin Obaseki and APC National Chairman, Adams Oshiomhole. Dele Anofi was there.

According him ''His Excellency Godwin Obaseki and our National Chairman, Comrade Adams Oshiomhole, are best of friends. Oshiomhole is like a father to me and to the governor; he is a leader, brother and friend. And the National Chairman nicknamed the governor, “Goddie Goddie” and he is still the Goddie Goddie to the National Chairman. But sometimes, the teeth and tongue will fight but the ability to live together and move on is key. I can tell you there is no tension; it is just that there is this tendency to blow up little misunderstandings and create acrimony. I can beat my chest and tell you that it is not as bad as you see, especially in the social media because those small issues that came up have been taken care of.

We did promised that we were going to create jobs and we also promised that we were going to build on the foundation laid by Comrade Adams Oshiomhole, after a long neglect of infrastructure in our state. We also promised that we will enforce the rule of law and transform Edo from a civil service state to an industrial state.

But we also promised that we will never make noise about what we are going to do but we will leave it for the people to assess us. I can tell you; this has worked out for us.

When he was asked about the issues the Edo state house of assembly are having, he said

''Resolutions are actually advisory; but when you have a good relationship with the executive, they will not just be advisory but will be as potent as a law. But when you don’t have a good relationship with the executive and there is suspicion, mutual mistrust; every of your advice will be seen as trying to usurp the powers of the executive. When you have mutual trust there will be cohesion, He said.

President of the Senate, Senator Ahmed Lawan; his deputy, Senator Ovie Omo-Agege; Speaker of the House of Representatives, Mr Femi Gbajabiamila; Deputy Speaker, Mr Ahmed Idris, and 465 other lawmakers are set to receive at least N32.83bn  as welcome package, investigation has shown.

It was learnt that the lawmakers start receiving the money from Monday.

A member of the federal legislature management confirmed the development to one of our correspondents on the condition of anonymity on Saturday.

He had also yet to reply the text message sent to him as of the time of filing this report.

The welcome package comprises annual accommodation allowance, furniture allowance, and motor vehicle loan. It will also include the salaries and allowances of the lawmakers for the first month and the running or overhead cost for the first three months.

There was indication that the running cost might have been enhanced as each member of the House of Representatives might receive as much as N70m.

Although it could not be ascertained what a senator would receive, traditionally, senators are paid higher than the House of  Representatives members.  If a Rep receives N70m, a senator may receive up to N10m.

However, N32.83m is the summation of N70m into 469 places which is the total number of lawmakers at the federal level.

A source at the National Assembly confirmed to one of our correspondents that each Rep would receive N70m while another source confirmed that a senator would receive at least N70m.

The summation of the annual accommodation allowance, furniture allowance, and motor vehicle loan for either a senator or Rep is lower than N70m, thus indicating that the unofficial emoluments of the lawmakers may have been enhanced.

A senator collects N40.5m (for three months) for overhead as revealed by Senator Shehu Sani in the 8th National Assembly. The monthly salary and regular allowances of a senator is N1, 063,860.

As prescribed by the Revenue Mobilisation, Allocation and Fiscal Commission, a senator is entitled to N4,052,800 for accommodation (once a year) and a furniture allowance of N6,079,200 (once in four years). Should a senator desire, they are entitled to N8, 105,600 as motor vehicle loan.  These sum up to N59, 801,460.

A member of the House of Representatives, on the other hand, receives N30m a quarter for overhead or running cost. They are also entitled to a monthly salary and a regular allowance of N794, 086.83.

The accommodation allowance of a Rep is N3, 970,425 per annum while the furniture allowance is N5, 955,637 (for four years). Should a Rep desire, they can get a motor vehicle loan of N7, 940,850.50. These sum up to N48, 660,999.83.

Confirming the allowances and the scheduled payment, members of the parliament told one of our correspondents on the condition of anonymity that the payment was supposed to have been paid earlier than now.

The source added, “We have not collected anything. Up till now, I have not got one naira. I’m broke now and I’m looking for money.”

A senator also said they had not been paid.

“The car loan is about N7m. It’s different from the official car that will come later. The loan is just like an advance payment of our annual transport allowance.”

A total of N679.699 billion has been distributed as Federal Allocation for the month of May, 2019 between the Federal Government, State Governments and Local Government Councils.

