Why has Kenya only been able to pave just 13,000km which is less than 7% of it total roads?

When the Ecomomics said that your road network is 109,000km and only 12% of it paved you said that the Economics did update in 2004. I then asked you if you have been having 109.000km since 2004 and see your answer grin
