WAEC is at the heart of the malpractices. They leak the exams from within. Then they turn around to cry wolf. This past exams were leaked. My ward told me she avoided going to the groups who were solving the questions after the expo "dropped" a few days to each exams. I had told her to write only what she could recall, as we were not interested in the proceeds of falsehood. Malpractice becomes progressively more difficult. In the final analysis, a graduate who depended on buying grades to succeed ends up flopping on the national or global stage. I call to mind the High Court Justice Buhari nominated to the International Criminal Court of Justice in the Hague.