The communiqué issued by the Technical sub -Committee of Federation Accounts Allocation Committee (FAAC) at the joint session held at the African House of the Kano State Government House after the 3rd Treasury Workshop and read by the Accountant General of the Federation (AGF), Ahmed ldris, said, that the Gross statutory revenue received is N571.731 billion which is higher than the N518.916 billion received in the previous month by N52.815 billion.

Revenues from Oil Royalty and Companies Income Tax (CIT) improved tremendously while Petroleum Profits Tax (PPT) decreased significantly. Import Duty and Value Added Tax (VAT), only recorded marginal increases.

The distributable Statutory Revenue for the month is N571.731. The total revenue distributable for the current month (including VAT and Exchange Gain Difference) is N679.699 billion.

Therefore, from the Net Statutory Revenue, Federal Government received N284.163 billion representing 52.68%; States received N187.605 billion representing 26.72%; Local Government Councils received N140.997 billion representing 20.60%; while the Oil Producing States received N40.436 billion also representing 13% derivation revenue.

The Cost of Collection, Transfer and FIRS Refund comes up to N26.498 billion.

Furthermore, the gross Revenue available from the Value Added Tax (VAT), was N106.826 Billion as against N96.485 Billion distributed in the preceding month, resulting in an increase of N10.341 Billion.

The breakdown of the distribution has the Federal Government receiving N15.383 billion representing 15%; the States received N51.277 billion representing 50% while the Local Government Councils received N35.894 billion also representing 35%.

The Supreme Court on Thursday dismissed a petition seeking to annul the primaries which led to the election of the only female Senator from the North, Sen. Aishatu Dahiru Ahmed (Binani).

Sen. Aisha won the Senatorial election for Adamawa Central District.

But a candidate, Abubakar Waziri (Bappa Waziri), who was defeated by Sen. Aishatu at the primaries of the All Progressives Congress (APC) filed a petition to disqualify the female lawmaker.

Waziri, who lost his case at the Federal High Court and the Court of Appeal, opted to try his luck at the Supreme Court.

Although Waziri secured four votes against Aisha’s 1,375 at the APC primaries, he asked the Supreme Court to annul the results of the primaries

The electoral commission said the primary election was fair and transparent leading to the emergence of Sen. Aisha as APC Senatorial candidate.

But Waziri asked the court to determine the following:

Whether, having regard to the relevant provisions of the Constitution of the Federal Republic of Nigeria, 1999 (as altered), the Electoral Act, 2010 (as amended) and the relevant provisions of the 1st Defendant’s (APC) Constitution and Guidelines; and the Regulations , Sen. Aishatu was qualified as a candidate.
The honourable Court ought to restrain the Defendants(APC and INEC) from relying on or using the purported results of the 1st Defendant‘s purported Adamawa Central Senatorial District primary election held on the 7th day of October, 2018 in Adamawa Central Senatorial District for the purpose of nominating the 1st Defendant’s Senatorial candidate for Adamawa Central Senatorial District in the forthcoming genera! election scheduled to hold on 16th day of February, 2019 or any other date as may be announced by the 2″ Defendant.
He sought some reliefs including: “A declaration that the 1st Defendant’s Adamawa Central Senatorial District primary election purportedly held on the 7th day of October. 2018 In Adamawa State in flagrant violation of the Constitution of the Federal Republic of Nigeria, 1999 (as altered), the Electoral Act, 2010 (as amended) and the relevant provisions of the Constitution of the 1st Defendant, the 1″ Defendant‘s Guidelines for the Nomination of Candidates for the 2019 General Elections and the Regulation for the Conduct of Political Party Primaries of the Independent National Electoral Commission is unconstitutional, unlawful, null and void.

“A declaration that it is ultra vires the 1st Defendant to hold and organize the Adamawa Central Senatorial District primary election held in Adamawa Central Senatorial District on the 7th day of October, 2018 without having given a prior 21-day notice of its primaries to the Independent National Electoral Commission (the 2nd Defendant) indicating that an indirect method of primary election shall be used and Without the democratic election of members of the Electoral college.
She urged the court to go ahead with hearing of the new suits.

The Peoples Democratic Party (PDP) on Thursday berated the Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu, for claiming that the commission was the most improved service institution in the country.

It said “in reality, it has become the most debased, degraded and corrupted institution, particularly with the rigging of the 2019 Presidential election.”

