I think u forget the fact that they 'd abandoned the Naira for Dollar for easy carriage,hence the reason Farouk was paid in $$$.Even ur President offered the SNG T-fare in $,remember? The job of the CBN is to monitor and encourage the Naira culture and to fight corruption or build roads or give u portable water like u stated. Hence,this CBN policy is to discourage the use of Dollar to save the declining value of the Naira being cause by the "Dollarization" of the Nigeria Economy.
Note,the names u mentioned above,they have the money and would always want to move it easily.And since the $ makes it easier for them,they go for it. But with the 5k denomination,they would stick to the Naira,and that becomes a plus.
I hope u'll try to see the picture differently. The Policy is actually about the Value of the Naira.

For me,I dont see how this policy encourage or discourage corruption because Naira or $,they still share the money,but it pays the economy when they share in Naira...(my thought).

“They” in this title refers to all the defense men, the pen-brandishing king’s men, the unrelenting, self-appointed applauders, the cozy and established, comfortable, myopic and collective children of corruption, the distant crowd of Presidential addicts, the any-government-in-power cinema crowd of Nigeria, who seem to be in competition among themselves to achieve the favours of President Goodluck Jonathan.

This army of sponsored and self-appointed sycophants is so diverse; many of them don’t even know why or how they should defend the President and neither do they understand, or “give a damn” about, the views or complaints of Nigerians.

The clear danger to public affairs commentary is that we have a lot of intelligent people initiating stupid clichés and too many unintelligent persons wasting public funds occupying offices established to lend relevance to these thoughtless clichés. Hold on. I don’t want to be misunderstood. I am not saying nobody should defend the Nigerian President. I’ve spent some time understanding that social maxim: “He who pays the piper calls the tune”. Public position comes with its own share of sycophancy and grovelling. But the defending, praise singing, “Special Advisers” and “Senior Special Assistants” crowd of the Jonathan regime must be guided by facts.

Let us gather our well rounded stones. I have spent all my life as a Nigerian. I have watched the leadership of this country since I was capable of understanding such things. I can write a whole book on the Occupy Nigeria movement, but you won’t get to read that until much later. I am certain that some government people will not buy the book if it gets written. Well, your choice. What I can state, for now is, that President Jonathan and his praise singers grossly misunderstand Nigerians. They think Nigerians are unfair to them. They criticize Nigerians as “ignorant”. They accuse everyday Nigerians as mischievous. And when Nigerians dare to protest, they simply attribute it to the work of the opposition parties. How unfair!

The House of Representatives Committee on Banking and Currency says it will invite the Central Bank of Nigeria (CBN) to clarify its position on cashless policy.

Rep. Jones Onyereri (PDP– Imo), the Chairman of the committee, made this known at a press briefing in Abuja on Wednesday, said the bank would also clarify the issue on the planned introduction of N5, 000 notes in the country.

"The House Committee will invite the management of the CBN in an effort for the committee to know whether the bank is still pursuing the cashless policy,

"And if it is how this higher currency note complements the cashless policy or if it contradicts the cashless policy, what are the next steps.

"We believe that Nigerians deserve to know whether there is a short, mid-term and long-term strategy that will bring any benefits to the system as a result of this introduction.

"The intervention of the house is to ensure that due process is followed and the rule of law adhered to.

"We assure you that we will also be mindful of the effect of this or any other banking policy on the ordinary citizens," he said.

Onyereri enumerated factors that would ‘’be key to our consideration" including cost of implementing the policy to government, the inflationary trend, devaluation implication and cashless policy derivative.

He said that the committee had not received any information from the CBN on its plan to introduce N5, 000 notes in the economy.

"Whereas we fully respect the separation of powers enshrined in the constitution and the CBN’s autonomy as provided by the Central Bank Act 2007 as amended as well as the Banking and Other Financial Institutions Act.

ACTION Congress of Nigeria and the Congress for Progressive Change on Thursday lashed out at President Goodluck Jonathan for the non-prosecution of his Senior Assistant to the President on Public Affairs, Dr Doyin Okupe.

Both parties accused the President of encouraging corruption.

The Benue State Commissioner for Works and Transport, Benjamin Ashaver, had on Wednesday said the state had reported Okupe to the Economic and Financial Crimes Commission.

