We know that not everyone registered was able to collect their PVC for several reasons.
News/rumour has been spreading encouraging registered voters that could not collect their PVC that there is still a possibility to vote by visiting inec website to print out their registration slip and take it to the PU..

Afterall, the PV card is just for identification and is not for accreditation, the registration slip carries the same detail
the BVAS carries the voters full detail