PDP insisted that the remark credited to Yakubu was an indication that INEC was the most debased and compromised institution in Nigeria.

In a statement by its spokesperson, Kola Ologbondiyan, the former ruling party said “making such reckless claims at a time Nigerians and the international community are in huge disappointment over the
irregularities, violation of rules, alteration of results and outright rigging that characterized the last elections, Prof. Yakubu has further confirmed that the commission under his watch is decadent and compromised.

“It is indeed outrageous that while Nigerians are hurting over the subversion of their mandate, the INEC Chairman, who ought to be apologizing is rather insulting their sensibilities with his provocative claims.

“Prof. Yakubu cannot claim that INEC under his watch is the most improved service institution when all indices show that it performed far below the bar in the 2019 elections.

“How can anyone in good conscience make such spurious claims when the massive irregularities that defaced the 2019 elections is responsible for the unprecedented 766 election petitions across the country as against 297 petitions filed in the 2015 elections?

“It is indeed an unpardonable affront on the sensibility of Nigerians for Prof. Yakubu to claim that this INEC that has become notorious for compromised voters register, missing ballot papers, alteration of results and inconclusive elections, is the most improved service institution in the country.

“Moreover, is it not completely preposterous for Prof. Yakubu to claim that INEC is the only agency which has offices in all LGAs and whose staff work exceptionally hard when there are many more agencies with offices in all the LGAs that engage in very tedious national assignments, even with far less allocation than INEC.

“What would the INEC Chairman say about an agency like the National Youth Service Corps (NYSC), which has offices in all the LGAs and yearly mobilizes thousands of corps members across the country yet without incidences of inconclusive mobilization or missing service materials?

The Lagos State Government Thursday filed an application seeking to present Mr. (SAN) as a witness in its trial of the suspected billionaire kidnap kingpin, Chukwudumeme Onwuamadike alias Evans at an Igbosere High Court, Lagos.

Prosecution counsel Mr Y. G Oshoala told Justice Adedayo Akintoye that Evans made a claim concerning Falana while testifying in a trial within trial which required clarification by the lawyer-activist.

A trial -within-trial is a mini trial conducted to find out, among others, if a defendant in a criminal matter made his confessional statement voluntarily or otherwise.

Oshoala’s application followed the resumption of proceedings in the fourth and fifth in a series of kidnap, murder and attempted murder charges brought against him by the Lagos State Government.

But only two charges are before Justice Akintoye. Three others are before Justices Hakeem Oshodi and Oluwatoyin Taiwo of the Ikeja High Court.

In the first charge before Justice Taiwo, Evans and three others – Joseph Emeka, Ugochukwu Nwachukwu and Victor Aduba – pleaded not guilty to a five-count charge of conspiracy to kidnap, kidnapping and attempted murder.

In the second charge, Evans is being tried alongside Joseph Emeka, Linus Okpara and Victor Aduba.

Oshoala made the application during trial on the second charge.

He told Justice Akintoye that during the trial within trial on January 16, Evans claimed that after his arrest in 2017, the police obtained a confessional statement from him under duress.

He said Evans alleged that Falana visited the police station where he was being tortured, but a Chief Superintendent (CSP) hid him in a toilet until the lawyer left.

The prosecutor noted that he needed to call the SAN as a witness “in the interest of justice.”

But Evans’ counsel Mr. R. B. Ekeh said he had yet to respond to the application, adding that other defendants’ counsel said they were not served with the application.

Countering him, Oshoala explained that “the issue came up during trial within trial of the first defendant (Evans), it therefore does not concern the other defendants”.

But Justice Akintoye upheld Ekeh’s argument and ordered that all the defendants be served, “those concerned will reply”.

Following this, the third defendant’s counsel, Mr S. E. Okeke, holding the brief of Mr J. C. Jiakponna, told the court that he had a bail application.

The third defendant is Mr Linus Opara.

Okeke informed the court that he had served the Medical Director of Kirikiri Maximum Security Prison, an order requiring the director to issue a medical report on Opara’s state of health.

New Juventus coach Maurizio Sarri has confessed to smoking 60 cigarettes a day.

The 60-year-old former banker is not only well known for his playing style but also his smoking habits.

He averages around four packets of cigarettes a day and he’s admitted it’s getting out of control.