Ashaver stated that the presidential spokesman had yet to return N635.7m to the state government for the “shoddy job” done by his company, Value Trust Investment Limited, eight years ago.

The EFCC spokesman, Wilson Uwujaren, told one of our correspondents last week that he was not aware of the case against Okupe.

Government of the State of Osun has described as mere hogwash the protests by former dismissed Governor Olagunsoye Oyinlola against the appointment of Nobel Laureate, Professor Wole Soyinka, as the Chairman, Centre for Black Culture and International Understanding (CBCIU).

Aregbesola had, last week, approved the appointment of Soyinka as the chairman of the centre, an appointment that was kicked against by Oyinlola, claiming the sole ownership of the centre.

A statement by the Director, Bureau of Communications and Strategy, Office of the Governor, Mr. Semiu Okanlawon, stated that Oyinlola’s claim that the CBCIU does not belong to Osun is the most despicable comment to have emanated from him.

If the centre does not belong to Osun, the statement queried: “How was the law that set it up passed? How has it been funded since its establishment?”

According to the statement: “Just in case Oyinlola has forgotten, he delivered a speech on Wednesday January 7, 2009 at the commissioning ceremony of the centre, where he stated as follows:

“As you all may be aware, we have taken delivery of the archival materials which is (sic) forming the nucleus of this centre. No president of the Federal Republic of Nigeria has gotten away with so much glib talks and platitudes like President Goodluck Jonathan.Even the military rulers like Generals Ibrahim Babangida and late Sani Abacha did not have anything on a platter of gold.Nigerians ensured that their regimes were under constant scrutiny and pressure with protests and agitations for a return to democracy .In spite of President Olusegun Obasanjo’s experience and mastery of statecraft , the people were not fooled as his attempts to pull a fast one on Nigerians and extend his regime was swiftly detected and foiled by alert Nigerians.When the cabal under the late Umaru YarAdua chose to hold the nation to ransom, Nigerians rose to the occasion and checkmated them, a struggle which paved the way for Goodluck Jonathan to emerged first as acting President and now as President.

But the nation appears to have virtually gone to sleep and Jonathan his having his way despite evidence of multiple blunders which the regime ought to be made to account for. He told us he had no shoes and Nigerians fell for him with uncritical sympathy.He promised to give us “fresh air”.We now know better. Let it be known, we are not seeking his ouster through any undemocratic means.But this president needs to be honest and address Nigerians on national issues with utmost frankness and transparent statesmanship. Here is the proof:Jonathan visited the Niger Delta in the process of seeking solution to the Militancy which affected the region and forced oil production down. But he has failed to visit Maiduguri and Yobe states that are at the heart of the Boko Haram insurgency thus far. Worse still. In his last presidential broadcast ,he gave some specious reason about the Maiduguri airport not being in good condition and all that. But Nigerians know that airlines fly into Maiduguri airport. Even more, one of the first trips of the new National Security Adviser,Sambo Dasuki was to Damaturu,Yobe State.How could an NSA be able to reach such ‘danger zone’ and a commander -in -chief is having problems visiting.It is a failure of strategic thinking by the Jonathan handlers.He has an opportunity to be a hero who saved Nigeria, but his indecisions may be his regime’s undoing.History may be very unkind to him if this problem lingers and a civilian successor in the years ahead succeeds in taking bold decisions that will ensure peace.Jonathan is letting a golden opportunity of play the true Nigerian hero slip by.He needs to be woken up from his presidential slumber.

Being a C-in-C gives such person the power to take decision that protects his people and not begging/intimating oppositions for advise or even pointing fingers at them...if you cant handle it, simply quit.

Former Minister of the Federal Capital Territory, Nasir Ahmad el-Rufai, has responded to a sharp rebuke by Doyin Okupe, President Goodluck Jonathan’s Senior Special Assistant on Public Affairs. In a recent statement, Mr. Okupe, who is a medical doctor, berated the former for constantly describing the Jonathan administration as a failure.

