For massive constructions like this, you can't falsify the govt approval, because the govt agencies themselves move around to physically inspect any new construction e.g. LABSCA, MOE, Physical planning, Safety Agency, etc.
What happens is that, the govt agencies actually give these permits, and they are authentic. But later still turn around to demolish.
The reason? State sponsored land grabbing , where powerful omoniles just take people's lands and demolish their houses, except you pay whatever amount they demand, they use a combination of touts, police and the same govt agencies to raid and intimidate home owners. No matter how authentic your papers are, they must take your land.
Initially, people thought the only security against these things was to ensure you get authentic papers. But that has been proven to be a fallacy. In Lagos, the govt itself is actively involved in land grabbing as a means of settlement of political benefactors. After the last elections, they used people's lands and houses to "settle" certain political Omoniles.