“I smoke 60 a day, which is probably a few too many,” he revealed to La Nuova Riviera via Football Italia.



That works out at a whopping £1,400 every month.

“I don’t particularly feel the need to smoke during games, but straight afterwards it really is necessary,” he added. “I had back problems tormenting me for weeks, but I feel much better now.”

Sarri, whose signed a three-year deal at Juventus, accepts that he’ll have to win over some fans considering his ties with Napoli.

“I arrive with skepticism, just as I did with all my other clubs,” he said at his unveiling.

“I understand that, but I know only one way to change that and that is to win and convince while entertaining and getting results.

“For three years (at Napoli) I would wake up and think about how to defeat Juventus, because they were a winning team. I gave 110%, but we still couldn’t do it. I will now give everything for this club.”

Juventus mean business ahead of the new season.

Justice Inyang Ekwo of the Federal High Court, Abuja has dismissed a suit filed against the Speaker of the House of Representatives, Femi Gbajabiamila.

The plaintiff, Phillip Undie, had filed the suit on May 21, 2019, asking the court to sack Gbajabiamila as a member of the House of Representatives and disqualify him from contesting the leadership of the lower legislative chamber.

Undie had claimed that Gbajabiamila was convicted by the Supreme Court of the State of Georgia in the United States of America in 2007 for fraud and dishonesty and therefore, was not qualified to be elected a member of the National Assembly and a Speaker of the House of Representatives.

On June 14, 2019 Undie’s lawyer, Akeem Olasupo announced his withdrawal from the case, marked: FHC/ABJ/CS/539/2019.

Gbajabiamila’s lawyer, Femi Adedeji, queried Olasupo’s decision to withdraw his appearance without withdrawing the case.

Lawyers to the other defendants did not oppose Olasupo’s withdrawal as plaintiff’s lawyer, but noted that he ought to have withdrawn the case too.

In a ruling on Tuesday, Justice Ekwo granted Olasupo’s request to withdraw from the case, but noted that: “The plaintiff’s counsel withdrew from the case, but he did not withdraw the case, meaning the case is still before this court,” and adjourned till June 17, 2019.

At the resumed hearing of the case, a new lawyer engaged by the plaintiff, S.D Okoro adopted a notice of discontinuance of the suit filed by the plaintiff and prayed the court to strike out the case.

Gbajabiamila’s lawyer, Adedeji did not oppose the plaintiff’s decision to discontinue the case, but argued that, since parties have joined issues, with the defendants filing counter processes, the appropriate order for the court to make was that of dismissal.

Adedeji also urged the court to grant the cost of N1million against the plaintiff.

He also prayed for a cost of N1m to be awarded against the plaintiff.

Ruling, Justice Ekwo said: “On the last day of hearing of this case, Mr. Okoro appeared for the plaintiff, but there were no processes before the court, showing that there was a change of counsel.

“Today (June 24, 2019), I take notice of a process titled ‘change of counsel’ by Mr. Okoro dated June 20, 2019.

“Therefore, I am satisfied that Mr. Okoro has authority to represent the plaintiff in this case and therefore, entitled to conduct the case in accordance with the law. Now, Mr. Okoro has adopted the notice of discontinuance, dated June 17, 2019 and this is happening after issues have been joined in the substantive matter. Mr. Okoro is praying that the matter be struck out.

In 2003, the Olusegun Obasanjo administration liquidated Nigeria Airways, the government-owned national carrier, because it had failed as a business.

However, succeeding administrations and aviation stakeholders feel the country needs a flag carrier to market itself globally.  Based on need, administrations after Obasanjo’s have made efforts to set up a national air carrier.

The history of a national airline began in 1958 with the establishment of defunct Nigeria Airways Ltd. The company was founded by the Federal Government after the dissolution of West African Airways Corporation (WAAC).

It retained the name, WAAC Nigeria, until 1971 when it was rebranded Nigeria Airways, the name it had until it wound up in 2003.

Nigeria owned 51 per cent of shares in the company up to 1961 when it boosted its participation to 100 per cent and made it the national carrier.

At the time of dissolution, the airline’s headquarters was at Airways House in Abuja..

It concentrated operations at Murtala Muhammed International Airport, Ikeja, and engaged in domestic and international operations.

Its international destinations were mainly in West Africa. The airline also had points in Europe, North America and Saudi Arabia.