In a statement released today, Mr. el-Rufai’s media advisor, Muyiwa Adekeye, stated, “After the needless drama at the Lagos airport when the SSS tried to truncate his trip abroad, Malam Nasir el-Rufai was greeted at his destination with evidence of further misguided action by the Jonathan government. That was the spectacle of the recycled Dr. Doyin Okupe providing a specious political thesis that confirms the crisis of thoughtlessness in government. Dr. Okupe asked that critics of the government should tell it what to do, wrapping his defense of incompetence around a false patriotism.”

Mr. Adekeye’s statement continued: “It bears repeating that the duty of patriots is to stand up for their country, not necessarily for its government, especially one as uninspiring as the incumbent. Had more patriots stood up in Nazi Germany and Apartheid South Africa, millions of lives would have been saved. Service to one's country includes being able to acknowledge when the responsibilities of office seem beyond the ken of its government.

The federal government is failing to tackle terror, kidnapping, armed robbery and other forms of insecurity.

It is right that it be held to account for these failures. The best response the government can give its critics is performance, not cheaply questioning their patriotism. The Jonathan government cannot outsource to others the duty to provide good governance and the quality of leadership that can inspire the country.


The former minister, who is now a top member of the Congress for Progress Change (CPC), also stated that he and the likes of Pastor Tunde Bakare worked hard to ensure that Mr. Jonathan became acting President during the prolonged hospitalization of then President Umaru Yar’Adua, now deceased. The statement noted that Mr. el-Rufai’s support for Jonathan’s ascension as acting president was borne out of sheer patriotism. “It was the patriotism of many citizens in the Save Nigeria Group, including Pastor Tunde Bakare and Malam Nasir el Rufai, that helped make Goodluck Jonathan acting president against the machinations of the Yar'Adua cabal,” the statement argued. “It was the patriotism of citizens, expressed in the discourse and agitations against fuel subsidy removal that exposed the trillion naira subsidy scam.

Better still, it was the patriotism of these citizens that pressurized (sic) the government to reluctantly indict their friends and financiers that were found wanting by the National Assembly probe into the worst corruption saga in our checkered history.”

Mr. el-Rufai’s spokesman suggested that the Jonathan administration was bereft of ideas. “When the government is not begging the opposition for ideas, it is busy trying to cocoon clerics. Nothing stops priests from caring about the conditions of living of those to whom they provide moral and spiritual leadership. And their status as priests neither abrogates their citizenship nor constrains their right to free speech. Tunde Bakare is not the first priest to perceive his responsibilities as embracing a concern for his country's fate. He is following the illustrious examples of the Reverend Martin Luther King in the pursuit of civil rights in the United States, and Bishop Desmond Tutu in fighting racism in South Africa. The courage of these clerics helped make their countries freer and more equal, and the world, a better place.”

The former minister blasted Mr. Okupe, a recently appointed presidential aide, for excessive enthusiasm. The statement accused the presidential aide of seeking “to impress in his new job.” It then cautioned him to serve the president “with fidelity to history, and cease calling patriots that stand on principles his brothers just so he can smear them.” The statement added: “If the Jonathan administration wants El-Rufai to provide them a manual on governing Nigeria, they should do so nicely without violating his civil rights, harassing him incessantly or suggesting that the man wants to run for an office now being desecrated by an occupant who blames everyone but himself for his zero performance.”

Nigerian security and anti corruption agencies have been alerted on the Massive mismanagement of multimillion dollars account of the Bilateral Air Service Agreement(BASA) by the top management of FAAN and the Minister of Aviation, Princess Stella Oduah. According to officials of a coalition of civil society Organisations – Whistleblowersmonitors inc , in a petition to the EFCC and the Commissioner Special Fraud Unit (SFU),Nigerian Police, the fraud which was reported by one of its affiliates indicated that $76 million has been spent without approval of relevant authorities of government on projects which were not approved in the national budget. The petition stated interalia ”This amount which is in excess of N11billion has been spent over different contracts awarded by the Minister of Aviation Mrs. Stella Oduah and the Managing Director of FAAN Mr. George Uriesi without following due process, no approval of the Bureau of Public Procurement (BPP), no due process certificate issued, and no federal Executive Council approval. These spending were neither budgeted nor appropriated in the 2012 Budget passed by the National Assembly (copy attached), had no Federal Executive Council Approval and did not comply with the spending limits allowed by the delegated financial authority of the Government”.


