My us paypal has been limited because of some funds I received from another us paypal. All the guy's transactions he sent to me in November have been reversed and my account limited. He also told me that they have limited his own paypal too.

On normal circumstances, PayPal do not reverse money, the account owner do that, unless a hacked account was used to send money to you.
