That was not what happened:
The woman and the man stuck a rapport at the airport, and when the flight was cancelled opted for the same hotel room when the hotel said it would pair passengers (of the same gender). But the woman said said she wanted to be in the same room with the man.
They had consensual intercourse multiple times.
However, during breakfast the next morning, they had a disagreement which resulted from the phone call the man received from his wife.
The woman became vengeful and decided to deploy the usual tactics of screaming "rape"!.
Ask yourself, they did not agree to give you your own room, and you couldn't request a co-female as room mate?

You made sense initially on the aspect of it being consensual.

Back to the issue, I think the law criminalizes infidelity because it is spiteful and spite could lead to violence and breakdown of law and order...not because it doesn't recognise that the act itself was consensual, but in law, humiliation is a crime... You know the person is married, but you just want to spite the partner... And if that person reacts, not because he so much even loves or values the partner, but to show you can't humiliate him, there will be chaos in the society.

There are other valid means of identification like NIN which is almost free and voters card PVC which is entirely free that a person can use, international passport is strictly for travels. And if you can afford the cost of travel, you should afford that for passport.