Under the law, the procedure for accessing and spending from the Bilateral Air Service Agreement (BASA) fund required that any expenses from this fund must be budgeted in the annual budget, appropriated by the National Assembly and approved by Mr. President. Unfortunately, since the resumption of Mrs. Stella Oduah and Mr. George Uriesi as Minister of Aviation and Managing Director of FAAN respectively, this has not been done. Today, over $76million and another $13million have been diverted to various projects without following due process and the laid down procedures in the Bureau for Public Procurement Act. These contracts were neither publicly advertised nor contained in any of the Federal Government’s Tenders & Procurement bulletins.


BACKGROUND HISTORY

As at 2006, the BASA fund held in the CBN was $86,202,875.02 however by 2010 this amount had dropped to $76 million. The unfortunate thing is that between 2010 and April 2012, the $76 million fund had simply vanished. Rather than apply the money to verifiable physical projects, the money is being shared and used to pay for unbudgeted pseudo claims, expenses and unapproved projects. For instance in February 2010 or thereabout $6 million out of the balance standing to the credit of the BASA fund was claimed to have been used to pay Hydro Air Cargo for damages to its aircraft when it landed at the Murtala Muhammed International Airport in November 2003. The real truth however is that this money was only taken out using Hydro Air Cargo as an excuse for the money to be shared by the Managing Director of FAAN and top officials of the Ministry of Aviation.


In order to confirm the veracity of this petition, the SFU is urged to investigate into the following:


1. Why was the claim by Hydro Air Cargo for the damage to its aircraft not referred to FAAN’s insurer by the management of FAAN for settlement?


2. Has FAAN not been paying its insurance premium to allow it enjoy full indemnity for the accident of Hydro Air Cargo?


3. Investigate the insurance premium schedule of FAAN.


4. Request for all documents relating to the claims made that $6 million was paid to Hydro Air Cargo

Any body calling on the president to go is doing a good thing.Calling him to resign is patriotic call.Those who are saying this do not hate him.Those who are calling on him to go home are doing him favour.They wnat him to change his tactics.They want him to change course and do the work he was elected to do in the first place.One of the duties of any president anywhere in the world is the security of his people and his country.
Jonathan is the one calling on people to tell him to go home. How? Through his actions and his deeds.It is often said that the way the animal runs determines the way the hunter shoots.He has paved the way for people to be calling on him to resign from office as he refused to show the will power necessary to govern a country like Nigeria. People are dying everyday in today's Nigeria. This is unheard of.Let's call a spade a spade and not by any other name.
Let the president take a step of faith in dealing with Boko-Haram and its twin sister,the corruption in the land instead of giving excuses of people trying to frustrate his administration, after he is the Commander-in-Chief and has all the power to call the shots. It's often said "Shoot for the moon,even if you miss it you will land among the stars. At least the president must be seen as doing something to assure Nigerians that he is on course. Let him show courage where it's necessary. Let's put tribal sentiments apart for a moment and tell the truth to those in power. Let the president show real courage as opposed to this lukewarm attitude that is the order of the day.If he is not going to protect Nigerians,what then is he doing in Aso-Rock? People died yesterday.They were not criminals,but innocent people.Some are still going to die today if urgent steps are not put in place to stop the bombs from falling down like rain from heaven.It could be me.It could be you.It could be anybody.Tell this president to make hay while the sun shines.Time is not realy on his side.Nigeria is sliding into chaos and anarchy. Should we continue to pray and expect God to rain Counter Terrorism acts from heaven?
So,if the president is not going to perform and protect Nigerians,any call for him to resign from office is a patriotic call.

The Lagos State Government has insisted that its prohibition of the activities of the National Union of Road Transport Workers, NURTW, members in bus stops and garages, will not be reversed, even as confusion trails the ban
The government has also given a 90-day grace to commercial transport operators in the state to re-register their vehicles.

Disclosing this at a meeting held at Alausa, Ikeja, with the executives of the NURTW, Road Transport Association in Nigeria RTEAN, Motor Cycle Operators Association of Lagos State MOALS, and All Nigerian Auto Bike Commercial Owners and workers Association ANACOWA, the State Commissioner for Transportation Mr. Kayode Opeifa, said the government recognised the need for operators to organise themselves into union but government will not allow members of the unions to collect money from operators on the high way.