The airline was managed by a number of foreign companies, including British Airways, the Dutch company, KLM and South African Airways.

Plagued by mismanagement, corruption and overstaffing, the company  had a debt of 528 million dollars and poor safety record at the time of liquidation.

It had one aircraft flying domestic routes and two leased aircraft for  international operations. Nigeria Airways was succeeded by Virgin Nigeria and its ground facilities were taken over by Arik Air, a local private operator.

After assuming office in 2015, President Muhammadu Buhari set up a committee headed by the current Rector of Nigerian College of Aviation Technology (NCAT), Zaria, Mr Mohammed Abdulsalam, to establish a national carrier.

In August 2018, the proposed carrier was unveiled by the immediate past Minister of State for Aviation, Sen. Hadi Sirika, during the Farnborough International Air Show in London as Nigeria Air.

The unveiling was after the transaction advisers completed the Outline Business Case (OBC) Report and the Infrastructure Concession Regulatory Commission reviewing and issuing OBC Certificate of Compliance.

The Osun State Government has said that it did not receive Paris Club Refund from the Federal Government, saying that such refunds were always made public by government.

The denial followed a protest on Tuesday by retirees in the state, under the aegis of Forum of 2011/12 Pensioners in Osogbo, the state capital.

The protesters alleged that the state government had collected the Paris Club refund and refused to pay their entitlements.

Mr Adeniyi Adeshina, Chief Press Secretary to the State Governor, Gboyega Oyetola, in a press statement said the state had not collected any Paris Club refund, NAN reports.

“It is absolute falsehood for any group of people to be claiming that some amount of intervention fund has been made available to Governor Adegboyega Oyetola-led administration.

“Paris Club refund or any refund in any form, is never secretly disbursed.

“Such payments are publicly announced and Oyetola at inception of his administration promised to run a transparent government.

“He is not going to renege on this,” Adeniyi said

The News Agency of Nigeria (NAN) reports that pensioners in Osun staged the protest to demand 15 months pension arrears owed to them , as well as gratuities of retirees from 2011/12 till date.

Head of the Pensioners, Mr Yemi Lawal, claimed that they had information that the state government had revived N6.3 billion Paris Club Refund and insisted their entitlements must be paid before the money was diverted.

A Federal High Court sitting in Abuja has deferred hearing on fundamental right enforcement suits filed by the former Senate President, Dr. Bukola Saraki.

Saraki had filed the suits to stop the Economic and Financial Crimes Commission, EFCC, from re-opening investigation against him.

The suits were originally scheduled for hearing on Monday (today) but were however, adjourned till July 2 to await the outcome of a petition the EFCC lodged against Justice Taiwo Taiwo who is presiding over the matter.

The anti-graft agency had in a petition it sent to the Chief Judge of the High Court, Justice Abdul Abdul-Kafarati on May 21, accused Justice Taiwo of being biased against it.

In the letter that was personally signed by EFCC’s Acting Chairman, Ibrahim Magu, the agency, decried that the Judge had on May 9 and 14, granted two different ex-parte orders that restrained it from continuing its investigations against both Saraki and the erstwhile governor of Imo State who is now in the Senate, Rochas Okorocha.

Consequently, the EFCC prayed the High Court CJ to transfer the two suits that were separately lodged by Saraki and Okorocha, to another Judge for hearing.

At the resumed proceeding on the case on Monday, Justice Taiwo adjourned the planned hearing to await the outcome of the petition against him.

The Attorney General of the Federation, AGF, had through the Solicitor General of the Federation, Dayo Apata, filed a counter-affidavit for the suits to be dismissed as lacking in merit.

Similarly, counsel to the EFCC, Chile Okoroma, equally queried the competence of the suit, adding that the anti-graft agency had also filed processes to oppose it.

Justice Taiwo had directed all the parties to exchange filed processes to enable the court to proceed to full blown hearing of the matter, before the petition was entered against him.

Other respondents in the matter include the Department of State Services, the Inspector-General of Police, the Independent Corrupt Practices and other related offences Commission, and the Code of Conduct Tribunal.

Saraki had on the strength of an ex-parte motion he filed alongside the two suits, secured an interim order that stopped the anti-graft agencies from probing or seizing his assets.

The court directed that all the respondents should maintain status quo, pending determination of issues the Application raised before it in the suit marked FHC/ABJ/CS/507/2019 and FHC/ABJ/CS/508/2019.