Opeifa noted that government will create a new data base to aid easy identification of each owner of the vehicle, driver as well the vehicle conductor, urging the union executive to take full charge of the motor parks rather than convert bus stops into Motor Park thereby constituting traffic gridlock on the roads.

The Senate on Sunday said any Senator that tavels with the Minister of Aviation, Mrs. Stella Oduah, on her proposed three-nation tour would not be representing the upper arm of the National Assembly.

The Chairman of the Senate Committee on Information and Media, Senator Eyinnaya Abaribe, made this known in an exclusive interview with one of our correspondents in Abuja on Sunday.

“If any senator is there, he is there on his own and he cannot commit the Senate in that respect,” Abaribe said.

The aviation minister, our correspondents learnt, was said to be planning a foreign investment road show to China, the United States and Canada.

Nigerian telecoms company, Globacom, is making a buzz with its decision to sponsor the 2012 edition of the Wole Soyinka Prize for Literature in Africa, worth $20,000. The award, instituted in honour of Nigerian literary giant Soyinka, black Africa’s first winner of the prestigious Nobel Prize for Literature (1986), was launched in 2005 and it is in its fourth edition. The Globacom sponsorship is good news for the literary circle in Africa because it is likely to ensure that the award is sustainable in the long term. The company should, therefore, be applauded for the gesture.

At the event organised in Lagos this week to announce the company’s support for the award, the Director of Event and Sponsorship, Globacom, Bode Opeseitan, said, “Globacom and our beloved Nobel Laureate, Prof Wole Soyinka, share similar aspirations in terms of developing a strong and virile Africa. Trinidad and Tobago has deported 28 ex-Niger Delta militants whose characters and behaviours were considered inimical and threatening the good relationships between Nigeria and that country.

The 28 ex-militants were part of the initial 100 sent to that country for a training programme that is costing Nigeria as much as $6 million, 15 had earlier dropped out of the programme on health ground.

Ten of the ex-militants have, however, been rewarded with scholarships to further their programmes up to masters degree level following their excellent performance in their training aimed at equipping them to play significant roles in the Nigerian oil and gas sector.

This much was revealed to President Goodluck Jonathan who concluded his two-day visit to the country on Wednesday.

Prime Minister of Trinidad and Tobago, Kamla Persad-Bissessar, while receiving President Jonathan said her country is pleased to be part of the Niger Delta Amnesty Programme “initiated and implemented by your office to engage young persons from the energy-rich Niger Delta in training and rehabilitation programmes, thereby contributing to the positive development of that region”.

Ten out of the ex-militants participating in the Niger Delta Amnesty Programme initiated and implemented to engage young persons from the energy-rich Niger Delta in training and rehabilitation programmes won scholarship up to masters level at the Caribbean University.

As a result, only 57 Nigerians are now taking part in the programme where the Federal Government of Nigeria is spending over $6 million to equip the youths with various skills expected to be deployed in the oil and gas sector.

They represent the first group of trainees who will be certified in the areas of Automotive Service Maintenance, Heavy Equipment Operations and Millwright and Shielded Metal Arc Wielding.

The prime minister noted that “on Wednesday July 25th, the National Energy Skills Centre held a graduation ceremony for its first group of trainees from the programme who are now certified in the areas of Automotive Service Maintenance, Heavy Equipment Operations and Millwright and Shielded Metal Arc Wielding.”

“I am confident that the 57 graduates will utilise the skills acquired to enhance the human capital of the Niger Delta. I am informed that another group of approximately 80 trainees are expected to arrive in Trinidad and Tobago and that discussions are underway for the implementation of a similar training model in Nigeria.”

U.S. Olympic men's basketball coach Mike Krzyzewski already knows what his superstars can do, and doesn't need to be reminded in the kind of blowouts his team routinely racks up during pool play.

What he needs to find out is what would happen if they weren't available, when the Americans were playing against teams that could beat them.
"You don't know who it's going to be that might help us win the gold medal,'' Krzyzewski said. THE Benin High Court 7 yesterday disqualified the Edo State Independent National Commission (EDSIEC) from conducting election into the 18 local councils, saying the body was not properly constituted by the current administration of Governor Adams Oshiomhole.

The Guardian gathered that the election would be held in December this year. Attorney General and Commissioner for Justice, Osagie Obayuwana, told The Guardian yesterday that the state government had already appealed the judgment.

The judgment in the case between Caroline Ewohinmi, Robert Oghafuoso, Saliu Jeremiah, Friday Ojo, Eric Uhunmwangho on the one hand and the governor, Attorney General, House of Assembly and the eight members of the reconstituted commission headed by Solomon Aigbuoibo Ogoh, on the other, was delivered by Justice A. Edodo-Eruaga.

She granted the reliefs sought by the plaintiffs, which included that their dissolution was wrong as they were constituted on June 20, 2007, and their tenure should have elapsed on June 19 2012. They also urged the court to rule that they remained members of the commission until the expiration of their tenure. They also said the appointment of Ogoh and others as head and members of the commission was unconstitutional since their tenure was still running.

A new poll brought good cheer to US President Barack Obama leads as it showed him leading Republican challenger Mitt Romney by at least 6 percentage points in three key swing states.

Obama’s lead was 53 percent to 42 percent among likely voters in Pennsylvania, 50-44 in Ohio and 51-45 in Florida, according to the CBS News/New York Times/Quinnipiac University poll published on Wednesday.

In all three states, the candidates are nearly tied on a question about who would handle the economy better. And in all three, Obama’s approval rating is under 50 percent.

But Obama is viewed more favourably in all three and is far more likely to be seen as caring about voters’ needs and problems.

The United States has fingered some state governments and politicians as being behind the spate of communal and sectarian violence rocking Nigeria. It would be recalled some politicians had made outlandish comments blaming Christians of being behind the series of boko haram bombings in church only to turn around and attack the Joint Task Force when it announced plans to go after terrorist. It would also be recalled that after the President of the Christian Association of Nigeria (CAN) Pastor Ayo Oritsejafor appealed to the U.S. Congress to label Boko Haram terrorists, these same politicians descended on him with insults and all mannner of abuse.

It may also be recalled that a certain politician who has curiously remained silent in condemning Boko Haram's murderous activities has however been issuing inciting threats including one where he threatened that "the dogs and baboon will both be soaked in blood"

It said in the latest International Religious Freedom Report for 2011, released on Monday that there were reports of abuses of religious freedom by some state officials and politicians.
It identified the main targets of such violence to include political and ethnic rivals, businesses, homes, churches, mosques and rural villages.

Access Bank Plc (ACCESS) of Nigeria won a 653 million-pound ($1.02 billion) fraud lawsuit in Britain against Erastus Akingbola, the former chief executive officer of bailed-out Intercontinental Bank Plc, which it acquired last year.
Akingbola is liable for directing the bank to buy its own shares at a loss of about 145 billion naira ($902 million), siphoning money to companies controlled by him or his family and using Intercontinental funds to buy real estate in the U.K., Judge Michael Burton said in a ruling inLondon today.

“Quite apart from being contrary to Nigerian law,” Akingbola’s strategy for the bank to buy its owns shares “was simply wrong-headed, and was plainly a substantial contributing factor to the collapse of the bank,” Burton said.

Intercontinental was among eight lenders bailed out by the nation’s central bank after a 2009 debt crisis caused in part by loans to speculators in equities. Akingbola, who was fired by Intercontinental and then sued after he moved to London, has been back in Nigeria since 2010 defending a criminal fraud case stemming from the bank’s failure.

We are a cross section of Nigerians, privileged to be in various sectors of our economy, professions and society, who are deeply concerned about signs that our beloved nation is descending into anarchy and hopelessness, compounded by a palpable threat that the nation itself will become insolvent. We make an earnest call on you Mr. President to swiftly and effectively deploy the enormous power of your office as well as the immense national resources available to you to arrest the national drift and despondency before it becomes irreversible.
In this past year of your presidency, Nigeria has witnessed an unending spate of bombings and killings of innocent citizens; reckless and unchecked wholesale looting of our national treasury and natural resources on a scale largely unknown before; a growing national debt without commensurate development and progress and above all a signal failure from the national government to outline a vision for rebirth and progress, and a floundering without direction in critical government functions and agencies. The ship of state under your esteemed captainship seems to be dangerously adrift.