Justice Taiwo said he was minded to grant interim reliefs to Saraki to avert a situation where the court would be faced with a situation of fait accompli.

He held that granting the order was in line with a settled principled of law that once a suit was filed, all parties to it must refrain from taking any action capable of rendering the matter. nugatory.

The Judge maintained that the law permitted such an application to be granted in a situation where the applicant would likely face “hardship” between the time of serving processes in the suit on the Respondents and hearing and determination of the case.

“By the provision of Order 4(3) of the Fundamental Rights Civil Procedure Rules, 2009, the court may, if satisfied that the applicant may be caused hardship before the service of an application where liberty or life of the applicant is involved hear the application ex-parte upon such interim reliefs as the justice of the application may demand

“There is no doubt that in making the interim reliefs or orders, the court is guided even in its exercise of its discretion judicially and judiciously applied by the law and statues.

“Here comes in the rules and of course Constitution of the Federal Republic of Nigeria.

“I am of the view, after due consideration of the aforesaid averment, that this court ought to make the order being sought by the applicant pending the hearing and determination of the originating motion on notice.

“To do otherwise and not to restrain the respondents by asking them not to stay action will result in the court being faced with a fait accompli”, Justice Taiwo held.

However, the EFCC had since dragged the Judge before the National Judicial Council, NJC, accusing him of attempting to prevent it from performing its statutory function.

The Nigeria Police Force (NPF) has finally released a list of candidates shortlisted for its 2019 recruitment.

This was disclosed on the official website of the Police Service Commission (PSC).

The force advised shortlisted candidates to check their email accounts to confirm that they have been shortlisted for the screening exercise and also to confirm the date, venue and time for screening.

According to the PSC, the screening of shortlisted applicants for recruitment into the Nigeria Police Force as Constables will begin on Monday, July 1, 2019, in the 36 States of the federation and the Federal capital territory Abuja, Nigeria’s capital.

The statement reads: “The screening of shortlisted applicants for recruitment into the Nigeria Police Force as Constables will begin on Monday, July 1, 2019, in the 36 States of the federation and the Federal capital territory Abuja.

“Already letters of invitation to successful applicants are currently being sent to the email accounts used by applicants when they applied.

“Applicants are required to check their email accounts to confirm that they have been shortlisted for the screening exercise and also to confirm the date, venue and time for screening.

“All relevant information concerning the recruitment exercise are contained in the letters of invitation.

The Oyo State chapter of the All Progressives Congress (APC) has advised President Muhammadu Buhari to consider experience and competence as major factors in the selection of his new cabinet ministers.

The party, in a statement by spoke its State Publicity Secretary, Dr Azeez Olatunde, said there was no room for ministers who will start learning in the job given the magnitude of work before the APC government at the federal level at present.

Olatunde explained that the Eighth National Assembly constituted itself to opposition, and thereby drew the hands of the Federal Government back several miles in its effort to bring about the change it promised and for which Nigerians voted for the APC candidates in 2015.

He added that the issue of insecurity currently requires urgent attention as it has also impeded the efforts of the government to ensure that the country produces the food its citizens eat.

He said: “What we believe that President Buhari should consider is that the change for which the APC was ushered in has not been fully met given the fact that we are our own enemy, courtesy of the Eighth National Assembly which turned itself to opposition. We feel that we have lost good grounds in meeting the yearnings of the people. As a result, the 2019 mandate is like a kind of respite to cover the lost grounds in the first tenure.

“By the virtue of this, the president will need very experienced and seasoned personnel with a lot of accomplishments they can call on. This is because right now, we have a huge security challenge which has to be tackled immediately.

“Two, there can’t be any development without constant power supply. Three, we challenged ourselves as a government and nation to produce what we eat but insecurity on farmlands has hindered that somehow. So, it has to be tackled headlong.

“These call for people that are experienced and who have the wherewithal for the immediate need of Nigeria. We don’t have time for people that will start learning on the job. We need people who will hit the ground running immediately they are sworn in.

“The patience of Nigerians can’t be tasked for too long. We will soon be in another election campaign. So we need a lot of accomplishments in the first two years. Roads, rails, power and agriculture have to be fixed along with insecurity and spiral unemployment. That is what will cast the APC in a better reputation.”
